Reverend Egisto Tozz~ of Ail Soul's Catholic Church, who was unable to be present. Present: Absent: Councilmen G. J. Rozzl, Andrew Rocca, Emilio Cortesi, Francis Lucci and Leo J. Ryan None Mayor Rozzi asked if there were any errors, omissions or corrections to the minutes of the regular meeting of October 7, 1957. Councilman Ryan ro-marke~ that under Good and Welfare there appeared the name of Mr. Lesko of Orange Avenue, who spoke on the matter of the jet aircraft problem. He requested that this be changed to read Mrs. Lesko. There being no other corrections, Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, t] the minutes of the regular meeting of October 7, 1957, be approved as correcl proceeding on to claims, Mayor Rozzi asked if there was a motion approving them for payment as submitted. Councilman Lucchio moved, seconded by Counci: man Rocca and regularly Carried, that the regular claims be approved for pay. ment as submitted. The Council at th~s time took separate action on two claims submitted by the Sequoia Equipment Company - one as presented for payment at the meeting of October 7, 1957, and the other as presented this evening. The Council then proceeded on to the matter of Public Hearings, taking up first the vacation of a portion of Birch Avenue, this matter having been over from the meeting of October 7, 1957. The next Public Hearing concerned the matter of the Horner-Bonino Annexation which had been held over from the meting of October 7, 1957. Mayor Rozzi remarked that if there were no objections, this matter would be continued until the next regular meeting, during which t~me the City Manager would ar- range to meet with the property owners affected to obtain more data concern- lng the annexation of the whole area. No objections were registered. The last Public Hearing concerned the Resolution of Intention to Amend Ord- inance No. 353 by adding Section 4.11C, this matter having been held over fr. the previous meeting. Mayor Rozzi asked if there were any protests. None were registered. He then asked if there was a motion closing the hearing. Councilman Lucchio moved, seconded by Councilman Ryan and regularly carried, that the hearing be closed. Tho Council next proceeded on to the matter of resolutions and proclamations Tho City Attorney explained the first which had been prepared for Council action, concerning the approval of a quitclaim deed to the Hamlin interests. He briefly remarked that the resolution prepared for this evening's adoption was ~o correct a minor detail that appeared in the previous indenture given the Hamlin interests. Councilman Rocca then introduced a "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SoIFrll SAN FRANCISCO AUTHORIZING EXECUTION OF A QUITCLAIM DEED TO O. D. HAMLI~'. Roll call vote was as follows: Ayes, Coun cilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. The next resolution concerned the matter of the city's calling on the reside to celebrate United Nations Day. After a brief explanation by the City Attorney, Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CALLING UPON THE RESIDENTS TO CELEBRATE UNIT NATIONS DAY WITH APPROPRIATE ACTIVITIES~. Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca, Cortesi, Lucchio and Ryan. Proceeding on to the matter of ordinances, City Attorney Noonan explained th ordinance which had been prepared amending zoning ordinance 353 by adding section 4.1lC. He remarked that a motion could be entertained, waiving the detailed reading and introducing the ordinance by the reading of title only. Councilman Ryan then moved, seconded by Councilman Rocca and regularly car- ried, that the detailed reading of the ordinance be waived and that it be introduced by the reading of the title only. STARLI Tg INDUSTRIAL SUBDIVISION APPBOVAL OF TENTATIVE MAP: The Council then proceeded on to unfinished business, taking up the matter o: the Starlite Industrial Subdivision which concerned the approval of the tentl tire map as requested by Hart & Hynding. This matter had been held over fro, the previous meeting. Councilman Ryan seconded the motion, after which Councilman Lucchio stated that he understood that this in no way altered the specification~ con. cerning the grading in the area since it was to be done, but that it merely changed the sequence of doing the work. Use Permit Resolution No. 772, as applied for by the Chase Brass and Copper Electrical Corporation was received from the Planning Commission, recommending that permission be granted for a roof sign at 230 Shaw Road, subject to certain conditions. CALIFOitNIA WATER SERVICE COMPANY USE PERMIT: Use Permit Resolution No. 773, as applied for by the California Water Servic, Company, was received from the Planning Commission, recommending that permis~ be granted for a radio station and antenna mast to permit two-way communicat: between the central office of the Water Service Company and the mobile units This was to be in accordance with accepted drawing #860. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the recommend. ation of the Planning Commission be accepted. WEST COAST ADVER- TISING COMPANY use PERMIT: Use Permit Resolution No. 774, as applied for by the West Coast Advertising Company, was received from the Planning Commission, recommending that permis. sion be granted for the continued maintenance of four standard 12' x 25' ill~ inated outdoor advertising structures located at Parcel 4, Map 20 at 600 El Camino Real, subject to the condition that it be for only one year and non- renewable. Mayor Rozzi remarked that if there were no objectionm, this matt. would be held over for further Council study and that in the meantime, Counc man Cortesi and City Manager Aiello would make a field inspection trip, repo lng back to the Council. RUNDLE' S SIGNS USE PERMIT: Use Permit Resolution No. 775, as applied for by Rundle's Signs (General Petroleum Corporation), was received from the Planning Commission, recommend that permission be gr~nted for the installation of one double face free-stan ing plastic illuminated sign, reading ~Mobil' - size 8'-6-3/4" x 4'-3-1/4" a 97 Camaritas Avenue, subject to certain conditions. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the recommendation o the Planning Commission be accepted. UTAH CONSTRUCTION Resolution No. 776 was received from the Planning Commission, as adopted at COMPANY REQUEST their meeting of October 14, 1957, recommending that permission be gra~ed U FOR STREET NAME CHANGE Construction Company to change the names of two streets in Industrial Park INDUSTRIAL PARK #1: Unit No. 1, subject to certain conditions. Councilman RoCca moved, seconded by Councilm Ryan and r~alarly carried, that the recommendation of the Planning Commissi be accepted. RE-SUBDIVISION OF LOT 11, BLOC~ 78: Resolution No. 778 was received from the Planning Commission, as adopted at their meeting of October 14, 1957, recommending the re-subdivision of the ea property line on Lot 11, Block 78, at 204 and 206 Laurel Avenue. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the rec mendation of the Planning Commission be accepted. ALBERT MARTIN USE PERMIT: Use Permit Resolution No. 779, as applied for by Albert Martin, was received from the Planning Commission, recommending permission be granted for the re- moval of a single family dwelling into the city, subject to clearance with t local Police Department. Councilman Rocca moved, seconded by Councilman Rya and regularly carried, that the recommendation of the Planning Commission be accepted. ~ APPROVAL OF LAND USE OF RSICHARDT DUCX RANCH AS SCHOOL SITE: Resolution No. 780 was received from the Planning Commission, as adopted at their special meeting of September 30, 1957, advising of their approval of 1 use of the area described as Reichardt Duck Ranch as high school site for th South San Francisco Unified School District. Councilman Rocca moved, second by Councilman Ryan and regularly carried, that the resolution of the Plannin Commission be accepted, as submitted. RECORDING OF SECTIONS OF ORD. NO. 297 WITH COUNTY RECORDER: USE PERMIT NO. 776 RESOLUTION - UTAH CONSTRUCTION CO. STREET NAM~ CHANGE 6 5'! (~IVIC CENTER RESTROOM AND POLICE DEPT. ACCESS ROAD: Resolution No. 781 was received from the Planning Commission, as adopted at their regular meeting of October 14, 1957, recommending that the City Counct have certain sections of Ordinance No. 297 recorded with the County Recorder and that the title companies be notified. Notice of Claim of Injury, as filed by the law offices of Saul N. Ross in behalf of his client, Melvin G. ~anning, alleging injuries as a result of a fall from a swing in the Orange Avenue Park, was next taken up. Council~an Ryan moved, seconded by Councilman Rocca and regularly carried, that the as submitted be denied and referred to the city's insurance carrier. 49th ANNIVERSARY OF THE CITY - LETTERS OF CO~ENDATIONTO CITY COUNCIL: Communication dated October 9, 1957, was received from Miss Rue Clifford, along with a co~unication dated October 10, 1957, from the San Marco Countl Historical Associatic~ over the signature of F. M. Stanger, extending their thanks to,the City Council for the reception and entertaiment at their meel ing on October 8, 1957, on the occasion of the 49th Anniversary of the city~ Council~an Ryan moved, seconded by Councll~anRocca and regularly carried, that the letter~ be accepted and ordered placed on file. He then couented on the coming 50th Anniversary next year, urging support of a celebration el this event and requesting that the various groups within the city, such as business, industry and service organizations, and improve~ent groups, take part in planning the celebration. The Fire Chief recommended the pro. batiomary.appointment of Williaw~Linich as fire, an, effective November 1, 1957, subject to his passing the medical examination. Supt. of Parks and Recreation, Duane ~attison, recomended the ps,anent appointment of Vernon Musgrove as Laborer in the Park Department, having LABORER IN PAR~ DEPT.: isfactorily completed his probationary period as of March 15, 1957. LOUIS NURISIO DISPATCHER CLERK APPOINtmENT: WERE JARVIS APPOI NT~ENT AS MAINTENANCE MAN: Police Chief Louis Belloni recomnded the permanent appointment of Louis Nurisio as Dispatcher Clerk in the Police Department, since he will complet~ his probationary appointment as of November 16, 1957. Councilman Rocca briefly mentioned that the city would be soon celebrating United Nations Day~ remarking that pamphlets had been left in the City Hall this evening and that other literature was available at the Public Library. He further rmrked that the purpose of this United Nations Day was to stiw late and foster good will, and urged th~ residents to take an active intere~ in this program. ABANDONED HOUSE ON ARROYO DRIVE: Council~an Ryan mentioned the condition of the house on Arroyo Drive in Bur Buri #3, asking as to what was being dens concerning the matter. City Manal Aiello stated than an attempt was going to be made by the subdividers to rehabilitate the house, but if it could not be done, it was to be removed. He remarked that the peninsula so ~a~ universities. Shortly after the announcement regarding the location of the branch, he heard that it was possibly to be located in Santa Clara County, which already has three universities. He requested permission to explore t ~atter further, reporting back to the Council at their next meeting. There being no objections, he was given this per~iesion. Dombroski, counselors for the Methodist Young People's Group of the Buri Bu ~ethodist Church, requesting per~ieeion to act as good will ~abassadors for UNICEF, which is the United Nations Children's Fund, by taking active part the UNICEF Halloween party to aid all c~ the world's children.
