Che meeting was called to order by Mayor Rozzi at 8:04 p.m.
PLedge of Allegiance to the Flag was recited, after which invocation was
g:ven by the Reverend Rolph Conrad of the Parkwood Methodist Church.

~ayor Rozzi asked if there was a motion approving the minutes of the
regular meeting of February 2, 1959. Councilman Rocca moved, seconded
by Councilman Ryan and regularly carried, that the minutes be approved
as submitted.
layor ROzzi then asked if there was a motion approving the regular
claims as submitted. Councilman Ry~n moved, seconded by Councilman Aherr
and regularly carried, that the regular claims be approved for payment.
There being no public hearings, Council proceeded to the matter of the
bid opening for the sale of City-owned lots in the Loma Linda Subdivis-
ion. At the request of Mayor Rozzi, the City Clerk opened the bids
received, the only bid having been received from Ken Foss of 139 Dublin
Street, San Francisco, who submitted a bid in the amount of $4,500.00
for the title and interest to lots 3 and 4, Loma Linda. Accompanying the
bid was his 10% deposit check in the amount of $450.00. After brief
discussion, Councilman Rocca moved, seconded by Councilman Cortesi and
regularly carried, that the bid be rejected and the bidder be so noti-
fied and his deposit check refunded.
Proceeding on to the matter of resolutions and proclamations, City
Attorney Noonan suggested that the first resolution which concerned
the resolution of intention to rezoae an area bordering on Commercial
Avenue, Chestnut Avenue, Market Street Railway and the City Park, be
held over for the preparation of a more detailed description of the area
and to be re-submitted at a later date. Mayor Rozzi remarked that if
there were no objections, it would ~e so ordered. No objections were
registered.
City Attorney Noonan then explained the next resolution which had been
prepared for Council action, after which Councilman Ahem introduced:
"A RESOLUTION OF INTENTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN
FRANCISCO TO AMEND ZONING ORDINANCE 353 AS AMENDED IN ACCORDANCE WITH
REPORT AND RECOMMENDATION OF THE PLANNING COMMISSION SO AS TO REZONE
PARCELS OF PROPERTY LOCATED AT COUNTRY CLUB DRIVE AND EL CAMINO REAL".
Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi, Andrew
Rocca, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern.
City Attorney Noonan then explained the next resolution, after which
Councilman Rocca introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SOUTH SAN FRANCISCO ACCEPTING A GRANT OF PUBLIC SERVICE EASEI/EN~
FROM L. H. COMER AND VIOLET E. CO,R, HIS WIFE, TO THE CITY OF SOUTH SAI
FRANCISCO". Roll call vote was as follows: Ayes, Councilmen G. J. Rozi
Andrew Rocca, Emilio Cortesi, Leo j. Ryan and Patrick E. Ahern.
Although not listed as an item on ~he agenda, City Attorney Noonan then
explained the next resolution for Council adoption, after which Council-
man Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
SoIYrH SAN FRANCISCO SUPPORTING THE REQUEST OF SAN BRUNO FOR AMENDING
STATE LEGISLATION TO MAKE FEDERAL HIGHWAY FUNDS AVAILABLE ON LOCAL
ROADS WHICH ARE EXTENSIONS OF FREEWAYS". Roll call vote was as follows
Ayes, Councilmen G. J. Rozzi, Andrew Rocca, Emilio Cortesi, Leo J. Ryan
and Patrick E. Ahem.
The City Attorney then explained the ordinance which was ready at this
time for second reading and adoption by the Council, suggesting that a
motion could be adopted waiving the detailed reading and adopting the
ordinance by the reading of title only. Councilman Ryan moved, seconde~
by Councilman Rocca and regularly carried, that the detailed reading
of the ordinance be waived and that it be adopted by the reading of
title only. City Attorney Noonan then read the title of the ordinance
as follows: "AN ORDINANCE OF THE C~TY OF SOUTH SAN FRANCISCO AMENDING
ZONING ORDINANCE NO. 353, AS AMENCED, BY ADDING THERETO A PROFESSIONAL
EXECUTIVE RESEARCH DISTRICT OR P-1 DISTRICt', after which Councilman
Rocca moved, seconded by Councilman Ahern, that the ordinance be adopte

There being no unfinished business, Council proceeded on to the matter
of new business. Communication dated February 10, 1959, was received
from Charles Lema, retired City e~ployee, thanking members of the Counc
department heads, and employees of the City, for their courtesies re-
ceived during his employment. At the request of Mayor Rozzi, the lette
was read in its entirety by the Clerk, after which Mayor Rozzi remarked
that if there were no objections, the letter would be accepted and
ordered filed. No objections were registered.

EXTENSION OF NAME
OF ECCLES AVENUE:
Inter office memorandum dated February 13, 1959, was received from the City
Manager, submitting a summary of quotations for the purchase of a tractor
loaner-back hoe, together with his recommendations. Brief discussion fol-
lowed, after which Councilman Rocca moved, seconded by Councilman Ahern and
regcLarly carried, that the low bid of Contractors Machinery Company, as
reconmended by the City Manager, be accepted.
Co~.unication dated February 11, 1959, was received from Morris Daley, re-
questing a grading permit on property owned by him, located at the southeast
corner of E. Grand Ave. and Harbor Way. Accompanying this request was an
inter office memorandum dated February 11, 1959, from the Director of Public
Works, recommending that the permit be granted, subject to certain conditions

the grading permit be granted, subject to the conditions enumerated by the
Director of Public Works.
Com~.cnication dated February 5, 1959, was received from the Larkin Specialty
Mfg. Co., accompanied by a communication dated February 6, 1959, from the
Bankers Utilities Co., Inc. requesting permission for the construction of a
concrete wall on City property, adjacent to the back of the sidewalk to pre-
vent flood waters from entering their building. Accompanying these two re-
quests was an inter office memorandum dated February 11, 1959, as written by
the Director of Public Works, recommending that permission as requested be
granted. Councilman Ahem moved, seconded by Councilman Ryan and regularly
carried, that the recommendation of the )irector of Public Works be accepted,
witk the further condition that an agreement OF contract be executed holding
the City harmless.
Conm_cnication dated January 30, 1959, was received from the South San Fran-
cisco Rod and Gun Club, requesting permission to hold their annual trap shoot
on April 5, 1959, on City-owned property near the United Air Lines. Councilm:
Ryan ~oved, seconded by Councilman Rocca and regularly carried, that permis-
sion as requested be granted, provided adequate and proper insurance policy
is posted, and further that no alcoholic beverages be sold or consumed on
the premises.
Mayor Rozzi remarked that if there were no objections, the matter of Planning
Com~_ission Resolution No. 1022 which was related to the first resolution
appearing on the agenda and which concerned the rezoning of an a~a border-
ing on Commercial Avenue, Chestnut Avenue, Market St. Railway and City Park,
would be held over. No objections were registered.
Planning Commission Resolution No. 1026 was received, recommending the grant-
ing of the request of Louis J. Poletti for rezoning of certain property
located 140 ft. east from Alida Way on Lot 7, and 125 ft. north of the southe]
boundary of Lot 7 and all of Lot 8, to be classified under R-3 classification~
remaining portion of Lot 7, and Lots 9 and 10 to be classified under C-1
classifications; property located at Country Club Drive and E1Camino Real,
Block "A" Country Club Park No. 1 and located in a "U' District. Councilman
Roccs moved, seconded by Councilman Ahem and regularly carried, that the
reco~.mendation of the Planning Commission be accepted and approved.
Variance Permit Resolution No. 1027, as applied for by Ester Petroff, was re-
ceived from the Planning Commission, recommending that permission be granted
for a sign to project 4 feet beyond the ~roperty line instead of permitted
one foot at 720 Linden Ave. (Lot 12-Block 135), subject to certain conditions
Councilman Rocca moved, seconded by Councilman Ahern and regularly carried,
that the recommendation of the Planning Commission be accepted and approved.
Use Permit Resolution No. 1031, as applied for by ~rs. W. Mallei, was re-
ceived from the.Planning Commission, recommending that permission be granted
for theerection of a 3-unit apartment bu£1ding at the rear of property at
669 Baden Avenue (Lot 23, Block 96). Coincilman Rocca moved, seconded by
Cou~ilman Ahern and regularly carried, ~hat the recommendation of the Plan-
ningOO~ssion be accepted and approved.
Use Permit Resolution No. 1032, as applied for by Mr. M. Skulsky, was receive,
from the Planning Commission, recommending permission be granted for a second
single family residence above the existing garage on Second Lane, 75 feet
west of Eucalyptus Avenue (portion of Lo~ 1, 2 and 3, Block 79). Councilman
Rocca moved, seconded by Councilman Ahern and regularly carried, that the
recommendation of the Planning Commission be accepted and approved.
Variance Application Resolution No. 1035~ as applied for by Bob Fontana, was
received from the Planning Commission, recommending that permission be denied
for the erection of a six-foot fence atop proposed three-foot retaining wall
which is over three feet. Mayor Rozzi remarked that if there were no objec-
tions, this matter would be held for further Council study. No objections
were registered.
Use Permit Resolution No. 1036, as applied for by the Thermoid Company, was
received from the Planning Commission, recommending permission be granted for
the erection of an illuminated roof sign at 129 Sylvester Road, subject to
the condition that a 6-foot vertical clearance be maintained. Councilman
Rocca ~oved, seconded by Councilman Ahem and regularly carried, that the
reco=mendation of the Planning Commissio~ be accepted and approved.
Use Permit Resolution No. 1037, as applied for by L. Mezzetta, was received
from the Planning Commission, reco~mending that permission be granted for
construction of a duplex at 206 and 208 Pine Avenue (the easterly 37'6" of
Lot 2, Block 135.) Councilman Rocca moved, seconded by Councilman Ahem and
regularly carried, that the recommendation of the Planning Commission be
accepted and approved.
Planning Commission Resolution No. 1038 %~as received, recommending the reques1
of Uta~ Construction for an extension of the name Eccles Avenue be granted.
Mayor ]ozzi remarked that if there were no objections, this matter would be
held over and referred to the City Manager for the obtaining of further in-
formation. No objections were registered.

Use Permit Resolution No. 1039, as applied for by the Standard Oil Com-
pany, was received from the Planning Commission, recommending that
permission be granted for the erection of two free-standing pole signs
(5'6" x 8'0") one sign (2 faces) to '~e attached on large fin sign
(5'6" x 8'OU) and one pole; all three signs plastic; located Camaritas
Avenue and E1Camino Real (portion of Lot 2, Buri Buri); signs to be
non-flashing and each~ to contain two ballasts. Councilman Rocca moved,
seconded by Councilman Ahem and regalarly carried, that the recommenda-
tion of the Planning Commission be accepted and approved, subject to the
condition that it be granted for one year use only - mandatory to come
town.
Use Permit Resolution No. 1040, as applied for by Hamlin Company, was
received from the Planning Commission, recommending permission be
granted for a cocktail lounge on the southwest corner of Hickey Boulevard
and E1Camino Real (parcel 42, Zone 3). Councilman Rocca moved, seconded
by Councilman Ahern and regularly carried, that the recommendation of
the Planning Commission be accepted and approved.
Planning Commission Resolution No. 1)41 was received recommending approva
of the preliminary report of the South San Francisco Unified School Dis-
trict concerning title search and related papers for the acquisition of
property under eminent domain proceedings on which to establish an Admin-
istration Building. Councilman Rocca moved, seconded by Councilman Ahern
and regularly carried, that the recommendation of the Planning Commission
be accepted and approved.

Psving Company performed on the 12 Mile Creek Outlet Structure repairs.
City Attorney Noonan suggested that the motion contain the approval and
acceptance of the work as installed for Bauer-Lesser Company, after
which Councilman Ryan moved, seconded by Councilman Rocca and regularly
carried, that the repair work on the 12 Mile Creek Discharge Structure
performed by Bayside Paving Company for Louis Lesser in accordance with
the direction of Arthur Sherman, engineer of Louis Lesser, be approved
&nd accepted.
Communication dated February 11, 1959, was received from the librarian,
Lauretta Hussar, giving comparison figures and requesting an increase
in the budget. Mayor Rozzi remarked that if there were no objections,
this matter would be referred to the City Manager for securing of more
information. No objections were registered.
Recommendation was received from Police Chief Louis Belloni that Paul
Albert Tognetti receive his permanent appointment as police officer,
effective February 17, 1959, he having satisfactorily completed his pro-
bationary appointment as of that date. Councilman Ryan moved, seconded
by Councilman Rocca and regularly carried, that the recommendation of

be accepted and approved.

Zaky receive his permanent appoi~ment as police officer, effective
February 17, 1959, he having satisfactorily completed his probationary

There being nothing further, Mayor Rozzi asked if any of the Council memb

paired by Bauer-Lesser, and which also was beginning to deteriorate as a
result of ground settlement, suggesting that the same procedure be estab-
lished as was done in the previous case, to the end that some remedy be
~aken. Councilman Ryan then moved, seconded by Councilman Rocca and regu
larly carried, that the City Manager, City Attorney and other authorities
Oegin condemnation against the home on Arroyo Drive (reported as 359 or
361 Arroyo) and that proper proceedings be started to accomplish this.
Councilman Cortesi then brought to Council's attention a request he had
received from persons who did not b~long to the local boat club who
w~shed to launch boats at the City beach property. They had requested
that some rock or gravel be placed so that it would be easier to launch
'their boats. City Manager Aiello reported that he had been contacted
by these boaters for some slag material to be dumped in the area men-
't~oned which would be spread by the persons who wished to use the area,

Use Permit Resolution No. 1040, as applied for by Hamlin Company, was
received from the Planning Commission, recommending permission be
granted for a cocktail lounge on the southwest corner of Hickey Boule
and E1Camino Real (Parcel 42, Zone B). Councilman Rocca moved, seco
by Councilman Ahern and regularly carried, that the recommendation of
the Planning Commission be accepted and approved.

of the preliminary report of the South San Francisco Unified School E
trict concerning title search and related papers for the acquisition
property under eminent domain proceedings on which to establish an Ad
istration Building. Councilman Rocca moved, seconded by Councilman A
and regularly carried, that the recommendation of the Planning Commis
be accepted and approved.
