CALL TO ORDER:
The meeting was called to order at 8:08 p. m. by Mayor Cortesi.
ROLL CALL:
Present: Councilmen Adolph Sang, Joseph Bracco, Telford Smith,
John Noonan, Emilio Cortesi.
MINUTES:
Minutes of all previous meetings were approved as submitted.
EXCHANGE OF
PROPERTT ON SAN
BRUNO ROAD:
Mayor Cortesi called on Eugene J. Riordan, Director of Property
for the City and County of San Francisco who spoke relative to
the exchange of property for San Bruno Road. He stated that he
wished to have San Bruno Avenue closed and that the exchange of
lands could be made by ordinance or resolution. At this point
Mayor Cortesi requested the map be shown to Councilman Bracco who
was not familiar with the previous discussions. After discussion
by members of the City Council, City Manager, City Attorney and
Mr. Riordan, Mayor Cortesi asked City Attorney Lyons what the
needs would be for the vacating of the road. City Attorney Lyons
reported that a resolution or agrement should be entered into
between the City of South San Francisco and the City and County
of San Francisco regarding the deeding of properties. It also
should be referred to the City Engineer for the checking of the
proper legal description. An agreement could be entered into
tonight he stated.
Councilman Smith moved that an agreement be submitted to the
Council for approval for the exchange of properties. Motion was
seconded by Councilman Noonan and regularly carried. Mr. Riordan
asked permission to have his City Attorney contact our City
Attorney regarding this matter. This was granted by the Council.
IMPROVEMENT OF
HARBOR WAY:
Communication was received from the office of the City Manager
regarding the improvement of Harbor Way accompanied by a letter
from E. R. Guerin relative to the same matter.
Councilman Sani commented stating t~t it would be in order to
authorize a deed but that it should not be free of any assessments..
City Manager McClung remarked that the conent was correct. Upon
receipt of the letter from Guerin he contacted Mr. Kauffmann.
Mr. Kauffmann informed Mr. Guerin that the road would be a tem-
porary improvement. Mr. Guerin indicated that another letter
would be sent. He recommended that the City accept this without
giving Mr. Guerin any privileges.
Councilman Sani spoke regarding the size of the road stating that
it should be 60 feet instead of 50 feet as mentioned as large
size trucks would be going over it.
Councilman Smith stated that if we did take the property over as
mentioned by Councilman Sani we would not have the money to
improve it. It would bear checking into before it were accepted.
Mayor Cortesi stated that an agreement should be obtained from
all property owners relative to this matter.
City Manager McClung stated that ~ost all of the property owners
were in favor of this and that Guerin was the largest owner.
Councilman Bracco ~oved that the City Manager be instructed to
obtain all the particulars to be acted on at the next meeting.
This was seconded by Councilman Noonan and regularly carried.
IMPROVEMENT OF
STREETS IN
LINDENVILLE:
Communication was received from the office of the City Manager
regarding the improvement of the streets in Linden~lle. Council-
man Noonan asked for the advise of the City Attorney regarding the
legality stating that if we could not authorize it done we could
acquiesce to having it deducted from their in lieu tax.
City Attorney stated that we could not legally order the Work
done or approve its being done but ceuld acquiesce to they
deducting it from the in lieu tax as ~entioned.
City Manager McClung stated that the ruling of the previous City
Attorney was that we could not do any of this work. Trucks
serving industries in this area use this street. We would only
be required to share in one half the amount of the first item
which would be $2,016.68. The balance of the two other items in
the amount of $8,472.00 would be paid entirely by the Housing
Authority.
Councilman Noonan moved that we acquiesce and favor the deducting
of this amount from in lieu taxes. This was seconded by COuncilman
Smith and regularly carried.
IMPROVEMENTS AND Communication was received from the office of the City Manager
ACQUISITION OF relative to South Mayfair and SOuth Canal Streets, their improve-

SOUTH CANAL STREETS:there was any urgency in this matter.
Mayor Cortesi stated that South Mayfair was important due to the
rainy season coming on.

"FRINGE AREAS":
Councilman Bracco asked City Manager McClung to give an
explanation relative to this subject. He explained that the Land
Company was desirous of giving both to the City but he felt that
they would agree to giving only one to the City at this time.
Councilman Noonan moved that South Mayfair be approved at this
time and that we hold up South Canal. This was seconded by
Council~an Sani and regularly carried.
Co~unication was received from the office of the Chief of Police
r~arding the appointment of Miss Dorothy Volkman as Police
Stenographer at the salary of $225.00 per month. On motion made
by Councilman Sani, seconded by Councilman Bracco and regularly
carried the appointment of Dorothy Volkman was confirmed.
Co~smnication was received from the office of the Chief of Police
regarding the completion of the probationary period of George
Richards as Police Officer and increasing his salary to $320.00
per ~onth. On motion of Councilman Bracco, seconded by Council-
man Sani and regularly carried confirution of this was made.
Co~unications were received from the office of the Planning
Cmission, Works Engineer, and the Arco Building Company regard-
iag the play~round in the P~rk Haven hbdivislon. After a
discussion between wembers of the Codicil, Bra. Hernan of the
Recreation C~ission, ~r. klJan, ~teerestion Director, and
~Lr:~. ~n ~k~iro, C~uncil~an Sani ~oved, seconded by Councilman
B~eee a~d regularly carried that the recommendation of the
PlanaiM Cmi~ion and the Works Engineer be accepted that the
Recreation Department and the Arco B~ailding have a meeting
regarding recreation site and the lot desired for this purpose be
submitted for actian.
~Co~unication was received from the Airport Lumber Company
requesting permission to install a 1000 gallon tank for diesel
fuel at Old Bayshore Highway a~d the ~ewer Disposal road on land
leased from the San Francisco Brid~e Company. Councilman Bracco
requested to know if this was for personal use. Fire Chief Welts
replied that it was. On motion by Councilman Sani seconded by
Council~an Bracco and regularly carried permission was granted to
install this tank.
A~plication for business license w~ received from the American
Air Filter Co~any, Inc. of 151 South Linden Avenue to engage in
the warehousing of Manufactured Air Cleaning and Ventilation
Supplies and Equipment. On motion bf Councilman Bracco seconded
by Councilman Sani and regularly carried business license was
granted.
Application was received fro~ James Burke of 103 Cherry Avenue to
engage in the business of used and new unfinished furniture under
the firm name of Valley Van Service located at 429 Grand Avenue.
On motion by Councilman Noonan seconded by Councilman Sani and
regularly carried business license was granted.
City Clerk Rodondi brought to the attention of the City Council
the application of H. R. Aylworth pending from a previous meeting
explaining the address as given being in the building occupied by
the Halmes Equipment Company opposite the Gamlin Company. Also
that it had been referred to the Health Department and returned
with the notation to hold up the permit until complied with
minimum standards at present in process of chan~ing. This was
held over.
Communication from the Wo~en Voters of South San Francisco
sponsoring a debate between Dr. Taggert and Mr. Younger on
October 30, 1952 at 8 p. m. inviting the public, was ordered
filed.
A communication was received fro~ Mrs. E. C. Wickershei~er of
117 Rockwood Drive protesting low flying planes. Councilman
Bracco requested that the airport be contacted.
Councilman Smith directing his remark to City Attorney stated
that planes should maintain the leal altitudes, staying within a
certain prescribed area and that other than that there was not
much that could be done as the air~ort area warrants flights.
Mayor Cortesi instructed City Manager McClung to communicate with
the airport on this matter.
The newspaper press release requested by the League of California
Cities at the recent 54th Annual Convention, regarding the "Fringe
Areas" was read in its e~tirety. Councilman Bracco gave an
explanation relative to the d~fferences that exist between the
cities and counties.
Councilman Smith asked how the counties could provide services as
~entioned.
City Manager McClung stated that they collect from both
the incorporated and unincorporated areas. They provide for Fire,
Police, etc., with small payment.
Councilman ~racco introduced the Press Release for publication.
Roll call vote was as follows: Ayes; Councilmen Noonan, Sani,
Bracco, Smith and Cortesi.
CLAIMS:
Claims in the amount of $18,317.12 were submitted by the Finance
Committee. On motion of Council~uan Sani seconde~i by Councilman
Bracco and regularly carried claims as submitted were ordered
paid.
Councilman Smith voted no stating his reaso~ being that he had
not examined the claims. He was at this time given the claims to
exami ne,
MONTHLY REPORTS: On motiOn of Couucilman Sand seconded, by Councilman Bracco and
regularly carried monthly reports as e~ubgLttted by the Chief of
Police, City Judge, Fire Chief, Building Inspector and Library
were ordered accepted.

RESOLUTIONBD. ~ Councilman Bracco introduced a Resolution to be sent the San
SAN MATEO COU~ Mates County Development Association relative to David Bohannon's
DEVELOPMENT offer to have the Urban Land Development Council conduct a
ASSOCIATION: couprehen~ive economic survey of Sun IJateo County. Roll call
yore was as follows: Ayes; Councilmen Noonan, Sand, Bracco,
SBith and Certesi. Councilman Noonan eoguaended the San Mates
Ceqantyl)ovelopment Association for sparking this move and
requested that this commendation be incorporated in the letter
sent them with a copy of the Reselution.

DECLARING UNITED
NATIONS DAY:
Councilman Sanl introduced a Resolution declaring Friday the 24th
of October to be United Nations Day in the City of South San
Francisco. Roll call vote was as follows: Ayes; Councilmen
]~oonan, San~, Bracco, Smith and Cortesi.

RESOLUTION NO, 4~84-Counctlman Braces introduced a Resolution authorizing the
SOUTHER~ PACIFIC execution of an agreement between said City and the Southern
COMPANY AGREESf~: Pacific Company a corporation. This was relative to the installa-
tion of a concrete pipe under the Southern Pacific Railway right
of way at Spruce Avenue. As explained by City Attorney Lyons
t~is was a license to enter on the Southern Pacific right of way.
There was only one weakness be explained and that was the
revocation of the license within 30 days but the City in this
case could step in and condem the property. Roll call vote was
as folios: Ayes; Councilmen Noonan, Sani, Bracco, Smith and
Ceracol.

I MPROVEMEIqTS:
Councilman Bracco requested of Works Engineer Randlett if the
Plans and Specifications for Spruce Avenue Improvements from
Railroad Avenue to North Canal Street were ready. Works Engineer
Randlett reported that the State notified him. that the contract
had been accepted and that it was proper to call for bids. Plans
and Specifications were ready. City Attorney Lyons stated he
wceald have a Resolution prepared for the regular adjourned
meetin~ on Wednesday, October 22, 1952.

The Francisco Playground was trrmuwht up for discussion John Breed
mentioning that anyone who had a protest to enter had been invited
to the Francisco Terrace Improvement Club meeting. Recreation
Director BulJan asked what objections there had been raised
regarding this playground. At this point Mr. Breed asked Mr. McClung
to explain the meeting &8 held. City Manager McClung explained
the meeting as held with Mr. Johnson, Mr. Walheim present in
objection, Mr. Breed and Mr. Dolan present in favor. The meeting
was held on Saturday. Mr. Walheim listed as objeetions that:
1. The area was too small.
2. The unkeep and expense involved in the playground.
The devaluation of the property in the area.
Mr. Walheim also stated that legal action would be brought if the
~roposed playgrouRd would be put into effect. City Manager McClung
asked him why action was never brought to the attention of the
Improvement Clubs, City Council or Recreation Department
regarding the objections.
Mr. Breed concurred with the statement of City Manager McClung.
Mi-o. Hernan asked City Attorney Lyons if the playground could be
abated Ag a nuisance.
City Attorney Lyons stated that this was rather weak as it was a
public playground. However ~he playing of various games such as
baseball, football, etc., might bring up a question, but that
since this was a playground primarily for toddlers he did not see
where any type of ball ga~e would be taking place,
At this point Mr. Wilm arose a~d stated that he had not been
contacted regarding a playground site and a~ked permission to
show the Council a map of the area, After a discussion by
Mr. Wilms with me~bers of the City Council, Recreation Department
and other interested persons, Councilman Smith stated that
~tr. Wll~s had offered to the City and the people in Francisco
Terrace a combination of a playground and streets on the condition
~t the area be ~oned as comercialo He further agreed to move
~-· a house and place fencing around the area designated for play-
~i~<~ ~ound purposes. Councilman Sani stated that all the discussion
was ver~al and that it should be placed in writing, referred to
the Planning Co-=lesion and then the Council would act on the
recommendation of the Planning Cosission,
Councilman 8~ith agreed that this was the correct procedure but
should take into consideration Mr. Wilm offer. Mrs. Hsrnan then
asked Mr. Wilms if the area mentioned wo~ld be surrounded by
stores to which ~e re,lied that it would. She replied that this
would not be the best place for a playground. Council~an Sani
moved that the proposition be p~ed in writing giving all the
details. This was seconded by Co~cilman Noonan and regularly
carried.

Councilman Noonan then ~oved that the engineering problem in
Sterling Terrace be sub~itted to a Drainage Engineer expert. This
ns to do with the report as aub~itted by our Rngineer.and the one
hired by the Sterling Terrace residents, Councilman Sani stated
that the only copy he bad seen of this problem was the one as
submitted by Mr. Randlett. Councilman Smith stated that Councilman
Noonan already pointed out that there is a conflict and seconded
the ~otion of Councilman Noonan. This was regularly carried with
the exception of Mr, Sani who voted no,
Co~ncilsmn Smith at this tie cast his vote as yes for payment of
bills having reviewed them.
The question of City ~anager McClung as to how an Engineer on the
Sterling Terrace Drainage proble~ would be selected was not acted
upon.
Councilman Smith then brought u~ the matter of theS~ruce Avenue
Culvert requesting permission to ask the Engineer questions that
would have a bearing on his report, He a~ked that the questions,
answers and his report be ~ade a part of the minutes. The'
questions and answers are as follows: Quote;
Did the contractor pay you any ~oney as called for under
Liquidated Damages in the Plans and Specifications because of the
contract ti~e limit being exceeded? No.
Did you notify the Council that the contractor wa~ exceeding the
time l l~ait specified in the contract? Mo.
Did you recommend to the Council that the Contractor be given an
extension of time? No.
When you prepared the Plans and Specifications why did you call
for cmupletion of the contract within sixty days? Ample ti~eo
Wa~ the Spruce Avenue Culvert at Colma Creek the ffirst brid~e you
had designed for South San Francisco?
How ~any bridges have you designed which have been acce~ted? 3 or 4.
Councilman S~ith's report has been filed in the office, of the
Clerk.
Mr. Harry Davis then discussed fro~ the audience the problem of
drainage in Sterling Terrace requesting information as to how it
would be paid. City Attorney Lyons stated that it could be paid
by:
1. A~sess~ent district.
2. Taken frma the General Fund.
3. Taken from Flood Control Fund.
Fire Chief Welts remarked that contractors have been using fire
hydrants water without obtaining per~iaaion. He requested that
an Ordinance be put into effect to prevent this practine and that
the Ordinance be put into effect at omen.
Councilman Smith asked City Attormey Lyons if stealing water was
not an offen~e in itself, He replied that it wa~ reco~ending
the ordinance imediate adoption.k ~otion of Councilman Sani,
seconded by Council~an Noonan and regularly carried the City
Attorney was instructed to i~ediately draw up the Ordinance.
Mr. Tucker brought up the ~atter of the Animal Control Ordinance
asking for its origin and who proposed it. Those that proposed
it ha stated should get up and. h~ve their say.
City ~anager ~cClung explained that the Ordinance camd from
Redwood City where it is under study with the thought th&t
presently it is the best one in effect at the time,
Lester Kelting arose stating that he was ~pposed to the~doption
of the Ordinance askin~ to be placed on record as to its
opposition.
It was ordered to place this Ordinance on the adgenda for the next
meetinl.
~ATE:
Mrs. Hernan r~arked that she noted where the Southera: ad mo~ed
STAURANT:from its present location to Country Club Park static, that
septic tanks would be put into use. City Manager McClung stated
that the usual procedure is that the County Planning Commission
notifies the Council of any such action so that protests can be
entered if so desired. %
Mrs. Betty Mitter arose to make a correction regarding the
Taggart-Younger debate stating that it would not be held at the
School but in the Council Chambers instead.
Mr, Tucker again spoke on the Animal Ordinance stating that the

McClung called on Inspector Theep, present, of the Health
Department who exPlained the County and State laws relative to
the keeping of animals, nuisances t~at arise and thlt there '
should be a law to abate nuisance~,,.
