FIRST READING: Council Chambers, City Hall 8:00 p.m. The meeting was called to order by Mayor Rozzi at 8:05 p.m. Pledge of Allegiance to the Flag was recited, after which invocation was given by Reverend Ralph Caffey of the Southern Baptist Church. Present: Absent: Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortes~ Francis Lucchio and Leo J. Ryan None Mayor .~ozzi asked if there were any errors, corrections or omissions to the minutes of the regular meeting held March k8, 1957. Councilman Iuccio moved, seconded by Councilman Rocca and regularly carried, that the minutes be approved as subai'tted. Mayor Rozzi, before proceeding on to the regular claims, stated that there were two ott~:r claims for approval this evening which required separate Council action aad would be taken up after the regular claims. He then asked if there was a votion approving the regular claims flor payment as submitted. Councilman Lucchio moved, seconded by Councilmen Cortesi and regularly carried, that the claims be approved for payment as submitted. Mayor Rozzi then asked the City Clerk to read the claims that required separate action. The first was a claim of Fay Improvement Company dated March 31, 1957 in the amount of $8,512.87. This claim carried the approval of the firm of Wilsey & Ham and Director of'Public ~orks Louis Goss. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the claim as submitted be approved for payment. At this time, Councilman Rocca brought to ~he Council's attention the matter of the election of a new Mayor which was usually done during April of each year. He further remarked that in appreciation for the hard work of Mayor Rozzi, he moved at this time the Council elect the present Mayor to succeed himself at the expiration of his term of olfice. Councilman Lucchio seconded the motion, after which the members of the Council commended Mayor Rozzi. Moti~ as ma~e and seconded was regularly carried. The Mayor then thanked the Council for the support which was given him, remarking that the work accomplished would not have been possible without the help of all of the Council. The last claim for Council action was the claim of Trayler Electric Company dated ~arch 22, 1957, in the amount of $1,170.00 less the ten percent retention in the amount of $117.00 to be kept for th:Try days, or a total of $1,053.00, for the relocation of the traffic signal and installation of additional detecto: at the intersection of Spruce Avenue and El Camino Real. The claim carried the approval of Director of Public ~orks Goss. Councilman Ryan moved~ seconded by Co~ncilman Rocca , that the claim as submitted be approved for payment. Brief iiscUssion followed, after which motion as made and seconded was regu- larly carried. The first item of business before the Council was the public hearing on Airport Boulevard Industrial Tract and the acceptaace of the improvement s. Mayor Rozzi opened the public hearing and remarked that if there were no objections the matter would be held over and continued to the regular meeting of April 15, 1957, in accordance with the request of the property owners' attorney. No object:cnN were registered. The Mayor then proceeded on to resolutions. City Attorney Noonan stated that the f:rst resolution authorizing the acceptance of guarantee and approval of bond for Airport Boulevard Industrial Tract was being held over in accordance with the request of the Mayor. The next resolution concerned the acceptan:e of the guarantee and approval of bond for Sunshine Gardens No. 9. After a brief explanation by the City Attorr.ey, Councilman Lucchio introduced a "RESOLUTION OF THE CITY COUNCIL OF THE C~?Y OF SOUTH SAN FRANCISCO ACCEPTING GUARANTEE AGREEMENT AND APPROVING BOND - SUNSHINE GARDENS NO. 9". Roll call vote was as follows: Ayes, Council- men Rozzi, Rocca, Cortesi, Lucchio and Ryan. The last resolution for Council attention concerned the acceptance of guarantee and approval of bonds for Avalon Park, Units No. 2, 3 and 4. After a brief explanation by City Attorney Noonan, Councilman Rocca introduced: "A RESOLUTION OF'THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ACCEPTING GUARANTEE AGREEDtNTS AND APPROVING BONDS AVALON PARK, UNITS No. 2, 3 & 4". Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortest, Lucchio and Ryan. Mayor Rozzi then proceeded on to the matter of ordinances. The City Attorney at th:s time explained the ordinance which was ready for introduction and first reading and concerned the amendment to the Zoning Ordinance. He further re- marked that a motion could be made that the detailed reading of the ordinance be waived and that it be introduced by the reading of title °nly. Councilman Ryan so moved, seconded by Councilman Lucchio and regularly carried. City Attorn®y Noonan then read the title of the ordinance, after which Councilman Rocca ~ntroduced the ordinance. ROD & GUN CLUB ANNUAL TRAP SHOOT: DISTRIBUTION OF FINES & FORFEITURES MUNICIPAL COURT DISTRICTS: ' ,~-~7 REQUEST FOR STEAM LOCOMOTIVE GIFT FROM SOUTHERN PACIFIC: FINAL ACCEPTANCE TRAFFIC INSTALLATION SPRUCE AVENUE AND EL CAMINO REAL: The council next took up the matter of the vacation of the alley in Block 2, Burs B~ri, which appeared under unfinished business. Mayor Rozzi remarked that this matter was being held over until the adjournment of the meeting, at which time a joint meeting was to be held with the Planning Commission tonight. He further said it was his understanding that there were residents of the area in the audience who were concerned wi;h this matter. Councilman Lucchio suggested that the representative of the residents be allowed to sit in on the joint meeting which was to be held after the adjournment. This suggestion was accepted by the Mayor. Inter office memorandum dated March 26, 1957, was received from the Planning Commission concerning the request of the Tanforan Company, Ltd. for a renewal of their Use Permit No. 547 which concerned signs in the area of their property. It was the recommendation of the Planning Commission that the City Council renew the Use Permit. Councilman Ryan mowed, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission as received be accepted. Inter office memorandum dated March 26, 1957, was received from the Planning Commission recommending that the request off Garden Development Company for the extensio2 of their Use Permit on the fence located along the Reichardt Duck Farm property on Evergreen Drive be granted. Councilman Ryan moved, seconded by Councilman Rocca and~gularly carried, that the recol2mndation of ~e Plan- ning Commission as received be accepted. Variance Application Resolution No. 702, as applied for by the Jo H. Coffman Company, requesting the waiving of parking requireme~ s on their property, was received from the Planning Co~mission, recommending that this request be granted since the owner would provide adequate parking spaces on the adjoining P. G. & E. easement. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted as received. Variance Application Resolution No. 703, as applied for by The Thermoid Company, requesting permission to waive the parking requirements on their property, was received from the Planning Commission, recommending that the request be granted since the owner would provide adeqLate parking spaces on the adjoining P. G. & ~. easement. Councilman Ryan movec, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be ac- cepted as received. Inter office memorandum dated March 26, 19~7, was received from the Planning Commission concerning their Resolution No. 704 relative to the tentative map of View ~ont Subdivision. It was the reco~mendation of the Planning Commission that tae tentative subdivision map #3118-1 dated February 11, 1957, be denied, the reasons for denial being listed in the memorandum mentioned. Councilman Ryan moved, seconded by Councilman Rocca, that the recommendatian of the Plannit Commission be accepted as submitted. Mayor Rozzi remarked that in accepting' the reco:amendation of the Planning Commiss;on, the matter of.the View Mont tentative subdivision would be referred back to the Planning Commission, in the event that the developers wished to confor~ with the desires of the City. Councilman Ryan included this in his motion, Ceuncilman Rocca accepting the amendme~= as well. Motion as made, seconded and amended, was regularly carried. Communication dated March 25, 1957, was received from the South San Francisco Rod and Gun Club, requesting permission to hold its annual trap shoot Sunday, April 14, 1957, on City owned property located near United Air Lines. An invitation was likewise extended to the members of the City Council to attend and take part in the event. Councilman Cortesi moved, seconded by Councilman Ryan t~,t permission as requested be granted. Councilman Lucchio suggested to the department heads that the shoot be conducted as was done in previous years, w~th no alcoholic beverages to be allowed on the premises. Motion as made and seconded, was regularly carried. At this time, Councilman Ryan men- tioned ~hat he had spoken to the president of the ~ed and Gun Club concerning the problems encountered in the removal of the building which was to be re- located on City owned' property near the beach. Councilman Ryan then moved that the Mayor and Mr. Sciandri, president of the club, or his duly authorized representative, be empowered to renegotiate the contract concerning the re- moval off the building and work out any of the details that might be necessary. Brief discussion followed, at which time Mlyor Rozzi suggested that the matter be handled through the office of the City ~anager. Councilman Ryan withdrew his motion, and, there being no objections, it was agreed that the City Manager would ~andle the matter. Communkcation dated March 21, 1957, was received from the County of San Mateo over the signature of the County Manager, concerning the distribution of fines and fo~ffeitures in Municipal Court District~. There being no objections, Mayor Rozzi remarked that this would be held over for study. Communkcation dated March 20, 1957, was received from Louis Baldini, chairman of the ~owntown Merchants Association of South San Francisco concerning a reques~ flor a steam locomotive from the Southern Pacific Company for display in a Ck=y Recreation Center. Mayor Rozzi memarked that if there were no ob- jections, the matter would be referred to the office of the City Manager, who would contact the City's insurance carrier and submit a report on the subject matter. Mr. Olson, present in the audience, a member of the Recreation Com- mission, asked if this possibly should not also be referred to the Recreation Commist~on. Mayor Rozzi remarked that it would be at such time as the report Was recekved and the Council decided to take further action in the matter. Inter office memorandum dated March 27, 1957, was received from Director of Public ~orks Goss recommending final acceptance of the relocation of traffic signal at Spruce Avenue and E1Camino Real with the retention of ten percent of the final payment for thirty days. Inas=uch as this was previuusly taken care off by Council action under Claims, no ~ction was taken at this time. PERSONNEL CLERK RUTH VANNI SALARY INCREASE: Inter office memorandum dated March 27, 1957, was received from the Personnel Board requesting an increase of salary for the Personnel Clerk of $25.00 per month effective April 1, 1957. Councilman Lucchio moved, seconded by Council- man Ryan and regularly carried, that the recommendation of the Personnel Board be accepted. ASSISTANT ENGINEER APPOINTMENT: Inter office memorandum dated March 26, 1957, was received from the Personnel Board giving the eligible list for position of Assistant Engineer. Accompany- ing t~.e memorandum from the Personnel Board was a memorandum dated March 26, 1957, from Director of Public Works Goss recommending the probationary appoint- ment of William Brill to the position. Mayor Rozzi remarked that at the reques of the Director of Public Works, this matter was being held over. No ~r action was taken at this time. PUBLIC WORKS INSPECTOR ALBERT DELLEPlANE APPOINTMENT: Inter office memorandum dated March 27, 1957, was received from the Director of PubLic Works, recommending the probationary appointment of Albert Dellepiane as PubLkc Works Inspector. Director of Public Works Goss at this time orally reconmer.ded that the probationary employment be commenced from December 1, 1956 since =hat was the date the examining board notified that Mr. Dellepiane had successfully passed the examination. Councilman Rocca moved, seconded by CounckL~lan Ryan and regularly carried, that the recommendation of the Director of PubLic Works be accepted and Mr. Dellepiane appointed Public Works Inspector as of ~k,cember 1, 1956. DAVE MEDEGHINI APPOINTMENT: Inter office memorandum dated February 26, 1957, was received from the office of the Police Chief recommending that the salary of Dave Medeghini, Parking Meter Collector and Repairman, be increased from Salary Range 12 to Salary Range ~3. Brief discussion followed conce~ning the subject matter, after which CounckLnan Ryan moved, seconded by Councilman Lucchio and regularly carried, that ~e recommendation of the Police Chief for an increase~ of salary range from ]~ange 12 to Range 13 be granted Dave Medeghini and that he likewise be placed mn the Classified Service, his probationary service to commence April 1, 1957. MONTHLY REPORT SAN MATEO COUNTY HEALTH & WELFARE DEPARTMENT: APPLICATION FOR Commun:cation dated March 18, 1957, was received from the County of San Mateo Depar;:~ent of Public Health and Welfare, submitting their inspection report for the month of February, 1957. Councilaan Ryan moved, seconded by Councilman Rocca and regularly carried, that the repc~tbe accepted and ph ced on file. Application for Transfer of Alcoholic Beverage License was received from the TRANSFER OF ALCOHOLIC Depar=~ent of AlcohOlic Beverage Control rotifying of the transfer at "Oliver's BEVERAGE LICENSE:~ transfer to be made in the name of the ap~licent, Elva Molinari. Councilman ~ ~ ~]~ Rocca moved, seconded by Councilman Ryan and regularly carried, that the applica~ion be accepted and placed on file. COM NDATIONS TO POLICE CHIEF BELLONI FROM DALY CITY CHIEF RE EARTHQUAKE EMERGENCY: b '/0 5o Communication dated March 25, 1957, was received from the Chief of Police of Daly City, R. A. Petrocchi, thanking Police Chief Belloni and his staff for the asskstance rendered during the earthqnake emergency of March 22. The Councll extended their thanks to the Police C~ ef and his staff for the work done. There being flo objections, the comnunication was accepted and placed on file. CITY CLERK ~DONDI APPOINTMENT AS PANELS PROGRAM MEMBER - NATIONAL INSTITUTE OF MUNIC. CLERKs CONFERENCE: Communication dated March 21, 1957, was received from the office of the City Clerk, john P. Usher, of the City of Maplewood, Missouri, notifying of the appoi~nent of City Clerk Rodo~ i as a member of the Panels Program for the National Institute of Municipal Clerks, Inc. conference to be held at Long Beac May 20 =hrough 23, 1957. Councilman Ryan at this time commended the City Cler~ and the members of his staff for the fine work which had been done, citing the various modernization programs placed into effect. RAILROAD AVENUE WI DENI NG ADDITIONAL CURB AND GUTTER WORK: Direc=or of Public Works Louis Goss at this time brought up an item which did not appear on the agenda, concerning the widening of Railroad Avenue. He ex- plained to the Council that in order to obtain proper drainage on Railroad Avenue between Spruce and Orange Avenues, it would be necessary to replace 2,050 l~neal feet of curb and gutter. Discussion followed, at which time Mr. Goss stated that a work order should be anthorized by the Council for this extra work. Councilman Lucchio then movec, seconded by Councilman Ryan and regularly carried, that the recommendation of the Director of Public Works be accepted and this new work be included in the improvements of Railroad Avenue. PARR INDUSTRIAL REQUEST TO CONSTRUCT BUILDING ON SHAW RD. FOR CHASE BRASS AND COPPER COMPANY: Mr. Goss next brought up a communication ~hich was received from the Parr Induszrkal Corporation dated March 25, 1957, concerning their request to con- struc: a building on Shaw Road for the Ch&se Brass and Copper Company with a finished floor elevation varying from bet~en 7.2' and 9.7'. It had been recommended by Mr. Goss that a minimum floor elevation of 9.5' be required. Discussion followed, at which time the representative of the Parr Industrial Corporation spoke concerning the hardship and the need for the immediate con- struction of the building. During the discussion, it was suggested by the City Attorney that the building permit could be issued upon the filing of an agreement or a letter signed by the authorized person, holding the City harm- less as was mentioned in the Parr Industrkal Corporation's letter of M~ch 25 above-mentioned. Further discussion followed, after which Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that in view of the problea, an agreement be entered into holcing the City harmless and that upon the filing of this agreement, permission ~s requested be granted. GOOD & WELFARE: EARTHQUAKE DAMAGE Mayor Rozzi then opened the subject matter of Good and Welfare, asking if any of the Council members had anything they wished to offer. Councilman Ryan briefly spoke on the recent earthquake, after which he moved, seconded by Coun- cilma2 Rocca and regularly, carried, that ~he Director of Public Works make a complete investigation and survey of any damages that might have occurred to any of 'the City owned structures, submitting a report with any recommendations he wished to make. This was likewise referred to the office of the City Manag~ Eugene Aiello. GOOD & WELFARE: HOME DAMAGE IN BURI BURI #3: AMERICAN CANCER SOCIETY FUND DRIVE: SOUTH SAN FRANCISCO OUTBOARD CLUB: A~OUR~E~: Counc i 1~ Burg #3 a res'~l' present: extensi~ at an e~ san Ryan then spoke briefly on the dwelling on Arroyo Drive in Burg which had been vacated due to excessive damage which was happening as : of the settling of the ground underneath. He remarked that this was Lng a problem in the neighborhood in that the building was suffering ,e damage. He suggested that the Building Department submit a report ,rly date on the disposition of this matter. Councilman Lucchio sugges~E~d that in view of the sunken streets, an engineering report be sub- mitted ,n the compactness of the area, test borings being made if necessary. Mayor ,zzi announced that the American Cancer Society oommenced its drive toda and urgE,d the citizens to give as much supDort as possible. Mayor zzi then read a communication as received from a local boating organ- tzation which had been formed in January of this year. He' extended a welcome to this group, requesting that the Director of Parks and Recreation, Duane , include it in his program and asked this organization to ~mke their needs to the City Manager. He then called on the organization's Commandel who on the need for launching ramps, requesting permission to repair these lities for public use, at their own expense. However, he further re that some authority be delegated to them so that they could show the general how to make proper use of t~ese facilities. Further request was made to dismantle the present pier to be used as a floating dock. There being no objections, Council permission was granted with instructions that the group lo through the office of the City Manager in all of these activities. ~n Lucchio suggested that the Superintendent of Parks and Recreation make a s of the area and proceed with the installation of signs notifying the pu~l:[c that these are temporary instal2ations and that the public use them at their own risk.
