The meeting was called to order by Mayor Rozzi at 8:06 p.m.

Pledge of Allegiance to the Flag was recited, after-which invocation was given
by Reverend Harry Larson of the First Baptist Church in the absence of Reveren
Robert Morse of St. Elizabeth's Episcopal Church.

MINUTES
Mayor Rozzi asked if there were any errors or omissions to the minutes of the
regular meeting held January 21, 1957. There being none, he then asked if
there was a motion accepting the minutes as submitted, Councilman Ryan moved,
seconded by Councilman Lucchio and regularly carried, that the minutes be
accepted as submitted.
CLAIMS:
Mayor Rozzi remarked that it was his understanding that there were some claims
concerning Industrial Park Unit No. 1 in addition to the regular claims and
which needed separate Council action. He then took up for approval first the
regular claims as submitted. Councilman Lucchio moved, seconded by Councilmaz
Ryan and regularly carried, that the regular claims be approved for payment as
submitted.

Councilman Lucchio then moved, seconded by Councilman Cortesi and regularly
carried, that the claims as read by the City Clerk be approved for payment.
PROCLAMATION FOR
"BOY SCOUT WET*:
There being no public hearings, the Council proceeded on to the matter of res
olutions and proclamations. The first proclamation for Council action concer
the designation of the week of February 6 through 12, 1957, as Boy Scout Week
City Attorney Noonan read the proclamation in full, after which Mayor Rozzi
commented on scouting and how it had affected the lives of the youth of the
community, also commenting on the installation of James Francis as Honorary
Mayor for the City, giving the public some of his activities which take place
during his day, stating that in addition to the time devoted to scouting and
the supervision of other scouts, he also holds a part time Job in addition tc
attending regular school hours. Councilman Ryan briefly commented on the you

The Council then proceeded on to the next item concerning a resolution to amc
the procedure with regard to the disposition of fines, forfeitures and deposJ
in the municipal court for the Northern Judicial District. City Attorney No(

Council from the original resolution prepared, after which Councilman Ryan

The resolution of intention to form a parking district and issue bonds to
pay.the cost and expenses thereof was the next matter for Council considera-
-tion. Mayor Rozzi remarked that after discussion at their study session
earlier, this matter would be placed over for two weeks. Mr. Angelo Scampini
the attorney for the parking district, present in the audience, asked as to
the reason for the two weeks layover, to which City Attorney Noonan remarked
that assistance in the financing program which might be possible was being
investigated. Mr. Scampini then agreed to the two weeks layover.
The next resolution for Council action concerned the resolution commending
the MotherS, March on Polio. City Attorney Noonan read the resolution in full
after which Councilman Cortesi introduced: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO EXPRESSING APPRECIATION TO AND COMMENDING
THOSE WHO PARTICIPATED IN THE MARCH OF MOTHERS PHASE OF THE MARCH OF DIMES FO

City Attorney Noonan then explained the next matter for consideration which
concerned the proclamation on Children's Dental Health Week from February 3
to 9, 1957, inclusive. Councilman Ryan moved, seconded by Councilman Lucchie
and regularly carried, that the proclamation be issued.
The final resolution for Council action concerned the City*s opposition to
the Ar~y Street Crossing and supporting the relocation of the South Bay Cross
lng. City Attorney Noonan read the resolution in full, after which Councilma
Lucchio introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH
SAN FRANCISCO OPPOSING THE ARMY STREET CROSSING AND SUPPORTING RELOCATION OF
THE SOUTH BAY CROSSING.' Roll call vote was as follows: Ayes, Ceuncilmen
Rozzi, Cortesi, Lucchio and Ryan. Absent: Councilman Rocca.
Mayor Rozzi then proceeded on to the matter of ordinances, there being one f¢
Council consideration at this time. This ordinance concerned the regulation
of traffic upon the public streets and thoroughfares of the City and establis
ing truck routes. After a brief explanation by the City Attorney, he explai~
that a motion could be introduced, waiving the detailed reading and introduc-
ing it by title only. Councilman Ryan ~ved, seconded by Councilman Cortesi
and regularly carried, that the detailed reading be waived and the ordinance
be ~troduced by title only. The title was then read by City Attorney John
Noonan.
Mr. Westerby, manager of the local Safeway Store, present in the audience, tt
asked if he could be heard on a ~atter concerning the sale of merchandise in
stores within the City. Discussion followed concerning the subject matter, i
which time, members of the City Council and Mr. Westerby spoke on the subjecl
matter, during which time it was mentioned that a study of the ordinance sho~
be made as to whether or not legislation should be repealed. After discussi¢
it was suggested by Councilman Lucchio that the City Attorney prepare whatew
information was available concerning the matter for the City Council's study
session to be held Wednesday evening February 6. Mayor Rozzi remarked that
at that time this matter would be discussed.

Commission concerning the acceptance of the tentative map of the Starlite
Industrial Subdivision with certain provisions~ Ci%yAtterney Noonansaid ti

earlier, he had prepared a motion which he read as follows: "Be it moved
that the Planning Commission's recommendation accepting the tentative map
conditions set out in the Co~mission's inter office memorandum dated January
1957, shall stand approved upon the subdividers filing a written agreement
to hold the City harmless against any and all future claims for damages to
adjacent and nearby properties caused by sub surface flow of waters or drain.

obtained, make additional demands as might be deemed necessary. Discussion
followed concerning the amendment, afte~which Councilman Ryan stated he
accept it to his original motion. Councilman Cortesi stated his second woul~

Donati, requesting permission to reduce the front yard set-back from 15 feet
to zero (0) feet on property located at Camaritas Avenue extension 200 feet
west of E1Camino Real, was received from the Planning Commission, recommend

Councilman Cortesi and regularly carried, that the recommendation of the Plann

At this time, Councilman Cortesi stated that due to the resignation of Lou
Silvas as a member of the Planning Commission, he moved that James Claar be
appointed as a member of the Planning Commission to succeed Mr. Silvas and cos
plete his unexpired term. Councilman Ryan seconded the motion, which was re~

Mayor Rozzi then remarked that several requests had been received for dance

Francis Lucchio, protesting the Army Street Crossing Plan and requesting the
Council to give immediate consideration to the adoption of a resolution concel
ing the matter. This matter had previously been taken care of by the adoptiol

Inter-office memorandum dated January 21, 1957, was received from the Directo~
of Public Works, Mr. Louis Goss, concerning the divided assessment of the Ai~
Boulevard Sewer District recommending that the divided assessment as prepared
by the firm of Wilsey & Ham be approved and proceedings instituted to effect ~
proposed reassessment. Councilman Lucchio moved, seconded by Councilman Ryan
and regularly carried, that the City Attorney be instructed to contact the
attorney for the Assessment District for the preparation of the necessary res~
lutions.
Inter-office memorandum dated January 22, 1957, was received from the Dtrecto~
of Public Works, recommending that the Revocable Permit as submit~ed by the
San Francisco Water Department be approved by the Council for the extension o:

of the Fire Chief, concerning the resignation of L. Scovel and the appointment

Councilman Lucchto then moved, seconded by Councilman Ryan and regularly carrie¢
that James Wilson be appointed as fireman to replace L. Soovel, his duties to
commence February 16, 1957.
Monthly report as received from the San Mateo County Health Department for the
month of December, 1956, was ordered placed on file by Mayor Rozzi.
Mayor Rozzi then asked if any of the Council members had.anything they wished
to offer under Good and Welfare. Councilman Ryan asked as to the status on the
EL CAMINO & CHESTNUT lights at El Camino Real and Chestnut Avenue. City Manager Aiello stated that

RECREATION AREAS:
Councilman Ryan then asked as to the development of the recreation areas with
the School District. City Manager Aiello gave a brief explanation of the plans
now under consideration and the program which was being set up. After a brief
discussion Mayor Rozzi remarked that this would be discussed further at the
Wednesday evening study session meeting.
Mayor Rozzi then asked if anyone in the audience had anything they wished to
offer under Good and Welfare. No response was received.
ADJOURNMENT
Councilman Lucchio then suggested that Jim Francis, Honorary Mayor, have the
privilege of adjourning the meeting. The meeting was then adjourned by Jim
Francis until the next regular meeting to be held Monday, Febru~y 18, 1957.
