The meeting was called to order at 8:20 p. m. by Mayor Cortesi.
Present: Councilmen Adolph Sani, Emilio Cortesi, Joseph Bracco, Telford Smith
Absent: Councilman John Noouau.
Councilman Sani introduced a resolution accepting a deed from Alliu McCahou and
Rachel McCahou, his wife, to the City of South San Francisco. Councilman Smith
at this point asked for a fuller explanation of the contemplated property purchase.
He was Informed by the Acting City Attorney that this was a strip of land easement,
was an old project whereby sewer service was supplied to the Avalon School. It
was considered a Deed of Easement due to the fact that this sewer had to run
through various pieces of property owned by others. Roll call vote was as follows:
Ayes: Councilmen Saul, Bracco~ Smith and Cortesi; Noes, None; Absent, Councilman
Noonan.
At this time Councilman Smith asked if the minutes of the previous meeting could
not be read. Councilman Bracco stated that the minutes of previous meetings were
not read but that copies were sent to each councilman prior to the meeting and
if there were any errors or omissions, they were made at the meeting following.
City Clerk Rodoudi was then requested to read from the minutes of the previot~
meeting if they had been approved. This was affirmed.
Councilman Bracco introduced a resolution ordering the work for improvement of
Shaw Road in Industrial Acres. Councilman Smith reported that he would not vote
ou this until he saw the Map of the Road. Acting City Attorney explained that
the bonds were already up for this and that since no protests had been registered
that it was 0. K. to go ahead ~,ith the work. Roll call: Ayes, CounciLmen Sani,
Bracco, Cortesi; Noes, Councilman Smith; Absent, Councilman Noonan. At this time,
Councilman Smith asked that the map be brought in which was done.
At 8:42 p. m. Councilman Noouan appeared at the council meeting and he was in
regular atteuds, uce. Councilman Smith then proposed that a provision be made that
the council as a body insist that proper drainage be provided for and that uo
contract be awarded until this provision be complied with. Acting City Attorney
Lyons reported that work could be ordered to be done, bids called for to be
opened ou July 21, 1952, but the council could refuse the contract if not satis-
fied v~th the proposed work. Roll call vote was as follo~: Ayes, Councilmen
Noouan, Sani, Bracco, Smith & Cortesi.
Councilman Sani introduced a resolution directing work of Improvement of Indus-
trial Acres, Shaw Road, to be done under the direction of the Engineer of Work
Randlett. Councilman Smith asked if the South San Francisco Lard& Improvement Co.
had requested Raudlett, to which Acting City Attorney replied yes. Roll Call
vote was as follows: Ayes, Councilmen Noonau~ Sant~ Bracco, Smith and Cortesi.
Councilman Bracco introduced a resolution directing publication of notice inviting
sealed proposals and fixing date of hearing thereon for improvement of Shaw Road
iu Industrial Acres. Councilman Smith requested to know if proposals should not
be made at this time for drawing before calling for bids. Acting City Attorney
Lyons reported that City Manager McClung stated a drainage m~p is to be filed
relative to this matter. If it were not in order, then there would be no final
action. Roll Call vote was as follows: Ayes, Councilmen Noonan, Sani, Bracco,
Smith~ Cortesi.
Councilman Bracco introduced a resolution appointing Arthur A. Rodondi Deputy Tax
Collector of the City of South San Francisco and fixing his salary as such Deputy
Tax Collector. Roll call vote was as follows: Ayes, Councilmen Noonan, Sani,
Bracco, Smith and Cortesi.
Councilm~n Saul introduced a resolution to change authorized agent from former
Mayor Sani and City Clerk Daniel Hyland to City Manager McCluug. City Manager
McClung explained the purpose of this resolution relative to the public buildings.
This has to do with handling all matters relative to the authorization of what-
ever work need be done. This has relation as well to the refund of whatever
monies are due the city. Roll call vote was as follows: ~ Ayes, Councilmen Noouan,
Saul, Bracco, Smith and Cortesi.
Councilm~n Bracco introduced a resolution requesting an allocation of the sum of
$43,000.00 for emergency flood relief. City Manager McClung gave au explanation
relative to the notice which had been placed in the League of California Cities
regarding the appropriation of monies for flood control measures. The City Mana-
ger went on to show the need for State aid ou his recent trip to Sacramento.
Engineers from the State ~*ill be sent out for supervision of claims. If in the
opinion of the State Engineers~ we did not ask for enough aid~ more will be ~iven.
If too much ~as asked for, it will be returned to the State. City Manager McClung
went on to explain the proposed work from the Macco Road back to the vicinity of
Chestnut Avenue. The money is to be available on July 1, 1952. It ~s also
stated that payment of this could be done by taxation if need be as there was a
provision for this. Acting City Attorney Lyons reported that if we are to get
funds we should act now before someone else makes application. After lengthy

The matter was brought up of Planning Com~.ission Resolution No. 266 relative to
the petition of G. Fog!iani to amend Section 4.1 of Ordinance ~o. 269 of lot 18,
block 95 (670 Grand Avenue) South San Francisco, be rezoned from R-2 to R-3 as
per the recommendation of the Planning Co~mission~ that it be granted. Council-
~n Bracco moved, seconded ~y ~o~ncilman San~, that the recommendation of the
Planning Commission be accepted. This was regularly carried.
Building Inspector Rozzi then brought up the matter of Sunshine Gardens placing
the proposed map on file. After some lengtbydisc~siou, CouncLLman Smith suggested
that the ordinance be amended to include the minimums that wmuld be allowed on
subdivisions such as the minimum square feet~ lots co~d contain. Councilman
Noouan then brought up the point of other major s~odivisions having lot sizes of
50 feet by 90 feet. This would seem unfair to Sunshine Gardens if they were made
to increase the size of their lots. This could be passed under a hardship case
presented to the Planning Commission by the Sunshine Gardens according to the
interpretation of Acting City Attorney Lyons. Councilman Sani also commented that
included in the amendment should be a provision for proper yard space on the lots
instead of steep cliffs and small yard space on some of the lots that have been
subdivided in the past. Mrs. Seascout also remarked that some provision be made
in the ordinance regarding the removal of top soil and leaving just clay such as
~s done iu Francisco Terrace. Councilman Saui then suggested that the builders
of Sunshine Gardens be allowed to go ahead pending the approval of the variance.
Acting City Attorney Lyons reported that this would have to go before the Plan-
ning CommisSion before approval could be given. The builder sho~ld s~mit
another application and a Hardship Petition. City Manager McClung was then in-
structed to have the s~dividers apply for a variance.
Silvio G. Righello then brought up the question of his petition for amendment
of Section 4.1 of ordinance ~269 of lot 12, block 95 to be rezoued from R-2 to
R-3 which is located at Locust and Grand Avenues. There is to be constructed
six apartments on the lot. Councilman Sani moved, seconded by Councilman Bracco,
that the recommendation of the Planning Commission be accepted. This ~as regu-
larly carried.
Councilman Noouan moved, seconded by Councilman Smith and regularly carried, that
the Planning Consultant of the Planning Commission submit his report to the City
Council of approval or disapproval of petitions and applications, and if dis-
approved, the reason or reasons for disapprovals. Councilman Bracco then requested
that the consultant of the Planning Commission be relieved of his duties as it
co~tld be a savings ou the budget. Also that the Planning Consultant had not made
any recommendations so far nor had he seen any.
Mr. Righello then spoke relative to the rezoning of all the area ~.~est of Magnolia
that was to have been done by Mr. Wise but that he had not seen anything concerning
this as yet. This ~as his reason for his application for spot rezoniug of his
application. Building Inspector Rozzi then stated that Mr. Wise made a survey
from Chestnut to Magnolia on apartment houses.
Betty Mitter then spoke regarding Frank Lucio ou his proposed Sky Observation tu
conjunction with civilian defense program to be held ou July 14, and the need
for manpower to man the post properly on an all out alert. About 100 men are
needed to man this post and publicity should be given. Councilman Bracco moved,
seconded by Councilman Noonan, that publicity be obtained and recognition be
given to Frank Lucio. This was regularly carried.
Councilman Smith then brought up the.question of the Spruce Avenue Bridge over
Colma Creek. It seemed that the preparation of the concrete floor under the
bridge was too high creating a problem and advised that the matter be looked into
before concrete was po~ed as all the reinforcing steel was almost iu place and
considerable cost wo~ld later be incurred to make changes. City Manager McClung
stated that he was aware of this as he was discussing this today. He stated
Randlett's office would be contacted to run a line on it.
Councilman Sani moved, seconded by Councilman Bracco and regularly carried~ that
the meeting be adjourned until the next regular meeting date, July 7~ 1952 at
8p.m.
