Present: Abseas: Mayor G. J. Rozzi and Councilmen Andrew Rocca, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern. None Mayor Rozzi at this time stated that present in the audience was Mrs. Jose de Largos, who was in charge of the American Field Service of Exchange Students, as well as Mr. Antonio J. Gaucio, who wished to later make a pres- entation to the City. Mayor Rozzi then called on Tom McClendon, present in ~ne audience, who was one of the exchange students who went to the Netherlands during the summer months, requesting that he relate his experi- ences. Tom McClendon briefly summarized his travels through the Netherlands, after which Mayor Rozzi called on Miss Kay Thuneman, who also was an exchange student who visited in the Netherlands during the summer months. Miss Thunenan also summarized her experiences while travelling as an exchange student. Mayor Rozzi then informed those in attendance that during the sumner months, Miss Letti Snook, an exchange student from the Netherlands, had been living in South San Francisco. At 5h±s time, Tom McClendon presented a letter to Mayor Rozzi from Mayor G.. G. Loggers of Aalsmeer, Netherlands. Mayor Rozzi read the contents. Brie comnent followed, after which Mayor Rozzi called on Mr. Gaudio, present in the audience, who had a presentation he wished to make. Mr. Gaudio at this time remarked that he had given some thought towards how he could assist the city in celebrating its 50th Anniversary. He stated that he was interested in some of the artistic work of painters in the County and that he had be- come particularly interested in the work of one, namely that of Miss Virginia Lillick, and that upon contacting her, he had asked if she could paint an artist's imagination of an industrial city with a deep water port which he understood the City had been working on. He then introduced Miss Virginia Lillick, present in the audience, after which he presented to the Mayor Miss Lillick's painting of an industrial city with a deep water port. Mayor Rozzi thanked Miss Lillick and Mr. Gaudio for the very fine gift, remarking that the deep water harbor reminded him of the City's Beach Devel- opment. He then spoke on the future development of the City Beach, stating that he urged the people to support Proposition 4 which would appear on the November ballot and which had to do with the aid by the State to cities for beach developments. He further remarked that if this proposition were approved, it would expedite the City of South San Francisco in accomplishing a s~all craft harbor. He read the proposition to those present in the aud- ience, after which he further remarked on the steps which had been taken by the City in the placement of piling in the area so that the boating enthus- iasts woUld be separated from the swimmers, thereby trying to eliminate any danger of accidents, further remarking that it was the desire of the Council to see that all persons interested in wa~er sports were taken care of. The Co'~ncil then proceeded on with the agenda, taking up first the matter of the approval of the minutes of the regular meeting of September 15, 1958. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that the minutes be approved as submitted. Mayor Rozzi then asked if there was a mo-;ion approving the regular claims as submitted for payment. Councilman Ryan roved, seconded by Councilman Rocca and regularly carried, that the regular claims be approved for payment as submitted. The Council next took up claims as preser.ted for improvement work done in certain assessment districts, payment of which was to come from the funds on deposit for each of the particular districts, and which carried the proper departnental approval, as follows: CLaim of Wilsey & Ham dated September 16, 1958, for Assessment Roll, Inspection and Engineering Work done in the Harbor Way Assessment D~strict, in amount of $287.00. Claim of A. Dale Williams dated October 1, 1958, for 6th Progress 3[lling in the Harbor Way Assessment District, in amount of $9,903.60. Claim of A. Dale Williams dated October 1, 1958, for completion of rough grading in the Harbor Way Assessment District, in amount of SL,007.54. Claim of A. Carlisle & Company dated August 29, 1958, for the printin~ of Improvement Bonds for the improvement work done on Madrone Avenue, in the amount of $151.77. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the claim for the Madrone Avenue Assessment District be approved for payment as submitted. Claim of the Enterprise-Journal dated September 19, 1958, for publica- tion of the Notice of Recording of Assessment Industrial Park Improve- men~ District No. 3, in the amount of $34°00. Claim of A. Dale Williams dated October 1, 1958, for First Progress Billing in South San Francisco Industrial Park Unit No. 3, in the amount of $4,000.50. Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the claims for the Industrial Park Unit No. 3 Assessment District be approved for payment as submitted. Claims of the San Mateo County Title Company dated September 15, 1958, for litigation reports on the following five parcels of property to be used for the Acquisition and Construction of Parking District No. ] Lot 19 - Block 125 Lots 5 and 6 - Block 124 Lots 19 and 20, - Block 140 Lot 10 - Block 140 Lot 18 - Block 125 Each of the claims was in the amount of $35.00 - or a total of $175.0( Councilman Ahern moved, seconded by Councilman Rocca and regularly carried, that the claims from the San Mateo COunty Title Company be approve 'for payment as submitted. The Council next considered the public hearing on the intention to vacate the easement formerly in the garbage dump area which had been held over fr¢ the meeting of September 15, 1958. Brief explanation was given by the City Attorney, who explained the portion of the Carter property which was be abandoned, after which Mayor Rozzi asked if there were any written or oral protests. There being no written or oral protests, Mayor Rozzi then closed the public hearing on the intention to vacate an easement. City Attorney Noonan then explained the resolution which had been prepared~ effE ing this vacation, after which Councilman Rocca introduced: "A RESOLUTION THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ABANDONING A PORTION O] A PUBLIC EASEMENT DEDICATED FOR PURPOSES OF A GARBAGE DUMP". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern. City Attorney Noonan then explained the next resolution ready for Council action, after which Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO CALLING UPON THE RESIDENTS TO CELEBRATE UNITED NATIONS DAY WITH APPROPRIATE ACTIVITIES". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern. The next resolution for Council attention concerned the authoriza~on for the acquisi~on of surplus Government property. After a brief explanation by the City Attorney, Councilman Ryan introduced: "A RESOLUTION OF THE CIT~ COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING ACQUISITION OF SURPI PROPERTY AND EXECUTION OF A DOCUMENT BETWEEN THE STATE OF CALIFORNIA, STAT~ EDUCATIONAL AGENCY FOR SURPLUS PROPERTY, AND THE CITY OF SOUTH SAN FRANCIS( CONTAINING PROVISIONS AND CONDITIONS REGARDING THE TRANSFER". Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Leo J. Ryan and Patrick Eo Ahern. City Attorney Noonan then explained the proclamation which had been pre- pared for UNITED CRUSADE WEEK, after which Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the Mayor be empowered to proclaim October 20 to 26, 1958, as UNITED CRUSADE WEEK in South San Fran- cisco. Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andre Rocca, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern. Communication dated September 2, 1958, was received from the State of California Department of Education concerning the city's request for a centrifugal pump ordered by the Civil Defense Department, with a request that a resolution be adopted authorizing its acceptance. This matter havi~ been taken care of under resolutions earlier, no further action was taken. Notice dated September 26, 1958, was received from the San Marco County Boundary Commission, concerning the date of a hearing for the annexation oJ a parcel of land near the California Golf Club and Avalon Park, the proponent for which was Edmund T.'.Dady, Consulting Engineer. Mayor Rozzi remarked that if there were no objections, this matter would be referred t( the Director of Public Works, who would contact Mr. Dady, the engineer, and report to Council. No objections were registered. Communication dated September 17, 1958, was received from'John Mangini in behalf of property owners along "A" and "B" Streets, Town of Baden, petiti( ing the City to close these streets to two-way traffic. Mayor Rozzi remar! that if there were no objections, this matter would be referred to the City Manager and Chief of Police for study and report. No objections were registered. QUALITY FOODS, INC. REQUEST FOR RESUBDIVI SION OF LOT 2-A OF BURI BURI COMMERCIAL SUB: Memorandum dated September 24, 1958, was received from the Planning Com- mission, over the signature of Howard Quan, planning Officer, advising that the Ylanning Commission had recommended that Quality Foods be granted their request for resubdivision of Lot 2-A into two parcels, subject to certain conditions. Mayor Rozzi asked if anyone was present in the audience to represent Quality Foods. Mr. Charles Cara was present, representing Quality Foods, Inc. and in answer to the inquiry of the Council, Mr. Cara remarked tha'; his company had an agreement with the former owner of the property to allow passage of cars from Arroyo Drive to Camaritas. He further stated tha~ a copy of this agreement had been ].eft with the City Attorney. In answer to further inquiries, he said the property was to be developed for use as a medical building and drug store. Councilman Ahern then moved, seconded by Councilman Rocca and regularly carried, that the recommendation of ~e Planning Commission be accepted. E. GALLI VARIANCE APPL I CAT ION: Variance Permit, Resolution No. 978, as applied for by E. Galli, was re- ceived from the Planning Commission, recommending permission be granted for a 5 rs. encroachment into the required L0 ft. rear yard at Spruce and Com- mercial Avenues. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepsed and approved. CHAS. SQUELLATI VARIANCE APPLICATION: Variance Application, Resolution No. 979, as applied for by Charles Squellati was received from the Planning Commission, recommending permission be grantee for a one foot encroachment into the required 4 ft. sideyard at 554 Palm Aven~e. Councilman Ryan moved, secondec by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted and approved. UTAH CONSTRUCTION COHPANY VARIANCE APPLI CATION: D-o 50 Variance Application, Resolution No. 98£, as applied for by Utah Constructior Company, was received from the Planning Commission, recommending permission be granted for a rear yard of 10 feet rather than 15 feet as specified, on Lot 24 and portion of Lot 25, Block 2, Lindenville Industrial Park. Council- man Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning CommLssion be accepted and approved. FI NAL APPROVAL SUNSHINE GARDENS SUB. NO. 10 MAP, DRAINAGE & GRADING PLANS: (RESOLUTION ~981) MR. & MRS. GUI SEPPE PARMA USE PERMIT: 3-0 dO Planning Commission Resolution No. 981 was received, recommending approval of the final map and drainage and gradirg plans for Sunshine Gardens Sub- division No. 10, subject to certain concitions. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted &nd approved, subject to the con- ditions enumerated. Use Permit, Resolution No. 982, as applied for by Mr. and Mrs. Guiseppe Parma, was received from the Planning Commission, recommending permission be granted to build a duplex on Lot 3, Block 2, Regli Tract, subject to the condition that parking be provided ~t the rear of the lot on the site. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that ~he recommendation of the Planning Commission be accepted and approved, subject to the condition enumerated. LUIGI TOMASINI USE PERMIT: .505o, Use Permit, Resolution No. 983, as applLed for by Luigi Tomasini, was re- ceived from the Planning Commission, recommending permission be granted to build a two-bedroom home and attached g~rage to the rear of 444 Commercial Avenue. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the Planning Commission be accepted and approved. REFUND FROM STATE COMPENSATION INSURANCE FUND FOR POLICY YEAR ENDING JAN. 1, 1958: Communication dated September 29, 1958, was received from the State Compen- sation Insurance Fund, enclosing their check in the amount of $9,728.16, representing refund for policy year ending January 1, 1958, and congratu- lating the city for its excellent safety record. Mayor Rozzi remarked that if there were no objections, this communication would be accepted and placed on file. No objections were registered. Councilman Ryan briefly expressed the thanks of not only himself but of the Council to the employees and department heads for their vigilance and safety precautions taken, making this refund possible. He requested tha~ the minutes contain the expression of ~ouncil's appreciation to all of the municipal employees. PURCHASE OF P I CKUP TRUCK FROM ARATA PONTIAC: Inter office memorandum dated October 1~ 1958, was received from the office of the City Manager, giving compilation of bids received for the purchase of a pickup truck, recommending that the purchase be made of the company whose bid met the specifications. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, ~hat the recommendation of the City Manager be accepted and the bid of Arata Pontiac be approved as the bid which met the specifications. PURCHASE OF FIVE ADDITIONAL SIRENS: Inter office memorandum dated October 1, 1958, was received from the City Manager listing quotations for five additional sirens, recommending that authorization be given to purchase and £nstall this equipment. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the recommendation of the City Manager be accepted and that he be authorized to purchase and install the sirens as listed in his memorandum. INSTALLATION OF TRAFFIC LIGHTS AT LINDEN & MILLER: .5-0 S 0 sz BRENTWOOD PARK Inter office memorandum dated September 24, 1958, was received from the City ~anager, recommending the authorization of the call for bids for the installation of traffic lights at Linden and Miller Avenues. Councilman Ahem moved, seconded by Councilman Cor~esi and regularly carried, that the recommendation of the City Manager be approved. Councilman Rocca moved, seconded by Councilman Ahem and (CALL FOR BIDS) regularly carried, that the Director of Public Works' recommendation be .~{)~ accepted and that he be authorized to call for bids. 1958 UNIFORM BUILDING CODE - REQUEST FOR APPROVAL: Inter office memorandum dated September 26, 1958, was received from Buildin( Inspector G. L. Rozzi, recommending the adoption of the 1958 Uniform Build- ing Code, subject to certain amendments. Mayor Rozzi remarked that a request had been received from the Penlnsula General Contractors Associatim to study these recommendations, and in accordance with their request, the matter would be continued to the next regular Council meeting. Councilman Ryan, under discussion, briefly commen~ed on the present use of knob and tubing in doing electrical wiring, say~ng that he felt the use of flexible wiring and tubing would probably be be~ter and suggesting that the Building Inspector be asked to look into the use of this flexible wiring and tubing. Inter office memorandum dated October _, 1958, was received from Anita Ro~ertson, chairman of the Planning Conmission, requesting permission to attend the California County Planning Commission Convention in Santa Barbar~ on October 15, 16, 17 and 18, 1958, ant to incur expenses for travel, food and lodging on the dates mentioned. Councilman Rocca moved, seconded by Councilman Ryan and regularly carried, that permission be granted the re- ques~ of Mrs. Robertson. Mayor Rozzi remarked that if there were no objections, this res- igna;ion would be accepted and placed on file. Casey receive their permanent appointments as police officers, effective October 1, 1958, each having satisfactorily conpleted his probationary period as of that date. AS SCHOOL CROSSING GUARD: FISCAL STATEMENT YEAR ENDING JUNE 30, 1958: MONTHLY REPORTS: Notice of appointment of James Patrick .~ohr as Special Police Officer, effective September 5, 1958, to be used as school crossing guard, was re- ceived from Police Chief Louis Belloni. Councilman Ryan moved, seconded by Councilman Rocca and regularly carried, that the appointment of James Patrick Mohr, as made by the Chief of Police, be accepted and approved. The annual statement for the fiscal year ending June 30, 1958, was received fro~. the office of the City Clerk. Mayor Rozzi remarked that if there were no objections, this statement would be accepted and placed on file. No objections were registered. COMMENDATION TO FI RE DEPARTMENT FOR COMBATING AF RE: At the request of Mayor Rozzi, City Clerk Rodondi read a communication dated October 2, 1958, as received from the McIntyre Engineering Company, Inc., commending the Fire Chief and his department for the quick action and good judgment in combating a serious fire at thor factory located at 137 South Linden Avenue. GOOD AND WELFARE: SWIMMING HAZARD - BEACH AREA: There being nothing further, Mayor Rozzi asked if any of the Council Members had anything they wished to offer under Go.~d and Welfare. Councilman Cortesi remarked that recently he had occasion to visit the local beach area and notic, that a number of boats had been beached in the area used by sun bathers and swimmers, and that other boats were close around and near swimmers in the water Since tkis presented a serious accident hazard, he brought this to the attentio: of one of the boaters, requesting that he take steps to stay away from the swim. mers. He further remarked that he was answered rather nastily. He said he did not know if any of the boaters were members of the local boating organization present in the audience. He further remarked that he had brought this matter to Cocncil's attention earlier at a previo:~s meeting and requested that steps be taken before a serious accident took place. He remarked that some poles had been installed to separate the swimmers and boaters but he did not feel these were adequate. He requested Council to hire a police officer to be on duty and that the Council consider the including of a full time life guard in the coming budget, since so many people use the area for swimming. BUTLER ROAD & A I RPORT BLVD. SEWER: Councilman Cortesi next brought to the attention of Council the matter of the sewer at Butler Road and Airport Boulevard, suggesting that some steps be taken to correct this situation. He remarked that he had brought this to Council's attention last year and that nothing had been done. Brief discussion followed, at which time, it was pointed out that mon~es had been provided in ~st year's budget but that the work could not be done at that time and that monies had again been provided this year to make ~e necessary corrections. AIRPORT BLVD. LIGHTING: Councilman Cortesi then brought to Council's attention a matter of which he had previously spoken, concerning the lighting of Airport Boulevard from the north city limits to the disposal plant, in order to afford the protection to the people and city personnel who have to use this area. He requested that som~ action be taken. City Manager Aiello explained the present work which is being done ard the recommendations which had bee:~ made by the Pacific Gas and Electri( Company for lighting of the areas. He remarked that the city was working on this matter. SOCIAL SECURITY BENEFITS TO CITY EMPLOYEES: Councilman Ryan then brought to Council's ~ttention Proposition N in San Fran- cisco ~hich has to do with enabling the ci:y and its employees to share in Social Security. He further stated that the City of San Bruno presently had this under study and felt it would be a good thing for the City to look into the matter of Social Security benefits for our city employees. CITY ENTRANCE SIGNS OF EL CAMINO REAL POST OF AMERICAN LEGION: He then ~rought to Council's attention the matter of two signs which had been placed o3 the entrance to the city by the E1Camino Post of the American Legion, stating that after they had been placed, they had been found to be removed. Upon investigating, the E1Camino Real Pos-; found that they had been removed by the State Division of Highways and that as a result of the removal, one sign had been damaged to some extent and t[,e other totally damaged. He re- quested that the City Manager investigate the possibilities of the relocation of these signs since they carried a welcome message to the city as well as a request ~o drive safely. BURI BURI #3 DRAINAGE PROBLEM - HORSFALL tES I DENCE: There ~eing nothing further from any members of the Council, Mayor Rozzi asked if anyone in the audience had anything they wished to offer under Good and Welfare. William Horsfall, a resident of Buri Buri No. 3, asked as to the reason the matter of the drain ditch in his back yard was not on the Council agenda this evening. City Attorney Noonan remarked that a request had been sent to Louis Lesser, the developer, for corrective steps to be taken. He further remarked that he was going to call Mr. Horsfall this week to come into his office so that the proper claim could be drawn for Mr. Horsfall's signature. City A~torney Noonan then proposed the following motion which would enable carrying out of this matter: "Move that the City Manager be authorized to pro- ceed with relocation of the drainage facility now running across the Horsfall and adjacent properties as follows: Upon complainant perfecting a claim in accordance with the compromise agreement, present demand to the Developer and his Sure~y. If the project is less than $2000, award the job to a qualified contractor submitting lowest quotation. If project exceeds $2000, call for formal '~ids for award of contract by the City Council". Councilman Ryan so moved, seconded by Councilman Ahem and regularly carried. RETAINING WALL PARK AVENUE HEIGHTS - CALLAN COMPANY: (TAMARACK LANE) 71 Mr. John Jennings, 713 Palm Avenue, asked as to what action was being taken concerning the retaining wall which was to have been constructed by Callan Company on Tamarack Lane. Discussion followed, after which Councilman Ryan requested the Director of Public Works to call in the engineer and Callan and get the job completed. He then suggested that a letter be sent to Mr. Callan in the morning, requesting this work to be done and that a memorandum be sent to the Council as to what action had been taken by Callan so that this matter could be placed on the next agenda. He further requested that copies of the letter and memorandum be sent to Mr. Jenni~gs so that he could be kept advised as to what action was being taken. Mr. Joseph Powers of the Serra Highlands I~provement Association commented on Mr. Howard Quan's resignation, stating that it was the hope of his organization that the city would be able to procure a man with the qualifications of Mr. Quan. ]]myor Rozzi remarked that the City ~anager was presently proceeding with the replacement of Mr. Quan so as to forestall any interruption in the Planning program.
