CALL TO ORDER: The meeting was called to order by Mayor Smith at 8:07 P. M. PLEDGE OF ALLEGIENCE AND INVOCATION: The Pledge of Allegience was recited after w~ibh Invocation was given by Rt. Rev. Msgr. Egisto Tozzi of All So-is Catholic Church. ROLL CALL: Present: Councilman Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen, and Telfor~ Smith. Absent: None MINUTES OF MEETINGS- FEBRUARY 7 and 14: Mayor Nth asked if there w~re any errors or corrections to the minutes as submitted of February 7th and February 14th. There being none, Mayor Smith asked if there was a motion that the minutes be approved. Councilman Rocca so moved, seconded by Councilman Cortesi mud regularly carried. CLAIMS: Mayor Smith then asked if there was a motion that the claims be approved for payment. Councilman Gamleu so moved, seconded by Councilman Recca and regularly carried. Total amount of claims $25,636.B8. R. AREAS - CML SERVICj$ STATUS: Coammnication dated February 15, 1955 was received from John Noonan, Attorney for Robert Arma$, ~u the matter of Civil Service Status, requesting that this matter be laid over ~ntil March 21st, 1955. Councilman Gamleu moved, seconded by Councilman Rocca that it be accepted and the communication filed. Mayor Smith ~sked Councilman Gamlen if it was the intent of his motion that it be placed on the ageud~ for March 21st, to which he replied, that it ~s satisfactory to him. Motion as made and seconded was regularly carried. GRAND AVEIUE: ~-OO 7 Communication dated February 16, 1955 was received ~rom the office of the City Manager regarding the extension of Parking Maters on Grand Avenue, as requested by Councilman Cortesi. After brief explanation by City Manager MC Clung, Mayor Smith asked if there was a~ motiom that it be accepted and filed. Councilman Lacchio moved that we accept the recommendation of the Police Chief and the City Manager regarding paragraph 1 or 2 denying the establishment of parking maters on Grand Aven~e and by the same token request that a~ditio~al items that haven't been completely expl~ed in his m~m_ orandum be given further study by the City Manager. Councilman Cortesi seconded the m~tio~ which ~as regularly carried. MONthLY REPORTS: Monthly department reports were received for the month of Jan~maV from the offices< of~b~ 0X~ Clerk, Fire Chief, Building Inapec%or, Police Leant, Finance Del~m~ment and the Library. Oouncilman Rocca moved, seconded by CouncLlman Gamlen that the re~orts be accepted and ordea~d filed. On the question of Councilman Lucchio, an explanation was given regarding the Fimasce depaA~nt report. Motion as made and ~econded w~s regularly carried. SPECIAL OFFICER JACESON APPOIN~E~: Appoin_+z~nt of Glen Myron Jackson as Special Police Officer at Swift and Company was received from the office of the Chief of Police. Mayor Smith _remarked that his employment was at no expense to the' City. Councilman Cortesi moved, seconded by Councilman Gamlen and regularly. carried that the rec~.,~_ndation of the Chief of Police be accepted. UNGAEETTI DRAINAGE P~: Communication dated Febr~sA~y 11, 1955 WaS received from Mrs. J. Ungaretti regarding flooding conditions on her property, at 1070 Grand Avenue. At the request of Mayor Smith, City Clerk Rodondi read the communication as receiv~i. Memorandum was also received from Raymom~ Volkman, S~periutendant of Public Works, re~rding the same matter. After brief discussion, Mayor Smith remarked that if there were ~o objections, Mr. Mc Clang would be instrmet~i to c~;uicate with Mrs. Ungaretti and inform her of the condition and the necessary steps that m;;_~t be taken before the situation is corrected. No objections were registered. CON~E/~C ~ AVEFUE DRAINAGE PROBLEM: SAND REMOVA5~ COIMA CREEK: A brief ~tscmssion then took place regarding the condition on Commercial Avenue, ,.fter which Mayor Smith requested that Mr. Goss submit his recommendation to the Q~ne~% on that. Co~a~nica~n dated February 17~ 1955 was received from the office of the City Manager regarding the removal of Sand from Colma Creek. After brief discussion regarding the signing of the agreement by Mr. Coopman, after which City Attorney Lyons was requested to contact Mr. Ooopman to have him sign the agreemen~ Mayor Smith asked if there was a motion to accept and file this memorandum. Co~ncilm~n Lucchio so moved, seconded by~ Councilmar Gamlen and regularly carried. SUBDIVISION OPO INA~EE AMENDMENTS: 5'/g 7 There being no public hearings, Mayor Smith proceeded on to Grdinances. City Attorney Lyons then explained the firet Grdinance appearing c~. the agenda, which concerned Sabdivision Amendments. C~m~unications dated February 17, 1955 were received from the Peninsula General Contractors and Builders Association Inc. and Associated Home Builders Inc. requesting that this matter be laid over. Also received was a communication dated Fe~m-y 17, 1955 from the office of the City Manager concerning the same matter. After brief discnssion, and expls~~tion, Mayor Smith asked if there was a motion that the second reading be con- tinued or held over until March 7. Councilman Gamlen so moved, seconded by Councilman Rc~ca and regularly carried. ZONING ORDINANCE AMENDMENT 1st READING: ~i~7 City Attorney Lyons then went on to the Ordinance amending ~he Zoning Ordinance explaining the corrections that were made. Councilman Rocca the~ moved, seconded by Councilman Lucchio and regularly carried that the Ordinance be introduced by title and the reading w~ived. City Attorney Lyons then remarked on the Ordinance reE~tlating B B Guns stating that he was working on it and would have it ready for the Council's next Study meeting. Mayor Smith asked if there was a motion to accept the recommendation of the Chief of Police and instruct the City Attorney to prepare-such an Ordinance. City Attorney Lyons remmrk_~d that this resolution had been pre~ in accordance with the specifications sent him by the PuBlic Ho~sing Authority in San Francisco. After brief discussiou~ Conncilman Lucchio stated he wo~ld introduc~ the resolution. Fire Chief Welte, at this time, remarked that it was his mndersta~iing that the party owning the property car~ leave some of the buildings and recommended against this stating that they sh~zld all be toga d~. Councilman Rocca stated that, in view of Chief Welte's feelings' in the matter and considering that w~ do not know all the facts and circumstances, thomght it would be well to hold this over and made suc m a motion. Councilman Gamlen seconded the motion. City Attorney Lyons stated he did not think a w~ek wo~ld be too long, and if this meeting wo~ld be adjourned to the study meeting a w~ek from today, he could have t_h~ resolution ready at that time. Comncil~ Rocca stated he wo~ld incorporate or embody that in his motion. Councilman Gamlen seconded this, which ~ regularly carried. City Att)rney Lyons remarked that he had prepared a resolution on the request for fire protectimu amd fire service for the Park~ood Methodist Chmrch and St. Veronica"s Catholic Church. After City Attorney Lyons had explained the resolution Comncilman Gamlen introduce~ "A Resolution of the City Council of the City of South San Francisco providing for the execution of an agreement between said City and Parkwood Methodist Co~unity Church and St. Veronica's Catholic Chmrch ig~ereby se~d-Oity agr~es to provide fire protection to said Churches." Roll call vote 1~ as follo~s. Ayes: Councilmen Andrew Rocca, Fr_,~ncis Lucchio, Emilio Cortesi, Richard Gamlen, and Telford ~mith. Noes: None Absent: None. City Attorney Lyons then remarked that he had a similar resolution requesting Fire protection by the Southwood School. Councilman Cortesi introduced "A Resolution of the City Council of the City of South San Francisco providing for the execution of an agreement between said City and South San Francisco Unified Sc mool District whereby said City agrees to provide fire protection for Soathwood School, a public Elementary School." Roll call vote w~s as follows: Ayes: Councilman Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen and Telford Smith. Noes: N~ne. Absent: None. City Attoruey Lyons stated that regarding the next resolution for salary study survey, he was iufo~med by the City Manager today regarding it; but that he would prepare it duriug the meeting and have it ready before the end of the meeting. explanation of the Resolution by City Attorney Lyons, Councilmmn Ro~u introduced "A Resolution. of the City Council of the City of South San Francisco cancelling City Taxes on Real Property acqmired by the Somth San Francisco Unified School District." Roll call vote was as follows: Ayes: Councilmen Andrew Rocca~ Francis Lucchio, Emilio Cortesi Richard C~mlen and Telford Smith. Noes: None. Absent: None. The next Resolution brought to the attention of the City Council by City Attorney Lyons had to do with the issuance of bonds for the Industrial Sewers and Pmmping Stations. After explanation of the Resolution by City Attorney Lyons~ Councilman Gamlen introduced "A Resolutior. of the City Council of the City of So~th San Francisco determining unpaid assessments and providing for the issuance of Bonds." Roll call vote was as follows: Ayes: Councilman Andrew RoCca, Francis Lucchio, EmiLio Cortesi, Richard Gamlen and Telford Smith. ~-oes: None. Absent: None. City Attorney Lyons then explained that there was another Resolution to acc~any the one calling for the issuance of bonds and this w~s a resolution spacifyi~ that the City Clerk publish or camse to be published a notice~ setting the 7th of March at 8:00 P.M. as the date and place and hom~ at which bids will be accepted in connection with the bond issue. 0o~ncilman Lucchio introduced "A:~esolution of the City Council of the City of South San Francisco calling for bids on sale of improvement bonds." . Absent: None There bei~ no other resolutions at this time, Mayor Smith proceeded on to new business. Commaniea~o~ was received from H. R. Whiting, dated Febx,~ry 10, 1955, and the Chamber of Commerce, dated December 20, 1954, ~questing the improvement of So~th Canal Street. After dise~sion by members of the City Council, ~ay~r ~mith stated that if there were no objectless, the 0ity Manager wo~ld inform Mr. Whiting and the Chair of Commerce of the statm~ of this street. Comnci~m-u Rocca remarked that'the City should co~tinme to p~rsue the matter. Mayor ~mith asked if there were may objections to these instructions. None were registered. C~maunica~ion dated February 2, 1955 was received from the California Roadside Comncil rega~ outdoor advertising. Mayor Smith sta+~d that if there were no objections, City Manager Me Clang womld acknowledge the letter of Cali :ornia Roadside Comncil and advise them of t~ City's policy regarding billboards. Cce~unica~: o~ dated February 11, 1955 was received from the So~th San Francisco Rod and Gun Club _~equesting permission to hold their ann~al t-~ shoot on City owned property on S~nday April 24, 1955; and al~o requesting permission to hold a]~aaBer~hip shoot for the last ~ek of Fel~rmary 1955. Councilman Oortesi moved, seconded by Comnmilman Gamlen and regalarly carried that permission be granted to hol~ the annmal trap shoot on April 24th 1955. Co~nc~m-n Rocca then moved, seconded by Co~uc~_lman Cortesi and regularly carried that permission be ~anted to hold a membership shoot on the last week of ~ebrmary 1955. C~mmanication was received from the League for Better Government requesting copies of the Council Minutes. Mayor Smith remarked that if there were no objectioms, the City Manager ~ inform Mrs. Calk of the procedmre and charges. ~o ob~eetione were registered. Mayor Smith remarked that if there ~re no objections, t_be City Na~ would notify Mr. Livingston of the date to be set by the Conncil. No objections w~re registered. Communication dated February 17, 1955 w~s received fr. cm the office of the City ~auager, accc~pan'ed by a letter from Oliver D. Hamlin, Secre-~a~y Treasurer of the Grondine Company, dated February 12, 1955 requesting an authorized let-~r from the City Council stating that a Use permit had been granted to operate a Shell Se~ice Station in the Winston Manor Shopping Center off Hickey Boulevard. City M~r Mc Clung remarked that there has been some confusion arising o~t of the fact that the City has not taken any official action granting the permit to the Shell Oil Company located on the Eamlin property at Camaritas and Hickey Boulevard. He further remarked that the Kighway District wants a letter from the City Clerk showing ~hat the Council has taken action on such and such a date, and ham ~r~nted the permit to the Shell Oil C c~pany for a Service Station. He also stated that it wo~ld be in order at this time to clear up the matter and instruct the City Clerk to ~rite an appropriate letter referencing the minute entry when the permit was granted. Councilmam Gamlen so moved, seconded by Councilman Cortesi and regularly carried. C~unication dated February 17, 1955 was received from the office of the City Manager accompanied by a communication dated February ll, 1955 from the office of the Superintendant of Public Works regarding the transfer of funds from salaries to Park and Playground Equipment. After brief discussion and explanation by City Manager Mc Clmm~ · Councilman Rocca re~rked that this was a transfer of funds to take care of work being done at the present t~.me and moved that it be approved. Councilmmm Gamlen seconded the motion, which was regularly carried. Communication dated February 16, 1955 was received frmz the office of the City Manager rec~maend~.ng a credit memo be issued to Relei Electric Company for money owed the City in paymen~ of electrical fees. Councilman L~echio mo~ed, seconded by Councilman Rocca and regularly carried that the recommendation of the City Manager be accepted. After brief explanation and discussion by City ~anager.-Mc Clung, Councilman Gamlen moved, seconded ~y Councilman Rocca and regularly carried that the rec~ae~ation of the City Manager Communication ~ted February 17, 1955 was received fram the office of the City Manager re~ng ~he sale of obsolete City eqmil~ment. After brief discussion, Co~m~ilman Lacchio moved, seceded by Councilman Rocca and regularly carried that the City Manager be instructed to proceed with the advertising and sale of this obsolete equipment. Communication dated February 10, 1955 was received from the Shoreline Planning Ass~iation of California,and memorandum dated Febr;;~ry 17, 1955 from the office of the City Manager concerning 9il Royalties for recreation p~rposes. Al%er brief discussion, Mayor Smith re~w~_rked that if there w~re no objections, the City MaWr would inform thrum of o~r policy. Nm objections were registered. City Attorney Lyons then stated that the resolution ws~ ready which would request the California State Personmel Board to classify the positions and salaries in Sonth San Francisco. After City Attorney Lyons had read the resolution in full,Councilman Gamlen introduced "A Resolution of the City Conncil of the City of South San Francisco re~uesting the California State Personnel Board to make a classil=ication of-Positions an~ salary survey." Mayor Smith then asked if there was anyone in the audience who wished to offer anything under the Good and Welfare. Tom Williams of 441 Alta Vista Drive, remarked on the traffic hazard tha~ existed at the intersection of Junipero Serfs Highway and the entrance to Avalon Park. Mayor Smith thanked Tom Williams for his remarks and asked the City Manager to briefly explain what had taken place regarding this matter. After brief explanation by City Manager Mc Clung relative to the meeting held with Eigh~ay District ~10 and the desire to first settle the problem of Winston Manor, Mayor Smith asked if anyone else had anythirg to offer under good and w~lfare. No one else spoke. Mayor Smith then asked if any member of the Council had anything to offer. N~ one offered anything under this item.
