The meeting was called to order by Mayor Rozzi at 8:03 p.m.
Pledge of Allegiance to the Flag was recited, after which invocation was gi~
by the Reverend Donald P. Wertz of the Good News Chapel.
Present:

Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi and Leo J.
Ryan.
Councilman Francis Lucchio.
Mayor Rozzi asked if there were any errors, omissions or corrections to the
minutes of the regular meeting of November 18, 1957, as submitted. Council-
man Rocca moved, seconded by Councilman Cortesi and regularly carried, that
the minutes be approved as submitted.
Mayor Rozzi asked if there was a motion approving the claims as submitted
for payment. Councilman Ryan moved, seconded by Councilman Rocca and regu-
larly carried, that the claims be approved as submitted.
There being no public hearings, the Council then proceeded on to the next
item of Resolutions.
City Attorney Noonan stated he had prepared four resolutions for Council
action this evening. He explained the first which had been prepared and
concerned the off-site drainage of View Mont Terrace. After brief explana-
tion, Councilman Cortesi introduced: 'A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SOUTH SAN FRANCISCO REGAR]~I~ OFF-SITE DRAINAGE CONSTRUCTION -
ORANGE AVENUE STORM SEWE~'. Roll call vote was as follows: Ayes, Councilm~
Rozzi, Rocca, Cortesi and Ryan. Absent: Councilman Lucchio. At th/s time,
Councilman Ryan moved, seconded by Councilman Rocca and regularly carried,
that the time for the deposit of money for off-site development of Orange
Avenue storm sewer and the signing of the maps of View Mont Terrace be ex-
tended to December 17, 1957o
The next resolution as prepared and explained by the City Attorney concerne4
the matter of the recordation of deeds and grants to the city. After brief
explanation, Councilman Rocca introduced: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO DESIGNATING THE CITY CLERK AS THE OFFICEI
AUTHORIZED TO SUBMIT AND CONSENT TO RECORDATION OF DEEDS AND GRANTS". Roll
call vote was as follows: Councilmen Rozzi, Rocca, Cortesi and Ryan,-Ayes.
Absent: Councilman Lucchio.

Proceeding on to the matter of ordinances, City Attorney Noonan explained
that the ordinance amending Ordinance 339 providing for the registration an
licensing of bicycles had had some changes made since its first reading and
introduction at the previous meeting. It would therefore be necessary to
re-introduce and give the changed ordinance its first reading. After ex-
planation of the changes had been made, Councilman Ryan moved, seconded by
Councilman Rocca and regularly carried, that the ordinance be introduced
as amended and read by the City Attorney. Councilman Ryan then moved, sec-
onded by Councilman Rocca and regularly carried, that the detailed reading
of the ordinance be waived and that it be introduced by the reading of tit1
only. City Attorney Noonan then read the title of the ordinance.
Proceeding on to the next ordinance, City Attorney Noonan stated that the
ordinance concerning the Horner-Bonino territory annexation was ready for
the second reading and adoption by the City Council. Councilman Rocca move
seconded by Councilman Cortesi and regularly carried, that the ordinance be
passed and adopted. City Attorney Noonan read the title of the ordinance
after which Councilman Rocca moved, seconded by Councilman Ryan and regular
carried, that the detailed reading of the ordinance be waived and it be
adopted by the reading of title only.
There being no further ordinances, the Council then proceeded on to unfin-
ished business, taking up first the request for price increase as submitted
by the South San Francisco Scavenger Company which was held over from the
previous meeting. Councilman Ryan moved that the City Manager and City
Attorney be instructed to prepare a contract setting forth the stipulations
under which the city was to enter into an agreement with the Scavenger Com-
pany for the monthly pickup s~vice of garden clipping for a period of six
months commencing with January 1, 1958, that the brochure prepared by the
Scavenger Company be incorporated; and that the City Attorney and City
Manager set forth the conditions under which the Scavenger Company was to

of the Building Inspector, recommending that Huntington Avenue East from the
Southern Pacific spur track to the South City Limits be renamed South Maple
Avenue. This matter having been taken care of under resolutions, no furthex
action was taken at this time.
Inter office memorandum dated November 26, 1957, was received from the offic
of the City Manager, submitting a compilation of bids received on two auto-
mobiles for use in the Police D~partment. Councilman Ryan remarked that
in carryiflg out previous Council policy of awarding the sale to the lowest
bidder, he moved that the city accept the low bid of Lautze Motors and pur-
chase the two vehicles. Councilman Rocca seconded the motion, which was
regularly carried.
The next item for Council attention concerned the drainage canal located at
Camaritas Avenue and Rickey Boulevard. Councilman Cortesi gave a brief sum-
mary on the inspection he had made in the area, citing the conditions that
exist, after which Councilman Ryan moved.that the City Manager, Director of
Public Works and City Attorney move ahead and complete the construction of
the pipe between the two open pipes and that the vent be installed in accor.

gard. Mayor Rozzi remarked that if there were no objections, this matter
would be referred to Councilman Cortesi, the City Manager and Director of
Public Works to make a further study and survey, bringing back a report to
the Council for further study.
Use Permit Resolution No. 803, as applied for by Jude Cleaners, was receive
from the Planning Commission, recommending permission be granted for an
interior lighted sign, 7 ft. long, 18 inches high, 4 inches thick, flat on
wall on face of building, subject to certain conditions. Councilman Rocca
moved, seconded by Councilman Ryan and regularly carried, that the recommen
dation of the Planning Commission be accepted.
Resolution No. 804 was received from the Planning Commission recommending
60 days extension of time on Use Permit Resolution No. 737 due to expire
December 15, 1957, having been issued to Robbins & Ritchie and John Crane
Packing Company of Chicago. Councilman Rocca moved, seconded by Councilman
Ryan and regularly carried, that the recommendation of the Planning Com-
mission be accepted.
Use Permit Resolution No. 805, as applied for by Robbins and Ritchie, was
received from the Planning Commission, recommending permission be granted
for two signs - 4 ft. by 6 ft. for a period of one year - renewable. Coun-
cilman Rocca moved, seconded by Councilman Ryan and regularly carried, that
the recommendation of the Planning Commission be accepted.

ceived from the Planning Commission, recommending permission be granted

Use Permit Resolution No. 812, as applied for by the Avalon Park Improve-
ment Club, was receiving from the Planning Commission, recommending permis-
sion be granted for a 6 ft. x 10 ft. non-illuminated sign per sketch sub-
mitted, to identify subdivision, subject to certain conditions. Councilmal
Rocca moved, seconded by Councilman Ryan, that the recommendation of the
Planning Commission be accepted. Brief discussion followed concerning the
city's acceptance of the sign, after which, motion as made and seconded wat
regularly carried.
Planning Commission Resolution No. 813 was received from the Planning Com-
mission, recommending the approval of resubdivision of Milland Development
Company property located on East Grand Avenue with certain provisos. Coun.
cilman R~cca moved, seconded by Councilman Ryan and regu~rly carried, that
the recommendation of the Planning Commission.be accepted.
Communication dated November 27, 1957, was received from the Housing Auth-
ority of the City of South San Francisco regarding the appointment of a
Housing Commissioner, recommending that Mr. Nieri's resignation be withdra
and that he be reappointed as a Commissioner. Councilman Cortesi moved,
seconded by Councilman Ryan and regularly carried, that Mr. Nieri be re-
appointed to the Housing Authority.
Although not appearing on the agenda, Mayor Rozzi brought up the matter of
the transition of South Maple Avenue in the Lindenville Industrial Park.
Director of Public Works Goss gave a brief explanation concerning the road-
way, after which Councilman Rocca moved, seconded by Councilman Ryan and
regularly carried, that the improvement plans and agreements be revised,
deleting the former plan for the transition of South Maple Avenue and add-
ing the revised plan dated December 2, 1957 - #52449.
Inter office memorandum dated November 14, 1957, was received from Fire
Chief A. J. Welte, recommending Robert Peterson be granted an additional
eleven days sick leave to the end of the month, as concurred in by City
Manager Aiello. Councilman Ryan moved, seconded by Councilman Rocca and
regularly carried, that the recommendation of the Fire Chief and City Mans
be approved.
Inter office memorandum dated November 25, 1957, was received from Supt. ¢
Sanitation Henry L. Schweining, recommending that Richard Vergara be trans
ferred from relief operator to operator at the Sewage Treatment Plant, ef-
fective November 4, 1957. Councilman Ryan moved, seconded by Councilman
Rocca and regularly carried, that the recommendation of the Supt. of Sani-
tation as concurred in by City Manager Aiello be approved.

Manager be approved effective December 1, 1957.

At this time, Mayor Rozzi brought up the matter of the Redevelopment Agen
suggesting that the City Attorney be instructed to prepare the necessary
resolution and whatever other documents were necessary concerning the
matter. Councilman Rocca then moved, seconded by Councilman Ryan and
regularly carried, that the City Attorney be instructed to prepare the
necessary documents authorizing the appointments for the Redevelopment
Agency. ~
Mayor Rozzi then brought up the matter of a coordinator for Civil Defense
appointing Jose deLarios to this position. Councilman Rocca moved, sec-
onded by Councilman Cortesi and regularly carried, that the Mayor's
appointment of Mr. deLarios be confirmed.
Application was received from the Ladle Club, requesting permission to
allow dancing in their place of business. Mayor Rozzi remarked that the
application carried the approval of all the department heads with the ex-
ception of two - that of the Police Chief and Fire Chief. He asked ChieJ
Belloni, present, if he was in favor of granting the request, to which h,
replied he was. Councilman Ryan then moved, seconded by Councilman Roccl
and regularly carried, that the permit be granted, subject to the two re.

At this time, Councilman Ryan gave a suwuary report of the jet co~mittee
meeting which had been held the previous Tuesday, at which time, Mr. Maurice
Garbell gave his report to those present, which included airline and airport
officials, remarking that this was to be studied by the airline officials
with a report to be returned some time after the first week of January.
Councilman Ryan likewise co~nended the co~mittee for their efforts in the
matter.
Mr. Ryan at this time brought up the matter of the house on Arroyo Drive,
owned by Bauer-Lesser, which was in a damaged condition, creating a neighbor
hood nuisance. He moved, seconded by Councilman Rocca and regularly carried
that the notice as required by the ordinance be given for condemnation pro-
ceedings to be started, with the date of the hearing to be set for the meet-
ing of January 6, 1957, at 8 p.m.
Mr. Ryan also asked at this time as to the progress being made by the soil
boring tests being conducted by Woodward-Clyde & Associates. Director of
Public Works Goss stated a report was to be forthcoming very shortly.
Councilman Ryan then brought to the Council's attention the matter of the
University of California campus in San Marco County, stating there was not
enough time for one individual to pursue the matter, suggesting that the
newspapers give all possible publicity. He further remarked that he would
like to see the Chambers of Commerce of San Marco County, development assoc-
iations, manufacturers associations and other like organizations pursue it.
There being nothing further from any member of the Council, Mayor Rozzi aske
if anyone in the audience had anything they wished to offer. A request was
made from a member of the audience, asking as to what could be done to open
Arroyo Drive onto Junipero Serra Boulevard in order that the residents could
proceed in a southerly direction. Director of Public Works Goss stated that
he had spoken to Mr. Sinclair, who stated that in the new highway plan, this
intersection was designated as an area for interchanging. He further re-
marked that he had requested some type of temporary relief. Mr. Goss then
received Council approval to his request for the conducting of tests in the
Mr. Willia~ Horsfall then asked as to what was being done concerning the
matter of the valley gutter to correct drainage difficulties near his res-
idence. Discussion followed, after which City Attorney Noonan remarked that
in the final acceptance of the subdivision, this was one of the items which
would have to be settled.
There being nothing further, Councilman Ryan moved, seconded by Councilman
Rocca and regularly carried, that the meeting be adjourned to December 16,
1957.
