The meeting was called to order at 8:23 p. m. by Mayor Cortesi.
Present: Councilmen John Noonan, Adolph Sani, Emilio Cortesi, Joseph Bracco, Telford Smith
Absent: None
The ainu%es of the previmus meeting were approved as submitted.
The matter of the vacation of San Bruno Read ~ the first order of b~eimess. Mayor Cor-
tesi asked if there were any protests. None ~ere pre~ented. At this point Mayor Cortesi
cloee~ the hearing. Acting City Attorney Reiseh sta~e~ that he had a resolution prepared
on ~ matter. Councilman ~ani introduced a resolntion of the City Comncil of the City of
South S~n Francisco ordering the vacation of a portion of pmhlie roadway or th~are
known as "San Bruno Road" and lying within the City of South San Fraacisco. Roll call vote
~as a~ folly: Ayes, Councilmen Noouan, sani, cortesi, Braces, Smith.
May~r Ccwtesi next asked if there were any protests on the sale or transfer of a portion
of San Brans Road. No protests were regi. stere~. CoJ~ilman Bracco then introduced a reso-

that t~zts problem had been infeam~lly discussed and the design ~et out as enumerated in
number 1 of the letter with some moa~$e-ti~n. May~r Co~tesi caked who was to bear the
cost to ~hieh City Manager MeClung state~ that this would be the obligation of the property
owners, at this point reading fr~a a letter addre$~ to Geo. Parson~ of the Garden Develop-
~nt Co..by h~elf. He also remarked on a phone cenveraation he had with Mr. Parsons
after the.letter, in Which Mr. Par~ons stated that h~ w~ul~ have hi~ .engineer contact Works
E~gir~er l~ett and Public Works Engineer ~oes. Ma2~r ¢ortesi requested action as
q~iekly ~a~ possible in the matter, stating that with the coming r~in~ and storms Mission
Read ~ again flood over, unless s~ aetien ~ not taken. Councilman Noonan stated
he thought that the engineers were to meet and di~s this. City Manager MeClung stated
he fel2 a r~ could be had within ten days from the engineers. Mayor Cortesi then re-
quested that a report be submitted within te~ days and that it be placed on the agenda
for the next council meting.
Cc~Anieation wma received frem the office of the City Manager regarding letters from the
Library Bo~r~ .an~ Architect Louis Baldiui ~cc~ea~ding the acceptance of the recently com-
pleted li~ addition. City Manager MeClung rec~ -~led the acceptance and final payment.
Councilm~ Sani ms,ed, seconded by Councilma~ Noonan and regularly carried, that the recom-
mendation of the City Manager be aCeelrted.
Cc~Jmiea~ion ~ received frem the office of the City Manager regarding quotations coverin~
new ears to replace two units new in 'use by the Police Department. Councilman Smith moved
that bid qmo~.tio~s be sulmitte~ or the City Manager send out ~pecifications as to what
equilament ia to be inclu&ed in the v-~cles and ~igh each one. He further remarked that
the m~tion ~ea ~ade on the basis of one ear a~d that if the city purchased two cars, that
that o~e al~o be made in the form of a biA. Councilman Sani ~sted that two bids be
submitted, one for one vehicle alone and the other for two vehicles. Councilman Smith then
amended his motion to this effect which was seeo~ed by Counci~w~u Bracco and regularly
carrie~.
Cce~unieation wes r~ceiveA from the office of the City Manager regarding additional cost
of $688.3~ fr~a De.es and Moore for soil tests in the Industrial sewer area. City Manager
MeClung r~ec~mended that the claim be paid. Councilman Sani moved, seconded by Councilman
Br~cco an~ regularly carried, that the recommendation of the City Manager be accepted and

Comunication was received from the Personnel Board sustainim~ the City Council's
action in the matter of the thirty day suspension of Merle L. Reidell. Councilman
Noonan requested to be heard in the matter. He stated that at the time this came up be-
fore the council, he c·st a "No" vote. At that time he ~ content to let it st·nd as it
did but objected at this time to the action of the Personnel Board as not being proper.
He further remarked that the Persommel Board had failed to present eVi~'~-i~ithin ten
days ae required and that they had f·iled to rowe the proper rec~n~ionsi. Councilman
Noonan then read from the rules and regulations of the Civil Service Ordinance relative
to the trsining program which we~ never carried cst. Re further remarked that if the
city'wo~ld check with the State C~en~ation, that they would recommend relative to the
proper training for safety. Ne stated that frc~ the dia~ as drawn by Mr. Volkn~n, it
indicated that there ~ not enomgh clearance for male pa~eage of another car. At this
point he re~d the testimony of Mr. Cerri, stating that' this testimony had been changed on
several occasions. Ne further remarked that Mr. Cerri had a wreck some time ago and was
docked two weeks pay amd that a move had Been mmde to rsstore the lost pay through some

Board. He then ~eeeribed how the accident too~ place. Comneilman Noe~an stated that this
w~ a matter of Justice and then continmed, citing the te~ti~ a~ given by Mr. Schmidt.
Mayor Cortesi stated that this should be dimeue~ed at the next m~eting. Co~.ucilman Sani
stat'~l he did not feel that the reading of the testim~my ~ necessary aa the decision ~

Councilman Smith then re~rked ~n the wording ~f the Per~e~nel Bc~rd in the letter suBezit-
te~, that it ~e~ their o~n act and a~ he now caw it, it ~ mo longer a concern for the
co~eil. Comncilman Noo~an stated that the Personnel Board did not submit f·cts and
findings therefore did not act properly. Ne +~hen said that he wished the action of the
Personnel Board rejected, ~he sue~en~iom put aside and the last p~y restored to Mr.
~idell, Councilman ~aith suggested that the mat~er Be placed on the agenda for the next
meeting to which Comncilman Noonan stated he would Be willing to go along with this plan.
Comucilman Smith said that it al~d that discipline ~ due to violation of a safety
rmle. Comncilmam Braeco re·id that after all the pro's ·nd con's he had look~d at the
reco~ of the man and voted on theme past records. ~e felt the Personnel B~ard acted on
facl~, and felt the suspension was a legal one.

Communication was received from the office of the Acting Supt. of Streets Raymond Volk-
man concerning a letter received from Dave Corsiglia, Foreman, regarding the dismissal of
John Moore, Utility Man. M~yor Cortesi stated that when the complaint was mad~ it should
go to the head of the department and then to the Manager. City Manager MeClung stated
that the man iu question is in civil service sad it is not within his power to dismiss him,
further stating that the Foreman has made the request for dismissal. Councilman Sani sug-
geste~ that the matter be referred to the Manager for report. Acting City Attorney Reisch
stated that the Boar~ has the authority to dismiss,this not being in the scope of the City

Seheel District va. Brignardello, which concerr~ taxes ow~d the city, was ordered ~laeed

tension of Ce~mm~r ~tr~et from North~ Drive to Alta Vista Drive. This matter wa~ with
relation to the use of ~ro~erty owned by Mr. and Mrs. ~eretta. City Manager MoOlung then

The la~vio~e discussion with Mr. Beretta was relative ~ the pethway which crosses his
r,~,l_ ~Y and is use~ by school children on their wa~ ~o s~hool. Mr. Beretta at tb~__t time
imtieated that he did not wish to renew the lease for the use of this pathway. He recom-
a~mxled furrier negotiations with +~he Beretta's and Mrs. Garlund. The matter was referred
to ~he office of the City Manager for study.
C~eation ~ received from the Busi~ss N~n's Association regarding Christmas decor-'
atie~a in the business district. Commeilman Braces remarked that funds had been set aside
in the bu~ for these Christmas decorati.on~. City Mawr MeClung explained that the
}~ls~rt e~lmil~mt mse~ for these decormtioas is getting older and deteriorating rapidly,
fmr+~r ext~laining w~at cc~l__~ be utilimed for this present year. He alas stated that this
mat+~er could probably be. left in future years u~ to the businessmen and the Chamber of Com-
mutes. Ne also stated that some of the decorations had been purchased by the businessmen
thea~elvas to be ~ut u~ and stored by the City. These decorations were to be used only
in front of business establis~nts owned by people who purchased the decorations. Council.
man Noonan 'suggested using the money appropriated and to pro rate it on a share basis.
Councilman Smith said that this was a responsibility of the business.men and was not an ab-
solute necessity as a service from the City. The suggestion of Councilman Noonan for the
pro-ration of these decorations was accepted.

Been confused with the Linden Avenue grade crossing. City 14~r McOlung s~at~d that 'this
is the one that ~ been requested to be held over. Works Engineer Randlett explained that
this crossing was the one. that had been laid over due to the city's possible responsibility
by accepting this crossing. He further remarked that the City Attorney had had this matter
referred to btm. Councilman Smith moved, seconded by Councilman Bracco and regularly car-
tied, that the City Manager be requested to get this information for the next meeting.

Cc~aunieaticu ~ received from the Business Men's Association regarding Christmas decor-'
arians in the business district. Councilman Braeco remarked that funds had been set aside
in the budget for these Christmas decormtic~s. City Manager M~Clung explained that the
present equil~aeut used for these decorations is getting older amd deteriorating rapidly,
further explaining what could be utilized for this present year. He also stated that this
matter could probably Be. left in future years up to the Businessmen and the Chamber of Corn
meres. He also stated that acme of the decorations had Been purchased by the businessmen
themselves to be put up and stored by the City. These decorations were to be used only
in front of business establishments owned by people who purchased the decorations. Counci
man Noonan suggested using the money appropriated and to pro rate it on a share basis.
Councilman Smith said that this was a responsibility of the business.men and was not an ab-
solute necessity as a service from the City. The suggestion of Councilman Noonan for the
pro-ration of these decorations was accepted.

Orange and E1 Casino Real. City Manager McClung stated that the previous waiting
station in that location had been placed their by the Southwood Association and w~s to
have been maintained by them and was not. If the City placed a waiting station in that
location, one by one other requests would be received for the same convenience. He further
remarked that people in the business area should provide such a facility. Councilman Smith
stated that this request was outside of service from the City and could be ce~x~ied by other
groups such aa the Business Men's Association. City Manager McClung was instructed to
answer the letter with the suggestion from Councilman Smith to explain the reasons and the
scope of the project.

the ordinance. Councilmau Noonan suggested that a study of this field be made so that we
could accomplish a better result. Councilman Smith stated that the entire business license
ordinance be studied for the changes needed. He remarked that if a salesman soliciting
orders required a business licenee in each town that he covered, it would work an undue
hardship on the company he represented. He stated that he was speaking from experience in

effect those companies who presently had a staff of salesmen soliciting orders for them.
Councilman Smith stated that the City was amending an already existing section of the
ordinance. Ne requested that the passage of this amendment be held up until such time as
consideration co~d be given to the whole ordinance. Councilman Noonan stated that from
the discussions held previously, he was at a loss as w~ether or not the amendment should
be passed or the entire ordinance reviewed for W~atever changes were necessary. Mr. A1
Stuller spoke from the audience, stating that the reqmest had been made to the council
for an ordinance to cover photographers only. Acting City Attorney Reisch suggested an
added featur~ to the ordinance to eliminate solicitors who are already paying a business

had rever~ed the decision of the Planning C~maission regarding the sign that w~s granted
to t~e First Assembly of God Church. He stated that he wo~d like a letter sent to the
Planning Comazission setting forth the reasons for the reversal, as a precedent had been
set in a~lowing this neo~ sign in a residential area. Coumcilmau Noonan stated that in
