HomeMy WebLinkAboutMinutes 1960-02-01REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO HELD MONDAY, FEBRUARY 1, 1960 TIME: PLACE: 8:00 p.m. Council Chambers, City Hall CALL TO ORDER: PLEDGE OF ALLEGIANCE TO THE FLAG AND INVOCATION: The meeting was called to order by Mayor Rocca at 8:05 p.m. Pledge of Allegiance to the Flag was recited, after which invocation was given by the Reverend John Sara of Grace Covenant Church in place of the Reverend Alfred Karlstad of Our Redeemer's Lutheran Church. ROLL CALL: Present: Absent: Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern None MI NUTES: Mayor Rocca asked if there was a motion approving the minutes of the regula meeting of January 18, 1960, as submitted. Councilman Rozzi moved, seconde by Councilman Ahern and regularly carried, that the minutes be approved as submitted. CLAIMS: Mayor Rocca asked if there was a motion approving the regular claims for payment as submitted in the amount of $20,998.56. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, that the regular claims be approved for payment as submitted. ENTERPRISE-JOURNAL CLAIM - SSF IND. PARK UNIT NO. 1: Council next took meparate action on the approval of claims which had to dc with certain assessment districts. The first was the claim of Enterprise- Journal dated January 21, 1960, in the amount of $24.50 for legal advertis- ing in Industrial Park Unit No. 1. Councilman Ahern moved, seconded by Councilman Ryan and regularly carried, that the claim be approved for paymE TRAFFIC APPLIANCE The last two claims were from Traffic Appliance Corp. dated January 12, 19t CORP. & BORBA MFG. CO. in the amount of $24.75 for parking meter parts, and Borba Manufacturing Cc CLAIMS FOR dated December 22, 1959, in amount of $.57 for axle for money cart, both PARKING DISTRICT . of which were for Parking District No. 1. PERSON & SWANSON INDUSTRIAL TRACT PUBLIC HEARING~ 30 FAY-JANEIRO ANNEXATION PUBLIC HEARING: Proceeding on to public hearings, Mayor Rocca remarked that if there were no objections, the public hearing on the Person and Swanson Industrial Tract would be continued to February 15, 1960. No objections were registex Mayor Rocca then opened the public hearing on the Fay-Janeiro Annexation, the hearing having been set by Resolution No. 2909 at themeeting of DecembE 1959, asking if any written protests had been received, to which the City Clerk replied that none had been received by his office. He then asked if there were any oral protests. There being none, Mayor Rocca closed the public hearing. RESOLUTION NO. 2960 Council then proceeded to resolutions. City Attorney Noonan explained the RESCINDING RES.#2579 first which had been prepared for Council action, after which Councilman & #2580 - GRONDINE Ro,zi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY CF SOUTH & HAMLIN CO. EXTENSION: ~-/~ The second resolution was then explained by the City Attorney, after which Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING MIKE HOFFMAN OF EXPLORER POST #129 OF SOUTH SAN FRANCISCO FOR OBTAINING THE BOY SCOUTS' EAGLE AWAR~'. Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi, Cortesi, Ryan and Ahe~ The third resolution was then explained by the City Attorney, after which Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING EXECUTION OF AN ADDENDUM TO AGREEMENTS REGARDING CONMUR STREET EXTENSIOF'. Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi, Cortesi, Ryan'and Ahern. RESOLUTION NO. 2963 GENERAL FUND EXPEND- ITURES FOR PARKING DISTRICT #1: STRUCTURE--GRANT OF EASEMENT: j ~ ~ ~ RESOLUTION NO. 2964 ARTHUR ASKINS GRADING PERMIT: The fourth resolution was then explained by the City Attorney, after which Councilman Rozzi introduced: "A RE~OLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO APPROVING EXPENDITURES FROM THE GENERAL FUND AND REIMBURSEMENT OF SAID FUND FOR PARKING DISTRICT 1955-1". Roll call vote w~ as follows: Ayes, Councilmen Rocca, Rozzi, Cortssi, Ryan and Ahern. There being no objections, at the request of the City Atto=ney, Mayor RoccJ continued the resolution cor~eoting a deed granting an easement for the Park Haven Drainage Structure to the next regular meeting. Although not appearing as an item on the agenda, Council then took up a resolution concerning the request of Arthur Haskins for a grading permit. After explanation by the City Attorney, Councilman Ahem introduced: "A RE~OLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO GRANTING A GHADING PERMIT TO ARTHUR HASKINS". Roll call vote was as follows: Ayes, Con ncilman Rocca, Rozzi, Cortesi, Ryan and Ahern. FAY-JANEIRO ANNEXATION ORDINANCE FIRST READING: Council then proceeded on to ordinances, City Attorney Noonan explaining t ordinance which was ready for introduction and first reading by the Counci which concerned the Fay-Janeiro Annexation. Councilman Ryan then moved, seconded by Councilman Rozzi and regularly carried, that the detaiTed read ing of the ordinance be waived and that it be introduced by the reading of title only. Proceeding on to unfinished business, Council took up the memorandum dated January 27, 1960, as received from the City Manager concerning the request of the Planning Commission regarding the Hillside Subdivision Ordinance. After brief discussion, City Attorney Noonan suggested that the ordinance amending the Zoning Ordinance be referred back to the Planning Commission for public hearing as provided by the Zoning Ordinance and State Law and ordinance amending the Subdivision Ordinance be returned to the agenda the Planning Comaission has completed its proceedings with the Zoning Ordi: ance Amendment. Councilman Rozzi so moved, seconded by Councilman Ryan an. regularly carried. Inter office memorandum dated January 28, 1960, was received from the City Clerk requesting Council to set the opening and closing hours for polling places for the coming Municipal Election to be held April 12, 1960. Counc man Ryan moved, seconded by Councilman Rozzi and regularly carried, that t polling places be opened at 7 a.m. and closed at 8 p.m. Inter office memorandum dated January 26, 1960, was received from the Plan ning Commission, recommending approval of the Fay-Janeiro Annexation and 1 ing certain clarifications. Councilman Rozzi moved, seconded by Councilma Ryan and regularly carried, that the recommendation of the Planning Commis be accepted. Use Permit Resolution No. 1207, as applied for by Arco Building Company, w received from the Planning Commission, recommending approval of their requ to erect a double-faced illuminated sign, 25'6" wide by 30' in over-all height, to be located within the property lines of the Brentwood parking area at E1Camino Real between Hazelwood and Brentwood Drives. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the Planning Commission be accepted and approved. Use Permit Resolution No. 1208, as applied for by Safeway Stores, Inc., wa received from the Planning Commission, recommending approval of their requ to erect a sign tower, SUbject to the conditions that the sign be non-flas non-scintillating; that the sign shall not project more than 4 feet beyond the property line; that sign shall not exceed an overall height of 30 feet to be located at 910 Mission Road. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the Plan ning Commission be accepted and approved. Use Permit Resolution No. 1209, as applied for by Soule Steel Company, was received from the Planning Commission, recommending denial of their reques to erect an auto body and fender shop at 45 Chestnut Avenue. Mayor Rocca remarked that since an appeal to the reco~mendation of the Planning Commis had been received, and there being no objections, this matter would be co~ tinued to the next regular meeting of February 15, 1960, at which time a public hearing would be held. Use Permit Resolution No. 1210, as applied for by Coast Neon Signs, was re ceived from the Planning Commission, recommending denial of their request to erect an illuminated, scintillating "sunburst" sign on existing billbos 15'6" wide by 15' high, at 248 South Airport Boulevard. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carried, that the recommE dation of the Planning Commission be approved. Use Per~it Resolution No. 1211, as applied for by Charles E. Poffenberger, was received from the Planning Commission, recommending approval of his ri quest to erect a single family home to the rear of 822 Commercial Avenue. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carried, that the recommendation of the Planning Commission be accepted and approve Use Permit Resolution No. 1212, as applied for by Ida Fiorentini, was re- ceived from the Planning Commission, recomaending that permission be grant to erect a duplex to the rear of 811 Linden Avenue. Councilman Rozzi move seconded by Councilman Ryan and regularly carried, that the recommendatiol of the Planning Commission be accepted and approved. Although not appearing as an item on the agenda, inter office memorandum dated February 1, 1960,was received f~om Arthur Haskins requesting a gradi permit to fill a 2½ acre parcel north of Republic Steel property adjacent to the access road to Bayshore Freeway. Council already having taken actl on this matter under resolutions, no further action was taken at this time Inter office memorandum dated January 28, 1960, was received from the Citl Manager, submitting a compilation of bids received for a car to be used b! the Sanitation Department. Councilman Ryan moved, seconded by Councilman Ahern and regularly carried, that the low bid of Lautze Ford be accepted. Inter office memorandum dated January 28, 1960, was received from the Cit] Manager concerning Parking District No. 1 bookkeeping procedure. This ma' having already been taken care of under resolutiOns, no further action wm taken at this time. Inter office memorandum dated January 19, 1960, was received from the Dir. ector of Public Works recommending acceptance of the subdivision lmprovem, in the Loma Linda Subdivision, authorizing the release of the 2-year main tenance bond. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the recommendation of the Director of Public Work; be accepted and approved. Report for the month of December, 1959, was received from the City Clerk's office. There being no objections, it was ordered filed by the Mayor. Notice of Withdrawal of Application; and Application for Transfer of Off-~ Beer & Wine License (supplemental to Application filed 1/11/60) as applied for by A~ellio & Angela Fregosi, was received from the Department of Alcoh¢ Beverage Control. There being no objections, it was ordered filed by the Mayor. Mayor Rocca brought to Council agenda a letter he had received from the Peninsula Cosmetologists' Association Unit No. 37, requesting that he proc] the week of February 7, 1960 to February 13, 1960, as National Beauty Salox Week. He at this time so proclaimed the week mentioned as requested. Mayor Rocca then asked if any member of the Council had anything he wished offer under Good and Welfare. There being nothing, he then asked if anyom in the audience had anything to offer. Mr. B. J. Rodondi asked concerning the bids for the demolition of certain buildings in the downtown area in ti Parking District which he understood were to be on tonights agenda. Mayor Rocca advised him as to what action the Council had taken regarding this matter earlier at the study meeting in the afternoon. Mrs. Betty Hammon of the Serra High]ands Improvement Association, brought i the matter of the recent proposed pending annexation of the area lying wes~ of Junipero Serra Highway by Daly City, stating that they were concerned about the dust which would originate as grading was being done, also silt which might also exist, as well as storm waters and sewage which the City might be asked to handle for the area. Mayor Rocca informed Mrs. Hammon tl the City would be present at the hearing which was to be held later in the week and would watch out for these problems. There being nothing further, Councilman Rozzi moved, seconded by Councilmai Ahern and regularly carried, that the meeting be adjourned until February 1960, at 8 p.m. Time of adjournment - 8:26 p.m. ULLY SUBMITTED, i
