This is to notify you pursuant to the Government Code that a
Special Meeting is called for Thursday, April 28, 1960, at 5 o'clock p.m.
in the Council Chambers, City Hall, South San Francisco, California.
This meeting is called for the purpose of authorizing emergency work
and awarding the contract for installation of 380 feet of 8ewer pipe and
one manhole~through Lowrie Paving Company property. This line is collapsed
and broken and the danger of blockage ~~t. ~

The meeting was called to order Dy Vice Mayor Ahern at 5:35 p.m.
Present: Councilmen Patrick E. Ahern, G. J. Rozzi, Leo J. Ryan ana Emilio Cot
Absent: Councilman Andrew Rocca.
City Attorney Noonan requested that the record snow that notice of a special1
callea meeting was given as auly requirea Dy the Government Coae. He ~nen
remarked that Council's procedure in this instance was provided for under
Section 37906 of' the Government Code which he read as follows:
"Public calamity or emergency work for national defense: Resolution for
immediate expenditure of public money: Adoption: Effect. If there is
a great public calamity, as an extraordinary fire, flood, storm, epidemi
or other disaster, or if it is necessary to do emergency work to prepare
for national or local defense, the legislative body may pass a resolutio
by a four-fifth vote of its members declaring that the public interest
and necessary demand the immediate expenditure of public money to safe-
guard life, health or property. Upon adoption of the resolut~ n, it may
expend any sum required in the emergency without complying with this
chapter."
Director of Public Works Goss then explained the n~ture of the emergency re-
placement, stating that danger of blockage is present and if the line should
block, it is possible that the buildings in the industrial area adjacent to
Linden Avenue could be flooded with sewage and the City might be held liable
for the damage.
City A~torney Noonan then explained the resolution which had been prepared in
accordance with the previously read section of the Government Code, requestin
that the records show the recom~endation of the Director of Public Works for
the installation of the 21-inch pipe in the amount of $8,906.25, as contained
in his memorandum of April 28, 1960. On the basis of Mr. Goss' memorandum an
the explanation of his recommendations as received and accepted by the Counci
Councilman Rozzi then introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CI
OF SOUTH SAN FRANCISCO AUTHOIIZING THE IMMEDIATE EXPENDITURE OF PUBLIC MONIES
TO SAFEGUARD HEALTH AND PROPERTY". Roll call vote was as follows: Ayes,
Councilmen G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahem.
Absent: Councilman Andrew Rocca.
Councilman Rozzi then moved, seconded by Councilman Ryan and regularly carrie
that the meeting be adjourned. Time of adjournment - 5:37 p.m.
