CALL TO ORDER:
The meeting was called to order by Mayor Rozzi at 8:08 p.m.

MINUTES:
Mayor Rozzi asked if there were any errors, omissions or corrections to the
minutes of the regular meeting of May 5, 1958, and the special meeting of
May 12, 1958. Councilman Rocca moved, seconded by Councilman Ahern and
regularly carried, that the minutes of the regular meeting and special meet-
ing be approved as submitted.

Mayor Rozzi then asked if there were a motion for approval of the regular
claims as submitted. Councilman Ryan moved, seconded by Councilman Rocca
and regularly carried, that the regular claims as presented and audited by
the Clerk's office be approved for payment.
WILSEY & HAM
CLAIM, HARBOR WAY
ASSESS. DISTRICT:
The Council then took separate action on the claim of Wilsey & Ham dated
April 30, 1958, in the amount of $6,519.60, representing payment on assess-
ment roll, inspection and engineering for the Harbor Way Assessment Distric'
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried,
that the claim as approved by the Director of Public Works be approved
for payment.
PUBLIC HEARING,
MADRONE AVENUE
IMPROVEMENT:
The first item for Council attention was the public hearing on the Madrone
Avenue Improvement. Mayor Rozzi opened the public hearing, asking if any
written protests had been received, to which City Clerk Rodondi replied
that none had been received. Mayor Rozzi then asked if anyone in the aud-
ience wished to register a protest. None were registered. Councilman
Ryan then moved, seconded by Councilman Rocca and regularly carried, that
the public hearing on Madrone Avenue be closed.

Proceeding on to the matter of resolutions, City Attorney Noonan explained

who read the resolution in its entirety and which commended John Thomas
Gardner, Jr. on being commissioned Ensign U. S. Navy upon graduation from
Annapolis. Councilman Rocca then introduced: "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING AND CONGRATULATING
JOHN THOMAS GARDNER, JR. ON BEING COMMISSIONED ENSIGN UNITED STATES NAVY

City Attorney Noonan at this time explained that before the next resolution
was adopted, the Council should take some action on the declaration of the
bids which were received for the improvement work to be done on Madrone
Avenue. Director of Public Works Louis Goss explained the bids received,
stating that O. C. Jones & Sons were the low bidder, recommending that the
contract be awarded to that firm. Councilman Rocca moved, seconded by
Councilman Ryan and regularly carried, that the contract be awarded to the
low bidder, O. C. Jones & Sons.
City Attorney Noonan then explained the resolution prepared, after which
Councilman Ahern introduced: "A RESOLUTION OF AWARD OF CONTRACT - MADRONE
AVENUE". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi,
Andrew Rocca, Leo Jo Ryan and Patrick E. Ahem. Absent: Councilman Emilio
Cortesi.
City Attorney Noonan then explained the next resolution concerning the
matter of the Madrone Avenue Improvement, after which Councilman Rocca intr
duced: "A RESOLUTION DESIGNATING COLLECTION OFFICER - MADRONE AVENUE". Roi
call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca,
Leo J. Ryan and Patrick E. Ahern. Absent: Councilman Emilio Cortesl.
City Attorney Noonan then explained to the Council the proclamation he had
prepared designating May 23 and May 24, 1958, as "Poppy Days" in the city.
Councilman Ryan moved, seconded by Councilman Rocca and regularly carried,
that the Mayor proclaim May 23 and 24, 1958, as "Poppy D~ys" in South San
Francisco.
There being no ordinances for'Council attention at this time, the Council
proceeded on to the matter of unfinished business, taking up first the appl
cations for business licenses which were as follows:

Mayor Rozzi remarked that if there were no objections, these applications
would be held over pending the preparation of an ordinance for Council
action concerning such applicatl0ns, and that in the meantime, the City
Attorney and City Manager would give this further study. No objections wer
registered.
The Council then took up the last item under unfinished business concerning
the sewer claim of Mr. and Mrs. Steinkamp, residents of Winston Manor No. 1
After brief discussion, City Attorney Noonan remarked that he had prepared
a motion concerning the matter, which he read as follows: "Move that the
City Manager be authorized to negotiate settlement of claims within the
limits prescribed in Resolution No. 2583 and in his discretion include or
exclude the Steinkamp claim. Upon settling the said claim, the Mayor is
hereby authorized to execute document with Stoneson Development Company
and Fred Berretta for deposit of monies in escrow in the sum of $9,293.95,
and for installation of the Arlington Avenue by-pass sewer." Councilman
Ryan moved that the motion as read by the City Attorney be adopted. Coun-
cilman Rocca seconded the motion, which was regularly carried.
Communication dated May 8, 1958, was received from Mr. Paul Kokezas, Com-
mander of South San Francisco Veterans of Foreign Wars Post No. 4103, con-
cerning the recent 12th District Convention, extending their appreciation
to the city for their support, and offering the organizations assistance i~
any way they could be of help.to the city. Councilman Rocca moved, seconde
by Councilman Ryan and regularly carried, that the communication be accepte
and a letter of appreciation forwarded to the Commander and his Post. At

Agency, with consideration at this time of suggested by-laws and resolutio~
establishing the agency in accordance with the requirements of Federal laws
City Attorney Noonan explained a resolution which he had prepared and which
was recommended by the Agency, after which Councilman Rocca introduced:

Communication dated May 14, 1958, was received from the law office of Conri
B. Reisch, regarding the location of the sanitary sewer and storm drains
the View Mont Terrace Subdivision. Mayor Rozzi remarked that if there weft

The next item for Council attention concerned the matter of the Redevelopn
Agency, with consideration at this time of suggested by-laws and resolutl¢

Memorandum dated May 13, 1958, was received from the Planning Commission
advising that all temporary signs, size 4' x 8' or smaller and appurtenant
to the use, need not come before the PLanning Commission for consideration.

that the recommendation of the Planning Commission be accepted and approved.
Memorandum dated May 13, 1958, was received from the Planning Commission,
approving the Flood Control Plan outlined in reports submitted by the City

in their power to expedite the program. Councilman Rocca moved, seconded
by Councilman Ahem and regularly carr~ed, that the memorandum of the
Planning Commission be accepted and approved.
Planning Commission Resolution No. 912-A was received from the Planning
Commission, recommending granting the request of the developer to change
the name of Parkwood Subdivision to "SOUTHWOOD PARK", and further, revise
the numbering of the lots 11 through 19 to read: "1 through 9". Councilman
Rocca moved, seconded by Councilman Ahem and regularly carried, that the
recommendation of the Planning Commission be approved.
Variance Permit Resolution No. 917, as applied for by Mr. Nick G. Wester,
was received from the Planning Commission, recommending permission be grant~
for a 30-foot addition (14 ft. encroachment in rear yard) on Lot 20,
Bloc~ 12, Mayfair Village No. 3, in accordance with plot plan dated MaY 12,
1958. Councilman Rocca moved, seconded by Councilman Ahem and regularly
carried, that the recommendation of the Planning Commission be approved.
Planning Commission Resolution No. 918 was received, recommending approval
of the request of Lorne Christopherson for resubdivision of Lot 34 and the
so'~theast 14 ft. front and rear measurement of Lot 35, Block 97, Martins
Subdivision, according to plan submitted. Councilman Rocca moved, seconded
by Councilman Ahem and regularly carried, that the recommendation of the
Planning Commission be approved.
Use Permit Resolution No. 919, as applied for by L. B. Ham, was received
frou the Planning Commission, recommencing permission be granted for the
erection of a restaurant and bar at the northwest corner of E1Camino Real
and Hickey Boulevard, subject to the condition that the require~amount of
parking is provided. Councilman Rocca moved, seconded by Councilman Ahern
and regularly carried, that the recommendation of the Planning Commission
be approved.
Use Permit Resolution No. 920, as applied for by L. M. Bonino, was received
frou the Planning Commission, recommending permission be granted for the
erection of a ~ingle family dwelling across Dana Court on Avalon Drive, in
Avalon Park #4', subject to the condition that R-1 provisions of Zoning
Ordinance be complied with. Councilman Rocca moved, seconded by Councilman
Ahem and regularly carried, that the recommendation of the Planning Com-
mission be accepted.
Planming Commission Resolution No. 921 was received, recommending adoption
of proposed Alida Way plan lines by the San Mateo County Planning Commissio~
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried,
that the recommendation of the Planning Commission be approved.
Inter office memorandum dated May 13, L958, was received from Director of
Public Works, Louis Goss, submitting a compilation of bids for the Madrone
Aven'~e Improvement, recommending that zhe contract be awarded to the low
bidder and the total assessment be decreased accordingly, the low bidder be~
the firm of O.. C. Jones & Sons. This hatter having previously been taken
care of under resolutions, no further action was taken at this time.
Inter office memorandum dated May 13, L958, was received from the office of
the ~ity Manager, concerning the plans, specifications and cost estimate
which were submitted by the Director off Public Works in his memorandum date(
April 30, 1958, and which concerned the traffic signal systems and fire
control circuits at Grand Avenue and A~rport Boulevard, and Baden Avenue an(
Airport Boulevard intersections. It was also the recommendation of the Cit~
Manager that $6,000 be appropriated from the traffic safety fund and that
Mr. Goss be authorized to call for bids for the installation. Councilman'
Ryan moved, seconded by Councilman Ahem and regularly carried, that the
plans, specifications and cost estimate be accepted and that the Director
Public Works be authorized to call for bids on the traffic signals in accor~
ance with the memorandum submitted by ~he City Manager.
City Attorney Noonan at this time explained the resolution which had been
prepared appropriating the monies from the traffic safety fund for the work

Inter office memorandum dated April 30~ 1958, was received from the Directo~
of P~blic Works, recommending that Hugo J. Stoppoloni be appointed as Sup-
erin~endent of Public Works, having successfully completed all phases of
the examination, at a starting salary of $530.00 per month~ being Range 23.
This carried the concurrence of the City Manager, the eligible list having
been submitted by the Personnel Board. Councilman Ryan moved, seconded by
Co'~nc±lman Rocca and regularly carried~ that the recommendation of the
Director of Public Works, as concurred in by the City Manager, be accepted,
and that Hugo Stoppoloni be appointed Superintendent of Public Works as of
Ju~e 1, 1958, with the beginning salary of $530.00, being Range 23.
Notification was received from the Police Chief, Louis Belloni, of the ap-
pointment of Joseph Vincent Burdett as a guard at Consolidated Western Steel
Corporation. Councilman Rocca moved, seconded by Councilman Ahern and reg-
ularly carried, that the Police Chief's appointment be confirmed with no
remuneration by the city.

Mayor Rozzi remarked that if there were no objections, these reports would
be accepted and placed on file. No objections were registered. Councilman
Ryan at this time remarked on the report submitted by the Library which
showed a steady increase of circulation and attendance, and use of library
facilities, requesting that the city send a communication to the Library
Board requesting that they prepare a report predicting future needs as con-
cerned the Library. Mayor Rozzi remarked that the Library Board had requ~st~
a ~eeting with the Council and that one would be held shortly, at which tim~
all ~atters could be discussed.
Although not appearing on the agenda, ~he Council then took up the matter
of the request~ leave of absence of Mrs. Doris Dull, secretary in the City
Manager's office. Councilman Ryan moved, seconded by Councilman Rocca and
regularly carried, that Doris Dull be granted a six months leave of absence
with a proviso that if any further extension were needed, she make her re-
quest known at that time.
There being nothing further before the Council, Mayor Rozzi asked if any
member of the Council had anything they wished to offer under Good and
Welfare. Councilman Ryan urged everyone to remember to vote the following
day for the school bond election, citing the need for the passage of the
bo~d issues and tax raise so that proper educational facilities could be
provided for the students. Councilman Rocca requested the Council to in-
stitute at an early date action on the improvement and drainage of Spruce A~

if anyone in the audience had anything they wished to offer under Good and
Welfare.
Present in the audience were residents of the Pa~k Avenue Subdivision who
protested the past as well as the present development of the subdivision by
the Callan interests. Speaking on this and other matters related to the

After some discussion, Councilman Ryan moved that the Director of Public
Works~ Building Inspector, any interested persons, Mr. Callan and his
associates, and the home owners, be requested to bring to the next Council
meeting all material that is factual to determine where the fault lies, for
so~.e kind of conclusion.
F~rther discussion took place concerning the soils tests and report submitt,
after which Mayor Rozzi suggested that the Director of Public Works proceed
a~c obtain a more thorough soils test report from Woodward and Clyde, and
that in the meantime, the City obtain ~nother survey by another firm and
that when this report is in, notify the interested people and Mr. Callan
to attend a public study meeting. Discussion followed concerning the other
fir~ to conduct soils tests and at the suggestion of Councilman Rocca, Mayo:
Rozzi offered the name of the firm of )ames & Moore, with the expense to
be borne by Mr. Callan. Discussion followed concerning the cost, after
whLch Mr. Michael Callan agreed to pay up to $400.00 for the cost of the
tests.
Councilman Ryan stated if desired he would withdraw his motion, asking that
the public hearing be attended by a court reporter and verbatim testimony
g~.ven under oath. Brief discussion followed concerning future building by
C~klan on vacant lots remaining in the subdivision, after which the City
Manager remarked that in discussing this with the City Attorney, it was
mentioned that a policy could be adopted of not issuing any building permit
to a subdivider until such time as all public improvements and facilities
as provided in the plans~ including grading, had been completed. Council-
man Ryan so moved, which was followed ~y discussion concerning the severe
hariship this would place on a subdivider. .Further discussion followed,

After discussion, Councilman Ryan moved that the meeting be adjourned until
the Council could arrange for a meeting with all interested parties to be
in attendance along with Mr. Callan.
Upon the question of a resident of Buri Buri #3.(Country Club Estates), dis-
cussion followed concerning the method of recovering private and public
damages as a result of earth slides in the subdivision.
There being no objections, Mayor Rozzi stated that with respect to the matte
of Park Avenue Heights, the Director of pUblic Works would get a complete
report from Woodward Clyde on the soils tests already made, the firm of
Danes & Moore would be hired to conduct their tests, submitting a report,
wi~h the cost to be borne by the Callan interests, they having agreed to pay
up ~o $400.00 on this cost, the Director of Public Works to complete his own
survey and report with all material to be presented at a future study meet-
ing, notification of the meeting to be made to all interested parties by
the Director of Public Works.
Couacilman Rocca asked Michael Callan, present, if he were agreeable to
having Dames & Moore do the work with the cost to be borne by his company.
He said he was, up to $400.00. CounciLman Rocca then asked the City Attorne
to prepare a letter for Mr. Callan's approval of this work.
Mrs. Amorose of Winston Manor asked concerning the report of the tests con-
ducted by Woodward and Clyde with regard to the location of the culvert.
Mayor Rozzi remarked that the Council had not had a chance to study the
report as yet, informing her they woulc, and would meet on it not later that
next week.
Discussion followed with Mr. Kauffman of Winston Manor as to when the city
wo~ld commence repairs on his property. He was informed as soon as Mr.
Ka'~ffman would give the city permission to enter his property.
Coancilman Ryan then moved, seconded b? Councilman Rocca and regularly car-
ried, that the meeting be adjourned to June 2, 1958, at 8 p.m.
