HomeMy WebLinkAboutMinutes 1957-06-17REGULAR MEETING OF THE CITY COUFCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, JUNE 17, 19 57 TIME: PLACE: CALL TO ORDER: INVOCATION: 8:00 p.m. Council Chambers, City Hall. The meeting was called to order by Mayor Rozzi at 8:04 p.m. Mayor 3ozzi announced that in the absence of clergy this evening, the invocatic would '~e dispensed with. PLEDGE OF ALLEGIANCE: Pledge of Allegiance to the Flag was recited. WINSTON MANOR #3 YOUTH GROUP: Mayor 3ozzi remarked that Councilmen Ryan and Lucchio, along with City Manager Aiello, would not be present this evening as they were on a tour of various P.G. · ~. installations as guests of the P.G. & E. Company. He then announced to those present that in the audience this evening were officers of the Winston Manor #3 Youth Group. He explained the p~rp~ses of this group, introducing each officer individually as well as their adult advisor, Irwin Ottenberg, after which he invited~the officers of the organization to sit with the Council asking ~he President and Vice President to occupy the vscant chairs of Council- men L~cchio and Ryan. ROLL CALL: Present: Mayor Rozzi and Councilmen Emilio Cortesi-and Andrew Rocca. Absent: Councilmen Francis Lucchio and Leo J. Ryan. MINUTES: Mayor ~ozzi asked if there were any errors, omissions or corrections to the minutes of the regular meeting of June 3, 1957, and the regular adjourned meet- ing off June 4, 1957. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the minutes be approved as submitted. CLAIMS: Mayor 2ozzi then asked if there was a motion approving the claims for payment. Counc~lnan Rocca moved, seconded by Councilman Cortesi and regularly carried, that ~he claims be approved as submitted. PUBLIC HEARINGS: (DOw owN PARKING DISTRICT) ,~) 31 RESOLWION NO. 2491: (PARKING DISTRICT NO. 1 MODIFICATION OF ACQUISITIONS OR IMPROVEMENTS) The f:rst matter for Council action concerned the Downtown Parking District which appeared under Public Hearings and had been continued from the meeting of Ju~e 4, 1957. Mayor Rozzi called on Mr. Angelo Scampini, Attorney at law representing the Downtown Merchants Association, who explained the modified 'plan enumerating the various locations which were to be used as public parking places and ways of ingress and egress to parking lots. He also explained the Resol~l't:on of Intention which had been prepared and if adopted would have to be publ:shed in the local newspaper twice, with copies mailed to all the prop' erty owners in the district. At this time, City Attorney Noonan briefly ex- plained the resolution which had been prepared, after which Councilman Cortesi introd'lced '~RESOLUTION NO. 2491 OF INTENTION TO MODIFY THE ACQUISITIONS OR IMPROVemENTS TO BE MADE WITH RESPECT TO PARKING DISTRICT NO. 1 OF THE CITY OF' SOUIH SAN FRANCISCO." Roll call vote was as follows: Ayes, Councilmen Andrew Rocca, lmilio Cortesi and Mayor Rozzi. Nces, None. Absent, Councilmen Leo Ryan and Francis Lucchio. Mr. Scampini then stated that the engineer appointed would file a supplemental report on the changes and because the assessed values of the property were compiled some two years ago, since changes had taken place and because of the tedious job, he requested the Council to have the City Clerk check the assessed values on the new rolls. The Clerk stated he would do so, JUNIPERO SERRA FREEWAY: .~/~ I ORDINANCE NO. PROHIBITING PARKING SOUTH SIDE OF RAILROAD AVENUE: Mayor 3ozzi stated that if there were no cbjections, the resolution concerning the Jun:pero Serra Freeway would be held cver, No objections were registered. City Attorney Noonan then proceeded on to the matter of the ordinance prohibit- ing parking on the south side of Railroad Avenue from Maple Avenue to Linden Avenue and which was scheduled for second reading and adoption. He explained that a notion could be adopted that the detailed reading be waived and adoption made by title only. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the detailed reading be waived and that it be in- adopted by title only. Councilman Rocca then moved, seconded by Councilman Cortesi, that the ordinance be adopted. ~oll call vote was as follows: Ayes, Counc:lnen Andrew Rocca, Emilio Cortesi and Mayor Rozzi. Noes, None. GOLDEN ROD & GUN CLUB REQUEST FOR USE OF CITY PROPERTY: 3 Communication dated June 3, 1957, was received from the South San Francisco Golden Rod and Gun Club requesting use of the site owned by the City of South San Francisco and presently'used by the South San Francisco Rod and Gun Club as a shooting range. Mayor Rozzi remarked that if there were no objections, this matter would be referred to Councilman Cortesi to contact the organization concern:rig their request. DOWNTOWN MERCHANTS ASSN. RE(~UEST FOR AMUSEMENT SHOW: Communication dated June 5, 1957, was received from the Downtown Merchants Association over the signature of Rudy Santini, President, requesting permissio for a craft amusement show during the dates of June 19 through June 23, 1957, in Burl Buri. Councilman Rocca briefly discussed the matter, after which he moved, seconded by Councilman Cortesi and regularly carried, that the request be denied. BRISBANE ANNEXATION PETITION: .~(}~ Communication dated June 5, 1957, was received from Mrs. Laura M. Johnson, to- gether with a petition of the Brisbane Citizens Committee requesting the City to co_~s:der annexation of the City of Brisbane. Mayor Rozzi remarked that if there were no objections, the matter would be referred to a study meeting by the Czty Council. No objections were registered. FRANCES MICHAEL RESIGNATXON: ~.bO Communication dated June 4, 1957, was received from Frances Michael, Planning Techn:cian, tendering her resignation, effective June 10, 1957. BERNARD ESPARZA APPOINTI/ENT: ~.0¢0 Communication dated June 12, 1957, was received from Police Chief Louis Be. advising of the probationary appointment of Bernard Esparza as sergeant in Police Department, effective June 16, 1957. Councilman Rocca moved, secon~ by Councilman Cortesi and regularly carried, that the appointment be appro~ FIREMEN RECOMMENDATIONS: Communication dated June 18, 1957, was received from Fire Chief Alex Welte: reconunending the probationary appointment, subject to the passing of medici examinations, of the following: John Pert.fl, Anthony Bachle, Harold Geer, Patrick Dunleavy, Richard Wagner~ William Schille, Hommo Zylker and James Lynch. Mayor Rozzi remarked that if there were no objections, this matter be held over for study by the Council and City Manager. No objections were registered. Brief discussion followed between Fire Chief Welte and members of the Cduncil. JAMES WALSH APPOINTMENT: .600 Communication dated June 6, 1957, was received from Duane Mattison, Superin tendent of Parks and Recreation, recommending the probationary appointment of James Walsh as Park Department laborer, effective June 17, 1957, subject to the satisfactory passing of a medical examination, Councilman Rocca mov seconded by Councilman Cortesi and regularly carried, that the appointment be approved. CORA FOUNTAIN APPO I NTMENT: Communication dated June 11, 1957, was received from Lauretta Hussar, recom mending the appointment of Cora Fountain as library clerk. Councilman Rocc moved, seconded by Councilman Cortesi and regularly carried, that the appoi merit be approved. PARKING DISTRICT #1 PUBLIC HEARING DATE: At this time, Mr. Angel. Scampini, attorney for the Parking District, remar] that in order that the proceedings be correct on the subject matter, a moti, should be entertained continuing the public hearing to a later date, such a~ August 5, 1957. Councilman Rocca then moved, seconded by Councilman Cortes: and regularly carried, that the public hearing be contined to August 5, 195~ atSp.m. MONTHLY REPORTS: Monthly reports for the month of May 1957 were received from the following departments: Building Department City Clerk Fire Department Health Department Library Police Department Poundkeeper ~ayor Rozzi remarked that if there were no objections, the reports would be placed on file. No objections were registered. SOUTH CANAL & MAYFAIR AVE. IMPROVEMENTS PAYMENT OF ASSESSMENT #5A: councilman Rocca then brought up the matter of monies which had been receive from the San Mate. County Title Company in payment of Assessment 5A in the South Canal Street & Mayfair Avenue Improvements by the cancellation of bond as per Resolution No. 2488 and payment of certain interest. These were as follows: Check #6030 dated April 10, 1957, in the amount of $4,513.33, received from the San Mate, County Title Company in payment of Assessment #SA by cancella- tion of bonds as mentioned in Resolution No. 2488 totaling $4,338.77 plus $174.56 in cash. Check #6461 dated June 11, 1957, in the amount of $239.39, received from the San Mate. County Title Company in payment of 15 years interest at 55 on $174.56 cash payment and 5% interest from July 2, 1956 to December 31, 1956, on cancelled mentioned bonds. Councilman Rocca then moved, seconded by Councilman Cortesi and regularly carried, that the matter be accepted on that basis. 1956-57 BUDGET aEVISION: O-O Although not listed on the agenda, communication dated June 17, 1957, was received from Charles Ledwith concerning budget revision for the fiscal year 1956-57 and transfer of funds. Councilman Rocca moved, seconded by Council- man Cortesi and regularly carried, that the recommendation be accepted and the funds be transferred accordingly. SOUTH CANAL & MAYFAIR Councilman Rocca then moved that in the matter of the South Canal and Mayfair BIDS ON SALE OF Avenue Improvement Bonds, the City call for bids on the sale of the bonds BONDS: ~-~ for not less than par. Councilman Corte~i seconded the motion which was regularly carried. GOOD & WELFARE: Councilman Cortesi requested permission to leave the State for three months. Councilman Rocca moved, seconded by Mayor Rozzi and regularly carried, that the request be granted. ESCANYO DRIVE CO DmO : 5 Mr. Hicks of 64 Escanyo Drive asked as to what progress was being made in having the subdivider fix the street. City Attorney No.nan stated that this was still in the process of negotiation. SILVIO STAGNARO RESIGNATION: Communication dated ~ay 28, 1957, was received from Silvio Stagnaro, tender- ing his resignation from the Police Department, effective June 15, 1957. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the resignation be accepted and placed on file. FRANK SOLTI S RESIGNATION: Communication dated June 12, 1957, was received from the Superintendent of Sanitation, Henry Schweining, notifying ~hat Frank Soltis, relief operator at the Sewage Treatment Plant, had resigned his position as of Friday, June 7, 1957, ~ouncilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the resignation be accepted and placed on file. PARK & RECREATION DEPT. APPOINTMENTS: © BERNARD ESPARZA APPOINTMENT: Communication dated June 11, 1957, was received from Duane l/attison, Superin- tendent of Parks and Recreation, recommending the permanent appointment in the classified service for the following Park and Recreation Department personnel: Anthony Vago, M~rio Rudoni, Gino Venturi, Pete Bianchi, Guido De Luca, Adolph Coruccini, Radence O'Bryant and Owen Kashevaroff. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the appointments be approved. Communication dated June 12, 1957, was received from Police Chief Louis Bello~ advising of the probationary appointment of Bernard Esparza as sergeant in the Police Department, effective June 16, 1957. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the appointment be approved. SCHOOL TAX SPECIAL ~EETING: ADJOURNMENT: Mr. ~eLsh of 118 Hilton Avenue, president of the Winston Manor #3 Improvement Club, extended an invitation to the Mayor and members of the Council to attend a special meeting on the school tax matter, the meeting to be held at the E1 Rancho School, Friday evening, June 14, 1957, at 8 p.m. He also conv~yed his thanks to the Council for t~.eir courtesies this evening on the Yo'~th Activity Program in their area. There '~eing no further business, Councilnan Cortesi moved, seconded by Councilman Rocca and regularly carried, zhat the meeting be adjourned until July 1, 1957.
