The meeting was called to order by Mayor Rocca at 5:30 p.m.

City Clerk Rodondi brought to Mayor Rocca's-and Council's attention a clai~
in the amount of $7,608.90 of weeks-Howe-Emerson Company for chain links a~
sprockets which had been purchased from this firm for the Joint Sewage Trei
ment Plant, advising that if Council approved the claim for payment at thil
time, the City. coul~ realize a two percent saving in the amount of $155.28.
Councilman Ahem moved, seconded by Councilman Rozzi and regularly carried
that the claim of Weeks-Howe-Emerson in the amount of $7,608.90 be approve~
for payment.
Proceeding on, City Attorney Noonan stated that in accordance with Council'
directive, he had prepared two resolutions authorized at the previous Coun¢
meeting. After'explaining the first, Councilman Ryan introduced: "A RESOLI
OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO RRqUESTING THE MAYO!
HOSPITAL COMMITTEE TO PETITION THE CALIFORNIA HOSPITAL ADVISORY BOARD FOR ~
CREATION OF A NEW HOSPITAL SERVICE AREA FOR NORTH SAN MATEO COUNTY". Roll
call vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emi]
Cortesi, Leo J. Ryan and Patrick E. Ahem.
City Attorney Noonan then explained the next resolution prepared, after wh~
Councilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
SOUTH SAN FRANCISCO., ESTABLISHING A SCHEDULE OF COUNCIL-COMMISSION CON~FERE!
AND PROVIDING FOR NOTICES~ AGENDAS, MINUTES AND REPORTS CONCERNING SAID CO1
FERENCES". Roll call vote was as follows: Ayes, Councilmen Andrew Rocca,
G. J. Rozzi, Emilio Cortesi, Leo J. Ryan and Patrick E. Ahem.
Proceeding on to ordinances concerning the matter of a sales tax, City Att¢
Noonan stated that it would have to be re-introduced, the reason being that
it was patterned after that adopted by the County and that the State Board
Equalization advised both the County and the City that the initiation date
for the sales tax should be changed in accordance with their desires. He
further remarked that the County was going to re-introduce their ordinance
well and that the second reading and adoption date could be scheduled for
the regular meeting of December 5, 1960, at which time the emergency measux
could be employed and the ordinance become effective upon adoption. Brief
discussion followed, after which City Attorney Noonan stated that a motion
could be adopted introducing and calling for the first reading of an ordina
entitled "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO IMPOSING A CITY
SALES AND USE TAX PROVIDING FOR THE PERFORMANCE BY THE STATE BOARD OF EQUAl
IZATION OF ALL FUNCTIONS INCIDENT TO THE ADMINISTRATION, OPERATION AND COL-
LECTION OF THE SALES AND USE TAX HEREBY IMPOSED, AND PROVIDING PENALTIES F~
VIOLATIONS THEREOF". Councilman Rozzi so moved, seconded by Councilman Ahe
after which City Attorney Noonan read the ordinance in its entirety. Roll
call vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emil
Cortesi, Leo J. Ryan and Patrick E. Ahem.
Mayor Rocca at this time stated that he had earlier requested the Council
members to submit the names of individuals to be considered for filling vac
cies on Commissions. He further remarked that Councilman Cortesi had sub-
mitted to him earlier a list of those individuals for these vacancies and
that sufficient time did not exist in order to interview them as was done ~
the others. He then submitted for Council's consideration and confirmation
the following persons:
Victor Robinson - Library Board
Edward P. Moakler - Planning Commission
George Reuter - Planning Commission
Warren Steinkamp - Recreation Commission
Councilman Ryan moved, seconded by Councilman Rozzi and regularly carried,
that the Mayor's appointments be confir~ed. Councilman Cortesi, in voting
stated that he was not opposing the appointments but the manner in which th
were made, further stating that he was not aware of the fact that the indiv
uals considered were subject to interview.
Further discussion followed, after which Councilman Ryan moved, seconded by
Councilman Rozzi and regularly carried, that the meeting be adjourned to th
meeting of December 5, 1960. Time of adjournment - 6:12 p.m.
