The meeting ~as called to order at 4:05 p. m. by Mayor Cortesi.
Present: Councilman John Noouan, Adolph Sani, Emilio Cortesi, Telford Smith
Absent: Councilman Joseph Bracco
The minutes of the previous meeting were dispensed with and held over to the
next regular meeting.
The adjourned meeting was called for the purpose of discussing the problem of
Sunshine Gardens. At this point, Mr. Herbert Schaur of the Planning Cow~ssiou
was called on and explained the meeting they had relative to the problem and
went on to explain further ou the map as submitted, together with the represen-
tative of the Subdivision, who was also present.
At 4:15 p. m. Councilman Bracco entered the meeting and was present for the duration
of the meeting.
After lengthy discussion of the Sunshine Gardens matter, Councilman Noonan stated
he wished to be sure of two things and that was the matter of the Schools and
Recreation. Councilman Smith stated that relative to the map, to go ahead on the
streets but he felt that it would not be right to go ahead on the mass variance.
Councilmen Noonan and Bracco stated at this time that the street layouts had
already been accepted.
Acting City Attorney stated that the Council and the Developers acted in good
faith, the conflict being between the ordinances. It would be a hardship to re-do
everything again. Acting City Attorney Lyons felt that it would be in order to
go ahead with accepting the whole variance.
Councilman Sani moved that the recommendation of the Planning Commission be
accepted. At this point, Councilman Noonan asked that provision be made iu the
motion for the Recreation and School sites and that a letter be directed to those
departments requesting information as to ~hether or not they were satisfied with
the site and location. Motion of Councilman Saui was seconded by Councilman
Noonan and regularly carried.
Councilman Sani then moved that the Acting City Attorney be instructed to prepare
the necessary legal papers with regard to accepting the variance. The motion was
seconded by Councilman Bracco and regularly carried.

Acting City Attorney Lyons brought up the matter of a letter from the office of
Kirkbrtde and Wilson with regard to the outfall sewer of Avalon Park, stating
that a resolution was to be introduced asking for a continuance from April 15,
1952 to April 21, 1952. Councilman Smith introduced a resolution of the city
council of the city of South San Francisco correcting the minutes of the Regular
meeting, duly adjourned, of April 15, 1952 to show that public hearing on Avalon
Park 0utfall Sewer Assessment was continued until next regular meeting. Roll
call vote was as follows: Ayes, Councilmen Noonan, Bracco, Saul, Smith & Cortesi.
Councilman Sani introduced a resolution declaring that investigation proceedings
are not required in connection with the improvement of Third Lane from Eucalyptus
Avenue to a point 58 feet west of Laurel Avenue. Roll call vote was as follows:
Ayes, Councilman Noonan, Sani, Bracco, Smith and Cortesi.
Councilman Bracco introduced a resolution of the city council declaring its in-
tention to do certain public improvement work iu the city of South San Francisco
ou Third Lane from Eucalyptus Avenue to a point 58 feet west of Laurel Avenue.
Roll call vote was as follows: Ayes, Councilman Noonau, Saul, Bracco, Smith and
Cortesi.
Councilman Bracco introduced a Resolution of theCity Council of the City of South
San Francisco appointing a Works Engineer for the improvement of Third Lane from
Eucalyptus Avenue to a point 58 feet west of Laurel Avenue and directing said
Works Engineer to make an estimate of the cost of said improvement. Roll call
vote was as follows: Ayes, Councilmen Noonan, Sani, Bracco, Smith and Cortesi.
Councilman Sani introduced a resolution approving the estimate of the Works
Engineer with reference to Third Lane improvement. Roll call vote was as follows:
Ayes, Councilmen Noonan, Sani, Bracco, Smith & Cortesi.
Councilman Bracco introduced a resolution establishing prevailing wage scale, with
reference to Third Lane Improvement. Roll call vote was as follows: Ayes, Coun-
cilman Noonan, Sani, Bracco, Smith & Cortesi.
Councilman Sani introduced a resolution of the City Council of the City of South
San Francisco approving the rec~eudation of the Planning Commission of said city
and directing that a variance permit be granted to Pacific Coast Construction Co.
Roll call vote was as follows: Ayes, Councilmen Noonan, Saul, Bracco, Smith and
C ortesi.
Mayor Cortesi stated at this time that he would like to have a meeting of the
council members ou Wednesday July 16, at 2 p. m. to go over the problem of the
Engineer that was discussed previously.
Mayor Cortesi next brought up the wage increase for employees which was to go
on the payroll of the 20th. Councilman Smith moved, seconded by Councilman Noonan
'and regularly carried, that the increase of salaries be given as they were discus-
sed in the budget, that is $25.00 base raise to employees, with members of the
Police Department being given 5% more for working on the midnight watch and B~ more
for working on the swing or 4 p.m. to 12 midnight watch, raises to be effective
as of July 1, 1952.
Councilman Smith then brought to the attention of the council the question of
the hourly paid labor. City Manager McClung stated that a r~ise of 25~ instead
of 15¢ was requested by Recreation workers as au incentive for them to remain
inasmuch as outside employment afforded better conditions with reference to
salary.
Councilman Saui stated he was in favor of giving adjustments to all equally. At
this point, City Manager McClung gave an explanation of the pay raises. On
motion of councilman Smith, seconded .by Councilman Noonau and regularly carried,
that the council accept the recommendation of the City Manager with regard to
City Hall Employees.
Councilman Sani then stated that the hiring of the help for the office of the Ci~
Clerk was not delegated to the City Clerk. The hiring was to be done by the
Council with the rec~endation of the City Manager and the City Clerk.
Councilman Noonan requested informati6u relative to the ~eceptionist that was to
be hired, would she be civil service. He was informed that it would be necessary
for her to take au examination.
The question of Recreation Commission employees arose again and while City
Manager McClung absented himself to obtain the figure quotations in this problem,
the Mayor mentioned having been requeated for an audience by Mr. Bucher and Mr.
Gaudio with respect to their examination for City Attorney. At this time it was
agreed by the members of the council that this request be granted and they be
informed to appear Wednesday at 2 p. m. At this point City Manager McClung stated
he would inform the applicants to be here staggering the times of appearances as
2 p. m. - 2:15 p. m. etc. Again City Manager McClung gave an explanation of the
salary recommendations as furnished by the Recreation Commission, and after
lengthy discussion, it was moved by Councilman Noo~.an, seconded by
Councilman Bracco and regularly carried, that the raise in hourly rate be equivalent
to the approximate $25.00 raise.
0u motion of Councilman Sani, seconded by Councilman Bracco and regularly carried,
the meeting was adjourned to Monday, July 21, 1952 at 8 p. m.
