Rya£ Councilman Francis Lucchio MINUTES: Mayor Bozzi asked if there were any errors, additions or corrections to the minute~ of the regular meeting of September 3, 1957. Councilman Rocca re- quested that the minutes of the regular meeting of September 3, 1957, concern- ing the matter of the proposed rate increase by Pacific Telephone and Tele- graph Company, be amended to read that Councilman Rocca's second to the motion was on the basis that - provided the findings determined t~ rate increase was ~bsolutely necessary to provide proper service. Coum ilman Rocca then moved that the minutes of September 3 be approved as corrected. Councilman Ryan seconded the motion which was regularly carried. CLAIMS: Mayor Rozzi asked if there was a motion ~pproving the claims as submitted for payment. Councilman Ryan moved, seconded by Councilman Rocca and regu- larly carried, that the regular claims as submitted be approved for payment, and ur. addition, the claims from the City Attorney's office below listed also be approved for payment, in connection with the National Institute of Municipal Law Officers Convention at Richmond, Virginia: CITY ATTOH1TEY CLAIMS: 0;3 United Air Lines, San Francisco International Airport - Round trip ticket to the N.I.M.L.O. Convention at Richmond, Virginia . . . $173.10 N.I.M.L.O. - Convention & Registration Fee ...... $28.25 VACATION OF PORTION OF BIRCH AVENUE PUBLIC HEARING: Proceeding on to public hearings, the Council took up first the matter of the vacation of a portion of Birch Avenme, this matter having been held over from the last regular meeting. Ci:y Attorney Noonan stated that if there were no objections, this matter could be continued to the next regular meeting pending the completion of negotiations between the property owners affected. There being no objections, Mayor Rozzi requested the matter held over to the regular meeting of October 7, 1957. RESOLUTION NO. 2523 OF INTENTION TO AMEND ORD. NO. 353 PROVIDING FOR PARKING IN DISTRICTS COMBINED WITH "H" DISTRICTS: Proceeding on to resolutions and proclamations, City Attorney Noonan ex- plaLned the first resolution ready for Council action concerning the intentl to a,.end Ordinance No. 353. After a brief explanation, Councilman Cortesi introduced: "RESOLUTION NO. 2523 - RESOLUTION OF INTENTION TO AMEND ORDINANCE NO. 353 BY ADDING THERETO SECTION 4.11C, WHICH PROVIDES FOR PARK- lNG iN DISTRICTS COMBINED WITH "~' DISTRICTS." Roll call vote was as fol- lows: Ayes, Councilmen Rozzi, Rocca, Cortesi and Ryan. Absent: Councilman Francis Lucchio. BOY SCOUT ROUNDUP DAYS PROCLAMATION: The next item concerned a proclamation designating September 27 and 28, 1957 as 3oy Scout Roundup Days. A brief explanation followed by the City Attorn~ after which Councilman Rocca moved, seconded by Councilman Ryan and regu- larly carried, that the Mayor proclaim September 27 and 28 as Boy Scout Ro~n,dup Days. FIFTIETH ANNIVERSARY SOUTH S.F. PROCLAMATION: The next proclamation prepared for Couucil attention concerned the Fiftieth Anniversary of the City. After a brief explanation by the City Attorney, Councilman Ryan moved, seconded by Cou~cilman Rocca and regularly carried, that Mayor Rozzi proclaim October 8, 1957, as "Know Your City Day" and urge the citizens of the City to attend. At this time, Mayor Rozzi briefly explained the program which was being prepared by the San Marco County Hietorical Association, requesting tha~ as many of the residents of the Citl a:. possible attend this function. RESOLUTION NO. 2524 TLc next resolution prepared for Council action concerned the rescinding of RESCINDING RES.#2518 a previously adopted Resolution No. 2518 which authorized the transfer of AND AUTHORIZING c~y owned property for use as a Superior Court site. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted. Inter office memorandum dated September 10, 1957, was received from the Planning Commission requesting adoption of the Chestnut Avenue plan lines. Mayor Rozzi remarked that if there were no objections, this matter would be referred back to the Planning Commission for a vote of the full Commission members.' No objections having been registered, it was so ordered. Inter office memorandum dated September 10, 1957, was received from the Pis ning Commission advising of the adoption of their Resolution #759 approving the Subdivision Map No. 10333 of Rancho Burg Buri Subdivision of Barrett & Hilp with certain provisos. Councilman Rocca remarked that at the study session meeting earlier, since the matter was closely related to the Chest~ Avenue plan lines, it was decided that this should likewise be referred back to the Planning Commission to be studied along with the Chestnut Avenu plan lines. Mayor Rozzi remarked that if there were no objections, it woul be so ordered. No objections were registered. Inter office memorandum dated September 10, 1957, was received from the Pis ning Commission advising that they were considering a revised tentative ma~ of the Starlite Industrial Subdivision and requesting the Council to refer back the first map to them. Councilman Ryan moved, seconded by Councilman Cortesi and regularly carried, that their request be granted and the map be sent back to the Planning Commission for further consideration. Inter office memorandum dated September 10, 1957, was received from the Pis nih Commission, commending the City Council for their action on urban renewal and redevelopment of some of the older sections of town and offerir all necessary assistance. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the communication be accepted and placed on file. Inter office memorandum dated September 10, 1957, was received from the ning Commission advising of the adoption of their Resolution No. 757 appro~ ing the revised parking plan of the G. W. Williams Southwood Shopping Area. Councilman Rocca remarked that it was understood by the Council that the work of seal coating should also be done, moving that the Variance Applica- tion be subject to the acceptance in every way by the Director of Public Works with the seal coating being done as recommended by him. Variance Application Resolution No. 762, as applied for by William Vavrusks was received from the Planning Commission, rece~mending that permission be granted to add a room 15 ft. wide to the exist~lng house, extending 3~ ft. into the required 20 ft. rear yard at 116 Clay Avenue. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recom- mendation of the Planning Commission be accepted. Variance Application Resolution No. 763, as applied for by Robert N. Mille~ was received from the Planning Commission, recommending that permission be granted to attach 2" redwood block letters to the face of the canopy which projects 5 feet over the property line at 659 E1Camino Real, as per plans submitted. Councilman Ryan moved, seconded by Councilman Rocca and regula~ carried, that the recommendation of the Planning Commission be accepted. Inter office memorandum dated September 11, 1957, was received from the Pl~ ning Commission advising of the adoption of their Resolution No. 764, reco~ mending approval of the final map and improvement plans of View Mont Terrace. Memorandum dated September 12, 1957, was also received from the Director of Public Works, enclosing map, and recemending approval subject 1 certain conditions. Councilman Rocca stated that a motion had been prepar~ by the City Attorney which he wished to introduce at this time. He then moved that upon subdividers compliance with requirements set forth in the following (1) Inter office memorandum dated 8/5/57 to Planning Commission from Director of Public Works (2) Inter office memorandum dated 8/5/57 fro~ Albert Blake to Director of Public Works (3) Inter office memorandum dated 9/12/57 from Director of Public Works to City Council, and the payment of $6,722.45 to the City Clerk as their s~are of cost of constructing the Orange Avenue storm drain, the map shall stand approved; if subdividers fail to so comply by the 15th day of November, 1957, request for approval shall be denied. Councilman Ryan seconded the motion which was regularly carried. Inter office memorandum dated September 11, 1957, was received from the Pli ning Commission advising of the adoption of their Resolution No. 765 recom- mending the approval of the request of Associated Construction & ~ngineeri~ Company (J. H. Coffman & Sons and Thermoid Company) for off-street parking and for permission to temporarily waive Clause #4 and #2 of Variance Appli- cation No. 702 approved by the City Council at their regular meeting of April 1, 1957. This carried the concurrence of Director of Public Works Lot Goss. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the Planning Commission be accepted as submitted, subject to the meeting of all the requirements of the Planning Commission and the Director of Public Works as outlined in his memorandum. Use Permit Resolution No. 766, as applied for by L. B. Ham, was received from the Planning Commission recommending permission be granted to erect directional, non-flashing, illuminated signs to indicate entrances at Hick~ Boulevard and E1Camino Real, subject to the condition that the signs be non-flashin~ non-scintillating and not shine into the residential area. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the PlanninK Commission be accepted. Councilman Rocca moved, seconde~ RE PROPOSED PARKING by Councilman Ryan and regularly carried, that the communication be accepte, PROGRAM: 50~0 and placed on file, with a letter of thanks to be sent to the Businessmen's Association. PP~)GRAM FOR BOY SCOUT FALL ROUNDUP DAYS: Inter office memorandum dated September 10, 1957, was received from the Superintendent of Parks & Recreation, Duane Mattison, reco~uending that the Council proclaim September 27 and 28, 1957, as Boy Scout Fall Roundup Days. This matter having previously been taken care of under resolutions, no further action was taken at this time. Mayor Rozzi called on Supt. of Park: Recreation Mattison to give a few words, who in turn called on Vic Rosa for an explanation of the program to be held at this time. JOSEPH E. NEVILLE APPO I NTMENT: Recommendation was received from the Director of Public Works recommending the permanent appointment' of Joseph E. Neville as Assistant Public Works Engineer as of July 31, 1957, he having successfully completed his one year probationary status. Councilman Rocca moved, seconded by Councilman Cortes and regularly .carried, that the recommendation of the Director of Public Works be accepted and ordered filed. ROMEO BRASCHI APPOINTMENT JOSEPH CERRI APPOINTMENT DINO LOMBARDI APPOINTMENT Reeomendation was received from the Supt. of Parks & Recreation, recommend ing the permanent appointments of Romeo Braschi and Joseph Cerri as laborer in the Recreation Department, each having satisfactorily completed his probationary period as of September 4, 1957. Councilman Rocca moved, sec- onded by Councilman Cortesi and regularly carried, that the recommendation of the Supt. of Parks & Recreation be accepted and ordered filed. Communication dated September 14, 1957, was received from the Golden Rod and Gun Club, requesting permission for the use of city owned land ~ow beg used by the South San Francisco Rod and Gun Clu~ for the purpose of shoot- ing activities, with arrangements to be made by them with the South San Francisco Rod and Gun Club so that there would be no conflict of activitie with each other. Councilman Cortesi moved that the request from the Golde Rod and Gun Club be granted with the understanding that they must carry adequate insurance coverage with the certificates to be approved by the City Attorney and City Manager and that the city be held harmless. PROBLEMS: There being no further business before the Council, Mayor Rozzi asked if any of the Council members had anything they wished to offer under Good a~ Welfare. Councilman Ryan requested a report of the status on the Bauer- Lesser Subdivision. City Attorney Noonan reported concerning the correcti measures which were to be taken and those which had been left to be re- solved, and Director of Public Works Louis Goss reported on the test borir to be taken in the area, requesting permission to employ the firm of Woodward and Clyde and to authorize payment for the services. Councilman Ryan then moved that the ~irector of Public Works be empowered to proceed with the test borings to be taken in the Bauer-Lesser Subdivision by the firm of Woodward and Clyde and, w~th regard to the financial transaction, to obtain the approval of the City Manager. Discussion following concern! the limiting of monies to be spent for this work, at which time, Councilmi Rocca requested Councilman Ryan to embody in his motion that if it were found that the work of Bauer-Lesser were faulty, they be responsible for ~ cost of the test borings to be taken. BOYS CLUB BUILDING: ~/~ AMBULANCE SERVICE: REVISION OF SWITCH BLADE ORDINANCE: ADJOURNMENT At =h~s time, Mayor Rozzi brought to the attention of the Council and the public the need for support by the South San Francisco Boys Club for the establishment of a building within the city. He briefly mentioned that some of the local organizations, such as the Optimist and Kiwanis, were in support of this project, further remarking that a meeting was to be held in the ffuture to start a drive for tMs event. Mayor Rozzi at this time informed Mr. Wesley Black, present in the audience, thai; the Council had met with regard to his offer for ambulance service and that if he would contact the City Manager, he would be informed of the Council's action in the matter. There being nothing further from the members of the Council, Mayor asked if anyone in the audience had anyt2ing they wished to offer. Mrs. Seeka~p remarked that about a year ago, the City passed the Switch Blade Knife Ordinance, which she felt should probably be studied and revised, asm~ch as merchants were now selling sling shots and other like merchandise which has been the cause of damage to th~ residences. Mayor Rozzi remarked that if there were no objections, the City Attorney would study the matter wit[ the Police Chief. No objections were registered.
