ROLL CALL: Present: Absent: Councilmen Andrew Rocca, G. J. P~szi, hilio Cortest, Leo J. Ryf and Patrick g. Ahern None MINUTES: Mayor Rocca asked if there was a motion approving the minutes of the reg- ular meeting of March 21, 1960. Councilman Ryan moved, seconded by Coun- cilman Ahem and regularly carried, that the minutes of the meeting of March 21, 1960, be approved as submitted. CLAIMS: Mayor Rocca then asked if there was a motion approving the regular claims as submitted. Council~an Roszi moved, seconded by CouncilmanAhern and regularly carried, that the claims totaling $11,365.46 be approved for payment as submitted. COUNTY TAX COLLECTOR CLAIM FOR TAXES LOT 36, BLOCK 117 - PARKING DISTRICT #1: ~ L'~f~) PERSON & SWANSON INDUSTRIAL TRACT PUBLIC ilKARING RSSOLtrr ION OF, INTENTION NO. 2986 CHANGES & MODIFICA- TIONS, PERSON SWANSON: Although not appearin~ as an itu on the agenda, Council next took up the matter of the claim payable to Lorraine A. Dickey, County Tax Collector, for 2nd installment of taxes on the Sely 25 ft. of Lot 36, Block 117 and Nwly 25 ft. of Lot 36, Block 117, South San Francisco, used by the City for parking purposes, payment of which ns to be made from Parkin~ Distri~ funds. Councilman Ahern moved, seconded by Councilman Rozzi and regularl: carried that the claim of Lorraine Dickey be approved for payment, in amol o! $59.20. Proceeding on to Public Hearings, Council took up the matter of the Perso~ and Swanson Industrial Tract, this hearing having been continued from the meeting of March 21, 1960. City Attorney Noonan stated that it was in order for Council to continue the public ,hearing to April 18, 1960, and that the attorney representing the property was present to explain to Councils Resolution of Intention to be adopted modifying the Assessment District. Mr. Sherman of the fir~ of Kirkbride, Wilson, Harzfeld and Wallace then explained the resolution which had been prepared to modify the Assessment District which set a public hearing for April 18, 1960, at 8 p.m. After explanation, Councilman Rozzi introduced: 'A RESOLUTION OF INTENTION TO MA~K CHANGES AND ~0DIFICATIONS - PERSON AND SWANSON INDUSTRI, TRACl~'. Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi, Ry~ Cortesi and Ahern. , AMENDED ASSESSMENT INDUSTRIAL SEIFKRS & PUMPING STATIONS PUBLIC HEftING: City Attorney Noonsn then stated that the next public hearing concerned the amended assessment for the Industrial Sewers and Pumping Stations, having been set by Resolution at the meeting of March 7, 1960. Mayor Rocca declared the public hearing open, asking if any written protests ha been received, to which the City Clerk replied none had been received by his office. He then asked if anyone in the audience wished to register a oral protest. There being none, Mayor Rocca then declared the public hearing on the amended assessment closed. "GET ACQUAI NT~D WEKK~ PROCLANATION Proceeding on to proclamations and resolutions, City Attorney Noonan ex- plained the proclamation which had been prepared for "Get Acquainted Week' after which Mayor Rocca proclaimed the week beginning June 19, extending through June 25, 1960, as "Get Acquainted Week". RESOLUTION NO. 2987 SOUTHERN PACIFIC CO. AGREEMENT RE MAGNOLIA AVE, cNOssING: -) RESOLUTION NO. 2988 UNPAID ASSESSMENTS & ISSUANCE OF BONDS - PONDEROSA ROAD IMPROVEMENT PROJECT: City Attorney Noonan then explained the next resolution ready for Council action, after which Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OFT HE CITY OF SOUTH SAN FRANCISCO AUTHORIZING THE EXECUTION OF AN AGREEMENT REGARDING THE MAGNOLIA STREET CROSSING". Roll call vote was as follows: Ayes, Councilmen Rocca, ~ozzi, Cortesi, Ryan and Ahern. City Attorney Noonan at this time stated that the representative from Mr. Wilson's office would explain the next two resolutions which concerned the Ponderosa Road Improvement Project. Mr. Sherman then explained the first, after which Councilman Ryan introduced: "A RESOLUTION DETERMINING UNPAID ASSESSMENTS AND PROVIDING FOR ISSUANCE OF BONDS - PONDEROSA ROAD IMPROVEMENT PROJECT'. Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi, Cortesi, Ryan and Ahern. RESOLUTION NO. 2989 CALL FOR BIDS ON SALE OF IMPROVKMKNT BONDS - PONDEROSA RD: RKSOLUTION NO, 2990 CONFIRMING AMENDED The next resolution was also explained by Mr. Sherman, after which Counci man Rozzi introduced: "A ERSOLUTION CALLING FOR BIDS ON SALE OF IMPROVEME BONDS - PONDEROSA ROAD IMPROVEMENT PROJECT'. Councilman Roxzi moved, seconded by CouncilmanAhern and regularly carried, that the claims totaling $11,365.46 be approved for payment as submitted. Although not appearinf as an item on the agenda, Council next took up matter of the claim payable to Lorraine A. Dickey, County Tax Collector for 2nd in~tallment of taxes on the SeXy 25 ft. of Lot 36, Block 117 an. Nwly 25 ft. of Lot 36, Block 117, South San Francisco, used by the City for parking purposes, payment of which was to be made from Parking Diet: funds. Councilman Ahern moved, seconded by Councilman Rozzi and regula: carried that the claim of Lorraine Dickey be approved for payment, in of $59.20. Proceedin~ on to Public Hearings, Council took up the matter of the Peri and Swanson Industrial Tract, this hearing having been continued from meeting of March 21, 1960. City Attorney Noonan stated that it was in order for Conncil to continue the public .hearing to April 18, 1960, and that the attorney representinf the property was present to explain to Council's Resolution of Intention to be adopted modifying the Asmesmmen District. Mr. Sherman of the firm of Kirkbride, Wilson, Harzfeld and Wallace then explained the resolution which had been prepared to modify the Assessment District which set a public hearing for April 18, 1960, ~ 8 p.m. After explanation, Councilman Rozzi introduced: '*A RESOLUTION INTENTION TO MAKE CHANGES AND MODIFICATIONS - PERSON AND SWANSON INDUS~ TRAC~'. RESOLUTION FOR CANCELLATION OF TAXES: ..... At the request of City Attorney Noonan, and there being no objections, N Rocca continued the resolution concerning the authorization of cancellat of taxes on .091 Acs. Parcel 28, Zone B, until the next regular meeting April 18, 1960. FOSTER & KLEISKR USE PERMIT RESOLUTIONS NOS. 1229, 1230 & 1231: There being no ordinances, Council proceeded to unfinished business, tax up first the matter of Use Permit Resolutions 1229, 1230 and 1231, as s~ for by Foster & Kleissr, requesting advertising structures, these havin8 been held over from the meeting of March 21, 1960. Brief discussion fo] lowed, after which Councilman Rozzi moved, seconded by Councilman Ryan a regularly carried, that the Planning Commission's Resolution 1231 recome ding granting the request of Foster & Kleiser for an adve~tisinf structu 65' x 25' and 55' in overall height (cutout letters when used not to exc 7~' overall height above Bayshore Freeway) located at 373 Shaw Road, be approved. Mayor Rocca at this time stated that if there were no objecti the two remainin~ Use Permit Resolutions 1229 and 1230 would be held fez further study. No objections were registered. ANTONIO PIANCA REQUEST FOR ABANDONMENT OF EASEMENT - Id)MA LINDA: a~ -, , SO. S. Y. ROD & GUN CLUB REQUEST FOR ANNUAL TRAP SHOOT: The matter of the request of Mr. Antonio Pianca for abandonment of an es ment in Loma Linda was next taken up, this matter having been held over the meeting of March 21, 1960, There being no objections, Mayor Rocca stated that this would be continued to the next meeting of April 18, 19~ pending a report from Mr. Perseo DaPrate, principal of the Martin School Communication dated March 17, 1960, was received from the South San Frae Rod & Gun Club, requesting permission to hold their annual trap shoot or Sunday, May 1, 1960, on City-owned property near United Air Lines on Blvd. Councilman Cortesi moved, seconded by Councilman Ahern and regula carried, that the request be approved, subject to the filing of proper surance policies and no alcoholic beverages being allowed on the premise MAGNOLIA & RAILROAD STORM DRAIN CORRECTION: JET AIRCRAFT PROBLEM: Communication dated March 23, 1960, was received from the Southern Paci~ Company concerning the storm drain correction at Magnolia and Railroad Avenues. Accompanying this communication was a memorandum dated March ~ 1960, from Director of Public Works Goss, recommending the adoption of s resolution authorizing the execution of an agreement. This matter havir been taken care of earlier under resolutions, no further action was take at this time. Communication dated March 16, 1960, was received from the Federal Aviat~ Agency over the signature of E. R. Quesada, Administrator, concerning tt matter of the jet problem in the community. Mayor Rocca stated that if there were no objections, this would be accepted and ordered filed. No jections were registered. Councilman Ryan at this time stated that he further information concerning the subject matter that he would like to offer at this time. He explained his recent visit to the agencies in W8 ington while attending the White House Conference and the persons to wh¢ he spoke who were concerned with this matter, after which he moved that the City adopt the following recommendations: 1. Have San Francisco request funds for modification of runways and the installation of a sound diffuser and noise alleviation device at the end of the north-south runway next to Millbrae. 2. Have representation at the conference on the proposed regulation or at the conference the modification of the regulation for its appli- cation to San Francisco International Airport. 3. Enlist the joint efforts of Millbrae, School District and other cities and distric~and the County to support our demand that San Francisco request funds and make the required modifications. 4. Make a request for congressional support to extend the Federal Aid to Airport Act. 5. Should San Francisco fail or refuse to make the required application and undertake the modifications that will relieve South San Francisc~ Millbrae, the School District and the other cities and districts from the jet noise, that we coordinate our efforts for a unified legal action against San Francisco and the airport to compel their action in this regard. Councilman Rozzi seconded the motio~, which was regularly carried. Fur~ discussion f(ilowed, during which time the following members of the audi, spoke concerning the subject matter: Mrs, Bose, who suggested that a wire be sent to Congressman Younger questing that the petitions as submitted be presented to Congress the President of the United States with the request for proof of pref entation. MOTION RE JET PETITION'S AND PROTESTS TO PUBLIC UTILITIES COHMISSION: ,~ ~_~ Mr. Skulsky, who made the same recommendation as was made by Mrs. Bog Mrs. Scannell, who requested protests be registered with the CAA and the CAB against the issuance of any more licenses to jet aircraft un' some relief was found to this problem. RESOLUTION NO. 2991 REQUESTING PUBLIC HEARING ON PUBLIC HIGHWAY 239: Communication dated March 29, 1960, was received from the Division of HiE! ways requesting that Council advise if a public hearing was necessary con- cerning the relocation and improvement as a freeway of a portion of State Highway 239 between .2 mile south of San Bruno Avenue and Route 56 at Alemany Boulevard. A. Folger Company. RESOLUTION NO. 2992 GRANTING SPUR TRACK TO SOUTHERN PACIFIC ON SO. MAPI, E AVENUE: (LI NDENVILLE).5'-%':// City Attorney Noonan explained the resolutions which had been prepared, taking up first the granting of a spur track permit for the crossing of South' Maple Avenue. Councilman Ahern introduced: 'A RESOLUTION OF THE COUNCIL OF THE CITY. OF SOUTH SAN FRANCISCO GRANTING A SPUR TRACK PERMIT THE SOUTHERN PACIFIC COMPANY ON SOUTH MAPLE AVENUe'. Roll call vote was as follows: Ayes, Councilmen Rocca, Rozzi, Cortesi, Ryan and Ahern. RESOLUTION NO. 2993 GRANTING SPUR TRACK TO SOUTHERN PACIFIC ON UTAH AVENUE: ) City Attorney Noonan then explainer the resolution granting the spur t~aab permit for J. A. Folger Company, after which Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO GRAN3 A SPUR TRACK PERMIT 'TO THE SOUTHERN PACIFIC COMPANY ON UTAH AVENUE". Walker, submitting petitions as signed by residents of the Buri Buri area, protest ing the construction of the Chestnut Avenue extension through Burl Burl. Brief discussion followed, after which the City Attorney stated that in accordance with Council's request, the following motion had been prepared: "Move that we register our opposition to use of Arroyo Drive or the Creek Area as a main arterial for traffic along Sharp Park Road at Skyline Boulevard, Junipers Serra Boulevard, ~Camino Real and Hillside. That fur- ther the said opposition be communicated to agencies, commissions and de- partments concerned. That further notice be given to petitioners should any hearing or meeting regarding a proposed use of Arroyo Drive or the 12- Mile Creek Area come to the City's attention. That the recommendations re garding an alternate location for a through arterial be referred to the Planning Commission and other agencies concerned." A member of the au~ unidentified, brought to Counctl*s attention several conditions that existed at the Brentwood Lodge as concerned open garbage, which presen~ a health problem, requesting that the ffarbage be removed. The second concerned the erratic parking around the BrentwoodLodge, some parking ing done on the sidewalks, a request being made for investigation and forcement of proper parking laws.
