The meeting was called to order at 8:40 p. m. by Mayor Cortesi.
Present:.. Councilmen John Noonan, Adolph Sani, Emilio Cortesi, Joseph Bracco, Telford Smith
Absent: None
The minutes of the previous meeting were approved as submitted.
City Attorney Lyons being momentarily absent, the protest hearings on Second Lane and the Weed
Abatement werelaid over by Mayor Cortesi to later in themeeting.
Communication ~as received from the office of the City Manager regarding a survey made of pen-
lusula cities in the county on the regulation of dogs. Councilman Noonan stated that this
problem had been discussed before and that it was divided into two parts, that is the cared for
and uneared for dog. This he stated calls for two remedies. He cited the manner iu which dogs
are cared for by the Peninsula Humane Society for some peninsula cities with regard to uncared
for dogs. A charge is made of 25~ per capita. At this point, Councilman Noouan called ou Mrs.
Brady, present iu the audience, to present a letter regarding the Peninsula H,~ue Society,
which was done. The letter was read in its entirety by the City Clerk. Upon the completion
of the reading of the letter, Councilman Noouan moved that the City Manager undertake how we
can arrange for this service to South San Francisco. Councilman Sani remarked that Councilman
Noonan had a good idea and that it beared looking into. Howmver, the question tonight was the
limit n~aber of dogs to allow residents iu our community. Councilman Noonan agreed that this
was the problem alright, but that the letter is regarding the uncared for dog as well as the
cared for animal. This, he stated, was the solution to one half the problem. Motion as made
by Councilman Noonan w~e seconded by Councilman Sani and regularly carried.
Mayor Cortesi then asked if there were any protests from anyone gathered. Mrs. Frank Lesko
arose and presented a petition with 33 names affixed, stating that her contact was made person
to person and further stating that at each home she made it ~a point that the residents read
the proposed ordinance before signing. She then said that ou the petition as submitted by the
Dog Fanciers, some of the signatures were not valid due to the fact that in some cases the
signers were not residents of the city, and in other instances, signatures were of 17 year old
juveniles. She further remarked ou the noise and smells that become offensive, and commended
the Penlusula H~naue Society that presented the letter here tonight.
Mrs. Anderson spoke from the audience stating that a discussion was being held on an ordinance
that had never been read. At this point, Councilman Smith stated that he had arrived at his
own conclusion in the matter. He moved that a permit be required to maintain dogs and that
they be limited to two, regardless of sex, that the pups be allowed to be kept for a period
not to exceed six months. Dogs that were considered to be a nuisance or found to be unsanitary
be removed and the permit be revoked. Mr. Gould requested that the n~nber be raised and per-
mission be obtained from the neighbors to keep more than two animals. He further remarked that~
by limiting the number of dogs would work a hardship on the owners. Mrs. Stickle stated that
a person desiring to keep pups for more than six months is conducting a business and as such,
should be in a commercial area. Councilman Smith stated a provision should be made in the
ordinance for the removal of pups if a nuisance is created by six months time. A member of
the audience suggested that a limit of a year be placed instead of six months. City Attorney
Lyons suggested that a limit be placed on those who already have dogs in which to make arrange-
ments for their removal.
Councilman Noonan stated that it was a question of facilities and if a man can house more than
two dogs. He further remarked that if the first motion did not go through, he moves that the
residents be allowed to maintain two dogs without the necessity of a permit, but that for more
than two dogs, permission be granted if the owner can show proper constructed facilities,
maintaine~ in a sanitary condition and with the approval of the neighbors. Health Inspector
Lingeman was asked if inspections could be made to which he replied that they could not due
to the fact that their department was presently understaffed and no additioD~l help forthcoming
as applicants were called for but no applications received.
Mayor Cortesi stated that most lots are 50' x 90' and that the house on the lot took up most
of the sp~ce. He wished to know how proper maintenance could be managed. He further remarked
that of the petitions submitted, the majority of names were for the limiting of two dogs. He
was of the opinion that the majority rules and therefore seconded the motion as m~de by Coun-
cilman Smith. Councilman Smith, under the question, suggested that a provision be included
for the present people having more than two dogs, that they be allowed a length of time in
which to dispose of them and that pups be registered ~after two or ~hree weeks. He wished to
know what length of time should be placed for the disposal of presently owned pups. Mrs.
Mitter stated that those who already have more than two dogs be allowed to keep them as it
is unfair that they should be made to dispose of them. Councilman Smith stated that a time
should be set for disposing of the excess number of dogs. Councilman Smith then amended his
motion which was seconded by Mayor Cortesi, that pups be registered after three weeks. After
some discussion, the entire motion was restated by Councilman Smith who moved as follows:
That a permit be issued for two dogs and not more than two dogs regardless of sex, and pups
be retained up to six months. That if the dogs or dog becomes a nuisance the permit be revoked
and if unsanitary conditions prevail, it also be revoked and that pups be registered within
three weeks. Motion as made was seconded by Mayor Cortesi. Roll call vote was as follows:
Ayes, Councilmen Sani, Bracco, Smith and Cortesi; Noes, Councilman Noonan; Absent, Councilmen,
None. Councdlman Smith then commented on dogs already owned that were in excess of the limit
set who were show dogs or had some sentimental 'attac~nt and moved as follows: That show
dogs be retained for 24 months and that animals not show dogs be disposed of after six months.
Motion as made was seconded by Councilm-n Sani. Roll call vote was as follows: Ayes, Coun-
cilmen Sani, Bracco, Smith and Cortesi; Noes, Councilman Noonan; Absent, Councilmen, None.

Communication was received from the office of the City Manager regarding a revocable permit
offered by the San Francisco Water Department for land in the Winston Manor #l area to be
used for playground area. Councilman Bracco asked City Attorney Lyons if he had looked this
matter over to which he replied he had not had the chance to do so but that a report would
be forthcoming at the next study session. Councilman Sani remarked that he could not see why
the city should take more than was necessary as it would be taken from the tax roll. City
Manager McClung stated that we were only servicing the ground and not taking it from the tax
roll. It would serve to beautify a spot overgrown with weeds. He further c~,,,,~ented that if
the San Francisco Water Department wished to come in and place a water line at the location,
we would only have to remove uur facilities and replace the area in its former condition.
Councilman Bracco stated he was in accord with this thought and wished to see the area devel-
Md. There were no buildings to be erected but merely ground development. Councilman Smith
stated that if the area was to be taken in the city could leave some barren for a ball diamond
instead of developing all of it. Councilman Smith moved, seconded by Counc~lm~n Bracco and
regularly carrie, i, that the matter be held over for the study session.
C~maunication ws~ received from the office of the City Clerk regarding the agreement between
the School authorities and the City for fire protection to the Avalon School. Councilman
Sani moved, seconded by Gouncilman Bracco and regularly carried, that the agreement be resigned
between the school and the city.
Communication was received from the office of the Planning Commission regarding the final map
of Winston Manor ~4, setting forth certain conditions under which it could be approved. It
w~a moved by Councilman Noonan, seconded by Councilman Smith and regularly carried, that the
matter be held over until all documents requested be filed.
C~Gnication was received from the office of the Planning C~.~uission recommending the approval
of the-map of Peck's Heights ~2. Councilman Smith requested of Works Engineer Randlett some
info~mation regarding Randolph Avenue and was informed that Mr. Blythe h~d purchased the lots
from the o~ner to ~rovide a smoother curve roadway instead of a right angle turn. Furthermore,
Mr. Blythe is to pay for all the street i~provements and recordation of the map. The city
would then dedicate back to Mr. Blythe a portion of land no loo~er used for roadway purposes.
Councilman Bracco asked who would get the majority of the land to which Works Engineer Randlett
stated that Mr. Blythe would. Councilm~n Bracco stated he wished the matter held over for
further study and made a motion to this effect, seconded by Councilman Smith and regularly
carried.
Communication was received from the office of the Planning Coz~ission regarding approval of
resolutions n~bered BO5 to BlO inc%usive, as applied for by the Garden Development Co., Stone-
son Development Co. and R. F. Galli Co. Resolutions had been referred back to the Planning
Commission for study, at an earlier meeting. On motion of Counci~lm~_n Bracco, seconded' by
Councilman Sani and regularly carried, the recommendation of the Planning C~m~ission was
accepted and approval granted.
C~m~unication w~$ received from the office of the Planning Commission regarding resolution
number BO~ as applied for by the Electrical Products Co. for a neon sign on Freeway Street,
granting its approval provided that flasher type sign be eliminated. This had also been re-
ferred back to the Planning Commission from an earlier meting. On motion of Councilman Sani,
secom~ied by Councilman Bracco and regularly carried, the recommendation of the Planning
Co~mzission was accepted and approval gr~nted.
Use Permit ~B15 as applied for by the First Assembly of God Church, recommending denial of the
issuance of a use permit to erect a 6' x 5' neon sign ou top of the church, was received from
the Planning C~issiou. On motion of Councilman Smith,seconded by Councilman Bracco and reg-
ularly carried, the matter was referred back to the Planning Con~nissiou.
Use Permit ~B16 as applied for by the Garden Development Company, recommending approval of
the erection of two directional signs on Forest View and Gr~nd Avenue for one year, was received
from the Planning Commission. On motion of Councilman Sani, seconded by Councilman Bracco and
regularly carried, recommendation of the ~Planning C~ission was accepted and approval granted.
Use Permit ~317, as applied for by Pete Mazzanti recommending approval for the construction of
four greenhouses, was received from the Planning Commission. On motion of Councilman Bracco,
seconded by Councilman Sani and regularly carried, the recommendation of the Planning Commis-
sion was accepted and a~proval granted.
Variance and Adjustment Resolution ~318, as applied for by A. Simonini, recommending approval
of a re-subdivision of two lots, designated as lots II and 12 in block 127, was received from
the Planning Commission. On motion of Councilman Bracco, seconded by Councilman Sani and reg-
ularly carried, the rec~endation of the Plannio~ C~ission was accepted and approval granted.
Variance and Adjustment Resolution ~319, as applied ~or by Robert J. Ferrario recommending
approval of an addition of 15' x 22' to be built on the west property line to rear of existing
dwelling, was received from the Planning Commission. On motion of Councilman Bracco, seconded
by Councilman Sani and regularly carried, the rec~m~endation of the Planning Commission was
accepted and approval granted.
C~unication was received from the office of the Superintendent of Streets requesting approval
to leave the State during his vacation period of ~une 29 to July 10, inclusive. Ou motion
of Councilman Sani, seconded by Councilman Bracco and regularly carried, permission requested
was granted.
Communication was received from Leslie C. Irwin tendering his resignation as a member of the
Planning Co~nisslon. On motion of Councilman Smith, seconded by Councilman Bracco and regularly
carried, resignationwas accepted and a request made that a letter conveying thanks be sent him.
Com~unication was received from Louis Hillman, tendering his resignation as a member of the
Library Board. Ou motion of Councilman Saul, seconded by Councilman Bracco and regularly car-
ried, resignation was accepted and a request made that a letter conveying thanks be sent him.

Application for a business license was received from Ben Wedeking to engage in the business of

On motion of Councilman Bracco, seconded by Councilman Sani and regularly carried, business
license application was granted.

ALLOCATION ACCOUNTS:
Communication received from the Tri County Planning Council extending an invitation to the cit~
official~ to attend a dinner meeting June 5th, was ordered filed.
Communication wa. received from the office of the City Manager regarding the closing of local
allocation accounts with the State of California. City Attorney Lyons~ requested that this be
held up to the next meeting for a resolution which he would prepare.

Mayor Cortesi then asked if there were any protest, on the Second Lane Improvement. A questior.
was asked from the audience as to whether or not property owners would be assessed if their
pr~gerty did not adjoin the improvement work but were in the area, to which Works Engineer
Randlett replied they would not be assessed. There being no further protests, Councilman Sani
moved, .econded by Councilman Bracco and regularly carried, that the protest hearing be closed.

Councilman BraceD introduced a resolution directing publication of notice inviting sealed pro-
po. als and fixing date of hearing thereon for improv, ment of Second Lane from Chestnut Avenue
to Eucalyptus Avenue. Roll call vote was as follows: Ayes, Councilmen Noonan, Sani, Cortesi,
Bracco, Smith.
Mayor Cortesi then requested to know if there were any protests on the weed abatement. There
being no protests, Councilman Sani moved, seconded by Councilman Bracco and regularly carried,

Councilman Sani introduced a resolution of the City Council of the City of South San Francisco
ordering removal of weeds, rubbish, refuse, and dirt from park~ays, parcels of land, and side-
walk.. Roll call vote wa~ as follows: Ayes, Councilmen Noonan, Sani, Cortesi, Bracco, Smith.
City Clerk Rodondi then brought to the attention of the City Council a resolution that had been
adopted by the National Institute of Municipal Clerks at their convention on the passing of
former City Clerk Daniel Hyland, after City Clerk Rodondi had written them informing them of
this. At this point, City Clerk Rodondi read the resolution in its entirety and requested a
motion from the c~uncil ordering its being spread on the minutes of the meeting. Councilman
Sani moved, seconded by Councilman Bt, ccD and regularly carried, that the resolution be spread
upon the minutes and the City Clerk personally deliver to Mrs. Hyland the resolution.

RESOLUTION NO. 1897 Councilman Smith introduced a resolution of the City Council of the City of South San Francisco
CONDEMNATION RESOLUTION: declaring the necessity to condemn certain lands for the purposes of constructing and maiutain-

and prosecute condemnation proceedings. CityAttorneyLyous stated that this was a corrected
resolution that had been prepared and that he had also'prepared a new complaint to be intro-

Councilman Bracco introduced a resolution of the City Council of the City of South San Francisc~
authorizing the execution of au agreement between said city and Garden Development Company, a
private corporation, relative to the construction of public improvements in that certain subdi-
vision known as Sunshine-Gardens Subdivision No. 4. Roll call vote was as follows: Ayes,
Councilmen Noonan, Sani, Cortesi, Bracco, Smith.
City Attoruey Lyons then explained the ordinance relative to zoning regulations and parking
problems with regard to the erection of buildings other than residential types. Councilman SauJ
asked if 'this applied to all new buildings to which he was informed it did. Councilman Sani
then remarked that the delay and cost involved by this method would seriously affect a builder.
Assistant Building Inspector Ghilardi stated a Use Permit would cost $5.00 and not $25.00 as
thought. Councilw~u Sani moved, seconded by Councilman Smith and regularly carried, that the
reading of the ordinance be waived and it be introduced by title.
Councilman Sani moved, seconded by Councilman Noonan and regularly-carried, that all claims
as audited by the Finance Committee be paid. Total amount of claims - $31,527.80.
City Clerk Rodondi then brought up the pending matter of the application for business license
of the Best Drive Inn Restaurant, stating that approval had been given by the Health Department:
as having complied. On motion of Councilman Sani, seconded by Councilman Noonan and regularly
carried, license as applied for was granted.
Un~er good and w~lfare, Fire Chief Welts commended to the council Eugene Kozlowski after having
retired as a volunteer fireman for 26 years, stating that he would like a letter sent him ex-
pressing the city's %hanks, nequestiug the letter be signed by the Mayor and City Clerk. On
motion of Councilman Bracco, seconded by Councit~n Sani and regularly carried, the suggestion
and recommendation of the Fire Chief was accepted.
Mayor ~ortesi then issued a proclamation declaring cleauu~ w~ek from the lst.of June until the
15th of June, requesting that the du~s be kept o~en for residents to dump their rubbish. He
further stated that by this method backyards and basements could be cleaned of debris lying
aro~.
At this time, May~r Cortesi declared a recess. Councilman Smith suggested that the audience
be informed that all city business had been conducted and finished and that the recess was to
discuss a personnel problem. This was dome. Recess was then declared at 10:25 p. m.
Meeting was re-op~ned at 11:41 p. m. Councilman Noonan moved, seconded by Councilman Sani,that
Jack ~nle and RobertArma~ be given Civil Service rating. Councilman Smith suggested that
they be iudividuslly voted on. Voting.on Robert Armas was as follows: All ayes with exception
of Mayor Cortesi who voted no. Voting ou Jack Ehle was as follows: Ayes, Councilmen Noouan,
Sani, Cortesi, Bracco, Smith.
Councilman Bracco moved, seconded by Councilman Noonan and regularly carried, that administrativ
changes be made as follows: Henry Schweining be changed to Acting Superintendent of the Sewage
Treatment Plant and Raymond Vol~n Be changed to Acting Superintendent of Streets. Both
changes are to be for a period of three months, renewable at that time.
Councilman Sani moved, seconded by Councilman Noonan and regularly carried, that Ray Volkman
be appointed Assistant.Superintendent of Streets.
~ouncilman Bracco moved, seconded by Councilman Sani and regularly carried, that Dave Corsiglia
be al~poluted foreman ou the Street Department.
City Attorney Lyons then stated he had received a phone call from Mr. Troxel, attorney for Mrs.
Bannermmn, regarding her building which she wished to lease to Mr. Phillips for three years
and with an option of two years. They requested a business license be issued and if the lease
is terminated before its expiration, the building would be torn down. The council requested
that Mr. Lyons contact Mr. Troxel and have them appear at the next council meeting.
City Manager McClung then briefly outlined the applications for the man to fulfill the position
of Director of Public Works, informing the members of the council the method in which San Mateo
had screened their applicants from whichwas available an eligibility list from which to draw.
City Manager McClung was requested to contact the persons to be interviewed.
There being no further business, the meeting was adjQurned at 11:55 p. m.
