Council Chambers, City Hall The meeting was called to order by Mayor ~ozzi at 8:05 p.m. Pledge of Allegiance to the Flag was recited, after which invocation was given by Reverend Carl Curtwright of the First Assembly of God Church in place of Reverend Donald P. Councilman Rocca noved, seconded by Councilman Ryan and regularly carried, that the minu~es be approved as submitted. Councilman Ryan then moved, seconded by Councilman Rocca and regularly carriei that the regular claims as submitted be 'approved for payment. The Co'~ncil then took up the approval of claims on three assessment districts which were as follows: Harbor Way Assessment District: ~ilsey & Ham - claim dated May 31, '.958, in amount of $2,108.90 for payment of assessment roll, inspection and engineering. Enterprise-Journal - claim dated June 19, 1958, in amount of $24.50 for legal advertising on June 19, 1958 A. Dale Williams - claim in amount of $6,304.13 dated July 1, 1958, for 3rd progress billing. ouncilman Rocca moved, seconded by Councilman Ahem and regularly car- ried, that the claims be approved for payment. Councilman Rocca moved, seconded by Councilman Ahem and regularly car- ried, that the claims as submitted be approved for payment. RESOLUTION NO. 2664 CALL FOR BIDS IMPROVEMENT BONDS MADRONE AVENUE: The last resolution for Council action comcerned the calling for bids on the sale of improvement bonds on Madrone Avenue. After explanation by the City Attorney, Councilman Cortesi introduced: 'A RE~OLUTION CALLING FOR BIDS ON SAL~ OF IMPROVEMENT BONDS - MADRONE AVENUE". There being no ordinances or items under unfinished business, the Council then ~roce®ded on to the matter of new business. BIDS ON NEW Inter office memorandum dated July 2, 1958, was received from the City Manager POLICE DEPT. VEHICLE, submitting quotations from local automobile dealers for a trade-in on a new PURCHASE OF FORD FROM LAUTZE AS LOW BIDDER: GRANT OF EASEMENT FOR DRAINAGE PURPOSES - PARCEL 2, LINE BETWEEN SAN BRUNO ROAD AND BAYSHORE: Police Department vehicle. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried, that the low bid of Fred Lautze Ford agency be accepted. The next item concerned the Grant of Easement in Parcel 2, a line between San Bruno Road and Bayshore Boulevard with requested authorization to file an answer and accept a Grant of Easement for drainage purposes. After explan- ation by the City Attorney, he suggested a motion that authorization be given for the filing of an answer to the quiet title action and to accept the Grant of Easement upon receipt from the applicant of an agreement to install the drainage pipe at their own cost and at no cost to the city, installation to be done in accordance with city specifications. Councilman Ryan so moved, seconded by Councilman Rocca and regularly carried. RELOCATION OF Inter office memorandum dated July 3, 1958, was received from the City Attor- BARRIER - OLD MISSION ney as addressed to the City Manager, concerning the request of Charles ROAD AT EL CAMINO Petrocchi to relocate a barrier on Old Mlssion Road at E1 Camino and Chestnut AND CHESTNUT: for ptrposes of access to an automatic car wash. Present in the audience was ~O~0 WilL:am L. Ridenour, property owner.in the vicinity, who presented a letter to ~he Council dated June 25, 1958, requesting that this roadway be re- open~d as a one-way street. Mayor Rozzi remarked that if there were no ob-. jec~ions, the matter would be held pending a meeting with the City Manager, City Attorney, Police Chief and other i~terested parties. SAN FRANCISCO WATER DEPARTMENT REVOCABLE PERMX T - ORANGE AVE ~ IMPR: Communication dated June 20, 1958, was received from the San Francisco Wate~ Department together with Revocable Per, it issued to the city for the purpos~ of improving Orange Avenue, requesting execution. Mayor Rozzi remarked thw if there were no objections, this matter would be held for Council study. No objections were registered. SO. Mayor Rozzi remarked that it was h±s understanding that the applicant, at his own request, wished that this Use Permit be withdrawn. There being no objections, it was so ordered. Inter office memorandum dated June 24, 1958, was received from the Director of Public Works submitting his compilation of bids for the repair of the 12" pipe and riser near the Kaufmann property in Winston Manor No. 2, recommending that zhe contract be awarded to the low kidder, Associated Pipeline Company, Inc. Brief discussion followed, after which City Attorney Noonan stated the follow£ng motion: "Moved that upon the bidder's consent to the deletion of Item 8, the contract be awarded, to the Associated Pipeline Company, Inc. as tn lowest responsible bidder, at the price of $4,174.00, that the construction be delayed until the insurance company engiLeer has made his inspection of the premises, and that there be required of ~he contractor a hold harmless and indeunity agreement holding the city safe and harmless for any damages to the Kauf~ann property as a result of operations of contractor in performing the contract". Councilman Ahern moved, seconded by Councilman Cortesi and regularly carried, that the recommendation of the Director of Public Work: be ~ccepted and the contract awarded to the Trayler Electric Company as the lowest responsible bidder. Inter office memorandum dated June 15, 1958, was received from Miss Rue Clifford, secretary of the Library Boart, advising of the expiration of terms of nhe following Library Board members, as of June 30, 1958: Mrs. Lenore Varn Mrs. ~ena Ringue and Mr. Rudolph Alsterlind. Mayor Rozzi remarked that if there were no objections, this matter would be held for Council study. No objeCzions were registered. Recommendation was received frum Police Chief Louis Belloni that Bernard Esparza receive his permanent appointment as Sergeant in the Police Departme~ as he had successfully completed his probationary period as of June 16, 1958. Councilman Rocca moved, seconded by Councilman Cortesi and regularly carried~ that the appointment of Bernard Esparza as Sergeant in the Police Department: effective June 16, 1958, as concurred in by the Personnel Board and City Manager, be accepted, approved and filed. Recommendation was received from Librar~an Lauretta Hussar that Cora Fountal: receive her permanent appointment as Library Clerk at the Library, she havint satisfactorily completed her probationary period as of June 15, 1958. I~ter office memorandum dated June 24, 1958, was received from Police Chie: Louis Belloni, submitting a copy of the resignation of Louis Nurisio as Police Dispatcher Clerk, effective July 3, 1958~ Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the resignation be zccepted and placed on file. ~ayor Rozzi then mentioned that if it was the Council's wishes, a Certific of Merit would be sent the two resigned employees. Councilman Ryan moved, seconded by Councilman Cortesi and regularly carried, that the Certificate of Merit be issued to both resigned e~aployees. MYRON STEELE RESIGNATION AS ENGINEER: At this time, Director of Public Works Louis Goss brought to the Council's attention the resignation he had received from an employee of his department, namely Myron Steele, who submitted his resignation effective July 18, 1958. Courcilman Ryan moved, seconded by Councilman Ahern and regularly carried, that the resignation of Myron Steele be accepted and also a Certificate of Merit be issued to him. MONTHLY REPORTS: Monthly reports were received from the F~re Department for the month of May, the Building Inspection Department for t~e month of June, and the San Mateo County Health Dept., Sanitation Section, for the month of May, 1958. Mayor Rozzi remarked that if there were no objections, these reports would be accepted and placed on file. No objections were registered. GOOD & WELFARE: LETTER OF THANKS TO JR. CHAMBER OF COM. FOR CLEANING HILLSIDE SIGN: CLEAN-HP OF VACANT LOTS IN DOWNTOWN DISTRICT: BURLI NGAME HIGH SCHOOL ORCHESTRA' S INVITATION TO There being no further business, Mayor Rozzi asked if any member of the Counc: had anything he wished to offer under Good and Welfare. Councilman Rocca re- marke& that if it had not already been done, a letter of thanks should be sen to tLe Jr. Chamber of Commerce for the cleaning and painting of the Hillside Sign. He at this time publicly thanked the Jr. Chamber for their work in thi: regar&. Councilman Rocca then commented on the trees recently planted in the park at the end of Butler Road. which were fast dying. City Manager Aiello explained that they were watered daily but that th~ area itself did not seem too bene- ficial. Councilman Cortesi brought to rye Council's attention lots in the dowr.~own business district which were overgrown with weeds, causing an eye- sore. He remarked that one was owned by the Police Chief, another by a for- mer Councilman and the third by a local business man. It was his suggestion that those owners should clean these lots up and if they did not, the city shoaL& do the work and charge them for this cleaning. Councilman Cortesi the moved, seconded by Councilman Ryan, that the City Manager be instructed to take action on this matter. Councilman ~ortesi then remarked briefly on the lawn clippings which were being thrown on his property in the vicinity of May~a~r Village. Motio~ as made and seconded, was regularly carried. Mayor Rozzi at this time brought up the uatter of the Burlingame High School Orchestra which had been invited to attend the Brussels World's Fair, remark- ing ~hat Councilman Ryan had shown interest in this matter, calling on him BRUSSELS WORLD'~ FAIR: for comments. Prior to calling, on Councilman Ryan, Mayor Rozzi appointed Councilman Ryan as a committee of one to meet with whatever groups necessary in order to make funds available for this p~oposed trip. Councilman Ryan at ~h~s time briefly explained the invitation which had been received by this group, explaining in detail the results which would be achieved. He urged public interest and support, suggesting that the High School Parent-Teachers Association be contacted and that they ~e asked to spearhead and take the lead among the PTA groups at the north end of the County in an effort to rals funds to send the Burlingame High Schoel O~chestra to Brussels. 4TH OF JULY CELEBRA- Councilman Ryan then commented on the 4th of July celebration as conducted by TION SPONSORED BY the Winston Manor No. I Improvement Clu~, stating that he wished more groups WINSTON MANOR #11MPR: would undertake this type of activity. SCAVENGER COMPANY PICK-UP SCHEDULE: Councilman Ryan then brought up the matter of the notice sent by the Scavenge Company for pick-up of lawn clippings, garden clippings, etc., which concerne the s~ze of boxes and containers which ~uld be picked up. He suggested that the City Manager meet with the Scavenger Company and work out a more favor- able solution to the matter. PARK AVENUE HEIGHTS COMPLAINTS: There being nothing further from any member of the Council, Mayor Rozzi aske~ if anyone in the audience had anything they wished to offer. A resident of Park Avenue Heights remarked on a public nuisance which was in his back yard consisting of a neighbor's fence and fornication which had fallen partly into his yard and remained partly in the owner's yard, as a result of the rains whica had fallen, requesting the City Attorney to take some action concernint its removal. City Attorney Noonan explained the procedure which would have t be f~llowed if the matter was one of a public nuisance or private nuisance. After discussion, Mayor Rozzi requested the City Manager to have an inspectic made and a report ready for the adjourned meeting Monday evening so that pro~ er procedure could be instituted. SERRA HIGHLANDS IMPROVEMENT CLUB COMPLAINT ON WEEDS AND RODENTS IN LOTS - BLOCK 8: Mr. Joseph Powers, a member of the Serra Highlands Improvement Club, brought to the Council's attention the need to abate a nuisance in Block 8 of Serra Higalands, remarking that the overgrown weeds and debris in the lots constit- uted a health menace, in that rodents were now present in the area. He furt~ remarked that residents were apparently dumping their refuse there as well. Mayor Rozzi instructed the City Manager to conduct a survey of the city con- cerning these nuisances and their abatenent, further stating that at the ad- journed meeting Monday evening, Council action would be instituted. WINSTON MANOR RESIDENTS REQUEST FOR SUPERVISION OF RECREATION ACTIVITIES: At this time, Mrs. Orth and Mrs. Knobloch, present in the audience,presented the Council with another petition concerning their request for supervision of recreation activities in Winston Manor. After discussion, Mayor Rozzi requested the City Manager to obtain the report of the Recreation Commission on this matter and that he then sand no~ice to Mrs. Orth and Mrs. Knobloch when the report had been received. He also requested Mrs. Orth and Mrs. Knobloch to keep in touch with the City Manager concerning the report which was forthcoming. DRAINAGE PROBLEMS VICINITY OF 12-MILE CREEK A resident of 127 Arroyo Drive brought ~o the Council's attention the damages to ~is property which resulted from the action of waters in 12-Mile Creek as a result of winter rains. He asked as ~o what Council action was going to be taken on this damage. Discussion followed, at which time, it was mentiont that a survey was presently under way to determine ownership of 12-Mile Creel and liability in the matter. After discussion, Mayor Rozzi suggested that the City Manager look into the possible solution of this matter. Councilman Ryar then mentioned the possibility of a long range plan to control run-off waters, suggesting that this be an agenda item at some future meeting. PARK AVENUE HEIGHTS COMPLAINTS REGARDING BUILDING BY CALLAN COMPANY: FIREMENt S BALL: ESTABLISHING OF COLMA DUMP: ADJOURNMENT: Mrs. Taylor of Park Avenue Heights brought to Councilts attention a wall which was being constructed by the Callan Company below her lot, remarking that she felt it was not being constructed properly in accordance with city requirements. Lengthy discussion followed concerning the rear yards, slopes, compaction and drainage of waters to the front of the lots, after which Mayor Rozzi remarked that the Callan Company ~uld not be allowed to do any work in the subdivision unless it were first ~aken up with the City Manager, Director of Public Works and City Attorn~y, after which it would be presented to t~e Council. At this time~ Ronald Acosta, president o~ the Firements ~idows and Orphans Association, extended a cordial invitation to. the members of the Council to attend their first Firemen~s Ball, prese~ting each Council member with compli- mentary tickets. Joseph Powers at this time briefly mentioned to the City Council the results of the public hearing which was held for the establishment of a dump in Colma, remarking that if the dump were established, refuse would be coming down Colma Creek. He also remarked that it would be well to have some rep- resentative of the City sit in on July 16, which was the date scheduled for the next meeting.
