ISSUANCE OF BONDS: Council Chambers, City Hall 8:00 p.m. The meeting was called to order by Mayor Rozzi at 8:03 p.m. Pledge of Allegiance was recited, after which invocation was given by Reverend E. J. Haanstad of Our Redeemer's Lutheran Church. Present: Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi and Leo J. Ryan Absent: Councilman Francis Lucchio. Mayor Rozzi asked if there was a motion that the minutes of the last regular meeting held Monday, November 19, 1956, be approved. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the minutes be approv as submitted. Mayor Rozzi next took up the matter of claims, stating that the regular claim would be taken up first, and that after their approval, there were three groups to be considered separately. He then asked if there was a motion ap- proving the regular claims as submitted. Councilman Ryan so moved, seconded by Councilman Cortesi and regularly carried. The City Clerk then read the bills which had been received for work done on the Industrial Park Assessment District, which were as follows: Fay Improvement Co. dated 11130/56 - Enterprise-Journal dated 10/l/56--Notice of Recording Assessment - Enterprise-Journal dated lO/1/56--Notice of Recording Assessment--25 proofs - Enterprise-Journal dated 10/1/56--50 proofs of Notice Inviting Sealed Proposals Construction of Utah Avenue - $27,266.28 33.60 5.15 10.04 Mayor Rozzi then asked if there was a motion approving the claims. Councilm~ Rocca moved, seconded by Councilman Cortest and regularly carried, that the claims as read by the City Clerk be approved for payment. The Ci'ty Clerk then read the bills as received for work done on the South Canal and Mayfair Avenue Improvements, which were as follows: Oscar C. Holmes dated 11/13/56 for work on Mayfair Ave. Bridge - $151.67 Abbott A. Hanks, Inc. Concrete Test Cylinders- Abbott A. Hanks, Inc. Inspection of Loading Concrete Mixer- 37.44 33.44 Councilman Rocca remarked that inasmuch as the bills had the approval of the department heads and the Director of Public Works, he moved that they be paid. Councilman Ryan seconded the motion which was regularly carried. The City Clerk then brought to the attention of the Nayor and members of the Council, the several attachments which had been received against Anthony Leo and the Sequoia Contractors and Engineers for work which they are presently doing for the City. A claim had been submitted by the Sequoia Contractors and Engineers in the amount of $2,294.00, representing rental of a Loraine crane from October 31, 1956 to November 28, 1956. Also received was a memo- random from the office of the City Attorney dated December 3, 1956,to the office of the City Clerk, stating that the claim of $2,294.00 was to be sat- isfied as follows: Warrant payable to the Superior Court asset out in Leone vs. Azzarello in the amount of $1,3~7.60 Warrant payable to the Municipal Court of the City and County of San Francisco as set out in La Fleur vs. Sam Oscar Rayor in amount of $633.10 Warrant to Sequoia Contractors:& Engineers in amount of $273.30 Councilman Ryan then moved, seconded by Councilman Rocca and regularly car- ried that the claims be paid as mentioned. There being no public hearings, the Nayor then proceeded on to resolutions. City Attorney Noonan explained the first which was prepared for Council act: concerning the com~endation to the South San Francisco Warriors, Coaches an. Staff for winning the h'PAL Co-championship of 1956. After the explanation, Councilman Ryan introduced "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING THE TEAM, COACHES AND STAFF FOR WINNING THE NPAL CO-CHAMPIONSHIP OF 1956 AND AUTHORIZING ISSUANCE OF INDIVIDUAL CERTIFI OF RECOGNITION." Brief comments followed concerning the matter, after whic roll call vot® was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi and Ryan. Absent: Councilman Lucchio. The next resolution for Council action concerned the ~atter of the issuance ilprovement bonds in connection with the Mission Road and Chestnut Avenue street improvement. After a brief explanation by the City Attorney, Counct cortesi introduced 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR THE ISSUANCE OF IMPROVEMENT BONDS IN CONNECTIO~ WITH MISSION ROAD AND CHESTNUT AVENUE STREET IMPMOVEMENT." S16 FIRST READING: The Council then proceeded on to the matter of ordinances. City Attorney Noonan explained the ordinance which had been prepared for its first reading and introduction by the Council, amending Section 7 of Personnel Ordinance No 216. After a brief explanation by Mr. Noonan, he requested a motion be made authorizing the introduction of the ordinance by title only. Councilman Ryan so moved, seconded by Councilman Rocca and regularly carried. The City Attor then read the title of the ordinance. USE PERMITS AND VARIANCE APPLI CATIONS: Proceeding on to new business, the Council took up first Use Permits and Variance Applications as received from the Planning Cmmission. These appear, as items l(a) through l(f) and were taken in a group. Mayor Rozzi remarked that Use Permit ~659 (Item l(e)), as applied for by the Associated Constructi, and Enginee~ing Company, should read that permission be granted for one year on!y, striking out the clause "renewable if necessary for sale of property". Councilman Ryan then moved, seconded by Councilman Rocca and regularly carrie that the recommendation of the Planning Commission on the Use and Variance Applications be accepted on items l(a) through l(f), including the amendment as made regarding l(e), the application of Associated Construction & Engineer Company. These were as follows: USE PERMIT: Memorandum received from the Planning Commission dated November 28, 1956, rec. ommending granting of the previously submitted Use Permit as they now find th. parking to be adequate. MOLES VARIANCE APPLICATION: Variance Application Resolution ~651 was received from the Planning Commissio recommendin~ that permission be granted for a 2-foot encroachment into the required 5-foot stdeyard, provided the 2-foot encroachment be confined to thr feet lon~ rather than the six feet requested. ROSEMONT AND HART & HYNDING USE PERMIT: Use Permit Rmmolution ~657 was received from the Planning Commission, as appl for by Kd Rosemont and Hart & Hynding, Inc., recommending permission be grant. for two plywood signm - 8 ft. wide by 5 ft. high - not illuminated - provided that South San Fran~im~o be indicated on the sign as per revised plan submitt. W-EST COAST ADVERTISING USE PERMIT: Use Permit Remolution ~658, as applied for by the West Coast Advertising Comp: was received from the Planning Commission, recommending permission be denied for the erection of a 12 ft. by 25 ft. poster panel. AS~OCIATEDCONSTRUC- Use Permit Resolution ~659, as applied for by the Associated Construction and TION & ENGINSERING CO. En~ineering Company, was received from the Planning Commission, recommending USE PERMIT: .~0~ pmm~mmion to erect two signs; one 32 fi. by 16 ft. and one 16 fi. by 8 ft., the larger sign to be floodlighted, subject to the condition that it be for one year, renewable if necessary for the sale of the property. POLETTI USE PERMIT: Use Permit Resolution ~660, as applied for by Mr. Louis Poletti, was received from the Plannin~ Commission, recommending permission be granted to erect two 4 ft. by 6 ft. standard industrial real estate signs, provided it be for one Imarmaximum, or sooner upon sale of the property. APPROVAL OF PINEVIKW CREST TENTATIVE MAP: Inter-office memorandum dated November 28, 1956, was received from the Planni: Commission concerning the approval of the Pineview Crest tentative subdivisio: map, giving the results of their review of various recommendations. Lengthy discussion took place, at which time, residents of Avalon Park subdivision voiced their opinions concerning the street pattern in the area, after which Mayor Rozzi stated that if there were no objections, the matter would be held over pending a meeting which was to be arranged and attended by those concern with the subject matter. He further remarked that the Council would notify the Improvement Club, those living in Avalon Park, and the developers, so tha all could be in attendance. No objections were registered. AIRPORT BLVD. IND. TRACT RE-SUBDIVISION: Inter-office memorandum dated November 28, 1956, was received from the Planni: Commission, givin~ their approval of the re-subdivision of Lot 2, Block 2, Airport Blvd. Industrial Tract. COunciXmmn Rocca moved, seconded by Councilm !~ and regularly carried, that therecommendation of the Planning Commissio be accepted. SIGN PERMIT MAC CO~PORATION SERRA HIGHLANDS: Inter-office memorandum dated November 28, 1956, was received from the Planni: Commission recommending that Resolution No. 511 for the two 4 ft. by 8 ft. h~bmard type signs be extended for ninety days, as per motion duly made at their regular meeting of November 13, 1956, and passed by all those present. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, th~ the recommendation of the Planning Commis~ion be accepted. SIGN PERMIT - OUR REDEEMER' S LUTHERAN Inter-office memorandum dated November 28, 1956, was received from the Planni: Commission, recommending that Resolution No. 404 for the sign for Our Redeeme: Lutheran Church be extended one year, as per motion duly made at their regula: meeting of November 13, 1956, and passed by all those present. Councilman moved, seconded by Councilman Ryan and regularly carried, that the recommends' of the Planning Commission be accepted. SUBDIVISION AREA SIGNS: Inter-office memorandum dated November 28, 1956, was received from the Planni: Commission, recommending the adoption of the policy of having the subdivision carry the name of South San Francisco as well as the name of the subdivision, as requested in a memorandum received from Police Chief Belloni. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the recol mendation of the Plannin~ Commission be accepted. PLANNING TECHNICIAN TEMPORARY APPT: The next item for Council attention concerned the matter of the hiring of a Planning Technician. Councilman Ryan moved, seconded by Councilman Rocca an regularly carried, that Mrs. Frances Michael be hired as Planning Technician on a temporary basis for six month~ only. Mayor Rozzi remarked that if there we~ no objections, the matter would be referred to the City Attorney for the prep- aration of the proper legal documents. PARKWAY TERRACE #3 PUBLIC UTILITIES EASEMENT: Inter-office memorandum dated November 21, 1956, was received from Director of PU Works Goss, concerning the abandonment of public utilities easement in Block 2, Pa way Terrace #3. Accompanying the memorandum was one from the City Attorney dated November 29, 1956, stating that the proposed abandonment of public utility easeme must be submitted to the Planning Commission in accordance with Section 50435 of Government Code. Mayor Rozzi rmarked that if there were no objections, this mat would be referred to the Planning Commission. No objections were registered. CITY HALL BASEMENT REMODELING FINAL ACCEPTANCE: Inter-office memorandum dated November 26, 1956, was received from Director of Pu Works Goss, recommending final acceptance of the Clay Hall basement remodeling, s Ject to the completion of certain minor items and recommending the retention of $2,589.42 for 35 days, or untll these 1rems are completed. Councilman Ryan moved seconded by Councilman Cortes1 and reKularly carrled, that the recommendation of Dlrector of Public Works be accepted and notice of completion filed when final payment is made~. ANIMAL SHELTER FINAL ACCEPTANCE: Inter-office memorandum dated November 28, 1956, was received from Director of Pu Works Goss concerning acceptance of the animal shelter, recommending final accept and authorizing final payment, with 10 percent to be withheld for a period of 35 days. Councilman Ryan moved, seconded by Councilman Cortesi and regularly carrie that the recommendation of the Director of Public Works be accepted. PARKWAY & LUX AVE. RESURFACING LsTio : Inter-office memorandum dated November 28, 1956, was received from Director of Pu Works Goss concerning the completion of the resurfacing of Parkway and Lux Avenue recommending final payment with 10 percent to be retained for 35 days and further recommending that the cost be charged to the subdividers of Loma Linde. Councils Ryan moved, seconded by Councilman Cortesi and regularly carried, that the recom- mendation of Mr. Goss be accepted. TERRACE Inter-office memorandum dated November 28, 1956, was received from Mr. Goss, con- cerning the request of M~Guire & Hester for a 30-day extension in which to comple the storm drain in Francisco Terrace. It was his recommendation that this reque8 be granted. Councilman Rocca moved, seconded by Councilman Ryan and resularly cs ried, that the request for a 30-day extension be granted. APPOINTMENT OF Inter-office memorandum dated November 28, 1956, was received from Police Chief POLICE OFFICER Belloni, recommending the probationary appointment of James F. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the Police ChiE be approved. FIRE CAPTAIN Inter-office memorandum dated November 26, 1956, was received from Fire Chief AlE PItOM(YrlONS--EHLE, Welte, recommending the appointment of firemen Jack Ehle, Jr., John Drags and DRAGS AND FRAUMKNI: William Fraumeni as captains in the Fire Department effective January 1, 1957. f~60 Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that recommendation of the Fire Chief be accepted. MERITORIOUS SERVICE At this time, Councilman Rocca stated that before proceeding on to the next item, SAFETY CITATION: wished to take the opportunity to notify the public that the City had received a j~l~ citation for meritorious service in safety. Residents of Winston Manor #3 then spoke concerning the problems in their subdiv ion, some of which concerned storm drain over San Francisco Water Dept. property drainage problems in the streets due to the lowness of some portions of the stre as well as traffic problems. A~of these were referred by the Mayor to the offi of the City Manager for follow-up.
