The meeting was called to order at 8 p.m. by Mayor Smith.
Pledge of Allegiance to the flag was recited, after which Invocation was
given by Rt. Reverend Msgr. Egisto Tozzi of All Soul's Catholic Church.

Mayor Smith asked if there were any errors, corrections or omissions to the
minu~es of the regular meeting of March 19, 1956 and the adjourned regular
meeting of March 26, 1956. Councilman Gamlen moved, seconded by Councilman
Rocca and regularly carried that the mirutes be approved as submitted.
Mayor Smith then asked if there was a motion to approve the claims. Coun-
cilman Gamlen moved, seconded by Councilman Rocca and regularly carried,
tha; the claims be approved for payment.
Mayor Smith then proceeded on to the matter of public hearings, taking up
firs: the Aldo Lippetti rezoning. He asked if any written protests had
been received, to which the City Clerk replied none had been received. He
then asked if anyone in the audience wished to speak on the subject matter.
No response was received. Councilman Gsmlen moved, seconded by Councilman
Rocca and regularly carried, that the hearing be closed. Councilman Rocca
then moved, seconded by Councilman Gamlen and regularly carried, that the
Cit? Attorney be instructed to prepare an ordinance.
Mayor Smith then opened the public hearing on the Coopman property rezoning,
asking if any written protests had been received. None having been re-
ceived, he asked if anyone in the audience wished to protest. No response
was received. Brief discussion followed concerning the subject matter,
after which Councilman Gamlen moved, seconded by Councilman Rocca and reg-
ularly carried, that the hearing be closed. Councilman Cortesi and Coun-
cilman Lucchio abstained from voting. Councilman Lucchio stated that he
abstained from voting inasmuch as Mr. Coopman was his employer. Council-
man iocca then moved, seconded by Councilman Gamlen and regularly carried,
tha'; the matter be held over, and meanwhile the City Attorney be instructed
to prepare the necessary ordinance for the next meeting. Councilmen Cor-
tesi and Lucchio abstained from voting.
Proceeding on to resolutions, City Attorney Lyons explained the first one
which had been prepared and concerned the Military Order of World Wars.
He read the resolution in full after which Councilman Rocca introduced,
"A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO
URGING THE VETERANS ADMINISTRATION TO LOCATE A VETERANS' HOSPITAL FACILITY
IN SAN MATEO COUNTY." Roll call vote was as follows: Ayes, Councilmen
Rocca, Lucchio, Cortesi, Gamlen, Smith.
City Attorney Lyons next explained the resolution prepared authorizing the
acceptance of a deed from the Californim ~ater Service for a parcel of
property. After reading the title, Councilman Lucchio introduced, "A
RESOLUTION OF THE CITY COUNCIL OF THE CZTY OF SOUTH SAN FRANCISCO AUTH-
ORIZING THE ACCEPTANCE OF A DEED EXECUTED BY CALIFORNIA WATER SERVICE
COI~ANY IN FAVOR OF SAID CITY." Roll cmll vote was as follows: Ayes,
Councilmen Rocca, Lucchio, Cortesi, Gamken, Smith.
Proceeding on to ordinances, City Attorney Lyons stated that an ordinance
had been prepared concerning the Allen mnnexation. After explanation by
the City Attorney, Councilman Gamlen moved, seconded by Councilman Rocca,
that the ordinance be introduced by title only and the reading waived.
Brief discussion followed, after which notion as made and seconded was
regularly carried. City Attorney Lyons then read the title of the ordi-
nance.
The next ordinance for Council action concerned the first reading and
introduction of the 1955 Building Code. After brief explanation by the
City Attorney, Councilman Lucchio moved, seconded by Councilman Rocca and
regularly carried, that the ordinance be introduced by title only and the
reaiing waived. City Attorney Lyons then read the title of the ordinance.
Proceeding on to unfinished business, the Council then took up the matter
of the acceptance of the public improvements in Sunshine Gardens No. 8.
Brief discussion followed, at which time Director of Public ~orks Goss
remarked that he had discussed the situation today with ~r. Schulhauser
and that he had assured Mr. Goss that he would work out the proper method
of protecting the area. Mr. Goss stated that he had suggested a retaining
wall to support the bank and a driveway on the other half of the street.
He further remarked that Mr. Schulhauser suggested that perhaps they
could gunnite the earth bank with concrete. Also, that Mr. Schulhauser
was willing to work out some sort of arrangement to Mr. Goss's satisfaction.
Mr. Goss then recommended that the subdivision be accepted provided he did
this. Councilman Gamlen moved, seconded by Councilman Rocca and regularly
carried, that the improvements in Sunshine Gardens No. 8 be accepted as
per the recommendations of the Director of Public Works, and that the sub-
divider comply with those recommendations.

Nex~ taken up was the matter of the public improvements in Serra Highlands
Units lA, 2A and 3A. Councilman Lucchio moved that the recommendations of
the ~irector of Public Works, as contained in his memorandum dated March
27, 1956, be accepted and the cleaning of the sanitary sewers, the paving
of ~%e 500 square feet, as well as cleaning the streets, be carried out
subject to Mr. Goss's approval. Mr. Goss stated that the paving had been
completed. Councilman Rocca seconded the motion, after which discussion
followed at which time Mr. Goss recommended that the inlets be so improved,
that is, the drainage graded accordingly to prevent any standing water in
the rear yard. Mayor Smith asked if thLs was agreeable, after which
further discussion followed. Councilman Lucchio then included Mr. Goss's
suggestion as part of his motion, after which Councilman Rocca seconded the
amendment. At this time, Mayor Smith stated that the motion should be
amended to include the 10% retention bords. Councilman Gamlen so moved,
seconded by Councilman Rocca, after which City Attorney Lyons remarked
that a contract be entered into guaranteeing the improvements for two years.
Councilman Gamlen included this in his motion, after which Councilman Rocca
seconded the amendment. Amendment as made and seconded was regularly
carried. The original motion as made ard seconded was regularly carried.
Mayor Smith, at this time, asked if there was a motion to rescind the
Council's previous action on Sunshine G~rdens No. 8, which referred to the
acceptance. Councilman Rocca so moved, seconded by Councilman Gamlen and
regalarly carried. Councilman Rocca then moved, seconded by Councilman
Lucchio and regularly carried, that the improvements in Sunshine Gardens
No. 8 be accepted subject to the posting of the 10% retention bonds and
the signing of a contract for two years guaranteeing the improvements, and
subject to the recommendations of the D~rector of Public Works.
Inter-office memorandum dated March 27, 1956 was received from the office
of the Planning Commission concerning the rezoning of the Mazzanti property.
Attached to the memorandum was a suggesced Professional Executive and
Research District for the City. CounciLman Gamlen moved, seconded by Coun-
cilman Rocca and regularly carried, tha~ the report be accepted and placed
on file. Brief discussion followed coneerning the Council's instructions
to the Planning Commission relative to ~eclassifying the area to R-1.
After discussion, at which time the City Attorney stated that the original
resolution was not an instruction directing them to consider or change it.
He further remarked that if the Council insisted that the Planning Commissio~
come back with a recommendation on the R-1 classification, he was certain
that they would hear from them. CounciLman Lucchio asked if this was fit-
ting and proper procedure, at which time City Attorney Lyons replied that
the Council inform them that they would like to hear from the Commission
im~.ediately and without waiting to add ~he professional zoning. Council-
man Lucchio then moved that the suggestion made by the City Attorney be
acted upon, and that the Council reques~ the Planning Commission to comply,
if this is the proper wordage. City Attorney Lyons asked if it was meant
to hold their hearings and come back wi~h their recommendations on the
R-1 classification, to which Councilman Lucchio answered, in carrying out
the intent of the original motion. Councilman Cortesi seconded the motion,
followed by further discussion on the wording of the motion. After dis-
cussion, Mayor Smith asked the City Attorney to restate the motion, which
he Cid as follows:
"Be it moved that the Planning Commission be instructed to hold the hear-
ings, after giving notice required by law, with respect to the rezoning
of the Mazzanti property from P. C. M. classification to an R-1 classifi-
cation, and that the Planning Commission make its recommendations to the
City Council at the earliest possible date." Councilman Lucchio stated
that this was agreeable and would entertain it as a motion. Councilman
Cortesi seconded the motion, which was regulariy carried. Councilman
Rocca then moved, seconded by Councilman Lucchio and regularly carried,
that the Council express to the Planning Commission its pleasure and appre-
ciation in this study, with the thought that it is a good idea and that
they should continue the study.
Com~.unication dated March 15, 1956 was received from the Downtown Merchants
Association requesting Council approval to conduct their Annual Carnival
on the Coopman property, located at Spr'2ce and South Canal Streets. In
addition to holding the carnival, a req'~est was made for a waiver of per-
mit fees. Councilman Rocca moved, seconded by Councilman Lucchio and
regularly carried, that permission to hold the carnival be granted, the
permit fees be waived, and that it be in full compliance with the Police
Chief.
Use Pemmit resolution #551, as applied for by Cesare Barberis, was re-
ceived from the Planning Commission recommending permission be granted
for the construction of a single unit dwelling at 605 Olive Avenue. Coun-
cilman Gamlen moved, seconded by Councilman Lucchio and regularly carried,
that the recommendation of the Planning Commission be accepted.
Use permit resolution #550, as applied for by See's Candy Company, was
received from the Planning Commission recommending permission be granted
to erect a 7' x 12' temporary sign at 210 E1 Camino Real showing the new
locztion of their factory and store, subject to the following condition:

Use permit resolution #552, as applied for by M. Russo, was received from
the Planning Commission recommending permission be granted for the con-
strLction of an additional single family dwelling on rear of lot at 554
Co~uercial Avenue, fronting on Second Lane. Councilman Gamlen moved,
seconded by Councilman Lucchio and regularly carried, that the recommend-
ation of the Planning Commission be accepted.
Use permit resolution #554, as applied for by Roberto Gilardoni, was re-
ceived from the Planning Commission recommending permission be granted for
the construction of a second family dwelling on rear of property, located
at 350 First Lane. Councilman Gamlen moved, seconded by Councilman Lucchio
and regularly carried, that the recomme~dation of the Planning Commission
be accepted.
Use permit resolution #553, as applied for by Charles E. Hoffman, was re-
ceived from the Planning Commission recommending permission be granted to
erect a 65' x 200' tilt-up concrete building adjacent to and west of the
Allison Cookie Co. on Mayfair Avenue, subject to the following conditions:
(a) that the front of the building be landscaped, (b) that trees and shrubs
be planted on the 50' buffer strip; and (c) that building be painted within
a y~ar. Brief discussion followed, at which time Director of Public Works
Goss showed the Council the buffer strip as it was indicated on the map.
Cou~cilman Lucchio moved, seconded by Councilman Rocca and regularly car-
ried, that the use permit be granted according to the recommendations of
the Planning Commission.
Inter-office memorandum dated March 28, 1956 was received from the Planning
Commission concerning the Market Street Railway right-of-way, recommending
that the City take steps on its acquisition for the purpose of a future
inter-City road. Mayor Smith remarked that if there were no objections
from the Council, the City Manager would be instructed to proceed and
ascertain the cost of procuring it. There being no objections, it was so
ordered.
Inter-office memorandum dated March 27, 1956 was received from the Plan-
ning Commission concerning a recommendec salary increase for the Planning
Commission Secretary from $40.00 per month to $100.00 per month. Council-
man 3amlen moved, seconded by Councilman Cortesi and regularly carried,
that the recommendation of the Planning Commission be accepted and the
salary raise granted. Councilman Gamlen then moved, seconded by Council-
man Rocca and regularly carried, that tt.e increase be effective this pay
period.
Inter-office memorandum dated March 13, 1956 was received from the office
of the Recreation Commission recommending the employment of various appli-
cants as part time recreation directors. Councilman Rocca moved, seconded
by Councilman Gamlen and regularly carried, that the recommendations and
report be accepted and placed on-file.
Inter-office memorandum dated March 27, 1956 was received from the office
of the City Manager concerning the retirement of A1Mutti, City Hall and
Library Janitor. Councilman Rocca moved, seconded by Councilman Gamlen-
and regularly carried, that the report be accepted and placed on file.
Mayor Smith then asked if there was a motion to prepare a resolution com-
mending Mr. Mutti for his services. Councilman Rocca moved, seconded by
Cou~cilman Gamlen and regularly carried, that the City Attorney be
str~cted to prepare the appropriate resolution.
Inter-office memorandum dated March 27, 1956 was received from the Director
of Public Works recommending the probationary appointment of Pearl Manchestex
as Stenographer-Clerk. Councilman Gamlen moved, seconded by Councilman
Rocca and regularly carried, that the recommendation of the Director of
Public Works be accepted, subject to the passing of a satisfactory medical
examination.
Inter-office memorandum dated March 28, 1956 was received from the office
of the City Clerk recommending the probztionary appointme~ of Ramona Johnson
as Stenographer-Clerk. Councilman Roccz moved, seconded by Councilman
Gamlen and regularly carried, that the recommendation of the City Clerk be
accepted, subject to the passing of a sztisfactory medical examination.
Communication dated March 16, 1956 was received from the office of the
Police Chief concerning the appointment of Stanley Fogler as police officer
eff~ctive March 16, 1956. Councilman Gamlen moved, seconded by Councilman
Cortesi and regularly carried, that the appointment be approved subject to
the passing of the necessary medical examination.
Inter-office memorandum dated March 28, 1956 was received from the office
of the Director of Public Works concernLng the report of bids received for
the improvement of Baden, Spruce and Orange Avenues, recommending that the
contract be awarded to the low bidder, Oscar C. Holmes, Inc. Councilman
Rocca moved, seconded by Councilman Ga~len and regularly carried, that
the recommendation of the Director of Public Works Be accepted. Councilman
Lucchio remarked that he was going to vote no on the matter, and wished to
indicate that he objected to the part regarding Spruce Avenue from Railroad
to Parkway, as was previously discussed. He further remarked that he had
taken the stand that the Council should postpone the widening of the street,
otherwise he had no objection to the rest of the program. Brief discussion
followed, after which roll call vote was as follows: Ayes, Councilmen
Rocca, Gamlen, Smith; Noes, Councilmen Lucchio & Cortesi. After further
discussion, Councilman Gamlen moved, seconded by Councilman Rocca and reg-
ularly carried, that Mr. J. E. Peck be employed for the supervision and
inspection as requested by Mr. Goss.

Co~xunication dated March 14, 1956 was received from the Sociedad Mutua-
lista Mexicana Morelos Inc. requesting permission to hold a dance March
24, 1956 and April 14, 1956. This had received the approval of the Police
Chief. Councilman Gamlen moved, seconded by Councilman Rocca and regularly
carried, that the communication be accepted and placed on file.
Co~_unication dated March 15, 1956 was received from the Downtown Merchants
Association expressing their thanks to ~he City Council for their help in
the recent Dollar Day promotion sales. Councilman Gamlen moved, seconded
by Councilman Rocca and regularly carried, that the communication be
accepted and placed on file.
Communication was received from Wildberg Bros. Smelting & Refining Co.
expressing the company's thanks and appreciation for the prompt action
of the Fire Department in responding to their recent plant fire March 22,
1956. Councilman Gamlen moved, seconded by Councilman Lucchio and regu-
larly carried, that the communication be accepted and placed on file.
Next taken up was the request as received from the secretary of the San
Mateo County Central Committee requesting the Council to advise that organ-
ization of any program to be held in the City commemorating the County's
10¢th year. Mayor Smith remarked that if there were no objections, the
City Manager would inform the club of any action that would take place in
the City. There being no objections, i~ was so ordered.
Next taken up was the report of Mary E. Ivins, Special Census Supervisor,
corcerning the tabulation of residents within the City. Councilman Gamlen
moved, seconded by Councilman Rocca and regularly carried, that the report
be accepted and placed on file.
Inter-office memorandum dated March 27, 1956 was received from the office
of the City Manager concerning change orders in the City Hall Alterations.
After a brief discussion, Councilman Rocca moved, seconded by Councilman
Lucchio and regularly carried, that the changes be confirmed, the report
accepted and placed on file.
Coxm.unication dated March 23, 1956 was received from the Regional Water
Pollution Control Board, together with communications dated March 27, 1956
from the offices of the Supt. of Sanita;ion and the City Manager, concern-
ing the discharge of industrial wastes ~ear the Lowrie Paving Co. Brief
discussion followed concerning the'addi';ional studies to be made, after
which Councilman Gamlen moved, seconded by Councilman Rocca and regularly
carried, that the report be accepted and placed on file.
Inter-office memorandum dated March 23, 1956 was received from the Supt.
of Public Works concerning the transfer of the Sewer Department to the
Sewage Treatment Plant. Councilman Rocca moved, seconded by Councilman
Gamlen and regularly carried, that the report be accepted and placed on
file.
Communication dated March 14, 1956 was received from the County of San
Marco Department of Public Health and Welfare, together with an inter-
office memorandum dated March 27, 1956 from the office of the City Manager,
concerning the uniform food ordinance. Brief explanation followed by the
City Manager, after which Councilman Rocca moved, seconded by Councilman
GamLen and regularly carried, that the report be accepted and placed on
file.
Communication dated March 27, 1956 was received from the office of the
City Manager concerning Loma Linda earth moving. After brief discussion,
Mayor Smith remarked that if there were no objections, the matter would
be placed on the next agenda. No objec;ions were registered.
Inter-office memorandum dated March 29, 1956 was received from the Office

Rocca moved, seconded by Councilman Gamlen, that the report be accepted
and placed on file. Brief discussion followed, after which motion as
made and seconded was regularly carried.
Inter-office memorandum dated March 27, 1956 was received from the Personnel
Board, accompanied by memorandum dated March 29, 1956 from the office of
the City Manager, concerning the civil service status of employees who had
taken the recent laborer examination. It was reported that twelve had
passed and that additional tests would '~e held to qualify those who did
not pass. Also mentioned was that John Previti had passed the promotional
examination and was now qualified as Eq'~ipment Operator. All the infor-
mation on both had been referred to the Supt. of Public Works for his rec-
ommendation. Councilman Gamlen moved, seconded by Councilman Rocca, that
the report be accepted and placed on file. Discussion followed, after
which motion as made and seconded was regularly carried.
Inter-office memorandum was received from the office of the City Manager
concerning street lighting poles in the Grand Avenue business area report-
ing the methods and costs involved of handling the project. After dis-
cussion and an explanation by the City ~anager, at which time was discussed
the installation of lights on the old poles, Councilman Gamlen moved,
seconded by Councilman Rocca and regularly carried, that the report be
accepted and placed on file.

MINUTES:
Inter-office memorandums dated March 29, 1956 were received from the
office of the City Manager concerning staff meeting minutes of March 14,
1956 and March 28, 1956. Councilman Gamlen moved, seconded by Councilman
Rocca and regularly carried, that the reports be accepted and placed on
file.

the Department of Alcoholic Beverage Control. Councilman Rocca moved,
seconded by Councilman Gamlen and regularly carried, that the report be
acc.~pted and placed on file.
DEAD END STREET SIGNS:

Councilman Gamlen brought up the matter of the many dead end streets
which did not have signs indicating tha': they were dead end, and requested
that a survey be made. He then moved that the survey be conducted and
that signs be placed designating dead end streets. Councilman Rocca sec-
onded the motion, which was regularly carried.

City Attorney Lyons, at this time, brought up the matter of a resolution
which was on the pending agenda concernLng the request of Annie Ferrari
for annexation within the City. After a brief explanation, Councilman
Gamlen introduced, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH
SAN FRANCISCO GIVING NOTICE OF THE PROPOSED ANNEXATION OF CERTAIN CONTIG-
UOUS UNINHABITED TERRITORY TO SAID CITY OF SOUTH SAN FRANCISCO, SAID
TERRITORY TO BE KNOWN AS "LAGOMARSINO PARCEL",". Roll call vote was as
follows: Ayes, Councilmen Rocca, Lucch~o, Cortesi, Gamlen, Smith.

Mayor Smith then asked if there were any other matters under Good and
Welfare. Councilman Rocca complimented the person responsible for remedy-
ing the public address system and the manner in which it operated this
evening.

parking signs in the Brentwood business district.

There being no further business, Councilman Gamlen moved, seconded by
Councilman Rocca and regularly carried, that the meeting be adjourned
