We, the undersigned, being the Mayor and all the councilmen of the City of South San Francisco, do
hereby consent to the holding of a special meeting of said city council for the purpose of considering further
the application of the Junipero Serra Post of the Veterans of Foreign Wars to make use of the Orange Avenue
Park ou August BO~ B1 and September l, 1952, for the holding of a festival open to the general public. Said
special meeting is to be held ou Wednesday, August 27, 1952, at the hour of 5:40 o'clock p.m., and to consider
application of said post to make use of balcony of City Hall as a reviewing stand for parade officials ou
August BO, 195R.

SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF
SOUTH SAN FRAN~ISCO EELD WEDNESDAY, AUGUST 27, 1952

The meeting was called to order at 5:40 p. m. by Mayor Cortesi.

Councilmen John Noonan, Adolph Suni, Emilio Cortesi, Joseph Bracco, Telford
Smith

Councilman Noouan stated that there was only one issue presently before the council.
He further stated that inasmuch as he disliked going against the Recreation Commission
he moved that permission be granted the Veterans of Foreign Wars to hold their proposed
festival. Councilman Suni stated that before the motion was seconded, he would like
an explanation regarding the problem. Councilman Noouau withdrew his motion.
Mrs. Hernan of the Recreation Department explained the meetings that had been held
regarding this problem, it having been referred to the Recreation Commission for rec-
ommendation.
Councilman Saul stated that at that time, discussion took place relative to concessions
on public parks. Councilman Bracco stated that there have been concessions there before.
Mayor Cortesi remarked that the Chief of Police stated there were no illegalities in-
volved.
Mrs. Hernan stated that this would not tend to stop other organizations from following
suit for such activities.
Councilman Saut stated that the V. F. W. had worked hard and did not like to see it
stopped, nor be an injustice to either.
Councilman Noonau reintroduced his motion that permission be granted to the V. F. W.
for their Tri-City Festival.
Councilman Smith asked City Attorney Lyons the legality regarding granting of permission.
City Attorney Lyons stated that this was a matter for council action, that it was proper
to grant permission to charge for the purchase of refreshments and food as a convenience
to the public. The paid concessions under this scope was a matter of opinion and policy
for the council to determine as being a convenience to the public. Councilman Smith
asked if this would in anyway be a conflict with the state.
At this point Recreation Director BulJan read off the various booths that were being
conducted, the reading being made from the map as furnished by the V. F. W. Mrs. Hernan
stated that if money was placed on the boards of the booths she was requesting that the
council stop them.
Councilman Sani suggested that the motion be amended to include that all concessions
be legal. Councilman Noonan made such amendment as suggested by Councilman Saul, to his
original motion. Recreation Director BulJau suggested that the train ride and pony
ride be included.
Councilman Smith brought up the matter on games and the participation by the children
in placing money on the boards, that this practice should be c~rbed. Mr. Dewey Bell
representing the V. F. W. stated that the Chief of Police, Recreation Commission and
himself wo'old be present. If things were not in order the way they were being operated,
to consult any of those mentioned. Councilman Smith seconded the motion of Councilman
Noouau.
City Attorney Lyons asked Lester Kelting if proper insurance had been provided for to
cover all liabilities, to which he replied that it had for parade activities, etc.
Motion and second as made was regularly carried.
Mayor Cortesi requested the City Clerk to write a letter to the Recreation Commission
explaining the reasons for the action of the council and thanking the commission for
their effort and for a job well done. Also that no hard feeling existed.
Dewey Bell requested permission to use the balcony of the City Hall as a reviewing
stand instead of as originally planned at the Memorial Park. Councilman Bracco moved~
seconded by Councilman Sani and regularly carried, that permission be granted for the
use of the balcony as a reviewing stand.

Councilman Smith asked that the consent to the special meeting be amended to show per-
mission to be granted for the use of the balcony as a reviewing stand.
Mayor Cortest requested of City Attorney Lyons information regarding the next regmlar
meeting time. City Attorney Lyons explained that this was for council action to decide
When it was to be held.
Mrs. Hernau requested that three recreation directors be ou duty. She was instructed
that they were not necessary to be there and for this reason would like a clarification
of the issme. This was explained by Councilman Noonau. Recreation Director Buljau
explained how the Recreation Directors would be delegated insofar as work was concerned.
Councilman Noonan brought up the matter of supplies for sanitary facilities.
stated that the V. F. W. should supply the necessary supplies and manpower.
The meeting was adjourned to Monday, September 8, 1952 at 8 p. m.
