The meeting was called to order by Mayor Rozzi at 8:05 p.m.
Pledge~of Allegiance to the Flag was recited, after which invocation was
given by the Reverend Allen Lewis of the Buri Buri Methodist Church in
place of the Reverend Richard Eggert of the First Com~unity Church.
Present: Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Leo J. Ry.
and Patrick E. Ahern
Absent: None
Mayor Rozzi remarked that before proceeding with the meeting, he wished
take this opportunity of couending the outgoing officers of the local
Outboard Club and congratulate the incoming officers, who were present
the audience. He then introduced them as follows:

Mayor Rozzi then thanked the club for their assistance. The Club in tut
extended their thanks to the City for the support they had received.
Mayor Rozzi then asked if there was a motion approving the minutes of th
regular meeting of January 19, 1959, as submitted° Councilman Ryan move
seconded by Council~an Rocca and regularly carried, that the minutes be
approved.
Mayor Rozzi then asked if there was a motion approving the regular claim
as submitted for payment. Councilman Rocca moved, seconded by Councilma
Ahern and regularly carried, that the regular claims be approved for
payment.
The following special claims were then taken up for Council attention,
all of which had to do with the South San Francisco Industrial Park Unit
No. 3, payment for which was to be made from the special assessment pro-
ceedings fund:
Claim dated January 19, 1959, as received from A. Dale Williams, for
Retention Due on Completed and Accepted Portion of Project, in the amour
of $11,523.11. This claim carried the approval of R. L. Smart of the
firm of Wilsey & Ham, engineers for the work, and Louis H. Goss, Direct¢
of Public Works. City Attorney Noonan remarked that Council could ap-
prove payment subject to payment being made upon execution of the amend~
agreement. Councilman Rocca moved, seconded by Councilman Ryan and reg-
ularly carried, that payment be approved and made subject to the execut~
of the amended agreement.

Fifth Progress Billing in the amount of $10,928.78.
Claim dated January 27, 1959, as received from the California Water Ser.
vice Company, for charges for relocating of facilities, in the amount o:
$1,283.91.
Both of the above claims carried the approval of Mr. Smart and Mr. Goss

that the claims be approved for payment.
Mayor Rozzi at this time opened the public hearing on the amendment to
the Zoning Ordinance to add a P-1 Classification. He asked if any writ'
protests had been received, to whic~ the City Clerk replied none had
been received. He then asked if anyone in the audience wished to reg-
ister an oral protest. None were registered. Mr. Angelo Scampini, pre~
ent in the audience, remarked that he represented Mr. Mazzanti, a prope:
owner, and stated that if the ordinance was the same as recommended by
the Planning Commission, his client was agreeable to it and had no ob-
jections. At this time, City Attorney Noonan explained the changes,

City Attorney Noonan then explained the second resolution ready for Cou
attention, after which he suggested that 10 percent of the monies to be
paid to Fred Berretta and Treasure Island Trailer Court be retained, i£

Mayor Rozzi at this time opened the public hearing on the amendment to
the Zoning Ordinance to add a P-1 Classification. He asked if any wri'

of Intention to rezone a certain parcel of land in the Chestnut Avenue
area to a P-1 classification be continued. No objections were registere
City Attorney Nc. nan then explained the proclamations which had been pre
pared, designating the week of February 8-14, 1959, as "NATIONAL ELECTRI
WEEK" and the month of February 1959 as "HEART MONT~' in South San Fran-
cisco. After explanation, Council~an Ryan moved, seconded by Councilman
Ahern and regularly carried, that the Mayor be empowered to proclaim hot
City Attorney Nc. nan then explained the next resolution, after which Cou
cilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY C
SOUTH SAN FRANCISCO ORDERING THE FILING OF AN AMENDED ASSESSMENT 'SOUTH
CANAL AND MAYFAIR AVENUE IMPROVEMENT'". Roll call vote was as follows:

The next resolution was then explained by the City Attorney, after which

REGARDING INDUSTRIAL PARK NO. 3". Roll call vote was as follows: Ayes,

Patrick E. Ahern.
The last resolution for Council attention was then explained by the City
Attorney, after which Councilman Ryan introduced: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITYOF SOUTH SAN FRANCISCO AUTHORIZING R]~ON OP
AN AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE COUNTY OF
SAN MATE. FOR THE MAINTENANCE OF THE CITY'S RADIO EQUIPMENT', with the
qualification that the approval of the agreement be to the satisfaction
the City Attorney as to form and the City Manager as to replacement of
equipment. Brief explanation followed by the City Manager, after which
roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Roc
Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern.

professional executive research district or P-1 district. After brief
explanation by the City Attorney, Councilman Rocca moved, seconded by
Councilman Ahern and regularly carried, that the detailed reading of the
ordinance be waived and that it be introduced by the reading of the titl
only. City Attoraey No°nan then read the title of the ordinance as foil

of parking in the City Hall Parking Lot, prescribing penalties for viola
ti.n, which he stated was ready for second reading and adoption this eve
ing. Councilman Ryan moved, seconded by Councilman Rocca and regularly
carried, that the detailed reading of the ordinance be waived and that i
be adopted by the reading of the title only. City Attorney Nc.nan then
read the title as follows: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCI
REGULATING PARKING IN THE CITY HALL PARKING LOT AND PRESCRIBING PENALTI~
FOR VIOLATION THEREOF', after which Councilman Ryan moved, seconded by
Councilman Rocca and regularly carried, that the ordinance be adopted.
Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew Roc
Emilio Cortesi, Leo J. Ryan and Patrick E. Aherno Councilman Ryan sug-
gested that the Police Chief and City Manager confer concerning the des-
ignation of parking spaces for department heads of the City.
Proceeding on to the matter of unfinished business, Council first took
up Variance Application No. 1010, as applied for by the Paisley Corporat
as received from the Planning Commission, recommending the granting of
permission for encroachment on Lot 1, Block 6, Park Avenue Heights, subj
to certain conditions. Councilman Ryan moved, seconded by Councilman Ah
and regularly carried, that the recommendation of the Planning Commissic
be accepted and approved, subject to the conditions mentioned.
Communication dated January 20, 1959, was received from the Peninsula
Commuters Club, notifying of their opposition to the Southern Pacific
Company's intent to charge commuters for parking at its stations, and re
questing the Council's support to this opposition. Mayor Rozzi remarked
that if there were no objections, this matter would be referred to the
City Manager for reply to be made concerning the City's position on the
matter. No objections were registered.
Communication dated January 27, 1959, was received from the View Mont
Terrace Corporation requesting final acceptance of all hnprovemen~ ~the~
tioned subdivision. Inter office memorandum dated January 29, 1959, was
received from the Director of Public Works, recommending the final acce~
tance of the subdivision improvements in the View Mont Terrace Subdivisi
subject to certain conditions. Councilman Rocca moved, seconded by Cou~
cilman Ahern and regularly carried, that the subdivision improvements ot
View Mont Terrace be accepted, subject to the provisions and conditions
the Director of Public Works as enumerated.
Communication dated January 29, 1959, was received from the Mac Corporat
requesting formal acceptance of the maintenance work and release of bone
for Serra Highlands, Units-lB, 2B, 3B and 1C. Councilman Rocca moved,

The matter of the execution of the contract with San Mateo County for
tme maintenance of radio communication equipment having been taken care
of '~nder resolutions, no further Council action was taken at this time.
T~e matter of the petition for annexation which was received for Ponderosa
Hills was next taken up. Mayor Rozzi remarked that if there were no
o'~jections, this matter would be held over, pending a meeting which was

Planning Commission Resolution No. 1029 was received with the recommen-
dation that permission be granted the request of the Tanforan Company for
renewal of Use Permit Resolution No. 547 allowing continued use of two
~3 ft. x 5 ft. directional signs located at Spruce Avenue, and one 8 ft. x
10 ft. advertising sign on E1Camino ~eal, and recommending approval of
the request on a permanent basis, provided that the signs are not used
for any other purpose and will be used only during the racing season.

AMERICAN LEGION
SIGN ON EL CAMINO
REPAIR & REPLACEMENT:
Councilman Ryan brought to Council's attention the matter of the sign
w~.ich had been placed on E1 Camino Real by the E1 Camino Real Post of
~he American Legion. He remarked tkat the Commander had asked him what
could be done about having the sign restored and replaced, which was dam-
aged in its removal by the Division of Highways. He requested that the
C~ty Manager contact the Commander cf the E1 Camino Real American Legion
~ost and confer with him concerning this matter.

Co~cilman Ryan also brought to Council's attention a call he had re-
ceived from Mr. Martin Alvey of 229 V~llage Way, concerning a large
a~.~unt of parking of vehicles in their particular subdivision which par-
tially blocks the street and which he felt came from the nearby bowling
alley. Mr. Alvey also mentioned that residents of the area were sub-
letting rooms in the basements of theLr homes. Chief of Police Louis
B~11oni remarked that some of the resLdents in the area had more than two
vehicles and that inasmuch as there was garage space for only one car in
eac~ of the residences~ this contributed to the traffic problem, also
that his department was citing the owners of those vehicles which were
allowed to be parked all night on the street. Councilman Ryan then re-
quested the City Manager to comunica~e by letter with the County Health
Dep~rtment and Building Department concerning the matter of the sub-
letting of basements for living quarters, with a further request that a
copy of the communications be sent to ~r. Alvey.

sued the correction of the deficiencies in the Serra Highlands subdiv-

Er. Don Graf of Escanyo Drive expressed his sincere thanks to the Council
an~ City forces for the correction of the drainage facilities in their
area.
