No protests were entered at this time. City Attorney Lyons explained the resolution to be introduced. SYST~,{: Mayor Cortesi asked if there were any proteets relative to the Industrial Acres Fire Protectior System. No protests were entered at this time. City Attorney Lyons explained the resolution to be introduced relative to this matter. Councilman Bracco introduced a resolution ordering the work for improvement of Shaw Road~ Indnstrial Acres Fire Protection System. Councilman Sani introduced a resolution directing the work to be done under the direction of the engineer of work. Roll call vote was as follows: Ayes? The following bids were received and opened by the City Clerk: Total Bid E. T. Haas Co. $9~350.00 B. Hiles Thomas Co. $6,115.00 stated Councilman Smith asked if more than. tx{o bids were needed. City Attorney Lyons/that one bid wonld be sufficient, ~]~ich co~ld be opened. Coun- ci~nan Smith asked if there ~zere many laterals to the hookup to which Works Engineer Randlett ans~ered no. Co~mcitnmn Smith inqutired relative to calling for '.aew bids. City Manager HcC!ung replied that the Land Co. had asL'ed for this and had hoped for a speed-up project as a carbide company ~.~s goinj' into this location and vrished fire protection as soon as pos- sible. ~le s~vgsested that the bids be held up and the matter be dise~sed }rith the Land Co. 'and if set~ to make the award. Councilman Smith then asked if it were possible to borrow a hydrant from a neighboring city. City Attorney Lyons stated that if this was done the City or property owners would have to pay for the cost. Counci]~aan Smith stated he kne~.~ of this having taken place. On motion of Councilman Bracco~ seconded by Councilman Smith and regu- larly carried, bids ~ere held up until the South San Francisco Land Co. ~.~s contacted and the matter discussed ~ith them. OF AG ~REI~}Yf CITY STREETS: Co~nunication ~s received from the office of the City Manager relative to Memorand~un of Agree. ment for Major City Streets for the fiscal year 1953. City Attorney Lyons stated that the agreement was found in order for adoption. On motipn of Councilman Sani~ seconded by Council- man Noonan and regularly carried~ the agreement and recoms,~endation of the City !?.anager were ac c epted. AIC~?dD PROPERTY STOPi,~% DRAIN: Communication ~s received from the office of the City Manager relative to the request from W. C. Akard for city participation in the continuation of a storm drain across his property just off Linden Avenue. Councilman Bracco asked regarding the length of pipe -that this would 800 involve. City Manager HcClnng stated about 90 feet for a total of feet. t{e explained the dpen ditch as it now exists and the property to the rear to be used if filled in. Mr. Akard felt that inasmuch as the city flow of ~,rater was d .uml~ in there that the city. sho~zld participate. City Manager McClung stated that 'there ~.~s no definite policy relative to this. Councilman Bracco requested to know how many property owners ~ere in the ,f~30 feet. City Hanager McClung stated that complaints had been received regarding mosq~uitoes in the s~unmertim~ as a result of this open ditch and the problem had been discussed pro and con. Councilman Smith asked if we world be setting a precedent in this by sharing in the cost~ also if we had f~nds to take care of this. City Hanager HcClung stated financially we did not have the funds that the problem wo~tld continue to arise relalive to whether the city should participate and that something sho~ld be decided at this time. If the council felt they did not ~ish to close 'the open ditch~ then precedent sho~ld be set. Councilman Noonan stated in view of the fact 80 that feet would not help too much.,~ that we should not participate at this time and shoold contact the rest of th.e property o~o. ers 'to get their feeling and do what is proper. QUOTATIONS TRUCKS STREET DEPAR~Y~: Communication was received from the office of 'the City Manager regarding quotations on trucks to be p~chased for use by the Street Department. Councilman Bracco asked relative to the price of the Ford as mentioned. City Manager McClung stated it ~s a two ton type similar to the last t~¢o trucks ~e p~chased. City Manager McClung explained hhe Federal truck now in the corporation yard not being used~ that the parts could be stripped from the truck and sold for probably more than we can obtain by trading it in. Councilman Bracco moved, seconded by Counct.lman Sani and regularly carried, that the recommendation of the City Manager be accepted. HARTFORD ACCIDET~ CO. Communication was received from the office of the City Manager relative to the communication INSURANCE QUOTATIONS: of the Hartford Accident and Indemnity Co. requesting that various agents be contacted for quotations ou insurance. City Manager explained that all of the insurance agents had been contacted and that quotations would probably be available by December 15th of this year. The letter was ordered filed. EXCESSIVE USE OF HORNS FOR BUSIneSS SOLICITATION: Co~unicatiou was received from the office of the City Manager regarding the excessive use of horus iu the solicitation of business. Councilman Noonan moved, seconded by Councilman Smith and regularly carried, that the matter be referred to the City Attoruey with a favorable reply relative to an ordinance governing this. PETITION PROTESTING GOULD EE~L LICENSE: Communication was received from the office of the City Manager regarding a petition of protest to the granting of a kennel license to Mr. J. Gould, 125 Dundee Drive. Councilman Bracco stated that since Mr. Gould had not answered the communication as directed by City Manager McClung, that the matter be held up. A member of the audience spoke relative to this problem stating that the petition had been circulated to residents of those homes in the adjacent area only. The matter was ordered held up. FI~)INGS ~ SOUTH SAN FRANCISCO ~I~SI T: Communication was received from the office of the City Manager relative to a copy of a letter from the Public Utilities Co,~ts~iou as to their findings in their study of the operation of the South San Francisco transit. Both letters, upon being read~ were ordered filed. FABBRI RETURN TO DLw~Y: SPECIAL OFFICER ~NIC UC CI: Communication was received from the office of the Chief of Police relative to the return of John Fabbri as a member of the Police Department. Communication as submitted was ordered file Appointment of Peter Menicucci as special police officer at the Grand Avenue school crossing was read. On motion of Councilman Saul, seconded by Councilman Bracco and regularly carried, the appointment as made by the Chief of Police was confirmed. LIh~EN AVENUE PLAYGROU~: Communication was received from the Recreation Department relative to the playground apparatus at the Linden Avenue playground with a requestthat the playground at that location be closed, since it was not in a safe condition. Councilman Sani requested that before acting, more study be given to the matter as the upkeep is rather low for the playground. The playground is in a densely populated area and although we do not hold a lease, he was not iu favor of closing this playgro~md. He felt that new equipment could be installed and if the property were sold~ the equipment could be removed and placed elsewhere. He again stated that he felt it shoL~d not be closed until it was discussed with the Recreation Commission, as a playground in this area would help keep juveniles off the streets. Councilman Bracco stated he was in agreeance with Co~mcilmau Saui as this was the closest playground in the immediate area. He also stated that inasmuch as Linden Avenue was a ~w~$h~r~mt, closing of the playground would create a definite problem. He also suggested that the property owners iu the immediate area be contacted regarding this matter. Cou~eilman Smith stated he was in agreeance with Councilmen Bracco and Saui and suggested the replacement of faulty equipment with safer equip- meut. Councilman Noonan was in agreeance ou this as well. Councilman Saui moved, seconded by Councilman Noouan and regularly carried, that the Recreation Commission be notified relati~ to this problem. HEAL~ CONDITIONS REICP~RDT DUCK FARM: Communication was received from the office of Eugene M. Howell, P~lic Health Engineer for San Mateo County, regarding sanitary conditions of the Reichardt D~k Farm on 01d Mission Road. Letter was ordered filed. CITY & COUNTY OF S.F. TAXES PAID U~'~DER PROTEST: Communication was received relative to a protest on the payment of taxes by the City and County of San Francisco, referring to tax bill No. 355 for the fiscal year 1952-53. Council- man Sani asked what legal steps were necessary to be taken regarding this matter. City Clerk Rodoudi stated a letter would probably be forthcoming on this matter. City Attorney Lyons suggested that the matter be held up until receipt of the letter. Communication was ordered filed. ICIRC~OFF USE P'EP~,ffT: PATSEY USE PERMIT: Councilm~n Bracco moved, seconded by Comacilman Noonan and regularly carried that the recom- mendation of the Planning Commission be accepted for Use Permit N~nber 287 as granted to George Kirchhoff for the erection of a 4' x 8' display sign on a revocable basis located at 100 Arroyo Drive. Councilman Sani moved, seconded by Councilman Noo~an and regularly carried, that the recom- mendation of the Planning Commission be accepted for Use Permit Number 288 denying Patrick Patsey permission to erect an eight foot fence in the rear of property located at 214 Alta Mesa Drive. BO!DO USE PERMIT: RAFFAELLI USE PERMIT: Councilman Noonan remarked before going into the fence problems they should be studied along ~ith the revision of the Planning Ordinance now under study. Councilman Noonan moved that the recon~neudatiou of the Planning Commission be accepted for Use Permit Number 289 denying Victor Boido the 4'4" concrete block fence for a windbreak instead of the 3' required, located at 505 Orange Avenue. Councilman Saul stated that Mr. Boido appeared before the council stating that the fence had been erected as a windbreak, that presently there are no homes iu the immediate vicinity to afford this protection, but that as soon as the area was built up sufficiently, he would take down the fence to the required height. Councilman Noonan stated that all should be treated alike in these matters. Councilman Sani seconded the motion as made by Councilman Noonan, which was regularly car~i~d. ~ouncilmau Noonau moved, seconded by Councilman Sani and regularly carried, that the recom- mendation of the Planning Commission be accepted for Use Permit Number 290 denying Remo Raffaelli permission to erect a 4'2" concrete block fence on the side property line in the front yard instead of the required 3' located at 465 Parkway. STATHOPULOS USE PE~IT: Councilman Smith moved, seconded by Councilman Noonan and regularly carried, that the recommendation of the Planning Commission be accepted for Use Permit Number 291, denying George Stathopulos permission to erect a 4'5" front yard fence instead of the required 3' fence located at 318 L~ Avenue. DEHNHARDT VARIANCE PERMIT: Councilman Sani moved, seconded by Councilman Bracco and regularly carried, that the recom- mendation of the Planning Commission be accepted for Variance and Adjustment resolution N~mber 292 granting William Dehnhardt permission to build a playroom 20' x 13' to addition of rear of house located at 51 Greenwood Drive. Councilman Smith asked if the construction of the room would make it closer to ~he rear of the property line. Victor Rosa, a member of the Planning Commission in attendance~ stated that the room was to be 13 feet deep and 20 feet wide and was to encroach 13 feet into the required rear yard. Also that it would have a side yard. The question w~s then asked if notices were published and a hearing held to which it was answered they were. BENTLEY, RE LIBRARY JOB: Communication w~s received from Clyde E. Bentley relative to the Library job regarding an additional cost of $110.O0. Councilman Sani suggested that the m~tter should be referred to the Library Board for a recommendation. Architect Louis Baldini stated the Library Board had approved this amount earlier this afternoon at their Library Board meeting. Councilman Sani then moved, seconded by Councilman Bracco and regularly carried~ that the recommen- dation as stated be accepted. LOS CERRITOS PTA RE: COLMA CREEK: Ccmmunication was received from tt~ Los Cerritos P.T.A. together with a petition regarding the problem of the open Celma Creek drainage from Chestnut Avenue to Linden Avenue, suggest- ing corrective measures to avoid mishaps to juveniles. Mrs. Lindsay~ president of the asso- ciation, present iu the audience, arose and stated that she understood that Colma Creek was a serious problem; that it presented the problems of possible drownings in the wintertime and mosquitoes in the s~mmertime. She suggested that action be started relative to this problem. Councilman Noonan stated that this could be considered under flood control problems as they arose. Councilman Smith spoke relative to the fencing of the creek, that this ~uld be an engineering problem. BOCCI UNIFOEM TRAFFIC CITATION: Communication was received from the office of Thomas L. Bocci, Jr. relative to uniform traffic citation to be used in connection with the new court to take effect after the first of the year. On motion of Councilman Sani, seconded by Councilman Bracco and regularly carried, the matter was referred to the office of the Chief of Police. NEW MUNICIPAL COURT: ARCO BUILDING CO. SEWER F~SEME~Y~: Communication was received from the office of Thomas L. Bocci, Jr. relative to problems that have arisen for the plans of the new m~micipal court. Councilman Bracco suggested that a meeting be called with Bocci to discuss the problems t~t have arisen. City Manager McClung explained the meeting which was recently held with ~r. Bocci and County Manager Stallings. City Manager McClung further explained the previous meeting held with the committee which was composed of Councilman Noonan~ City Attorney Lyons and himself. At the time that the meeting was held, Judge Bocci had some elaborate ideas. It was explained that fair rent and the cost should be inco~red by the County. He further stated that a meeting ~as held Friday and that the county would pay all rent for the upper floor~ the~present courtroom was to be used for the clerk, the present Judge's room for the court reporter, the present clerk's room for the judge's chamber. City Manager McClung then explained in detail relative to the proposed courtroom changes which are to take place. Communication was received from the Arco Budlding Company requesting condemnation proceedings to be started by the City to acquire sanitary sewer easement from the end of Fairway Drive in Park Haven to the existing Avalon Park 0utfall Sewer. Councilman Smith stated this was au example of a new area tying into the present sewer line; that there were no dimensions mentioned relative to the sewer line, also if it would be able to take the increased load. He further asked if other lines would be brought in later. City Attorney Lyons stated that it was the province of the council to charge for the privilege of hooking up and that the council should arrive at a figure for this cost. City Manager McC!ung explained the original costs in the Avalon 0utfall Sewer and that it could be apportioned over an acreage basis and charge according to the amount of acreage that the Arco Building Company has. Councilman Sani spoke relative to the storm drain across E1 Camino Real. Works Engineer Randlett stated the subdivider is providing for this problem. City Manager McC!ung explained the new c~lvert that the State will install under E1 Camino Real, asking Councilman Sani if this were not the problem to which he referred. Councilman Sani stated this was correct. Councilman Smith stated that the question ~as if we were to allow a hookup without charge for something the people of South San Francisco paid for. Mayor Cortesi instructed the City Manager to con- tact the Arco Building Company and explain the problem as it now exists. JOSEPH L. CASTOR CO. Communication was received from Joseph L. Castor Co. requesting permission for the install- GASOLINE TA~YKPERMIT: ation of a 1,O00 gallon ~mderground storage tank at ~he plant of Kockos Bros. Request as made had the approval of the Fire Chief. Motion was made by Councilman Sani, seconded by Councilman Bracco and regularly carried, that permission be granted. BOLLAZZI COMPLAI~: Communication was received from Mary Bollazzi with regard to refuse and debree near the vicinity of her store at 337 Grand Avenue. Councilman Smith s~gested that the Fire Chief be instructed to determine if this was a fi~e hazard. Mayor Cortesi referred the problem to the Fire Chief for his attention. AUDI TORIUM: Communication was received from Frank Lucchio~ Chairman of the Auditori~nm Fact Finding C~- .mtttee, requesting a joint meeting with the City Council on December ~ at 7:30 p. m. Mayor Cortesi granted this reqL~st. BRENTWOOD PARKING AREA XMAS DISPLAYS: Communication was received from the Brentwood Merchants Association requesting permission for the use of the parking area on EiCamtuo b~twesn Hazelwood and Brentwood Drives from December 3~ to December 25~ 1952 for the Christmas displays. Motion was made by Councilman Noonan, seconded by Councilman Bracco, that permission as requested be granted. Councilman Saui asked if all the parking area was to be used. Victor Rosa reported that just half of the area would be used~ space being left for parking facilities. Motion as made and seconded was regularly carried. FIORD ' ITALIA BUSI~ESS LICENSE: ~F~T_,X~PttO~ ANSWERING SERVICE BUSINESS LICENSE: PERSONNEL BOARD JOHNSTON CASE: AUTOMATIC GATES RAILROAD CROSSING: Application for business license to engage in the b~iuess of delicatessen under the firm name of Ftor D'Italta ~, located at 146 Hazelwood Drive, was received from Joseph Milaui. 0u motion of Councilman Suni, seconded by Councilman Bracco and regularly carried~ license was granted. Counci.Lman Smith asked if this'was zoned correctly to which he was informed that it was. Application for business license was received from Alice Strothsrs, 109 Sycamore, to engage iu the business of telephone service located at 109 Sycamore Ave., South San Francisco. Motion was made by Councilman Noonan~ seconded by Councilman Bracco, that application be referred to the City Attorney. Motion as made and seconded was regularly carried. Ccmmunication together with certified copy of report of Board of Review Findings of Fact and Recommendations iu the matter of Charles Johnston was received from the Personnel Board of the City of South San Francisco. Along with the communication of the Personnel Board were read con~unicatious from the office of Antonio J. Gaudio, attorney for Officer Charles Johnston, who submitted exceptions to the findings and reconmneudatious in behalf of Officer Charles Johnston. Also read were letters in behalf of Officer Charles Johnston from M~. & Mrs. Roy E. Ingram, 454 Briarwood Drive; Mr. & Mrs. Paul Shadford~ 223 Rockwood Drive; a letter signed from a homeowner in South San Francisco; Mr. &Mrs. B. Atkinson, 103 South Fairway Drive; Mae Steger, 722 Hill Avenue and Mr. and Mrs. Robert Riggtus of 445 Briarwood. Drive. Mr. Gaudio, Attorney for Officer Johnston~ %~s then asked if he wished to speak. He thanked the council for permission to appear and argue his case. He stated this having been granted showed the consideration of the council. He remarked that the Chief of Police's order for. Officer Johnston to resign was not justified. The hearings consumed three evenings and finally concluded on the 14th of November. Among those who testified were the Chief of Police, the accused.~ officers and others. He stated no evidence was introduced which had not already been admitted in the record. No one, he remarked, from the Chief of Police, Captain, Sergeants or senior officers, had informed Charles Johnston of the rules and regu- lations of which he is charged. The testimony of superior officers indicated that he was not informed of these r%~es and regulations. Mr. Gaudio then spoke at length regarding the reproduction of rubles and regalations after the answer had been filed. He stated the action here is not what Officer Johnston did but what should be done %~th him uo~ relative to dis- ciplinary action. Mr. Ga~io further stated that the dismissal of Officer Johnston ~rould spell the death knell for Civil Service in South San Francisco. The Civil Service ordinance describes the types of punishment. He charged. Chief of Police Belloni with misfeasance by not suspending him at once. He said the Chief of Police~ Captain, Thre~ Sergeants and three officers co~uended Charles Johnston as to his ability even 'three days prior to his s%mpension. Johnston admitted taking a drink and leaving the city. He stated that Johnston explained these or tried to explain them. The recommendation as made, he felt ~as not jus- tified or warranted. City Attorney Lyons then made some comments relativ~' to the Johnston case commenting on the fact that he was called to appear in the role of prosecutor as ordinarily he is not called to act in this role~ but did so because a competent and able attoruey was then a member of the Personnel Board and felt that this attorney could advise the Personnel Board. He stated Johnston sho~d have set a good example with Officer Jones inasmuch as Jones was a rookie officer at the time. This was with regard to Johnston drinking iu p~lic. He further stated the rules and regulations are simple and easily understood by members of the department. The Board should consider the facts as stated, review them and then decide. He explained the delay between the offenses and the filing of the charges having cous~ted with the City Man- ager in this respect. He knew that once these charges were placed ou record that they would be p~lic and publicity would be the issue. He stated that Officer Johnston ~.~s given a chance to resign but instead decided to fight the cl~arges and publicity was the res~t. He stated that Mr. Gaudio's ascerti~u that Johnston ~s the superior officer at the time ok his violation and iu view of this sho~d have used discretion as to what he should have done relative to the authority that was vested in him. Councilman Noonan moved that the transcript be submitted to the council for study. Council- man Smith stated that he attempted to attend the meetings but that the door was closed to him. He attended the last meeting of the Personnel Board. He stated the charges are serious but that the department could stand improvement. He felt the punishment that Officer Johnston has already suffered ~s severe enough and moved that the officer not be dismissed but reinstated to the department and that a study be made into the difficulty surrounding the personnel of the South San Francisco Police Department. Councilman Saui~ as well as Councilmen Noonan and Bracco stated that they wished to read the transcript of the proceed- ings before making any decision. Mn~. Carroll Bucher, a member of the Personnel Board, arose and stated that he did not expect to address 'the council at this time but wanted to clarify the fact that the Personnel Board %~s not prejudiced in this case. He f~ther stated that the Personnel Board would like to be heard in this respect if it was duty bound to read the transcript before making a decision inasmuch as they~were to decide ~thout prejudice. He stated the Board wo~d appreciate the possibility to explain the matter f~ly to the council. Councilman Bracco moved that the transcript of record be read and then a meeting be arranged with the Board. Mr. Gaudio then again spoke on what disciplinary action should be taken ~th the case as it now stands. He stated that he felt that on the strength of the testimony as given iu the record, that dismissal was not justified. Councilman Sani seconded the motion of Councilman Bracco which was regularly carried. Mayor Cortest referred the matter of setting a date of hearing to the CityManager. Mr. Gaudio requested advisement as to this meeting date and permission to be in attendance. Councilman Bracco then moved that the claims as submitted be approved. Mayor Cortesi asked that they be held up inasmuch as he did not have time to review them. Councilman Bracco moved that the payroll claims be o.k.'d but that the others be held up. This was seconded by Councilman Noouau and regularly carried. Councilman Smith then stated there were several matters of unfinished business. One was the automatic gates at the railroad crossing, a report of which was to have been submitted by the City Attorney. City Attorney Lyons stated that he would have this preparedby the next meetin4. It was stated by Works Engineer Randlett that the map was ready and that copies would be prepared if they desired. It was decided that the matter was to be discussed at a joint meeting of the Planning Commission and the City Council. Councilman Smith next mentioned the meeting to be held with Sunshine Gardens Subdividers as mentioned by Mr. Boido. Mayor Cortesi then set the date of Tuesday, December 9 at 3 p.m. for this meeting. The matter of the ruling on the Works Engineer~ to be s~mitted by City Attorney Lyons~ ~s then taken ~. City Attorney Lyons stated that this requires some time for completion and that he had not completed it iu full yet. Mr. Wilms, under good and welfare, spoke relative to his offer which was denied. He stated that the City could accept the offer as he made it or forget about it. Mayor Cortesi stated that the report was being awaited from the Planning Commission and the Recreation Department. Councilman Smith asked Mr. Wilms if au extension of time would be given relative to this offer to which he replied yes, that that WoLLld be o.k. Mr. Wilms then directed the question to City Manager McClung relative to the letter he had written as to how the land co~ld be zoned to C-l, that tl~s letter was ~rritten in January. Mr. McClung explained the discussion that was held relative to the extension of E1 Cortez and then the matter of moving the house in the immediate vicinity. He further stated that when someone has a piece of land, the usual procedure is to come to the council with the plan and discuss the problem. Victor Rosa~ a member of the Planning Commission~ stated that Mr. Wilms was not given the brush-off, that the Planning Commission was not open to barter, and when it ~as proved that the area would be an economical factor, they would sit down and discuss the matter further with Mr. Wilms. Councilman Noonan then brought up the matter as to the council's division on the engineer problem. He stated that Councilman Smith and himself had introduced a request for a f~l time engineer and that Councilman Bracco and Sani suggested a Works Engineer. His suggestion at this time was that Councilmen Sani and Councilman Smith sit down and decide what we should have; should there be a f~ll time engineer or a department of public works. Mayor Cortesi appointed Councilman Saul and Smith as a committee to sit down, discuss the matter, and re- port back. Councilman Smith then stated that we delay the engineer problem until later after the discussion as mentioned was held. Councilman Bracco stated that the engineer prob- lem sho~ld be carried through. Mayor Cortesi stated that Earl Wilsey is the other engineer for the investigation. City~.~nager McClung stated that there was no stipulation relative to fees for this work. Councilman Smith again stated that this matter co~d be held up until later after he and Councilman Saul had their meeting as there may be a solution at that time. Councilman Noonan stated that one problem ~s relative to the engineer in clear- ing a man's name and the other was a solution to work together. Councilman Smith then asked if Councilman Noonan wo~ld not work with Councilman Sani instead of himself as he has already worked strenuously iu the pr~olem of getting information as to the Spruce Avenue C~vert. Councilman Noonan stated that he wo~tld be in agreeance but felt that he was not as well qualified as Councilman Smith. Councilman Smith accepted the appointment of the Mayor to work with Co~mci.Lman Sani. City Manager McCluug was instructed to notify the eugiusers to obtain a lawyer and was given ten days iu which time to get the atto~ney. Mr. C. N. Hale then spoke from the audience regarding a town of 20,000 being policed with only three men after midnight. He stated that reasons should be ascertained why the men leave the department. Works Engineer Randlett requested that ~h~. Sorensen be granted time to pave Industrial Acres inasmuch as he was handicapped by the wet weather, asking for au extension of two ~eks time. 0u motion of Councilman Sani, seconded by Co~mcilman Smith and reg~Llarly carried, two weeks extension of time ~as granted. Councilman Smith stated that since the door to the caucus meetings ~eas allowed to remain open~ he would again be in attendance as he felt he missed some of the information that was dis- cussed. The presence of City Manager Matt Slant~rd of San Bruno was then acknowledged by Mayor Cortesi. Councilman ~l~oonan then requested to have Basil Waters and Jim Green on the committee relative to the Sterling Terrace drainage problem. On motion of Councilman Sani, seconded by Councilman,Bracco and regularly carried, the meeting was adjourned to Monday, December 15~ 1952 at 8 p. m.
