ADJ)URN£D REGULAR MEETING OF THE CITY COUNCIL OF
THE CITY OF SOUTH SAN FRANCISCO HELD TUESDAY,
APRIL 17, 1956
Council Chambers, City Hall.
8 p.m.
The meeting was called to order at 8 p.m. by Mayor Smith.
Pledge of Allegiance to the flag was recited.
Present:
Councilmen Telford Smith, Richard Gamlen, Andrew Rocca,
Francis Lucchio, Emilio Cortesi.
There being no unfinished business, Mayor Smith proceeded on to new bus-
iness, taking up first the matter of tabulating the absentee ballots which
were cast. He then appointed the following Council members to act as
,election officers: Inspector - Councilnan Rocca, Judge - Councilman
Cortesi, Clerks - Councilmen Gamlen and Lucchio. The ballots were then
opened and tallied, after which City Atzorney Lyons briefly explained the
resolution prepared concerning the votes cast for each candidate and
propositiomwhich included the absentee ballots as well. He further
rexarked that the resolution prepared, zf adopted, would be the official
election returns and stated that the resolution recited that elected to
the office of City Councilman were: Mr. G. J. Rozzi, Mr. Leo Ryan and
Mr. Emilio Cortesi; for City Clerk - Ar5hur Rodondi, City Treasurer -
E. P. Kauffmann. Councilman Lucchio then introduced a "RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CANVASSING RETURNS AND
DECLARING RESULTS OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY ON
APRIL 10, 1956." Roll call vote wms as follows: Ayes, Councilmen
Telford Smith, Richard Gamlen, Andrew Rocca, Francis Lucchio, Emilio Cortesi
City Attorney Lyons then administered the oath of office to the City Clerk
who in turn administered the oath of office to the City Treasurer and the
three elected Council members. The new Council members then took their
places at the Council table, Councilman Rozzi occupying the Mayor's seat.
Councilman Rocca then suggested that Co'ancilman Rozzi be made the temporary
presiding officer. Councilman Rozzi thgn called the members together,
after which Councilman Lucchio moved, seconded by Councilman Rocca and
unanimously carried, that Councilman 6o J. Rozzi, occupying the temporary
chaSr as Mayor be elected Mayor of the 2ity of South San Francisco for a
perLod to be determined at a later date.
Mayor elect Rozzi then called on Councilman Cortesi as a senior member of
the Council for a few words, after which he then called on Councilman
Ryan, Councilman Rocca and Councilman I~ucchio, and then spoke a few words
hinself. Mayor Rozzi then called on City Clerk Arthur Rodondi for a few
words, after which he called on City Treasurer E. P. Kauffmann. After
Mr. Kauffman had completed his remarks, Mayor Rozzi called on former Mayor
Sm~h and former Councilman Gamlen who likewise spoke.
Mayor Rozzi then asked if any Council ~embers had any matter to bring up
at ~his time or any motion. Councilma~ Ryan moved that the office of the
City Manager be declared vacant as of ~ay 4, 1956. Councilman Lucchio
seconded the motion, after which Richard Gamlen asked the reason for the
action. Councilman Ryan remarked that since this was a campaign'issue and
tha~ since they received the highest vote, he felt that it should be
carried out. Councilman Rocca then pointed out the qualifications of the
City Manager and his accomplishments, after which roll call vote on the
mo~ion was as follows: Ayes, Councilman Ryan, Councilman Lucchio, Council-
man Cortesi, Mayor Rozzi. Noes, Councilman Rocca. Mayor Rozzi then
asked that the records show that the office of City Manager was declared
vacant as of May 4, 1956, with salary pay and vacation pay to be worked

Mayor Rozzi then asked the City Attorney to read the resolution which
had been prepared and given to him earlier concerning the placing of the
City Attorney's office on a full time basis. City Attorney Lyons then
read the resolution in full, after which Councilman Ryan introduced a
"R~SOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DETER-
MI~ING THE NEED OF SAID CITY FOR A FULL TIME CITY ATTORNEY AND DECLARING
THE INTENTION OF SAID CITY COUNCIL TO TAKE APPROPRIATE STEPS TO ESTABLISH
THE OFFICE OF CITY ATTORNEY ON A FULL TIME BASIS." Roll call vote as
follows: Ayes, Councilmen Rozzi, Ryan, Rocca, Lucchio, Cortesi.
Mayor Rozzi then stated that in view of the ceremony this evening, the
matter of Good and Welfare would be held over until the meeting of
May 7, 1956.
Mr. Telford Smith then asked to be heard on the matter of the City Manager'~
office having been vacated and Mayor Rozzi granted this request, after
which Mr. Smith asked that the City Manager be allowed to speak in his own
behalf. Mayor Romzi likewise granted ~his request, at which time the City
Manager spoke concerning his dismissal,
After completing his remarks, Mrs. Jean Viat, secretary of the City Manager
tendered her resignation, effective at once. A communication which had
been received from Mrs. Viat concerning her resignation was then read,
after which Councilman Rocca moved, seconded by Councilman Lucchio and
regularly carried, that the letter be accepted and placed on file and that
it also be noted that her services were appreciated.

ADJOURNMENT:~
David G. Rouse, 135 Knoll Circle, present in the audience, then requested
to be heard and upon being given permission, stated that he wished to
terminate his services with the City effective immediately, even though
he was a temporary custodian for the Library and City Hall. After his
remarks, Councilman Lucchio moved, seconded by Councilman Ryan and reg-
ularly carried, that the resignation of Mr. Rouse be accepted.
There being no further business, Councilman Rocca moved, seconded by
Councilman Ryan and regularly carried, that the meeting be adjourned
until 8 p.m., May 7, 1956.
