CALL TO ORDER: The mee~ng was called to order at 8:05 p.~. by Mayor Rozzi. PLEDGE OF ALLEGIANCE Pledge off Allegiance to the Flag was recited, after which invocation was given AND INVOCATION: by Rove=end Martin Wynekan of the First Lutheran Church. ROLL CALL: Presen=: Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Francis Lucchio and Leo Jo Ryan. Absent: None MINUTES: Mayer Rozzi asked if there were any errors, omissions or corrections to the minutes of the regular meeting of May 6, l!57. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the minutes be approved as submit~ed. CLAIMS: RESOLUTION #2485 COMMENDING FRANK ESERINI: Mayor lozzi asked if there was a motion to approve the claims for payment. Councilman Rocca so moved, seconded by Councilman Ryan and regularly carried. The Council proceeded on to the matter of resolutions. City Attorney Noonan explained the first one appearing on the agenda, after which Councilman Lucchio intro~]ced: 'A RESOLUTION OF THE CITY COUNCIL OF THE CITY (~ SOUTH SAN FRANCISC( COMMEN)ING FRANK ESERINI FOR HIS SERVICES AS A MEi/BER OF THE PLANNING CO~ISSIO~ AND AUTHORIZING ISSUANCE OF A CERTIFICATE OF RECOGNITION." SOUTH CANAL & MAYFAIR City Attorney Noonan explained that the resolution authorizing the sale of bon~ IMPROVEMENT BONDS: for th~ South Canal and Mayfair Avenue Improvement District was to be held .~0~ over tv the next meeting. RESOLUTION #2486 LleGISLATION, HIGHWAY & S~LES TAXES, ~ ~ BUS COMPANIES :~ ORDINANCE #415 FOURTH LANE ONE-WAY STREET: City Attorney Noonan explained a third resolution which did not appear on the agenda, after which Councilman Cortesi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO URGING THE CALIFORNIA STATE LEGIS- LATURE TO ENACT LEGISLATION REDUCING OR REMOVING CERTAIN INEQUITABLE HIGHWAY AND SALES TAXES PRESENTLY ASSESSED URBAN PLSSENGER BUS OPERATIONS." Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. Next taken up was the second reading and adoption of an ordinance establishing Fourth L~ne as a one-way street between Spruce and Walnut Avenues. Councilman Rocca ~oved that the detailed reading of t~e ordinance be waived and it be adopted by title only. ~otion as made was seconded by Council~an Ryan and regularly carried. Councilman Ryan then moved that the ordinance be adopted, seconded by Councilman Rocca. Roll call vote was as follows: Ayes, Council- men Rozzi, Rocca, Cortesi, Lucchio and Ryan. Taken ~p as a unit under New Business were Planning Couission items 1 (a), 1 (! and 1 (c), which were as follows: BRENTWOOD BOWL CAFE USE PERMIT:~ Use Per~it Resolution No. 715, (Item l(a)), as applied for by the Brentwood Bowl Cafe (Frank Francis) requesting permission to install an electric sign, double-faced, non-flashing, 38" x 52", on =op of fire wall, located at 130 North~od Drive, The Planning Co~ission ~eco~mended that per~ission be gra~ e~ subject to certain conditions. SHELL OIL COMPANY USE PERMIT: ,~-~ Use Permit Resolution No. 716 (Item 1 b), as applied for by the Shell Oil Compa~ (Robert Thorgen~en) requesting permission ~o install an identification sign for new service station, billboard type, 55' x 19', double-faced, illuminated, non- flashing, located at 264 South Airport Blvd. The Planning Couission recom- mended permission be granted, subject to certain conditions. EL CORO MOTEL USE PERMIT: Use Per, it Resolution No. 717 (Item 1 (c)), as applied for by the E1Coro Motel (F. Cornccini) requesting permission to re~ew original Use Permit No. 392 dated May 3, 1954, and renewed Sept. 11, 1956, for a 6' x 10' lighted sign, located at 776 E1Cmaino Real. The Planning Co~mi~sion reco~ended permission be granted, subject to certain conditions. Counc~L2an Rocca moved, seconded by Councilman Ryan and regularly carried, that the reco~endations of the Planning Com~tssion be accepted on items 1 (a), · 1 (b) ~d 1 (c). HORNER PROPOSED ANNEXATION: Petit;on for annexation of the Horner property was received from James and Waters & Associates, together with Consent to Taxation to Pay Existing Indebted ness o= Liability. The proposed annexation had been approved by the San Marco County Boundary Com~ission. Mayor Rozzi remarked that if there were no objec- tions, this would be held over andreferred to the City Manager with instruction to make a survey as to the costs involved. There being no objections, it was so ordered. MRS. MERLE REI DELL CLAIM: Claim flor damages to her car, alleged to have been done by City equipment, was filed by Mrs. Mer~e Reidell. Councilman Rocca moved that the claim be denied and refferred to the City's insurance carrier. Motion as made was seconded by Counc;Lnan Lucchio and regularly carried. JUNIOR CHAMBER OF COMMERCE LETTER OF THANKS: Co~un~cation was received from the Junior Chamber of Co~erce thanking the Cit CounckL for its participation and cooperation in making their Student Govern~ea Day a success. There being no objections, Mayor Rozzi ordered the letter a~cep=ed and placed on file. WINSTON MANOR #1 SEWER BOND: BID COMPILATION PUBLIC LIBRARY: TAMARACK LANE: CITY PARKING LOTS, GRAND AVENUE WIDENING, MODERN- I ZATION OF STREET LIGHTING: PERSONNEL REPORTS: P.BoX. OPERATOR APPOINTMENT: F.~ ASSISTANT ENGINEER APPOINTMENTS, DeHART AND BLAKE: CESARE SERNAGIOTTO PERMANENT APPT: ADOLPH CORUCCINI EXTENSION OF PROBATION: POLICY PERSONNEL RECOIENDATIONS: MONTHLY REPORTS: APPLICATIONS FOR TRANSFER OF ALCOHOLIC BEVERAGE LICENSES: Inter office memorandum dated May 10, 1957, was received from the City Attorney advisi~i Stoneson Development Corporation had offered settlement with regard to the Winston Manor #1 sewer problem, req~esting the Council indicate its intention as to the disposition of this mal:ter. Mayor Rozzi stated this was to be ~eld over and referred to the City Menager, pending an agreement to be entered into with Mr. Berretta. Councilman Lucchio asked that this be explaine¢ for the benefit of those present. Director of Public Works Goss explained the matter a~ follows: The City had an offer ffrom Stoneson Corporation to pay $9,293.95, of which $1,793.95 is to reimburse the City for the cost of main- tatnin~ ~he defective sewer. This leaves a balance of $7,500.00, of which $1,500.00 will be used to settle claims of residents in the area. The balance of $6,)00.00 will then be Stoneson's contr~bution teward~ the cost of an outfal] sewer, estimated to cost about $23,000.00, to go thl~h the Ha~lin & Berretta properties. The property owners east of EL Chino Rea1 have agreed to be assess ed to pay the balance of approximately $17,000.00. In this way, a new sewer will re~'llt, the City will be paid, and the clai~ of Stroud and other property owners will be satisfied. City Manager Aiello transmitted a recapitu2ation of bids received for work to be done at the Public Library, recom~ending the bids be awarded in three phases, i.e., electrical work - Kennedy Electric Company, $1,758.64; painting - Minucciani & Son, $1,~30.00; tile - Crne~Acoustics, $405.00. Total a~ount - $3,993.64. Discussion followed concerning a late bid which had been received and it w~s explained the City must accept zhe lowest bid sub~itted at the time specified. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the reco~endation of the Cl~y Manager be accepted. Inter orifice memorandum dated May 14, 1957, was received from the City Manager requesting Council action so that work can proceed with the repair of Tamarack Lane,. portion of which is to be done by ~he Callan Construction Company, and a pert~ to be done by the City. Councilman Cortesi moved that the City Manage~ ~e authorized to proceed i~ediateLy on this, with the understanding that C .llan's portion of the job is to be cone first, andthe project is to be included in the 1957-58 budget. Motion as made was seconded by CounCilman Ryan a~d regularly carried. The next two reports, as submitted by Councilman Lucchio, were taken up to- gether. He requested that two City owned parking lots be converted into free parkin~ facilities, and that the appropriaze City departments take the neces- sary steps to accomplish this. On the second report, a request was made that the Director of Public Works be instructed to prepare plans, specifications and cost estimates for the widening of Grand Avenue, together with a cost estimate for modernized street lighting, s~ggesting that the widening be fin- anced ~y Gas Tax revenues, and the lighting by assessment district. After dis- cussioa, both these items were referred to a meeting to be held with the Business Men's Association on Monday, May 27, 1957. The nex~ item, Personnel Reports, was take~ up as a unit as follows: (6 a). City Manager Alello's reco~endation that Mrs. Cectlle McCormick be appointed as PoB.X. Operator in the City Hall, on a probationary basis, effec- tive Mty 6, 1957. (6 b). The reco~endation of the Director of Public Works that Engineering Assistan~ Robert DeHart be promoted to Assistant Engineer on a probationary basis, effective May 1, 1957, and that Albert Blake be temporarily appointed as Assistant Engineer effective May 13, 1957, pending Civil Service examination. (6 c). The reco~mendation of Acting Superintendent of Public Works Corsiglia that Cesare Sernagiotto be given a per~aneLt appointment as laborer in the Street Department as of April 16, 1957. (6 d). A recommendation from the Personnel Board that a six months extension of proba'tiunary period be granted Custodial Adolph Coruccini, as requested by tt Superi~tendent of Parks & Recreation Duane Mattison. Councilman Ryan then moved that from this zime on, as a matter of procedure, all department heads are to refer their personnel reco~endations to the Council througa the City Manager. Reports for the month of April 1957 were s~bmitted by the following departments: City Clerk Building Inspector Poundkeeper Police Chief Fire Chief Librarian Ck~y Mechanic - work schedule for months of May, June, July and August. Councilsan Rocca moved, seconded by CounciLman Ryan and regularly carried, that the reports be accepted and ordered filed. Application for transfer of alcoholic beverage licenses were received as fol- lows: (a) John Faraudo, 107 Grand Avenue - On Sale General (b) Alfonso's, 100 Grand Avenue - On Sale General Discussion was held wherein Councilman Ryan asked Police Chief Belloni for an expla~a'tion of the-violations noted on the Faraudo application. The Police Chief replied the ~lolations noted were not in our City code numbers and there- fore ~e could not answer, In reply to a request for his reco~endati~n~asto whether these should be granted, he state~ he would recommend they be granted. Councilman Ryan spoke on the fencing at Burn Buri Park, asking if anything was going tc be done by the California Golf Club. Superintendent of Parks and Recreation Mattison replied that the club had completed their share of the work, but he felt there should be more fenckng along there. This is a requested item ir the 1957-58 Budget. Council~an Ryan then stated he noticed Petrocchi Bros. Union Station, located at the corner of Chestnut and E1Camino ReaL, had eight rubber pads stacked there for use in putting in the traffic light at this intersection, so work would probably commence very soon,on this project. Council~an Ryan remarked that on the southwest corner of Escanyo and Arroyo there is an area about 15 feet in diameter =hat has sunk one foot, asking Director of Public Works Goss if he knew about this. The Director of Public Works replied yes, he did, and the ~eveloper had been notified if they didn't correct the situation within 30 days, the C~ty would do the work and bill them for it. The 30-day period has elapsed; therefore, the City will do the work and the City Attorney has So advised the bonding company. Councilman Ryan lastly mentioned a condition existing at 316 Alta Mesa Drive where a spout of water is coming up from the ground, asking that the Street Departlent and the Director of Public Works check on this. Mayor Rozzi then opened the discussion on Good and Welfare to the members of the audience. Betty £auond of Serra Highlands spoke, req'lesting a sign be installed designat- ing the turnoff at Kind Drive into Serra Highlands, stating the present small sign iv quite inadequate. She further stated the State Highway Department had been ccntacted and had informed them they m, lst make a request to the City Council for this sign, and the Council in turn must make a request to the Depart. ment. The present sign is located on State property en the dividing strip along Junipero Serra Boulevard. After discussion, the matter was referred to the City Manager. Mr. Skil.sky spoke concerning the existing pavement on the west side of Eucalyptus Avenue at the entrance to Second Lane. whiCh has been broken down and is now in need of repair at the junction wi~h the new pavement on Second Lane, which was put in about three years ago. He.further stated this causes quite a bad d3.rt condition. Councilman Lucchio moved, seconded by Councilman Rocca and regularly carried, that the complaint be referred to Director of Public Works Goss, Acting Supt. of Public Works Corsiglia and City Manager Aiello for corrective action. Councilman Ryan asked that a report be submitted by the next meeting on this. Mr. Ray Smith, 555 Myrtle Avenue, then presented a petition signed by nine property owners, complaining of a noise condition from Colonial Bakeries. Discusskon followed. Mr. Smith remarked that they would like to have a 50 ft. buffer strip put in, as this WOuld help solve the problem, further remarking they have pre~ented this request to the Planning Commission. Planning Commissio~ Secretary Anita Robertson, present in the audience, stated that the matter was presently before the Planning Commission and they have requested Mr. Hearn of the fir~. to come in with some plan to ~rovide a buffer sounding zone. An answer is expected by the next meeting to be held ~onday night, May 27, 1957. Mayor Rozzi told Mr. Smith he will be advised of further developments on this.
