1952-5B TAX RATE:
City Clerk having forwarded copy of the minutes of the previous meeting to all council-
men, Mayor Cortesi asked if there were any errors or omissions. There being none, the
minutes were approved as submitted.
First order of business was the Setting of the tax rate for the fiscal year. Councilman
Smith asked City Mauager McClung relative to the tax rate noting that Flood Control
appeared that did not last year. City Manager McClung gave an explanation of the break-
down of the rate explaining the two items of Flood Control and Planning Commission.
Councilman Sani introduced a resolution fixing the tax rate for the fiscal year 1952-53.
Roll call vote was as follows: Ayes, Councilman John Noonau, Adolph Sani, Joseph
Bracco, Telford Smith, Emilio Cortesi.
PLANS & SPECIFI-
CATIONS, LIBRARY:
Communication was received from the office of the City Manager relative to Plans and
Specifications for the proposed addition to the Public Library. Il was moved by Coun-
cilman Sani, seconded by Councilman Bracco and regularly carried~ that the recommeudatio
of the City Manager be accepted.
LIBRARY BOARD CO~fRACT Communication was received from the office of the City Manager relative to the contract
WITH BALDINI: between Louis Baldiui and the Library Board. Councilman Smith asked if the 8~ mentioned
was a part of the $1400.00 mentioned and was informed by Mr. McClung that it Teas. Coun-
cilman Bracco called ou Mr. Baldiui who was in attendance and who gave an explanation
relative to the contract. Councilman Smith asked City Attorney Lyons if it was correct
that the Library Board could not enter into a contract but that the contract would have
to be with the city. City Attorney Lyons stated that this Teas correct. Motion was
made by Councilman Saul, seconded by Councilman Smith and regularly carried, that the
contract with Mr. Baldiui be accepted.

ORDINANCE:
Communication was received from the office of the City Manager relative to directional
church signs iu other cities in the county. On motion of Councilman Smith,seconded by
Councilman Bracco and regularly carried, the recommendation of the City Manager was
accepted. ~
Communication was received from the office of the City Manager regarding an ordinance
for the control of animals in the city. Councilman Noouau suggested that before passing
ou it, it be referred to a committee to ascertain if the ordinance does or does not
satisfy the needs of the city. Mayor Cortesi appointed Councilman Noonan, Bracco and
Saul as a committee. Councilman Smith also recommended that it be checked to see that
au ordinance did not already exist, so that one ordinance could take care of the m~tter.
It was moved by Councilman Noonan, seconded by Councilman Sani and regularly carried,
that these stipulations be carried out.

Communication was received from the office of the Works Engineer relative to two
parcels of ground which the South San Francisco Land & Imp. Co. wished to deed to
the city, one to provide for a return from Shaw Road into the proposed future street
of the City of San Bruno, and the other to provide au easier access to the pumping
station of the city. City Attorney Lyons stated that he had a resolution prepared
iu connection with this matter. Councilman Smith requested to know the purpose and
reason for the transfer. Works Engineer Randlett stated that the piece of property
at the pumping station would straighten out the alignment of the road to the pump-
ing station. The granting of the property would do this and also widen the area
in which the city could work. Works Engineer Randlett stated the area is too small
to be used by anyone &nd the South San Francisco Land Company thought it better to
grant it to the city. He further stated there was uo obligation and uo cost. Coun-
cilman Smith then mentioned if the easement could be fenced in by the city. Mayor
Cortesi laid the matter over to the next meeting.
Communication was received from the office of the Works Engineer Randlett relative
to classifying certain streets within the city as Major City Streets. These in-
cluded Bayshore Highway, Freeway Street, South Bayshore Highway and B Street.
Councilman Saui requested of Works Engineer Raudlett information if B Street ended
at the School property. Works Engineer Raudlett stated that this was correct.
Councilman Saul then stated that he was iu favor of granting the improvements from
the Gas tax fund. Councilman Noouau introduced a resolution designating certain
streets within said city as "Major City Streets." Roll call vote was as follows:

Cortesi.
A communication was received from the office of Works Engineer Randlett relative
to the improvement of Spruce Avenue. Councilman Bracco inquired relative to the
portion from Colma Creek to Railroad Avenue. Works Engineer Randlett informed him
that a meeting had been held with the property owners already. Councilman Bracco
moved, seconded by Councilman Noouau and regularly carried, that the recommendation
of Works Engineer Raudlett be accepted.
Communication from the office of the Chief of Police regarding the illness of Sgt.
Vincent Biauchiui was ordered filed.
Communication was received from Armour and Company requesting the appointment of
George Bramm as Guard, accompanied with the appointment as issued by the Chief of
Police. Councilman Saul moved~secouded by Councilman Bracco and regularly carried~
that the appointment be confirmed with uo remuneration frGn the city.
Communication was received from the Personnel Board relative to the examinations
for the positions of Stenographer Clerk and Typist Clerk. Ou motion of CounciLman
Saul, seconded by Councilman Noouau and regularly carried~ the recce~meudatiou of
the Personnel Board was accepted.
Communication was received from the Recreation Department regarding permission for
Recreation Director Buljau to attend the National Recreation Congress iu Washington.
0u motion of Councilman Smith, seconded by Councilman Bracco and regularly carried,
the request as submitted was granted.
Communication was received from the Recreation Department relative to its resolution
for the "Swim for Kids" as conducted by Fred Rogers and recommending a letter of
thanks be sent to Fred Rogers, Mrs. Rogers, his mother, and the businessmen who
contributed to the support and success of this event. Councilman Bracco stated he
was pleased that the Recreation Department took this action and lauded Mr. Rogers
for his fine work. Councilman Bracco moved, seconded by Councilman Noonau and
regularly carried, that the recommendation of the Recreation Commission be accepted.
Resolutions were received from the Planning Commission recoK~meuding the granting of
the following Use & Variance Permits. Res. No. 272, Alfred J. Stewart, Use Permit;
Res. No. 273, Everett E. Calk, Use Permit; Res. No. 274, Ferruccio Corucciui, Use
Permit; Res. No. 275, A. J. Eschelbach, Use Permit. Councilman Bracco moved~ sec-
ouded by Councilman Noonan that the use permits as mentioned be granted.
Councilman Smith asked if the drainage ou the Eschelbach permit would be adequate or
would it block drainage. Mr. Eschelbach who was in attendance stated that eventually
this area mentioned would be in a drainage area, should be in a drainage area and
drains should be provided. Mayor Cortesi stated that while on the subject of
drainage, the problem of Mayfair Village should be taken ~uto consideration as the
Co]ma Creek is higher than the streets iuMayfair. He further stated that steps
and action should be taken to take care of this before it was too late. Mayor
Cortesi appointed the Council as a committee to confer with the Supervisors and
County Engineer for help and action. Councilman Smith remarked that he understood
that Eschelbach had the right to fill in his property. The motion and second as
made was approved, and reg,~rly carried. Councilman Smith voted No. CounciLman
Bracco asked if he were voting No as to ResolutionS275 as granted to Mr. Eschelbach.
Councilman Smith replied he was and wished to be placed ou record as protesting
against having a barrier at that location, that provisions should be made for the
flow of water with a d~tch. Councilman Smith went on record as being iu favor of
Resolution No. 272-273-274.
Resolution No. 277 for Variance and Adjustment as applied for by Franklin H. Ayrtou
was introduced. 0u motion of Councilman Saui, seconded by Councilman Bracco and
regularly carried, the recommendation of the Planning Commission was accepted.

Resolution No.276 for Use Permit as applied for by Victor Rosa and communication of
Mr. Ben Mortara was read. Mr. Ben Mortara spoke relative to his letter as submitted
as being iu protest against the permission of Mr. Victor Rosa to conduct a Used Car
Lot in the Breutwood tract. He further went on to explain the zoning ordinance
section that applied to this matter. After lengthy discussion, Mayor Cortesi re-
quested that this use permit be held up.
Communication was received from the Housing Authority regarding the construction of
au 8 inch curb adjacent to Buildings 629-43 and 645-59 at Liudenville in conjunction
with the Spruce Avenue extension which was agreed on earlier in a meeting with the
city. Mayor Cortesi ordered this matter laid over awaiting a resolution to be drawn
up by City Attorney Lyons for the next council meeting.
Communication was received from Mrs. Theresa Kauk tendeFing her resignation as Sten-
ographer with the South San Francisco Police Department. On motion of Councilman
Sani, seconded by Councilman Bracco and regularly carried, resignation of Mrs. Theresa
Kaukwas accepted.
Communication was received from Phillip M. Gardner tendering his resignation from the
South San Francisco Police Department. Ou motion of Councilman Bracco, seconded by
Councilman Sani and regularly carried, resignation was accepted.
Communication received from the City and County of San Francisco regarding the San
Bruno Road abandonment was ordered laid over by Mayor Cortesi.
Communication was received from the North San Mateo County Councils relative to reso-
lution No. 405A adopted by the City of Millbrae requesting the support of this resolu-
tion by adopting oL~ own resolution iu this behalf. Councilman Bracco requested of
City Attoruey Lyons if he had drawn up this resolution. He replied that he did not
but gave an explanation relative to the problem faced by property owners along the
E1 Camiuo Real Highway with reference to the widening of that street. It was moved,
by Councilman Bracco, seconded by Councilman Noouau and regularly carried, that a
resolution be drawn up in support of this measure.
Communication was received from the Burl Burl Homes Inc. for reimbursement to them of
monies expended for the benefits of individuals and concerns. Mayor Cortesi requested
information if there was anything iu writing. City Mauager McCluug stated that it
would require looking into the files iu the City Clerk's office to find out if t~ere
was. Mayor Cortesi explained that there may be nothing iu writing, but that a meeting
be arranged with the Burl Burl Homes Inc. and see What exists there. City Attorney
Lyons stated that if there is nothing in writing it is not binding. The statute of
limitations outlaws this problem as well. The City Mauager was requested to make a
date for the meeting. CounciLman Saul remar~d that the Burl Burl Homes Inc. were un-
cooperative in their attitude to the playground.
Copy of complaint was introduced which was filed against the City of South San Francisco
and the L. C. Smith Co. by Burdette R. Stolp and Clara Stolp, Kenneth E. Stireman and
Maxine R. Stiremau. City Attorney Lyons reported that he was preparing a pleading and
requested instructions to proceed ou this matter. Ou motion of Councilman Saul, sec-
ouded by Councilman Noonan and regularly carried, the City Attoruey was instructed to
proceed ou the matter in representing the city.
A petition together with 45 signatures protesting the operation of a Junk Yard on Bay-
shom Boulevard by Louis Simon was read. CounciLman Sani stated that continued com-
plaints are received regarding this matter and asked the City Attorney to prepare steps
to commence legal action. City Attorney Lyons stated that this matter should be
brought into the Superior Court and &n injunction obtained and then if the injunction
were disobeyed, he would be in serious trouble. Councilman Sani moved, seconded by
Councilman Bracco, that the City Attorney be instructed to commence the necessary legal
steps. City Attorney Lyons stated that there was a section in the Penal Code providing
that a complaint could be drawn up, signed by someone such as the Chief of Police and
then the defendant be hailed into court. This probably would be the quickest way.
City Attorney Lyons stated he would prepare a complaint for the council. Councilman
Sani stated he wished to leave this matter up to the City Attorney for whatever immed-
iate action he wished to take. Motion was made and seconded, was regularly carried.
A communication was received from the South San Francisco Land & Improvement Company
relative to the laying of a pipe iu the vicinity of East Grand Avenue and Industrial
Way. Councilman Bracco asked ~rks Engineer ~or au explanation of this matter. Works
Engineer Randlett explained what the Laud Compauy wished to do. Councilman Smith
asked Works Engineer Randlett if that meant to abandon the culvert now there and in-
stall another to which he replied that it did. Councilman Smith asked Mayor Cortesi
that since Mr. McLeod was iu attendance he could possibly further explain the problem.
Mayor Cortesi at this time called ou City Manager McCluug to explain the drainage in
the Creek alongside of Bethlehem Steel Company ou Industrial Way, which he did.
Councilman Noonau stated that if there was a Joint participation, he was iu favor of
a 1/3 participation. CounciLman Saui stated that due to the big agenda problem, this
matter should be referred to the City Manager and City Engineer for study. Mayor
Cortesi requested the City Mauager to arrange for a meeting with Mr. Kauffman and Mr.
McLeod for this week. City Manager McClung stated that the large water shed area
problem should be taken into consideration in the discussion of drainage problems.
Mr. Kauffmann spoke relative to this problem stating that he wished to note that he is
not the owner of the property as mentioned, only the representative of the company.
Communication was received from the R. V. Smith Company, adjusters, for damage done to
the SpL~ Track of the California Cut Stone and Granite Works by the recent burning of
grass by the Fire Department. It was moved by Councilman Sani, seconded by Councilman
Bracco and regularly carried, that the City Mauager and City Attorney check into the
matter and ascertain insurance coverage by the city.

Communication was received from the Public Utilities Comission regarding the in-
stallation of automatic gates at the Linden Avenue railroad crossing. Councilman
Noouan suggested that a report be submitted by the City Attorney as to whether or
not the Public Utilities Commission were fully responsible. This was ordered done.
A comunication was received from the Business Mens' Sssociation requesting permis-
sion to hold their annual Kiddies Day Parade Oct. ll, 1952. On motion of Council-
man Bracco, seconded by Councilman Sani and regularly carried, permission was granted.
A communication was received from the Business Mens' Association expressing their
appreciation for off street parking lots. Councilman Bracco requested information
ou parking lot signs. City Mauager McClung explained the directional signs as
they exist presently. Councilman Bracco asked regarding signs iu the parking lots
and was informed that this was not advisable.
A communication was received frcm P. R. Blythe requesting permission to run excess
rain water collecting around his building during flooding periods into the Colma
Creek Canal. Mayor Cortesi asked Works Engineer Raudlett relative to this request
for permission. City AttorueyLyous stated that plans and specifications should
accompany this request and should be submitted. Councilman Smith moved that the
permission be granted providiug Mr. Blythe bring iu plans and specifications to the
Works Engineer. Mr. McLeod spoke from the audience suggesting that since private
roadway had to be crossed, permission'should be obtained to do this. Councilman
Sani stated that permission should not be granted if it crosses a private road.
Councilman Smith stated that information relative to the private road be mentioned
and permission be grauted. The motion was seconded by Councilman Saui and regularly
carried.
Communication was received from Van Bokkeleu-Cole Company applying for building
permit to construct a warehouse type building ou Industrial Acres. 0u motion of
Councilman Saul, seconded by Councilman Bracco and regularly carried, permission
was granted.
Communication was received from Aurelia Gatti requesting permission to move a
building from the vicinity of Sunshine Gardens to Sterling Manor ~l & 2. Motion was
made by Councilman Smith, seconded by Councilman Noouau and regularly carried, that
permission be granted provided the Building & Specifications Code be complied with.
Application for business license, made by Bruno T. Caruovale and Donald L. Rule to
conduct the business of automobile repair under the firm name of The Big Fix located
at ~4 So. Linden Avenue, was received. On motion made by Councilm~u Bracco, sec-
onded by Councilman Saui and regularly carried, permission was granted.
Application for business license made by Othella Powers to conduct the business of
baby weariug apparel under the firm name of Powers Baby Shop, located at lll9 E1
Camiuo Real, was received. Ou motion made by Councilman Noonan, seconded by Council-
man Bracco and regularly carried, business license as applied for was granted.
Application for business license made by Ed Gochring to conduct the business of
sound car advertising under the firm name of Sound Car Rental was received. Appli-
cant being present was called ou to explain the sound advertising. On motion of
Councilman Smith, seconded by Councilman Saul and regularly carried, application
was denied as it was construed as a nuisance.
Communications were received from Mrs. Helen Petroui of 9~6 Grand Avenue and Niua
Leicher of 905 Grand Avenue relative to restoration of bus service ou Sundays,
Holidays and evenings for the convenience of people. Mayor Cortesi asked City
Manager McClung to explain the meeting recently held with the Public Utilities Com-
mission relative to this problem. City Attorney Lyons who was also present at this
meeting explained the problem relative to subsidizing the bus lines. City Mauager
McClung suggested that all the Improvement Groups and citizens who wish to voice
their written protest send their letters to 'the city, then the letters will be c~n-
piled and the Public Utilities Commission contacted to re-examine the case, with
possibility of providing off hour bus service. Councilman Smith moved, seconded
by Councilman Bracco, that the recommendation of the City Manager be accepted.
Alvin Stuller stated that consideration should be given to the city operating the
bus line ou a lease basis which might be done. The motion and second as made was
regularly carried.
Communication was received from Mrs. Arthur Hannigau protesting the parking of a
Valley Van truck iu the front of her home. Councilman Noouan requested information
if this was creating a traffic hazard, asking the Chief of Police if au ordinance
exists to cover this violation. He was informed by the Chief of Police that we
should have an ordinance amendment prohibiting commercial vehicles from parking iu
residential areas. Mayor Cortesi requested City Attorney Lyons to prepare au
ordinance for the next meeting.
Communication from the Peninsula Aviation Co. was ordered filed by Mayor Cortesi.
Communication was received from Charles W. Dullea of the Adult Authority requesting
permission for Chief of Police Belloui to attend the convention of the International
Chief's of Police~ at ~os Angeles Sept. 22 to 25. '~ouncilm~u Sani moved, seconded
by Councilman Bracco and regularly carried, that pe~nmissiou be granted, to Chief
Belloui to attend the convention. Councilman Smith mentioned that the Chief had
just returned from a convention, having noted a claim submitted for $150.00 by him.

Action on co~nunications from the City of Needles and City of San Fernando rel-
ative to the statewide 4~ sales tax was withheld. City Manager McClung explained
the steps already instituted at the Fresno convention regarding this problem.
Councilman Smith stated that inasmuch as the next item was claims, he wished to
object to any and all warrants without proper support. None had any delivery tag
or p~rchase orders and wished to go ou record regarding this fact. City Attorney
Lyons stated that a communication could be addressed to the claimants for further
information. Councilman Smith stated that they should be accompanied by a pur-
chase order slip and number, that if an expenditure of money is made and later is
found it should not have been spent, then the council would be liable. Councilman
Smith asked City Attorney Lyons for confirmation of this and was informed that he
was correct. City Manager McCluug then gave au explanation of the bills and the
manner in which they are approved for payment. Councilman Smith stated they
should be left to the purchasing agent for proper method or type of giving out the
purchase order. On motion of Councilman Saul, seconded by Councilman Noonan-and
regularly carried~ claims iu the amount of $~6,126.70 as submitted by the Finance
Committee were ordered paid.
Communication was received from the Volunteers of America requesting permission
to conduct their annual tag day on Saturday, September 27th. On motion of Council-
man Sani, seconded by Councilman Noouan and regularly carried, permission was
granted.
Mayor Cortesi brought up the matter of the Personnel Board vacancy and proposed
the name of Carroll Bucher. 0u motion of Councilman Noonau, seconded by Councilman
Sani and regularly carried, the appointment of Carroll Bucher was confirmed. Coun-
cilman Smith voted uo on this motion, stating he had suggested the name of a suc-
cessor at a previous meeting. Councilman Sani stated that since Mr. Ledwith was
employed by Counci.lman Smith as auditor, the feeling was to place a person who was
not connected in any manner with a member of the council.
City Attorney Lyons brought up the matter of the curfew ordinance governing juven-
iles, that had been discussed at a previous meeting. He stated that the reading
could be waived and introduced by title only. The only change regarding the ordi-
nance was to the effect that the discretion of the Chief of Police should be used
iu determining whether or not hhe juvenile should be taken to the Juvenile home.

reading of the ordinance Fas waived. Councilman Bracco introduced the ordinance
by title only. Roll call vote was as follows: Ayes, Councilman John Noouau,

Councilman Noonan introduced a resolution authorizing the execution of an agreement
between the City of South San Francisco and the California State Personnel Board.

Councilman Bracco introduced a resolution of the City Council of the City of South
San Francisco providing for the filing of au applicatiou with the Director of
Finance of the State for an allocation of funds, as provided for by law~ to assist
said city iu paying for the cost of constructing the Municipal Sewage Treatment
Plant. Roll call vote was as follows: Ayes, Councilmen John Noonan, Adolph Sani~
Telford Smith, Joseph Bracco, ~ilio Cortesi.
Councilman Bracco introduced a resolution of the City Council of the City of South
San Francisco accepting au agreement of the Stonecrest Corporation, binding said
company to perform certain public improvements within the subdivision known as
Winston Manor ~B- This resolution was adopted by the unanimous vote of all mem-
bers of the council.
Under unfinished business the matter of the park ad signs was brought up for dis-
cussiou. Councilman Noouan stated he was still iu favor of granting the franchise.
Councilman Smith stated that trial basis should first be made before acceptance.
Mr. Cribbons stated he would be in accord for a B year franchise and trial period
of i year. Councilman Noonau moved, seconded by Councilman Smith and regularly
carried, that the motion for acceptance of park ad signs and amendment thereto
be for a one year trial basis with a cleanup time of 90 days.
The matter of low flying planes came up for discussion having been brought up for
attention by a member of the audience. City Mauager McCluug discussed the problem
as recently brought up at a recent meeting held between the United Airlines and
members of various peninsula cities. After explanation of this meeting, he re-
quested the people to note the exact time, type of plane and any other information
for the proper attention of those persons iu charge of such operations. If in~nediate
attention is desired a telephone call may be made to the Tower Operator. The com-

Mrs. Betty Mitter brought up the matter of the drainage problem which she discussed.
Frank Lucchio explained the operations of the Auditorium Committee, asking the help
of any of those persons iu the audience who wished to assist.
Mr. Leonard brought up the matter of the Scout Cabin repairs that are badly needed
explaining what is needed. 0u motion of Councilman Smith, seconded by Councilman
Noouan and regularly carried, the Building Inspector was instructed to work with
Mr. Leonard regarding this matter.

Councilman Smith brought up the matter of the status of a Special Election at the
same time as the General Election. City Attorney Lyons stated he felt this was
impossible as the Supervisors have turned down other cities and felt it would be
turned down. Councilman Smith then inquired as to the date of October 28 as that
is the time that the city of Daly City is holding one. He further stated that iu
the interest of time, a co~ittee be appointed to confer with the Supervisors and
to appoint him as a member of this committee to meet with the Supervisors. Council-
man Saul stated that a committee would not have to be appointed, that the City
Manager and City Attorney could check into this. Mayor Cortesi appointed the City
Attorney, City Manager and Councilman Smith as a comittee to check into this matter.
The question was asked by a member of the audience relative to flood conditions at
Oak and Commercial Avenues. City Manager McClung stated that next Monday night's
meeting would be with regard to this problem. Councilman Smith requested of Works
Engineer Raudlett information if temporary measures could be taken relative to
this matter. Councilman Smith also asked City Attoruey Lyous relative to using
money from General Fund as suggested by the Mayor.
Mayor Cortesi asked for the attention of those gathered and requested that the City
Clerk note iu the minutes his statement relative to a recent publication of Mr.
Charles Ward. It is quoted as follows:
There has been a great deal of criticism of my office and the operation of
this city's government iua throwaway paper published by a fellow named Charles
Ward.
This man does not live here, nor does he have any investment in this com-
muuityyet he consistently insists ou finding fault with council members and other
city officials.
I know that any man has the right to say what he wishes if it is not slan-
derous, and in view of the fact that he stated uncomplimentary things about me
iu his last issue, I think it is only fair that we know who this man is.
What are his qualifications that give him the right to attemp to take over
this city government?
What are his interests in this communitY where he has nothing invested or
Jeopardized?
What motive does he have iu trying to split the city into factions?
If he is an expert in this line, then maybe his advice can be a benefit to
South San Francisco, and we should welcome his constructive criticism.
So not knowing of him I have asked the proper city authorities to check
into his experience and background. If it then proves that he is an expert in
city governmental affairs, I will ask the city council to seek his advice.
On motion of Councilman Sani, seconded by Councilman Noonan, the meeting was ad-
journed to Monday, Sept. 15, 1952 at 8 p. m.
