HomeMy WebLinkAboutMinutes 1955-10-10ADJOURNED REGULAR ~EETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FHANCISCO HELD MONDAY, OCTOBER 10, 1955 PLACE: Council Chambers, City Hall TIME: 4:30 P.M. CALL TO ORDER: The meeting was called to order at 5:37 p.m. by Vice Mayor Richard Gamlen. ROLL CALL: PROTEST HEARING SO. CANAL AND MAY- FAIR AVENUE IMPROVEMENT Present: Councilmen Francis Lucchio, Emilio Cortes& and Richard Gamlen Absent: Councilmen Andrew Rocca and Telford Smith Vice Mayor Gamlen announced that the first item would be the continued protest hearing on So. Canal and Mayfair Avenues improvement. He then asked if anyone wished to Speak on the subject matter. Mr. Ed Coopman present in the audience at this time stated that he had submittedpreviously a letter of protest for himself, Mr. Scribner and Mr. Berger who are the owners of the piece of pro- perty formerly owned by the Starlite Theater. He said at this time that he wished to withdraw his protest on behalf of himself, Mr. Scribner and Mr. Berger Vice Mayor Gamlen then asked if there were any other protestants to which the City Clerk stated that a letter dated October 6, 1955 has been received from the Pacific Gas & Electric Company.over the signature of C. B. Nelson. This letter was read by the Clerk. Discussion then took place by Victor Robinson, Manager of the local Pacific Gas & Electric Office, Mr. Manin of the firm of Wllsey & Ham, Director of Public Works Goss and members of the Council. This discussion concerned moving of the poles in the sidewalk area where the improve- ment work was to be done. After further discussion Councilman Lucchio moved, seconded by Councilman Cortes& and regularly carried that the hearing be closed. At this time City Manager McClung briefly spoke on the two low bids which had been received for the construction of the bridge, st~.ting that the bids depended on the location of the bridge and that both bids were good. Lengthy discussion took place concerning the matter of the bridge location as Well as the drainage ditch and the method of construction from the vicinity of Francisco Terrace to the Col~a Creek area. After further discussion City Attorney Lyons stated that in order to settle the matter he suggested the awarding of the contract on the bridge be held over until October 24 at 4:30 p.m. and that both low bids should be held. He suggested that the awarding of the contract be made to the Lowrie Paving Company to do the work of paving So. Canal first and to do the bridge as the last item. AIRPORT BLVD. INDUSTRIAL ASSESS- MENT DISTRICT: Next taken up was the matter of the Airport Boulevard Industrial Assessment District. City Manager McClung remarked that bids had been opened and that Mr. Louis Poletti was the principal property owa~r, aa~ th&t he had conferred this morning with the Engineer. He stated it was the recommendation of the Engineer.and property owner that a call for new bids be made since those receive~ were too high. City Manager McClung further remarked that a request had been made for the date of opening new bids to be set October 24, 1955 at 4:30 ~p.m. City Attorney Lyons stated that th& hearifig couldbe~eontinued until 4:30 p.m. on the date mentioned. Councilman Lucchio then moved, seconded by Councilman Cortesi and regularly carried that the hearing be continued to 4:30 p.m. October 24, 1955. City Attorney Lyons remarked that a re-advertising for bids should be made. SO. CANAL AND Further discussion took place concerning the matter of the cost of this project MAYFAIR AVENUE being shared by the property owners in the adjacent vicinity who: are not IMPROVEMENT: included in the assessment at this tim~. CLAIM FOR DAMAGES A claim against the City of $o. San Francisco in the amount of $100,000 was DAVID EWEN, A MINOR received from the law offices of Warren Sap&to filed in behalf of David Ewen BY DOROTHY SMITH, by Dorothy Smith, his mother. City Attorney Lyons advised the Council that it HIS MOTHER: would be ~order to sck~wlqdge receipt of the claim, reject the claim 'and ~--O~ refer it to the City's insurance carrier. Councilman Cortes& so moved, seconded by Councilman Lucchio and regularly carried. Absent: Councilman Telford Smith S(I CANAL AND MAYFAI R AVENUE IMPROVEMENT RESOLUTION ~2252 SO, CANAL AND MAYFA IR AVENUE IMPROVEMENT: The first item taken up for Council attention concerned the matter of So. Canal and Mayfair Avenue improvement. City Attorney Lyons expla/ned the resolution prepared concerning the adoption of the Engineer's report confirming the assess- ment and performance of the work. Councilman Cortes; then introduced, "A RESOLUTION OF TItE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ADOPTING ENGINEERS' REPORT, CONFIRMING THE ASSESS- MENT, AND ORDERING THE WORK." After brief discussion concerning the construction of the brid~e roll call vote was as follows: Ayes, Councilmen Andrew Rocca, Emilio Cortesi, Richard Gamlen; Noes, None; Absent, Councilman Telford Smith; Abstained, Councilman Lucchio. RESOLUTION NO. 2253 SO. CANAL AND MAYFAIR AVENUE IMPROVEMENT: City Attorney Lyons then explained the next resolution prepared concerning the awarding of the contract to do the work after which Council~mn Rocca introduced, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AWARDING CONTRACT". Roll Call vote was as follows: Ayes, Andrew Rocca, Francis Lucchio, Emilio Cortesi, Richard Gamlen; Noes, None; Absent; Telford Smith. REQUESTED BOLD OVER At this tie City Attorney Lyons requested that a ~otion be entertained concerning OF BIDS FROM S & Q the holding over of the two low bids on the construction of the brid~e.
