OF THE CITY OF SOUTH SAN FRANCISCO
HELD FRIDAY, OCTOBER 25, 1957
This special meeting of the City Council of the City of South San Francisco
was called by ~ayor G. J. Rozzi, on written notice to all Councilmen and
Newspapers, pursuant to applicable Government Code provisions. The contents
of th~ written notice is as follows:
"This is to notify you pursuant to the Govermsent Code that a special
meetin~ is called for Friday, October 25, 1957, at 5:00 p.m. in the
Council Chambers, City Hall, South San Francisco.
This meeting is called for the purpose o~:
1. Considering the advisability of a preliminary investigation and
report by an expert as to the effect on the health and welfare of the City
of So~h San Francisco and its residents of the present and future oper-
atioa~ of aircraft over and across the C~ty (including jet operations);
and kS good cause exists, the authorization of the preparation of a
prel~ll~nary report.

CALL TO ORDER:
The meeting was called to order by Rayor Rozzi at 5:02 p.m.
ROLL CALL:
Present: Council~en G. J. Rozzi, Andrew Rocca, E~ilio Cortesi and Leo J. Ryan.
Absent: Counci~n Francis Lucchio
JET AIRCRAFT
PROBLEM: -
Mayor Rozzi explained the reason for the calling of the special meeting which
was to pursue the jet proble~ further, wit~ the p~ssible expenditures of some
monies for the survey. He called on Counckl~an Ryan to explain the background
of sose of the meetings which had been held already and the surveys which were
conducted for the selection of a person to make the study. He further explained
the ~etin~ which had been held with Congress~mn J. Arthur Youn~er. Council~an
Ryan tLen explained that at a subsequent m-eting, Dr. Garbell was present, who
at that time explained what could be done concerning the co~ing jet aircraft
problem, as well as the present aircraft p~oblem which existed. He then intro-
duced Dr. Garbell, giving a background of ~he work which he has done from his
own fo~ndation.
EXPLANATION OF
TAKE-OFF PATTERN
BY DR. GAP. BELL: -
Dr. Garbell at this ti~e explained the run-ays at the airport presently being
used f~r take-off, giving the pattern which was followed by the planes. He
explai~ed the future use that could be ~ad- of these runways and the preferable
heights at take-off. He likewise expla~a~ the various heights which pl&nes
attain ia climbing over the various areas mn co~parison to the velocity of pre-
vailin~ winds. He remarked that"the climbkn~ heights should be established
and ~ad~ to be co, plied with. Dr. Garbell went into detail in explaining
the nol~e em~nating from test cells which would take place if these were not
pointed fin the direction of Oakland in~t®a¢ of where they are presently located.
He also explained the test flights which were ~ade over the various parts of
the su~ounding area and the city, giving the danger that exists, as a result,
to the ~,~ople below. It was further explained by Dr. Garbell that a written
agreemea= should be made so that it would be written into the manual used by
pilots. These were some of the subjects wkich Dr. Garbell explaine~ during
which =ins, questions were asked by variou~ interested persons in the audience
as wel2 ~s members of the City Council.

REGARDING JET
AIRCRAFT OPERATIONS:
After ~r~_. Garbell had concluded his re~arks, Councilman Ryan extended the city's
thanks ~o him, stating that the initial cost of the work to be conducted in
the study was esti~ated to be $3,000. He remarked that the woFk could be done
by, fi=stly, monies being expended'by the city; secondly, stopp~ the work
at the ~me this preliminary work was completed; and lastly, enti~ting the aid
of the c~ties of Millbrae, Daly City and San Bruno. After further discussion
Counci2z~n Ryan introduced: 'A RESOLUTION O~ THE CITY COUNCIL OF THE CITY OF
SOUTH SAF FRANCISCO AUTHORIZING PRELIMI~&RY INVESTIGATION REGARDING POSSIBLE
REMEDIAL ACTIONTOPROTECT THE CITY'S ~SI~ENTS' HEALTH, WELFAR~AND PROPERTY
FRO~ T~ EFFECTS OF JETS AND OTHER AIRCRAFT OPERATIONS FROM THE SAN FRANCISCO
INTERNATIONAL AIRPORT.", suggesting that the sum of $3,500 be inserted in
that section of the resolution and that any ~onies re~inin~ unused be returned
to the city. Roll call vote was as follows: Ayes, Councilmen Rozzi, Rocca,
Cortesi, and Ryan. Absent: Councilman Lucc~io.
ADJOURNNENT: Council~an Ryan moved, seconded by Council~a:~n Rocca and regularly carried,
