OF THE CITY OF SOUTH SAN FRANCISCO
HELD MONDAY, SEPTEMBER 19, 1960
8:00 p.m.
Council Chambers, City Hall
The meeting was called to order by Mayor Rocca at 8:01 p.m.
Pledge of Allegiance to the Flag was recited, after which invocation was
given by the Reverend Donald Wertz of the Good News Chapel.
Present: Councilmen Go Jo Rozzi, Patrick E. Ahern, Emilio Cortesi and
Mayor Rocca
Absent: Councilman Leo Jo Ryan
Mayor Rocca asked if there was a motion approving the minutes of the specia
meeting held August 31, 1960, and the regular meeting held September 6, 196
as submitted. Councilman Rozzi moved, seconded by Councilman Ahern and
regularly carried, that the minutes of the special meeting held August 31,
1960, and the regular meeting held September 6, 1960, be approved as sub-
mitted.
Mayor Rocca then asked if there was a motion approving the regular claims
for payment as submitted. Councilman Ahern moved, seconded by Councilman
Rozzi and regularly carried, that the regular claims as submitted be approv
for payment.
Councilman Ryan appeared present at the meeting at 8:05 p.m. and remained
for its duration.
Council next took separate action on the claims which were received as fol-
lows:
Claim of Cooper & Clark dated August 1, 1960, in the amount of $163.1
Claim of Cooper & Clark dated August 31, 1960, in the amount of $323.9
(Both for results of field density tests in South San Francisco
Industrial Park Unit No. 2-C, Zone 1)
Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried,
that the two claims of Cooper & Clark be approved for payment.
Claim of A. Carlisle & Company dated August 26, 1960, in the amount of
$284.96 for the cost of printing improvement bonds in South San Fran-
cisco Industrial Park Unit No. 2-C, Zone 3.
Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried,
that the claim of A. Carlisle & Co. be approved for payment.
Claim of Hap Jones dated August 31, 1960, in the amount of $14.66 for
rectifier used in the parking meterman's vehicle.
Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried,
that the claim be approved for payment.
Proceeding on to the matter of public hearings, Council first took up the
public hearing on the Person and Swanson Industrial Tract - Changes and
Modifications, this hearing having been set by Resolut~n of Intention No.
3075 at the meeting of September 6, 1960. Mayor Rocca declared the public
hearing opened, asking if any written protests had been received, to which
the City Clerk replied that none had been received by his office. He then
asked if anyone present wished to register an oral protest. There being
none, Mayor Rocca declared the public hearing closed.
Proceeding on to resolutions and proclamations, City Attorney Noonan ex-
plained the first resolution now ready for Council's action, after which
Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
SOUTH SAN FRANCISCO ACCEPTING A REVOCABLE PERMIT FROM THE SAN FRANCISCO
WATER DEPARTMENT OF THE CITY AND COUNTY OF SAN FRANCISCO". Roll call vote
was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio CortesJ
Leo J. Ryan and Patrick E. Ahem.
The next resolution was then explained by the City Attorney, after which
Councilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FRANCISCO GRANTING A GRADING PERMIT TO OSCAR PERSON AND Mo S.
SWANSON, DOING BU~ NESS AS PERSON AND SWANSON". Roll call vote was as
follows: Ayes, Councilmen Andrew Rocca, Go J. Rozzi, Emilio Cortesi, Leo
Ryan and Patrick E. Ahern.
The third resolution was next explained by the City Attorney, after which
Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FRANCISCO REQUESTING.MODIFICATION TO THE CALIFiRNIA STATE SOC]
SECURITY AGREEMENT TO EFFECT TRANSFER OF MEMBERS". Roll call vote was as
follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo
Ryan and Patrick E. Ahern.
The next resolution was explained by the City Attorney, after which Coun-
cilman Rozzi introduced: "A RESOLUTION ORDERING CHANGES AND MODIFICATIONS -

THE CITY OF SOUTH SAN FRANCISCO AMENDING ZONING ORDINANCE NO° 353, AS AMEN
BY ADDING THERETO SECTION 3.12(e) -- PRIVATE NON-COMMERCIAL CLUBS" could
have its second reading and adoption. Councilman Ryan so moved, seconded
Councilman Rozzi. Roll call vote was as follows: Ayes, Counc~ men Andrew
Rocca, G, J. Rozzi, Emilio Cortesi, Leo Jo Ryan and Patrick Eo Ahern.
City Attorney Noonan then stated an ordinance, concerning Police Officer Tr;
lng Program, had been prepared, which was now ready for first reading and i
troduction and that if Council so desired, they could adopt a motion that
ordinance have its first reading and introduction by the reading of title
only and that the detailed reading be waived. Councilman Ahern so moved,
seconded by Councilman Rozzi and regularly carried. City Attorney Noonan
then read the title of the ordinance as follows: "AN ORDINANCE OF THE CITY
OF SOUTH SAN FRANCISCO ACCEPTING THE REQUIREMENTS OF SECTION 13522 OF THE
PENAL CODE RELATING TO TRAINING OF LAW ENFORCEMENT OFFICERS". He then sta
that the Council could adopt a motion that the ordinance have its introduc
and first reading. Councilman Rozzi so moved, seconded by Councilman Aher
and regularly carried.
There being no unfinished business, Council then proceeded on to the matte
of new business. Grading Permit application was received from the P & S
Construction Company, Inc. over the signature of Mr. Swanson, requesting a
grading permit. This matter having earlier been taken care of under resol
utions, no further Council action was taken at this time.
Claim against the City of South San Francisco in the amount of $63.00 was:
ceived from the Springfield Insurance Company over the signature of Patricl
Quinn, Examiner, alleging damage to the property of their assured, Roy and
Gertrude Morris, as a result of the activities of the Fire Department. Co
cilman Ryan moved, seconded by Councilman Ahern and regularly carried, tha
the claim be denied and referred to the City's insurance carr~r.
Communication dated September 12, 1960, was received from Carl E. Kirker,
Civil Engineer, and Cooper and Clark, dated September 9, 1960, concerning ~
revised grading plan for the Belair Tract adjacent to Airport Boulevard an
Belair Shipyard. Accompanying these two communications was an inter offic.
memorandum dated September 15, 1960, from the Director of Public Works, re.
mending that the request be approved subject to the recommendations contai:

grading plan. After explanation of the resolution, Councilman Rozzi intro

GRANTING A GRADING PERMIT TO UTAH CONSTRUCTION & MINING COMPANY (REVISED

Communication dated August 26, 1960, was received from the State Employees
Retir~ent System, advising that a resolution could be adopted authorizing
the transfer of the second group under the Old Age Survivors Death Insuran.
Program who did not choose coverage previouslyo This matter having been
taken care of earlier by the Council under resolutions, no further action
was taken at this time.
Communication dated September 7, 1960, was received from the South San Fra
cisco Woman's Club over the signature of Mrs. Harry Leitner, Corresponding
Secretary, requesting to be placed on record as to the opposition to a
smaller lot size than the 50-foot size presently in use. There being no
objections, Mayor Rocca requested that the communication be placed on file
and the City Manager instructed to advise that the Council had no intentio
at the present time of permitting any deviation from the 50-foot lot size
regulation presently in force.
Communication dated August 30, 1960, was received from the Boys' Club of
South San Francisco, over the signatur~ of Virgil M. Ringue, requesting a
site for Boys' Club facilities, the site requested being in the Orange AM
Park area. Accompanying this communication was an inter office memorandum
dated September 3, 1960, from the Recreation Commission, in opposition to
the use of City-owned land as a site for Boys' Club facilities. City Atto
Noonan stated that as requested by Council, a resolution of intention had
been prepared in which Council declared its intention to lease a site in t
Orange Avenue Memorial Park to the South San Francisco Boys' Club which al
carried'a condition that a public hearing be duly set in compliance with
applicable laws and ordinances° After explanation by the City Attorney,
Councilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FRANCISCO DECLARING ITS INTENTION TO LEASE A SITE IN ORANGE
AVENUE MEMORIAL PARK TO THE SOUTH SAN FRANCISCO BOYS' CLUB". Roll call vo
was as follows: Ayes, Councilmen Andrew Rocca, Go J. Rozzi, Leo J. Ryan
and Patrick E. Ahem. Councilman Emilio Cortesi abstained from voting, st

he was not in opposition to the Boys' Club but believed that other locatio
could be found other than giving a section of the Memorial Park now being
used by the City.

CALL FOR BIDS:
Inter office memorandum dated September 14, 1960, was received from the Pla
ning Commission, recommending approval of the request of Angelica Simonini
to resubdivide Lot 2, Block 130, into two parcels. Councilman Ryan moved,
seconded by Councilman Ahem and regularly carried, that the recommendation
of the Planning Commission be approved and accepted.
Resolution No. 1294 was received from the Planning Commission, recommending
approval of the amendment petition of Severino, Marino and Guilio Donati
amending Section 2°2 of Ordinance No. 353 so that Lots 18, 20 and 24, Block
10, Town of Baden, now located in an R-2 District, be rezoned to an R-3
District. Councilman Ryan moved, seconded by Councilman Ahern and regularl
carried, lhat the recommendation of the Planning Commission be approved and
accepted.
Resolution No. 1295 was received from the Planning Commission, recommending
approval of the variance application of Stephen P. Pagan to permit a 5-foot
encroachment into the required lO-foot sideyard at 130 Camaritas Avenue.
Councilman Ryan moved, seconded by Councilman Ahern and regularly carried,
that the recommendation of the Planning Commission be approved and accepted

approval of the variance application of Chris Ramos to permit a 10-foot en-
croachment into the required 10-foot sideyard at 675 Miller Avenue. Coun-
cilman Ryan moved, seconded by Councilman Ahem and regularly carried, that
the recommendation of the Planning Commission be approved and accepted.
Resolution No. 1297 was received from the Planning Commission, recommending
approval of the variance application of Utah Construction & Mining Company
to permit a 5-foot encroachment into the required 15-foot rear yard on Lot
16, Block 8, South San Francisco Industrial Park Unit No. 2-Ao Councilman
Ryan moved, seconded by Councilman Ahem and regularly carried, that the
recommendation of the Planning Commission be approved and accepted°
Resolution No. 1298 was received from the Planning Commission, recommending
approval of the variance application of Charles Jo Vangelisti to permit a
6-foot encorachment into the required 20-foot rear yard at 760 Circle Court
Councilman Ryan moved, seconded by Councilman Ahern and regularly carried,
that the recommendation of the Planning Commission be approved and accepted
Resolution No° 1299 was received from the Planning Commission, recommending
approval of the use permit application of Winston Manor Home Owners' Asso-
ciation to permit erection of two tract identification signs, one at the
northwest corner of Hilton Avenue and Hickey Boulevard, to be located on
City property, and one at the southwest corner of Arlington Drive and E1
Camino Real on City property, subject to the condition that the Association
enter into an agreement with the City of South San Francisco for the expres
purpose of relieving the City of any liability or responsibility for the
signs; that the applicant receive approval from the utility companies and
the City Engineering Department before installation of the signs° Council~
Ryan moved, seconded by Councilman Ahern and regularly carried, that the
recommendation of the Planning Commission be approved and accepted.
Resolution No° 1300 was received from the Planning Commission, recommendin~
approval of the use permit application of L. H. Comer to permit the moving
of a single family residence from 237 Ponderosa Road to a location at 373
Ponderosa Road. Councilman Ryan moved, seconded by Councilman Ahern and
regularly carried, that the recommendation of the Planning Commission be
approved and accepted.
Resolution No. 1301 was received from the Planning Commission, recommendin~
approval of the use permit application of Sun Valley Dairy to establish a
retail dairy sales store at 1119 E1Camino Real, subject to the condition
that applicant shall secure approval of the Engineering Department as to
.improvements and layout of proposed parking lot. Councilman Ryan moved,
seconded by Councilman Ahem and regularly carried, that the recommendatioK
of the Planning Commission be approved and accepted.
Resolution No. 1302 was received from the Planning Commission, recommendin~
approval of the use permit application of Sun Valley Dairy to permit erect~
of marque signs, a 6 fro x 14 ft. bottle shaped sign, a circular sign 10 fe
in diameter and two other signs approximately 32 inches by 12 feet each, al
1119 E1Camino Real, subject to the condition that the signs shall be non-
scintillating and non-flashing. Councilman Ryan moved, seconded by Coun-
cilman Ahern and regularly carried, that the recommendation of the Plannin~
Commission be approved and accepted.
Resolution No. 1303 was received from the Planning Commission, recommendin~
approval of the use permit application of J. Ro Young to permit establish-
ment of an open air sea food stand on Lot 12, Block 152, adjacent to 751
Airport Boulevard. Councilman Ryan moved, seconded by Councilman Ahern an(
regularly carried, that the recommendation of the Planning Commission be
approved and accepted.
Resolution No. 1304 was received from the Planning Commission, recommendin~
the approval of use permit application of Fred and Florence Ferrando to
permit erection of a free standing sign 16 ft. x 8 ft. and 16 ft. in overa]
height, on Parcel 5, South San Francisco Map #27, subject to the condition
that this permit shall expire at the end of one year from the date of fina2
approval ~nd m~y be reqewed ~t that time. Councilman Ryan moved, seconded

Council. Brief discussion followed, after which, there being no objections,
Mayor Rocca continued this matter to the next regular meeting, and in the
interim, requested that the Personnel Board be forwarded a copy of the Rulel
Regulations for their study and recommendation.

Lauretta Hussar. Councilman Ryan moved, seconded by Councimman Ahern and

sion. Councilman Ryan moved, seconded by Councilman Rozzi and regularly
carried, that the request be approved as submitted.
Monthly Reports were received from the Peninsula Humane Society for the mon~
of July, 1960, and from the Police Department, Fire Department, Building
Inspection Department and Library for the month of August, 1960o There bei]
no objections, Mayor Rocca requested the reports accepted and ordered filed.
There being nothing further, Mayor Rocca asked if any member of the Council
had anything he wished to offer under Good and Welfare. Councilman Rozzi
brought to Council's attention a request that some consideration be given t~
a change in the City's ordinance regulating fence heights, outside patios
and wind barriers within the City so that the residents of the City could
make more use of their yard areas. He then moved that the Planning Commiss:
and the Building Inspector, together with the other members of the staff,
review the fence heights, outside patio requirements and wind barriers and
develop more modern rules which will preserve good planning and property
development, but at the same time provide better use of the outside areas f,
the residents of our City. He further remarked that upon the development o:
one or more such proposals, he suggested that they be submitted to the City
Council for discussion and action. Councilman Cortesi seconded the motion,
after which brief discussion followed. After discussion, motion as made an,
seconded was regularly carried.
At this time, Councilman Cortesi brought to Council"s attention a recent
survey which he had made of the parking lots, remarking that it was his opi:
ion that possibly more parking spaces in some of the lots could have been
provided since some of the lots were larger in size. Discussion followed,
at which time the Director of Public Works, Louis Goss, explained the metho.

being no objections, Mayor Rocca stated that this would be left for Mr.

Councilman Rozzi then brought to Council's attention the recent study meet-
ing held with representatives of the Union representing members of the
Street Department and the discussions which had been held at that time,
moving that those employees who need change of classification be reclassi-
fied as soon as possible and in December when Council prepared to study the
department budget requirements for the coming year, consideration be given
the other requests for adjustments. Mr. Philip Scanne11, president of the
Local 1569 of The American Federation o~ State, County and Municipal Employ
remarked that it was his understanding that they would meet with the City
Manager and work these problems out. Motion as made was seconded by Coun-
cilman Cortesi and regularly carried.
Councilman Ahern at this time briefly reported that he and the City Manager
attended a meeting earlier in the day at Santa Cruz concerning the Small
Boat Harbor and that the City's project had been termed as a feasible one
and it was now up to the City to appoint an engineer to prepare plans, spec
ifications and other materials for further attention.
Councilman Ahern then brought to Council's attention a matter which he had
discussed with the Winston Manor Improvement group concerning the Winston
Manor Playground improvement, that it was their desire to confer with the
City Manager to work out a joint development of this playgroundo He then
moved that the City Manager confer with the Winston Manor Improvement offic
ials, Recreation Commission and Superintendent of Parks and Recreation for
the purpose of developing an agreeable program to construct the proposed im
provements in the Winston Manor playground area, and that a report be made
to the City Council so that Council could then consider the undertaking of
the project. Councilman Rozzi seconded the motion which was regularly
carried.
