The meeting was called to order at 8 p.m. by Mayor Smith.
Pledge of Allegiance to the flag was recited, after which Invocation
was given by Reverend Martin Wynekan, minister of First Lutheran Church.

Mayor Smith asked if there were any errors, corrections or omissions to
the minutes of the regular meeting of April 2, 1956. Councilman Gamlen
moved, seconded by Councilman Rocca and regularly carried that the
minutes be approved as submitted.
Councilman Lucchio appeared present at 3:02 p.m. and remained for the
durztion of the meeting.
Mayor Smith then asked if there was a motion to approve the claims as
subnitted for payment. Councilman Rocca moved, seconded by Councilman
GaaLen and regularly carried that the claims as submitted be approved.
The first item of business taken up by the Council was the matter of
public hearings concerning Spruce Avenue plan lines. Mayor Smith opened
the public hearing, after which he asked if there was a motion to con-
tir.ue the hearing until May 7, 1956. Councilman Gamlen so moved, seconded
by Councilman Rocca and regularly carried.
Mayor Smith then proceeded on to the matter of resolutions, taking up
first the one concerning a divided assessment in the Poletti Industrial
Trzct on Airport Blvd., asking the City Attorney if this resolution was
rezdy for introduction and City Attorney Lyons explained the resolution,
after which Councilman Rocca introduced "A RESOLUTION OF THE CITY COUNCIL
OF SOUTH SAN FRANCISCO INSTRUCTING THE DIRECTOR OF PUBLIC WORKS AS EX-
OFFICIO SUPERINTENDENT OF STREETS OF SAID CITY TO PREPARE AND FILE WITH
THE CITY CLERK AN AMENDED, OR DIVIDED, ASSESSMENT FOR THE SUBDIVISION
AREA KNOWN AS "AIRPORT BLVD. INDUSTRIAL TRACT' WITH RESPECT TO THE ASSESS-
MENT ARISING OUT OF THE SPECIAL ASSESSMENT PROCEEDINGS FOR AIRPORT BOULE-
VARD SANITARY SEWER DISTRICT, CONDUCTEE PURSUANT TO RESOLUTION OF
INTENTION NO. 2054." Roll call vote vas as follows: Ayes, Councilmen
Rocca, Cortesi, Gamlen, Smith, Lucchio.
Mayor Smith then proceeded on to the next matter under resolutions, con-
cerning the Cunco annexation. Mayor Smith stated that if there are no
objections, this matter would be held over until the next regular meet-
ing of May 7, 1956. City Attorney Lyons briefly explained that the
Council was awaiting word from the County Boundary Commission before
proceeding with the subject matter.
Nex~ taken up was the resolution concerning additional streets within the
City to be included in the City Major Street Pattern. City Attorney
Lyons briefly explained the resolution which had been prepared, after
wh±ch Councilman Gamlen introducted "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SOUTH SAN FRANCISCO DESIGNATING CERTAIN STREETS WITHIN SAID
CI?Y AS 'MAJOR CITY STREETS'." A brief discussion followed concerning
the subject matter, after which roll call vote was as follows: Ayes,
Councilman Rocca, Cortesi, Gamlen, Smith, Lucchio.
The Council then proceeded on to the matter of ordinances, taking up first
the first reading and introducing of tke ordinance concerning the Coopman
rezoning. After a brief explanation by the City Attorney, he requested a
mo~ion that the ordinance be introduced by title only and the reading be
waived. Councilman Rocca moved, seconded by Councilman Lucchio and reg-
ularly carried that the ordinance be i~troduced by title and the reading
be waived. City Attorney Lyons then read the title of the ordinance.
A brief discussion followed concerning the Coopman rezoning, at which
tine John Breed, a member of the Planning Commission, spoke on the subject.
Nex~ taken up was the introduction and first reading of the ordinance
concerning the Lippetti rezoning. City Attorney Lyons briefly explaim d~
the ordinance, after which he requested that a motion be made waiving the
reading and introducing the ordinance by title only. Councilman Gamlen
moved, seconded by Councilman Lucchio and regularly carried that the
ordinance be introduced by title only snd that the reading be waived.
Cicy Attorney Lyons then.read the title of the ordinance.
Mayor Smith then went on to the matter of the second reading and adopt-
ion of the Uniform Building Code Ordinance. Councilman Rocca moved,
seconded by Councilman Gamlen and regularly carried that the second read-
ing of this ordinance be held over until the next regular meeting.

The Council then proceeded on to the next item under Ordinances which
concerned the second reading and adoption of the Allen annexation.
Mayor Smith suggested that the ordinance be held over until certain
fees necessary had been paid. Warren Saptro, attorney for the prop-
erty owner, present in the audience, stated that he had just given
the City Attorney a statement wherein the property owner agreed to
pay certain costs to the City. City Attorney Lyons then asked Mr.
Sapiro if his client were also willing to pay the advertising expenses,
to which Mr. Sapiro agreed. City Attorney Lyons then went into detail
concerning the charges which had to be paid by the property owner.
Councilman Gamlen asked if this could be adopted tonight, to which the
City Attorney replied that it was now ready for adoption, requesting
a motion that the reading be waived and tlat it be introduced by title
only. Councilman Rocca moved, seconded by Councilman Lucchio and reg-
ularly carried that the reading be waived and the ordinance introduced
by tL51e onlY. City Attorney Lyons then read the title, after which
roll call on the adoption was as follows: Ayes, Councilmen Rocca,
Cortesi, Gamlen, Smith, Lucchio.
The Council then proceeded on to the first item under Unfinished Busi-
ness which concerned the Mazzanti rezoniKg. Mayor Smith asked if there
was a motion to accept and file the inter-office memorandum dated
April 10, 1956, as received from the Planning Commission concerning
subject matter. Councilman Rocca moved, seconded by Councilman Gamlen
and regularly carried that the communication be accepted and placed on
file. A brief discussion followed, at which time Mr. James Claar, a
resident of Circle Court, spoke on the subject matter.
Mayor Smith then proceeded on to the next item under Unfinished Business
concerning the Orange Avenue drainage. Ne remarked that a request had
been ~ade that this be held over until the regular meeting to be held
May ?, 1956. He said if there were no objections, it would be so
ordered. No objections having been registered, this matter was ordered
held over until May 7.
Inter-office memorandum dated April 12, L956, was received from the office
of the City Manager concerning a planning consultant for the off-street
parking program. Accompanying the City Manager's memorandum was a letter
dated April 16, 1956, from Er. A. J. Scanpini, attorney for the Parking
District, concerning the same subject master. Mr. Scampini's letter con-
tailed a recommendation that Mr. D. Jackson Faustman be engaged to conduct
this work. Councilman Gamlen then moved, seconded by Councilman Rocca
and regularly carried that the City enter into a contract with Mr.
Faustman as consultant for the Parking District.
Use Permit resolution #558, as applied for by John Thompson, was received
fro~. the Planning Commission recommending that permission be granted to
build a two-bedroom dwelling on that portion of property which faces
Aspen Avenue. Councilman Gamlen moved, seconded by Councilman Rocca and
regularly carried that the recommendation of the Planning Commission be
accepted.
Use Permit resolution #559, as applied for by Charles A. Rolley, was re-
ceived from the Planning Commission, recommending permission be granted to
erec~ a roof sign 60 ft. x 12 ft. with 4 ft. letters on top, subject to
the conditions that the sign be non-flashing and not be used for other
commercial advertising except for the occupied use permitted, to be lo-
cated at 619 Airport Blvd. Councilman Gamlen moved, seconded by Council-
man Rocca and regularly carried that the recommendation of the Planning
Commission be accepted.
Use Permit resolution #560, as applied for by General Petroleum Corporation,
was received from the Planning Commission, recommending that permission
be granted for the erection of a gasoline service station with non-flashing
sig~s, subject to the conditions that a stop sign be installed on the
north corner of Grand Avenue and Old Mission Road. Councilman Gamlen
moved, seconded by Councilman Rocca and regularly carried that the recom-
mendation of the Planning Commission be accepted.
Use Permit resolution #561, as applied for by Norris, Beggs & Simpson,
was received from the Planning Commission, recommending that permission
be granted for the erection of an adver;ising sign 10 ft. x 20 ft. to indi-
cate the property on which it is located is available for industrial dev-
elopment subject to the condition that zhe Use Permit be granted on a
yearly renewable basis, the location of the sign to be on Parcel 7, per
Assessor's Map South San Francisco 27. Councilman Gamlen moved, seconded
by Councilman Rocca and regularly carried that the recommendation of the
Planning Commission be accepted.
Use Permit resolution #562 was received from the Planning Commission, as
applied for by H. B. Fuller Co. of Calif., recommending that permission be
granted for the erection of an 80 ft. by 100 ft. building for the manu-
faccure of industrial adhesives, paint and resins, subject to the con-
dit~ons that the applicant provide parallel parking in the front of the
building to be located at 55-59 South Linden Avenue. Councilman Gamlen
moved, seconded by Councilman Rocca an~ regularly carried that the recom-
mendation of the Planning Commission be accepted.
Use Permit resolution #563, as applied for by Standard Oil Company, was
received from the Planning Commission, recommending that permission be
gra~ted for the erection of a service station at 1190 Mission Road, sub-
ject to the following conditions: that one driveway be eliminated on
Mission Road, that the adjacent Brentwood driveway be increased 11 ft. to
a ~otal width of 35 ft.', that the separation between driveways on Sequoia
Avenue be increased to 18 ft. Councilman Gamlen moved, seconded by Coun-
cilman Rocca and regularly carried that the recommendation of the Plan-
ning Commission be accepted.

Use Per~it resolution #564, as applied for by Catura R. Miller, was
received from the Planning Commission, recommending the granting of per-
mission for the erection of a three-bedroom home on the front portion
of :he lot located at 1019 Airport Boulevard, subject to the condition
tha~ the front of the building be set back to align with existing dwelling.
Councilman Gamlen moved, seconded by Councilman Rocca and regularly car-
ried that the recommendation of the Planning Commission be accepted.
Variance Application resolution #555 was received from the Planning Com-
mission, as applied for by Roberto Gilardoni, recommending that permis-
sion be granted for the elimination of the sideyard on the west side of
the property, instead of maintaining the required 3 feet on the rear of
the lot, subject to the conditions that the proposed dwelling above the
existing garage be set back 3 feet from the property line. Councilman
Gamlen moved, seconded by Councilman Rocca and regularly carried that the
recommendation of the Planning Commission be accepted.
Variance Application resolution #556, as applied for by Harry W. Donovan,
was received from the Planning Commission with the recommendation that
permission be granted for a ~--foot sideyard on the west side of the prop-
erty, instead of the required 5 feet, to erect a garage OB the existing
slab. CQuncilman Gamlen moved, seconded by Councilman Rocca and regularly
carried that the recommendation of the Planning Commission be accepted.
Variance Application resolution #557, as applied for by the First Baptist
Church, was received from the Planning Commission with the recommendation
that permission be granted to erect a garage and storage building on the
rear of the lot to a height of 15 feet, instead of the required 12 feet.
Councilman Gamlen moved, seconded by Councilman Rocca and regularly car-
ried that the recommendation of the Plamning Commission be accepted.
Cormunication dated April 2, 1956, was received from the Pacific Coast
Construction Company concerning the improvement of the Chestnut Avenue
ex~ension at Hillside Blvd. and its abandonment. A brief discussion
foLLowed, after which Mayor Smith stated that if there were no objections,
thLs matter would be held over until the meeting of May 7, 1956. There
being no objections, it was so ordered.

Councilman Gamlen moved, seconded by Councilman Rocca and regularly car-

Inter-office memorandum dated April 6, 19~6, was received from the Supt.
of Public Works, Henry Schweining, recommending the employment of 12 men
as laborers with probationary periods ~o become effective subject to
their passing a satisfactory medical examination. Councilman Gamlen
moved, seconded by Councilman Rocca and regularly carried that the recom-
mendation of the Supt. of Public Works be confirmed.
Inter-office memorandum dated April 9, 1956, was received from the Supt.
of Public Works, Henry Schweining, recommending that Hugo Stoppolini be
appointed as Public Works foreman to serve his probationary period sub-
ject to the passing of a satisfactory physical examination. Councilman
Lucchio moved, seconded by Councilman ~occa and regularly carried that
the recommendation of the Supt. of Public Works be accepted.
Cornnunication dated April 2, 1956, was received from Supt. of Public
Works Henry Schweining, recommending the permanent appointment of Paul
Roberts as Heavy Equipment Operator, h~ving completed his probationary
period on April 1, 1956. Councilman Rocca moved, seconded by Councilman
Gamlen and regularly carried that the recommendation of the Supt. of
Public Works be accepted.

of the City Manager concerning the expiration of the term of Fred Lautze
as Commissioner of the South San Francisco Housing Authority. Councilman
Cortesi moved, seconded by Councilman Lucchio and regularly carried that

Inter-office memorandum dated April 10, 1956, was received from the office
of the City Manager concerning communication as received from Mr. Paul R.
Cowles, concerning rapid transit in the Bay Area. Mayor Smith remarked
that if there were no objections, this matter would be held over to the
Council meeting of May 7, 1956. There being no objections, it was so
ordered.
Inter-office memorandum dated April 10, 1956, was received from the office
of the City Manager concerning sewage and industrial wastes conference to
be held at Santa Rosa April 25 to 28, 1956, inclusive, recommending the
attendance of Supt. of Sanitation Henry Schweining~ Councilman Rocca
moved, seconded by Councilman Gamlen an4 regularly carried that the recom-
mencation of the City Manager be accepted.
Communication dated April 4, 1956, was ~eceived from the Housing Authority
of the City of South San Francisco, accompanied by an inter-office memoran-
dum dated April 16, 1956, from the office of the City Manager concerning
a report on families which would be eligible for low income housing and
who were now residing in Lindenville. ~ouncilman Rocca moved, seconded
by Councilman Cortesi and regularly carried that the communication be ac-
cepted and placed on file.
Communication dated April 6, 1956, was received from the Department of
Cornuerce, Bureau of Census, accompanied by a communication dated April 10,
1956, from the Department of Public Works, Division of Highways, Sacramento,
CaLzfornia, concerning the recent special census as taken. Councilman Rocca
moved, seconded by Councilman Cortesi and regularly carried that these
connunications be accepted and placed on file.
In~er-office memorandum dated April 9, 1956, was received from the office
of nhe City Manager concerning the recent appraisal made for the Belair
property owned by the City. Councilma~ Rocca moved, seconded by Council-
man Cortesi, a~ regularly carried that this memorandum be accepted and
placed on file.
Councilman Lucchio then remarked that through some oversight, the City
neglected to acknowledge the.work of the Housing Authority in the publi-
cation released by the City showing the various departments and com-
missions of the City. He further remarked that it was fitting at this time
that the Council acknowledge receip$ of their letter and express its re-
grets over neglecting it, and that the City is cognizant of the fine job
they are doing and extends best wishes to continue in this work. He
placed this in the form of a motion wh2ch was seconded by Councilman
Covtesi and regularly carried.
Inter-office memorandum dated April 9, 1956, was received from the office
of the City Manager concerning the nornh county dump facilities. Council-
man Cortesi moved, seconded by Councilman Lucchio and regularly carried
that this be accepted and that the study be continued at no cost to the
City.
Inter-office memorandum dated April 3, 1956, was received from the Recre-
ation Commission concerning the agreement for the joint development and
use of school areas for recreational purposes. Councilman Gamlen moved,
seconded by Councilman Rocca and regularly carried that the communication
be accepted and placed on file. A brief discussion followed concerning
the execution of the agreement as mentioned, after which Mayor Smith re-
marked that if there were no objections, the City Attorney would commun-
icate with the Recreation Commission and obtain the information to be
presented to the Council at a subsequent meeting.
Inter-office memoranda dated April 2 a~d April 4, 1956, were received from
the Director of Public Works, Police Chief and City Manager concerning
earth moving operations in the Loma Li3da subdivision. Discussion fol-
lowed concerning the subject matter, after which Councilman Rocca moved,
seconded by Councilman Gamlen, that time be extended to the developers
until May 31st to complete their work ~nd that they be advised that if
tLey did not complete it by that time, the City would take the necessary
legal action. Motion as moved and seconded, was regularly carried.
In~er-office memorandum dated April 9, 1956, was received from the office
of the Director of Public Works concerning the 1956-57 major street program
Councilman Rocca moved, seconded by Councilman Cortesi and regularly carrie
that the City Manager be instructed to make application and proceed. A
brief discussion followed, at which time, Councilman Lucchio remarked that
he would like to have the record show that he was abstaining from voting
and that he felt this matter should have been left over for the next meetin
Communication dated April 5, 1956, was received from the City Park Improve-
ment Club concernim$'traffic regulaticns at the intersection of Grand and
Eucalyptus Avenues to protect school children crossing from the Parkway
School. Mayor Smith remarked that if there were no objections, this would
be held over pending a report from the Police Department. No objections
having been made, it was so ordered.
Inter-office communication dated April 12, 1956, was received from the
office of the City Manager concerning sanitary sewer study financing,
recommending that application be made to the Home Housing Finance Authorit~
for funds sufficient to cover the cost of a master sanitary sewer study.
After brief discussion, Councilman Ganlen moved, seconded by Councilman
R~cca that the City Manager be instructed to proceed with the securing of
the application. Discussion followed, at which time Councilman Rocca
remarked on the limits of the amount -~o be secured and stated he felt it
should be limited to $12,000. CounciLman Gamlen amended themotion to
include that it be limited to $12,000, after which Councilman Rocca sec-
onded the amendment as made. Notion as made, amended, and seconded, was

Inter-office memorandum dated April 12, 1956, was received from the office
of the City Manager concerning a suit against the City and the City
Attorney for an accident in which he was involved. Councilman Gamlen moved,
seconded by Councilman Cortesi that the communication be accepted and
placed on file. A brief discussion followed, at which time City Attorney
Lyons explained his insurance coverages and the method of proceeding.
Motion as made and seconded was regularly carried.
Inter-office memorandum dated April 10, 1956, was received from the Plan-
ning Commission concerning information on the proposed sign ordinance.
Mayor Smith remarked that if there were no objections, this matter would
be held over to the next regular Council meeting. No objections having
been registered, it was so ordered.
Inter-office memorandum dated April 9, 1956, was received from the Director
of Public Works, recommending the award of the contract for the improvement
of Spruce Avenue from E1Camino Real to Mayfair Avenue, to O. C. Jones &
Sons as the low bidder on the project. A brief discussion followed, after
which Councilman Rocca moved, seconded by Councilman Gamlen and regularly
carried, that the low bid of O. C. Jones & Sons, as recommended by the
Director of Public Works, be accepted a~d the contract awarded to them.
Communication dated April 6, 1956, was received from the law offices of
DucLey H. Nebeker, together with their protest which they made in behalf of
their client, Colorado Fuel & Iron Corporation, concerning the payment of
real estate and improvement taxes for t3e fiscal year 1955-1956 under
pro,est. Councilman Gamlen moved, seconded by Councilman Rocca, and reg-
ulzrly carried, that this be accepted and placed on file and the protest
be denied.
Claim for damages was received from Halley & Bechtold, attorneys at law,
as filed in behalf of their client, John Pryshepa, for alleged damages
as a result of the City ordinance regulating tow truck operations. Coun-
cilman Rocca moved, seconded by Councilman Cortesi and regularly carried,
tha~ the claim be denied and referred to the City's insurance carrier.
Discussion followed, at which time, Councilman Lucchio moved that the Police
Chief be instructed to provide the City Council with a list of towing
agencies located within the City Limits. He then further remarked that a
schedule should be set up on a rotating basis so that a fair share of the
tows would be distributed. Mayor Smitk suggested the motion be withdrawn
so ';hat it would not prejudice the City's standing and remarked that this
could possibly be made in the form of a suggestion to the Police Chef.
Further discussions followed, after which Mayor Smith asked if t~re was
a second to the motion. There being none, Mayor Smith stated that the
mo~ion was lost for want of a second.
Application for transfer of alcoholic beverage license was received from
the Department of Alcohol Beverage Control, transferring the license of

Gamlen and regularly carried, that the application be accepted and ordered
filed.
At this time, Mayor Smith remarked that the City Clerk had brought to his
attention the matter of election workers who were unable to work the full
day and only worked part of the day. He asked as to the Council's pleasure
concerning their remuneration. CounciLman Gamlen moved, seconded by Coun-
cilman Rocca and regularly carried, that they De paid the agreed sum of
$5.oo.
Mayor Smith asked if any of the CounciLmen had anything to offer under
Good and Welfare. No response was received.
City Attorney Lyons stated that he had a request from the District Attorney'
office that the City enter into a supplemental agreement with the County
concerning the collection of taxes. He went on to explain the supplemental
agreement which had to do with their cellection of sewer rental fees. He
further stated that a resolution had been prepared, authorizing the execu-
tion of this amendment to the agreement. Councilman Lucchio then introduce,
"A RESOLUTION OF TI~ CITY COUNCIL OF THE CITY OF S~UTH SAN FRANCISCO
AL~HORIZING THE EXECUTION ~F A SUPPLEMENTAL AGREEMENT, ~R ADDENDUM, PER-
TAINING TO THE COLLECTION OF MUNICIPAL TAXES BY THE COUNTY OF SAN MATEO."
Roll call vote was as follows: Ayes, Councilmen Smith, Gamlen, Cortesi,
Rocca and Lucchio.
At this time, Mr. Angelo Scampini brought up the matter of the Mazzanti
rezoning, requesting that the classification as applied for be granted to
tlc applicant, his client. A brief discussion followed concerning the
s~bject matter, no action being taken.
Mayor Smith then remarked that a personnel matter should be taken up this
evening which concerned a request from the Fire Chief who submitted the
nzne of Arthur McGuire to commence his probationary period as a fireman
effective May 1st, 1956, subject to the passing of the required medical
examination. He recommended the employment of Arthur McGuire to this pos-
itlon. Councilman Rocca moved, seconded by Councilman Cortesi and regularl
carried, that the recommendation of the Fire Chief be accepted.
There being no further business, Councilman Rocca moved, seconded by Coun-
ckLman Lucchio and regularly carried, that the meeting be adjourned until
April 17, 1956, at 8 p.m.

of Public Works, recommending the award of the contract for the improvemer
of Spruce Avenue from E1 Camino Real to Mayfair Avenue, to O. C. Jones &
Sons as the low bidder on the project. A brief discussion followed, afte]
which Councilman Rocca moved, seconded by Councilman Gamlen and regularly
carried, that the low bid of O. C. Jones & Sons, as recommended by the
Director of Public Works, be accepted and the contract awarded to them.
Communication dated April 6, 1956, was received from the law offices of
Dudley H. Nebeker, together with their protest which they made in behalf ¢
their client, Colorado Fuel & Iron Corporation, concerning the payment of
real estate and improvement taxes for the fiscal year 1955-1956 under
protest. Councilman Gamlen moved, seconded by Councilman Rocca, and reg-
ularly carried, that this be accepted and placed on file and the protest
be denied.
Claim for damages was received from Halley & Bechtold, attorneys at law,
as filed in behalf of their client, John Pryshepa, for alleged damages
as a result of the City ordinance regulating tow truck operations. Coun-
cilman Rocca moved, seconded by Councilman Cortesi and regularly carried,
that the claim be denied and referred to the City's insurance carrier.
Discussion followed, at which time, Councilman Lucchio moved that the PolJ
Chief be instructed to provide the City Council with a list of towing
agencies located within the City Limits. He then further remarked that a
schedule should be set up on a rotating basis so that a fair share of the
tows would be distributed. Mayor Smith suggested the motion be withdrawn
so that it would not prejudice the City's standing and remarked that this
could possibly be made in the form of a suggestion to the Police Chef.
Further discussions followed, after which Mayor Smith asked if there was
a second to the motion. There being nor~, Mayor Smith stated that the
motion was lost for want of a second.
Application for transfer of alcoholic beverage license was received from
the Department of Alcohol Beverage Control, transferring the license of
Elmer J. Vaccari, Sr. and Jim Laricchia to Elmer J. Vaccari, Sr., Andrew
