HomeMy WebLinkAboutMinutes 1956-07-05ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD THURSDAY JULY 5, 1956 PLACE: TIME: CAT J, TO O~DER: Council Chambers, City Hall 5: BO p.m. The meeting was called to order at 6:OB pm. by Mayor Rozzi. ROLL CALL: UCCELLI USE PERMIT ~594:~-O~-0 Present: Counci!~en Leo Ryan, G. J. Rozzi, Francis Lucchio, Emilio Cortesi Absent: Councilman Andrew Rocca Mayor Rozzi took up the first item of business concerning the use permit resolution ~594, as applied for by Raymond & Andrew Uccelli, stating it had been held over from the previous meeting in order that a check could be made on the adequacy of parking spaces. DiscusSion followed at which time Asst. Building Inspector Ghilardi explained concerning the shortage of parking area, also explaining the method by which a variance application could be applied for if the use permit was not allowed. After disoussion, Mayor Rozzi remarked that if there were no objections, the matter w~uld be held over for further study by the new Planning Com- mission and scheduled for the next regular meeting of July 16, 1956. He further suggested, to the applicants, that study be given to the application for a variance on the one building. He requested Asst. Building Inspector Ghilardi to place the matter on the Planning C _omm~ ~ssion agenda for the next meeting to be held July 9, 1956. Councilman Lucchio remarked to the Uccelli's present that they would still have to apply for a variance knowing what they did at this time. He requested Asst. Building Inspector Ghilardi to ask the Building Inspector~ to make a study of the other areas in town in order that a comparison could be made with the Uccelli property. No objections were registered. PLANNING COMMISSION Mayor Rozzi then took up the matter of the appointments to the Planning Commission. City Attorney Lyons explained the amending ordinance which would have to be adopted reducing the number of commissioners from nine to seven. Mayor Rozzi at this time appointed as Planning Commissioners: Peter Martinez, Mike Miuucciani, Louis Silvas, John Breed and Frank Eserini. Councilman Lucchio moved, seconded by Councilman Ryan and regularly carried, that the appoint- meuts as made by the Mayor be confirmed. Councilman Lucchio then moved, seconded by Council- man Cortesi and regularly carried that the four reappointed members of the Planning Co~ission fill their own unexpired terms and the appoin~ntof Frank Eserini be to fill the term of Albert Marshall. PEP~ONNEL BOARD APPOINTMENT, EUGENE LYNCH: p-oO0 Mayor Rozzi at this time took up the matter of the vacancy on the Personnel Board due to the resignation of Frank Eserini, appointing Eugene Lynch to fill this vacancy. Councilm~u Cortesi moved, seconded by Councilman Ryan and regularly carried, that the Mayor, s appointment be confirmed. RESOLUTION NO. 2~ AGRE~ WITH SCHOOL DISTRICT, RECREATIONAL FACILITIES: ~I0/ RESOLUTION NO. 2S86 AGRE~W~IT WITH SOUTH SAN FRANCISCO SCAVENGER CO-GARBAGE DISPOSAL: City Attorney Lyons then explained the first resolution for Council attention concerning the execution of an agreement between the School District and the City. After brief explanation, Councilman Ryan introduced, "ARESOLUTION OF THE CITY COUNCIL OF TEE CITY OF SOUTH SAN FRANCISCO AUTHORIZING THE EXECUTION OFANAGREEMENT BETWEEN SAID CITY AND TEE SOUTH SAN FRANCISCO UNIFIED SCHOOL DISTRICT." Roll call vote was as follows: Ayes, Councilmen Ryan, Lucchio, Rozzi, Cortesi; Noes, none; Absent, Councilman Rocca. City Attorney Lyons explained the next resolution ready for Council attention concerning an agreement between the City and the South San Francisco Scavenger Co, for the disposal of garbage by fill and cover. Discussion followed concerning the reimbursement that the Scavenge~ Co. would receive from outside scavenger companies for the privilege of disposing their refuse by this fill and cover method. Further discussion followed concerning the right of the City to have complete control over the disposal of garbage and also the right of the City Council to pass upon what moneys will be paid by other scaveo~er companies. City Attorney Lyons was then instructed ~Mayor Rozzi to prepare an addendum to be attached to the agreement wetting forth the rates that can be charged to other scavenger companies by the South San Francisco Scavenger Co. Councilman Ryau then introduced, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING TEE EXECUTION OF AN AGREEMENT BETWEEN SAID CITY AND TEE SOUTH SAN FRANCISCO SCAVENGER COMPANY." Roll call vote was as follows: Ayes, Councilmen Ryan, Lucchio, Rozzi, Cortesi; Noes, none; Absent, Councilman Rocca. City Attorney Lyons then explained a motion which should be adopted by the Council authorizing the Mayor and City Clerk to execute the addendum to the agreement previously discussed. Councilman Lucchio moved, seconded by Councilman Ryan and regularly carried, that the supple- mental agreement discussed be executed by the Mayor and City Clerk. OPERATION At this time, Mayor Rozzi brought up the matter of City owned tidelands in the vicinity of the Sewage Disposal Plant which could be filled withmaterial from the Loma Linda Subdivision, thereby increasing the value of the property. Afte~ discussion, there being no objections by any of the Council members present, Director of Public Works Goss was instructed to proceed with the fill operations as discussed by the Council, and that it be done in accordance with the proper legal process, and the cost not to exceed $2,000.00. WINSTON MANOR SEWER PROBLEM: .~O FO Councilman Lucchio then asked as to the progress being made on the Winston Manor sewer problem. City Attorney Lyons remarked that a meeting was to be held. DUMP NEAR WINSTON MANOR: Councilman Cortesi then asked as to the status of the dump problem in the area of Winston Manor and was informed by the City Clerk that he was being reminded by memorandum on the date that the public hearing would be held, and that it would appear on the agenda of July 16, 1956. Lester Kelting, a member of the Winston Manor Home Owners Association, remarked that the property owners would like to have the Director of Public Works of the City appear at the next meeting to be held on this problem in order to offer assistance. Councilman Ryan then moved, seconded by Councilman Lucchio and regmlarly carried that Councilman Cortesi be appoint~ as the official representative of the City of South San Francisco to protest the garbage dump in the rear of Winston Manor, and that Director ofo Public Works Goss accompany the Council representative ou these protests. There being no further business, Councilman Ryan moved, seconded by Councilman Lucchio and regularly carried, that the meeting be adjourned until Monday, July 16, 1956 at 8 p.m. Time of Adjournment - 6:55 p.m. Respectfully submitted followed at which time Asst.
