Councilman Rocca moved, sec- onded Councilman Ryan and regularly carried, that the minutes be approved as subm~l:ted. CLAIMS: A I RPORT BLVD. INDUSTRIAL TRACT PUBLIC HEARING: RESOLUTION NO. 2478 CONFIRMING ASSESSMENT FOR IMPROVEMENT WORK UNDER RESOLUTION OF INTENTION NO. 2237: Mayor l~:zi then asked if there was a motion to approve the regular claims for payment is submitted. Councilman RYan move~, seconded by Councilman Rocca and regularly carried, that the claims as s~bmitted be approved for payment. City AttOrney Noonan explained to the Mayor and members of the Council that the public hearing on Airport Boulevard Industrial Tract - Acceptance of Im- provements - had been continued from the last regular meeting. Mayor Rozzi asked if~any written protests had been received, to which the City Clerk re- plied that none had been received. Mayor Rozzi then asked if anyone in the audience ~ished to enter a protest. None were registered. Councilman Rocca then moved, seconded by Councilman Ryan and regularly carried, that the public hearing b~ closed. [1 then proceeded on to the matter of resolutions and proclamations. ~ney Noonan stated that the first resolution which appeared on the ~cerning the amendment to the Resolution of Intention on Airport Industrial Tract was not necessary and therefore would not be brought mci1 action. He explained the first resolution for Council attention confirming the assessment on Airport Boulevard Industrial Tract and ;he one previously mentioned. After a brief explanation by the City Councilman Ryan introduced "A RES6LUTION CONFIRMING ASSESSMENT FOR IT WORK PERFORMED UNDER RESOLUTION OF INTENTION NO. 2237, ADOPTED ON OF SEPTEMBER 1955." Roll call vote was as follows: Ayes, Coun- :zi, Rocca, Cortesi and Ryan. Noes, None. Absent, Councilman Francis RESOLUTION NO. 2479 ACCEPTING GUARANTEE AGREEMENT & APPROVING BOND, ,AIRPORT BLVD. INDUSTRIAL TRACT: City 'ney Noonan then explained the next resolution ready for Council action which co~ erned the acceptance of a guarantee agreement and approving the bond for Air 't Boulevard Industrial Tract. Brief explanat£ol of the proclamation was given by the City Attorney. BALDI: SERRA HIGHLANDS PHARMACY USE PERMIT: DELL ' S HOME MADE ICE CREAM - USE PERMIT: TANFORAN COMPANY USE PERMIT: City Aztorney Noonan then took up the matter of ordinances, explaining that the ordinance for Council attention this evening was the second reading and adoption of the ordinance amending Section 2.2 of Ordinance No. 353 so that parcels 7aand 8, Zone '"E', on Spruce Avenue may be rezoned from R-1 and R-3 to PCM, a:s requested by Tanforan Company, Lt~. He further explained that a motion could be made that the detailed rea~ing of the ordinance be waived and that i: be adopted by the reading of title only. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the detailed reading be waived and the ordinance adopted by the reading of title. City Attorney Noonan :hen read the title of the ordinance, after which Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the ordinance be adopted Mayor Eozzi then proceeded on to the next order of business which was the vacation of the alley in Block 2, Buri Burg, whieh appeared under unfinished business. Councilman Rocca mentioned that the reason for the alley in the area was that it was originally intended to divide the business area from the residential area and inasmuch as the residents opposed the vacating of this alley, t.e moved that the recommendation of the Planning Commission not be ac- cepted ~t this time and that the alley not be vacated. Councilman Ryan seconded the mot:on which was regularly carried. Councila,an Ryan at this time moved that the time for the holding of the exam- ination for the position of City Attorney be extended for one month, until May 31, 1957, inasmuch as the Personnel Board was quite busy conducting other examinations. Councilman Rocca seconded the motion which was regularly carried. Communication dated April 9, 1957, was received from the American Association of University Women requesting permission for a representative of the Education Committee, Mr. Walter Truce, to speak to the Council regarding the need for a four year college in San Mateo County. Mayor Rozzi called on Councilman Ryan to explai~ the subject matter, after which Hr. Walter Truce, present in the audience, gave a summary concerning the subject matter, requesting the adoption of a resolution, with copies to be sent to ~essrs. Donnelly, Dolwig, Doyle, Francis and Britschgy, senators and assemblymen, as well as Chambers of Commerce and service organizations. After brief diseussion, City Attorney John Noonan remarked :hat the resolution which had been given to him earlier by Mr. Truce would be :in order for the Council to adopt at this time if they so desired. Communica:ion dated March 27, 1957, was received from the Baden Improvement Club requesting that "A" Street be widened, citing the reasons for this improve- ment. Mayor Rozzi remarked that if there were no objections, he, together with the City Manager, would make a survey, meeting with the improvement club, and reporting to the' Council as to the outcome. Communica~on dated March 11, 1957, was received from Alvaro Bettucchi, former Hecreat:on Department employee, requesting replacement of a lost payroll check which was never returned. City Attorney Noo~an in his memorandum dated April 3, 1957~ listed the various steps to be followed in issuing a replacement check. Councilman Ryan moved, seconded by Co~ncilman Cortesi and regularly carried, that a new check be issued to repla.:e the one lost, in accordance with the recormendations of the City Attorney. Notices of franchise payments for the year 1956 were received from the Pacific Gas and Electric Company, listing the amounts paid to the City for electricity and for gas. Councilman Rocca and Councilma~ Ryan spoke briefly on the in- creasing franchises which have been received from P. G. & E. as a result of the continued industrial growth of the City. Mayor Rozzi then suggested that a study be made for improving the lighting conditions along Spruce Avenue. Council~an Cortesi suggested that a study also be made to improve lighting conditions on East Grand Avenue. Mr. Robinson, manager of the local P. G. & E. office, explained the improved lighting which could be obtained through the installation of mercury vapor lights. Mayor Rozzi remarked that if there were no objections, the City Manager and Manager of the local P. G. & E. office would make a study and report to the Council. No objections were registered. Variance Application Resolution No. 706, as applied for by Mr. and Mrs. Joseph Baldi, req'~esting permission to build a single family unit on the front of the lot located at 423 Lux Avenue with a 17 ft. rear yard instead of the required 20 ft., was received from the Planning. Commission, recommending that it be granted subject to certain conditions. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning, Commission be accepted. Use Permit Resolution No. 707, as applied for by the Serra Highlands Pharmacy, requesting permission for the erection of a sign 17" by 72" long, at 374 Catherine 3rive, was received from the Planning Commission, recommending that it be gra2:ed, subject to certain conditions. Councilman Ryan moved, seconded by Counc~lnan Rocca and regularly carried, that the recommendation of the Plan- ning Commission be accepted. Use Perm,: Resolution No. 708, as applied for by Dell's Home Made Ice Cream, requesting permission for the erection of an illuminated sign 16" x 84" located at 124 Hazelwood Drive, was received from the Planning Commission, recommending that pernkssion be granted, subject to certain conditions. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommend- ation of :he Planning Commission be accepted. DELL'S HOI/E MADE ICE CREAM - USE PERMIT: Use Permit Resolution No. 708, as applied for by Dell's Home Made Ice Cream, requesting permission for the erection of an illuminated sign 16" x 84" loca at 124 Hazelwood Drive, was received from the Planning Commission, recommend that permission be granted, subject to certain conditions. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommen ation of the Planning Commission be accepted. TANFORAN COMPANY USE PERMIT: Use Permit Resolution No. 709, as applied for by the Tanforan Company, Ltd., questing permission for the construction of three 56-stall barns and one 44- barn on parcels 7A and 8, Zone "E" was received from the Planning Commission recommending that permission be granted, subject to certain conditions. May Rozzi remarked that if there were no objections, the matter would be held ov for further study by the Council this week, at which time an invitation woul be extended to the applicant to attend. SEE'S CANDIES, INC. USE PERMIT: Use Permit Resolution No. 710, as applied for by See's Candies, Inc., requesti~ permission for the erection of two 4 ft. x 10 ft. temporary advertising signs located at 210 E1Camino Real, was received from the Planning Commission, rec- ommending that permission be granted for a period not to exceed sixty days. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted. PAYMENT OF CITY'S SHARE OF ORANGE AVENUE DRAIN: Inter office memorandum dated April 11, 1957, was received from the office of the City Manager recommending payment of the City's share in the Orange Avenue storm drain which has been completed by the Callan Construction Company and accepted. Councilman R~an moved that the recommendation of the City Manager be accepted and the City pay its share of the work. He further commented that the installation :was made in accordance with the instructions of the City and that the City was now paying its obligation, but that on the other problems that the City had with Callan, it was the Council's hope that they would enjoy the same type of cooperation. Councilman Rocca, in seconding the motion, r~arked to Councilman Ryan that the amount to be paid was $3,900.00, asking if he wished to include this in his motion. Councilman Ryan included this in his motion and Councilman Rocca seconded the amendment. Motion as made, amended and seconded was regularly carried. REPORT ON Inter office memorandum dated April 11, 1957, was received from the City Manage EARTHQUAKE DAMAGE concerning a report as made by the Building Department, submitting their findin TO PUBLIC BUILDINGS: in an inspection of public buildings for earthquake damage. Brief discussion ~/~ followed, after which Mayor Rozzi remarked that the report would be accepted an placed on file if there were no objections. No objections were registered. ROSE PARKS APPOINTMENT: Inter office memorandum dated April 8, 1957, was received from the City Clerk recommending the probationary appointment of Mrs. Rose Parks as Account Clerk t his office, effective April 15, 1957, as per the eligible'list submitted by the Personnel Board. Councilman Cortesi moved, seconded by Councilman Rocca and re ularly carried, that the recommendation of the City Clerk be accepted. RAMONA JOHNSON APPO I NTMENT: ~iC CO Inter office memorandum dated April 16, 1957, was received from the City Clerk recommending the permanent appointment of Mrs. Ramona Johnson, she having comp1 her probationary period as of April 15, 1957. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the City Clerk be accepted. ARTHUR MAGUIRE APPOINTMENT: Inter office memorandum dated April 4, 1957, was received from Fire Chief Welts recommending the permanent appointment of Fireman Arthur Maguire, who will have completed his probationary period on April 30,. 1957. Councilman Rocca moved, s onded by Councilman Ryan and regularly carried, that the recommendation as made by the Fire Chief be accepted, CARLO VANNI APPO I NTME ~: Inter office memorandum dated April 4, 1957, was received from Acting Supt. of Public Works Dave Corsiglia, recommending the permanent appointment of maintena man Carlo Vanni who completed his probationary period April 2, 1957. Councilma Rocca moved, seconded by Councilman Ryan and regularly carried, that the recom- mendation of the Acting Supt. of Public Works be accepted. MONTHLY REPORTS: Monthly reports for the month of March, 1957, were received from the following departments: Police Chief, City Clerk, Fire Chief, Building Inspector, Libraria Poundkeeper and County Health Department. Mayor Rozzi remarked that if there no objections, the reports as submitted would be accepted and placed on file. No objections were registered. CALIF.SEWAGE & IND. Councilman Rocca commended Mr. Schweining for his operation of the local sewage disposal plant and the work being done. GOOD & WELFARE: SETTLING CONDITIONS ESCANYO DRIVE IN BUR1 BUR1: ASSISTANCE FOR SMALL CRAFT BOAT HARBOR: Mayor lozzi asked if any of the Council members had anything they wished to off under Good and Welfare. Councilman Ryan remarked on the extensive damage that occurring on Escanyo Drive in Burl Burl as a result of settling conditions, apparently due to the lack of compactness in the area. He suggested that a mee lng be held as soon as possible with all o~ the interested parties, such as the FHA, Vets, Bauer-Lesser~ City Department heads and whatever home owners would care to attend for an immediate correction of the matter. Arthur Walton of 68 Escanyo Drive, listed for the Council the damages which were occurring to th homes in the area, as well as to the sidewalks, driveways and the like, because of the settling conditions. After discussion, Mayor Rozzi instructed the City Manager to notify the bonding company that in the event the subdividers did not take the necessary corrective measures, the City would do the work if necessary and collect on the bond. C~uncilman Cortesi then brought to the attention of t Council the possibilities of obtaining assistance for the development of the s~ craft boat harbor through the St. Francis Yacht Harbor who would have contact ~ Randolph Hearst. He stated that he could not promise anything at this time but if the Council desired, he would pursue this matter further. He received the support of the other Council members and was instructed by Mayor Rozzi to proce in obtaning whatever information he could. Mayor Rozzi then asked if any of the other Council members had anything they wi to offer. There being none, he then asked if anyone in the audience had anytht they wished to offer. Nothing was offered. Councilman Rocca commended Mr. Schweining for his operation of the local sewage disposal plant and the work being done, GOOD & WELFARE: SETTLING CONDITIONS ESCANYO DRIVE IN BUR1 BUR1: ASSISTANCE FOR SMALL CRAFT BOAT HARBOR: Mayor Rozzi asked if any of the Council members had anything they wished to of under Good and Welfare. Councilman Ryan remarked on the exter~ive damage that occurring on Escanyo Drive in Burl Buri as a result of settling conditions, apparently due to the lack of compactness in the area. He suggested that a me lng be held as soon as possible with all of the interested parties, such as th FHA, Vets, Bauer-Le~er, City Department heads and whatever home owners would care to attend for an immediate correction of the matter. Arthur Walton of 68 Escanyo Drive, listed for the Council the damages which were occurring to t homes in the area, as well as to the sidewalks, driveways and the like, becaus of the settling conditions. After discussion, Mayor Rozzi instructed the City Manager to notify the bonding company that in the event the subdividers did no take the necessary corrective measures, the City would do the work if necessar and collect on the bond. Councilman Cortesi then brought to the attention of Council the possibilities of obtaining assistance for the development of the s~ craft boat harbor through the St. Francis Yacht Harbor who would have contact~ Randolph Hearst. He stated that he could not promise anything at this time bu' if the Council desired, he would pursue this matter further. He received the support of the other Council members and was instructed by Mayor Rozzi to proc~ in obtaning whatever information he could.
