Council Chambers, City Hall The meeting Wal called to order by Hayer Rocca at 8:00 p.m. Pledge of Allegiance to the Flag was recited, and in the absence of the Reverend Paul Coleman of St. Veronica'$ Catholic Church, Mayor Rocca gave the invocation. At this tile, Mayor Rocca gave out service pins to those employees who ver, with the City 10, 15 and 20 years. Present: Councilmen Andrew Rocca, G. J. Rossi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern Absent: None Mayor Rocca asked if there was a motion approving the minutes of the regu- lar meeting of October 3, 1960. Councilman Rossi moved, seconded by Counc: man Ahern and regularly carried, that the minutes of the regular meeting o~ October 3, 1960, be approved ~tS submitted. Mayor Rocca then asked if'there was a lotion approving the regular claims in the amount of $31,779.83. Councilman Ahern moved, seconded by Councllm3 Rozzi and regularly carried, that the regular claims be approved for payme~ as submitted. CounCil then took leparate action on the following claims: Claim of Park-Ur-Self Syltem, Inc. datedOctober 12, 1960, in the amount of $1,232.40 for tickets, ticket dispensers and mounting poles to be used in the Parking District lots, was continued to the next regular meeting since it was not ready for approval at this time. Claim of Colorado Fuel & Iron Corporation dated September 28, 1960, was received in the amount of $370.00 for furnishing and installing 3-foot "Realock" fence in the Ponderosa Hills Improvement District. Councilman Ryan moved, seconded by Councilman Rozzi and regularly carried, that the claim be approved for payment. Cl~tm dated October 3, 1960, in the amount of $1,186.60, received from Cooper & Clark for results of field density tests in South San Francisco Industrial Park Unit 2-C, Zone 1. Councilman Ahern moved, seconded by Councilman Rozzi and regu- larly carried, that the claim be approved for payment. Claim dated october 10, 1960, was received from the Enterprise- 'Journal in the amount of $21.25'for legal advertising in the Person and Swanson Indtmtrial Tract. Councilman Rossi moved, seconded by Councilman Ryan and regularly carried, that the claim be approved for payment. There being no public hearings, Council then proceeded on to resolutions a proclamations. City Attorney Noonan explained the first resolution which was ready for Council attention, after which Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THK CITY OF SOUTH SAN FRANCISCOAPPRO ING AND AUTHORIZING DESTRUCTION OFMUNICIPAL ELECTION RETURNS AND SUPPLIES FOR 1960u. Roll call vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahern. The next resolution was then explained by the City Attorney, after which Councilman Rossi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING MAYOR ANDREW ROCCA, MAYOR OF SAID CITY, TO SIGN THE PROPOSED PETITION OF CITIES TO THE BOARD OF SUPERVISORS OF SAN MATKOCOUNTY REQUESTING THE UNDERTAKING OF PROCEEDING8 FOR THE ADOPTIG OF THE BRADLEY-BURNS SALES TAr'. Roll call vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo' J. Ryan and Patrick E. Ahern. The third relolution concerned the award of contract for the dredging of Colma Creek. At this time, louis Goss, Director of Public Works, summar- ized the bid~ which had been received, recommending that the contract be awarded to M & K Corporation. City Attorney Noonan stated that in accord- ance with the recommendation of the Director of Public Works, he had pre- pared a resolution of award of contract. After explanation, Councilman Ahern introduced: "A RESOLUTION OF AWARD OF CONTRACT - DILKDGIEG OF COLMA CRKRK-1960'*. Roll call vote was as follows: Ayes, Councilmen Andrew Rocc G. Councilman Rozzi moved, seconded by Councilman Ryan and regularly carried, that the claim be approved for payment. There being no public hearings, Council then proceeded on to resolution~ proclamations. Although not ready for for passage at This time, City Attorney Noonan ex- plai~ed the resolution which had been prepared amending Personnel S~stem Rules and Regulations and in particular amending Resolution No. 3046 enti=led: "PERSONNEL SYSTEM RULES AND REGULATIONS OF THE CITY OF SOUTH SAN FRANCISCO". He explained the procedure which was to be followed by Council prio: to adoption, in that the proposec changes should be posted on the bulletin board and copies distributed zo interested bodies. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the proposed amendments be posted in accorcance with the Rules and Regulations ant copies distributed to the interested parties. Proceeding on to ordinances, City Atto:ney Noonan explained the first which was :eady for second reading and adopt:on, stating that a motion could be adopted by Council, if they so desired, that reading of the ordinance in its enti=ety be waived and that it be passed and adopted by the reading of titlt only. Councilman Ahern so moved, secohded by Councilman Rozzi and regularll carried. City Attorney Noonan then rm arked that a motion could be adopted by ~ouncil that the ordinance entitled: "AN ORDINANCE AMENDING ORDINANCE NO. 353 ENTITLED, 'ZONING ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO', PASSED AND ADOPTED AUGUST 10, 1954" be read for the second time by title and ~e passed and adopted, the reading in its entirety having been duly waived. Councilman Ryan so moved, seconded by Councilman Ahern. Roll call vote was as follows: Ayes, Councilmen ,ndrew Rocca, G. J. Rozzt, Emilio Cortesi, Leo J° Ryan and Patrick E. Ahern. City Attorney Noonan then explained th~ second ordinance which had been prepared for Council's attention and ~.s ready for its first reading and in~roduction. City Attorney Noonan then stated that a motkon could be adopted that an ordi nanc~ entitled: "AN ORDINANCE REGULATING SIGNS IN THE CITY OF SOUTH SAN FRANCISCO PROVIDING FOR THE ISSUANCE OF PERMITS ,ND FIXING THE FEES THEREFOR, PRES- CRIBING PENALTIES AND REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CC1~LICT HEREWlTIT' be introduced, readkng in its entirety having been duly made, Councilman Ryan so moved ,seconded by Councilman Rozzi and reg- uI~ly carried. ' The third ordinance was then explained by the City Attorney, who stated that because of the nature of the ordi~ance, it could be introduced and a~opted this evening and become effective at once. He then remarked that if Council desired, a motion could be ~ntroduced that the ordinance have its first reading and introduction and bo passed by the reading of the titl~ only and the reading in its entirety be waived. Proceeding on to unfinished business, Council next took up the matter of setting of a public hearing on the req]est of the Boys' Club of South San Fr~ncisco for a site in the City Park. This matter having been taken care of earlier under resolutions, no further Council action was taken at this tire. Cl~i~ of Donn S. Hoffman was received ~&mging damage to his automobile in the amount of $114.61 as the result of asphalt being thrown on it during street repair work at Spruce Avenue near the Colonial Bakery and Zellerbach Company. Councilman Rozzi moved, seco:~ded by Councilman Ryan enid regularly c~rried, that the claim be denied and ~eferred to the City's insurance carrier. Claim was received from American Plan ~nsurance Corporation, in behalf of Berkley, Randall & Harvey, alleging damages in the amount of $138.17, as tLe result of an accident which occurred on March 31, 1960, at Spruce and B~en Avenues, involving a City fire t=uck and police car and a station w~gon belonging to Mr. John D. Clark. Councilman Rozzi moved, seconded~by Co~cilman Ryan and regularly carried, that the claim bo denied and re- ferred to the City's insurance carrier. It was explained that the dwelling was to be 'sit,&ted to the rear of the City-owned property, near the Realy Tibbits Cons~ruction Company yard and was necessary so that a watchman could live on the premises, thereby taking care of the South San Francisco Rod and Gun Club building which was being chmaged by vandalism. AltLough not appearing as an item on the agenda, Council next took up the matter of the purchase of three vehicles for use by the Police Department in tLeir activities. COMPLAINT OF OWNER OF PETE' S COFFEE SHOP: Councilman Cortesi next brought to Council attention a call he had received fro~ the owner of Pete's Coffee Shop to the effect that the side of her building had been damaged by the oo~tractors who were improving the lot. The owner had stated that she was ~oing to seek legal advice but that he had i~structed her instead to talk to tie City Manager and City Attorney. Councilman Rozzi then stated that the Recreation Commission in their long rang~ program was considering a Community Center at the Orange Avenue Memor- ial ~ark. He suggested that they be asked to investigate the purchase of property on the west side of the highway for this Community Center, thereby making the Boys' Club site available. This matter was also referred to the City Manager. Couzci. lman Ryan at this time brought up the matter of the jet planes, remark- ing =[at an attempt had been made to hav~ a meeting with the officials of the Pnblic Utilities Commission but that it did not meet with any success. He f~rther stated that another attempt was to be made to hold a meeting, but that if this met with no success, then a resolution which he wished to intro- duce would provide for the issuance of s~bpoenas to require by Court order the ~ttendance of the members of the Public Utilities Commission. City Manager Aiello Stated that on the basis of the specifications for a position, the applications are reviewed and those who do not meet the requirements are advised that they are not eligible. Councilman Ahern then brought to Council attention that City Clerk Rodondi for the past two years as Chairman of the City Clerks Institute of the League of California Cities had, with his committee, been working on a City Clerk Handbook which had now been 'completed and was to be presented by him at the League Conference to be held in Los Angekes October 24 to 26, 1960. He moved, seconded by Councilman Rozzi and regularly carried, that City Clerk Rodondi be commended and congratulated for his work and that his recognition be made a part of the Council's official record. Councilman Ahern then remarked that he hhd learned that today was Mayor Rocca's birthday, tendering his congratulations.
