The meeting was called to order by Mayor Rocca at 8:03 p.m.
Pledge of Allegiance to the Flag was recited after which invocation was give:
by the Reverend Lloyd Burdett of the Immanuel Baptist Church.

Mayor Rocca asked if there was a motion approving the minutes of the regular
meeting held November 21, 1960, and the adjourned regularmeeting of Novembe
28, 1960, as submitted. Councilman Rozzi moved, seconded by Councilman Aher
and regularly carried, that the minutes of the regular meeting of November 2
1960, and the adjourned regular meeting of November 28, 1960, bm approved.
Mayor Rocca then asked if there was a motion approving the regular claims as
submitted for payment. Councilman Ahern moved, seconded by Councilman Rozzi
and regularly carried, that the regular claims totaling $17,778.20 be approv
for payment.
Councilman Ryan appeared present at the meeting at 8:06 p.m., and remained
its duration.
Council then took separate action on the following claims:
Parking District No. 1:
Sciandri Bros. claim dated Nov. 3, 1960, in the amount of $1.59 for
parking meter parts.
Walter Martin Signs, claim dated Nov. 10, 1960, in the amount of
$154.50 for six signs.
Hawkins-Hawkins Co, claim dated Nov. 8, 1960, in the amount of
$131.81 for signs.
Hawkins-Hawkins Co. claim dated Nov. Il, 1960, in the amount of
$72.80 for sign brackets.
Brandt Automatic Cashier Co. claim dated Nov. 17, 1960, in the amount of
$1,113.11 for coin sorter.
City of South San Francisco (Street Dept.) claim dated Nov. 22, 1960, in
the amount of $486.50 for labor, equipment and material for installing
parking lot signs.
Enterprise-Journal claim dated Nov. 25, 1960, in the amount of $63.66
for legal advertising.
Councilman Rozzi moved, seconded by Councilman Ahem and regularly carried,
that the above claims for the Parking District be approved for payment.
Person and Swanson Assessment District Claim:
P & S Construction Company claim dated Nov. 30, 1960, in the amount of
$68,692.35 for Progress Payment - work completed on Increment No. 1.
Councilman Ahern moved, seconded by Councilman Ryan and regularly carried,
that the claim for the Person and Swanson Assessment D~ trict be approved.
There being no public hearings, Council next proceeded on to resolutions an
proclamations. City Attorney Noonan e~plained the first resolution which
had been prepared, after which Councilman Rozzi introduced: "A RESOLUTION

City Attorney Noonan then stated that a resolution had been prepared for
award of contract on abe improvement of Parking Lots 6 and 8 but that befox
introduction, the bids received would have to be declared and that this ap-
peared as Item No. 1 under Reports. Director of Public Works Louis Goss
then declared the bids which had been received, recommending that the aware
be made to F. D. Sperry & Company with a low bid of $6,778.85. City Attors
Noonan then explained the resolution, after which Councilman Ryan intro-
duced: "A RESOLUTION OF AWARD OF CONTRACT - F. D. SPERRY AND COMPANY -
IMPROVEMENT OF PARKING LOTS NO. 6 AND NO. 8'*. Roll call vote was as fol-

Proceeding on to ordinances, City Attorney Noonan stated that the ordinanc~
concerning the City Sales and Use Tax was now ready for second reading and

Councilman Rozzi. Mayor Rocca instructed the City Attorney to read the
ordinance for the Council and, pursuant to its motion, in its entirety.
City Attorney Noonan then read the ordinance in its entirety. Roll call
vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio
Cortesi, Leo J. Ryan and Patrick E. Ahern. Councilman Ryan in voting
stated that since the County of San Mateo was placing in effect a sales ta
ordinance, the cities would have to do likewise whether they desire to do
so or not, because if they did not pass such an ordinance, all monies
collected would go to the County instead of the City.
There being no unfinished business, Council next proceeded on to the matte
of new business. Communication dated November 14, 1960, was received fro~
Californians Against Inequitable Reapportionment, Inc., expressing their
apprecia'tion to the City for its assistance in defeating Proposition No. 1
There being no objections, Mayor Rocca requested that the communication be
accepted and placed on fileo
Inter office memorandum dated November 30, 1960, concerning Use Per~it
Application No. 1321 (Albert Martin), No. 1322 (Rena Uberti), No. 1323
(William Frau~eni) and No. 1324 (John Castro) was received from the Planni
Commission explaining their recommendation of approval. Also received war
co~munications as submitted by former Planning Officer Gary Goutea and
the interested departments concerning the subject matter. There being no
objections, Mayor Rocca requested that the communications be accepted and
held for further Council study.
Resolution No. 1321 was received from the Planning Commission, recom~endin
that Albert Martin be granted the request to build a duplex at the rear of
existing single family dwelling at 532 Commercial' Avenue, per sketch sub-
mitted. Brief discussion followed, after which Coun~ lman Ahern moved,
seconded by Councilman Ryan, that the Use permit be laid over for study by
Council. It was also requested that the departments interested forward
positive suggestions for the development of the properties. Further dis-
cussion followed during which time mention was made by Councilman Cortesi
that the property in question had been purchased some 40 to 45 years ago
with the thought in mind of future development of the rear portions. Fur-
ther request was made that the Use Permits be ready for Council's action
for the next regular meeting or the first meeting in January. Motion as
made and seconded was regularly carried.
On Planntm~ Commission Resolutions Nos. 1322, 1323 and 1324, the same acti
was taken am above in regard to Rena Uberti, William B. Fraumeni and John
Castro Use Permit Applications.
Resolution No. 1325 was received from the Planning Commission, recommendin
approval of the request of Marlo and Jullo Donati for erection of a free
standing non-flashing illuminated neon plastic sign at 975 E1Camino Real.
Councilman Ryan moved, seconded by Councilman Rozzi and regularly carried,
that the recommendation of the Planning Commission be accepted and approve
Resolution No. 1326 was received from the Planning Commission, recommendin
approval of the amendment to certain sections of Zoning Ordinance No. 353
to provide public hearings on all Use Permits, to change fees on Use Permi
and to provide public hearings on Use Permits and Variances to be set by
the secretary of the Planning Commission. Councilman Ryan moved, seconded
by Councilman Rozzi and regularly carried, that the recommendation of the
Planning Commission be accepted and approved.
Inter office memorandum dated November 29, 1960, was received from the
Director of Public Works, submitting a compilation of bids received for th
improve~ent of parking lots 6 and 8 in Parking District No. 1, recommend-
ing the award of contract to the low bidder, F. D. Sperry Company. This
matter having been taken care of earlier under resolutions, no further
action was taken at this time.
Communieation dated November 15, 1960, was received from Mrs. Rena Ringue,
sub~itting her resignation as a member of the Library Board, effective
January 1, 1961. There being no objections, Mayor Rocca requested that
the communication be accepted and ordered filed and the City Attorney
instructed to prepare a resolution commending Mrs. Ringue, to be submitted
at the next Council meeting.
There being no objections, the monthl~rsport from the Peninsula Humane
Society for the-month of October was ordered accepted and filed.
Application for Off-Sale Beer & Wine License, as applied for by ~aanuel an
Marcia Korss of the Korss Market at Serra and San Felipe was received from
the Department of Alcoholic Beverage Control. There being no objections,
it was ordered filed by the Mayor.
There being nothing further, Mayor Rocca asked if any member of the Counci
had anything he wished to offer under Good and Welfare. Councilman Ryan
brought to Council's attention the matter of Capuchino High School's Band
receiving first place at Long Beach and that as a result, they had been
invited to attend the inaugural parade in Washington and would be the only
band representing California at this inauguration. He stated that he woul
like to introduce a resolution congratulating the Capuchino High School
Band on its performance at Long Beach and the honor received in being
chosen to represent California at the inaugural parade in Washington. Cit
Attorney Noonan prepared the title of the resolution, after which COuncil-
man Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUT
SAN FRANCISCO COMMENDING THE CAPUCHINO HIGH SCHOOL BAN~'. Roll call vote
was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortes
Leo J. Ryan and Patrick E. Ahern. Councilman Ryan further requested that
a copy of the resol~tion be forwarded to Capuchino High School.

Councilman Ryan at this time remarked that he wished to commend the Plan-
ning Commission for the manner in which they were submitting the resol-
utions, reports and other information, these documents having been prepare
in a very fine fashion.
There being nothing further from any nember of the Council, Mayor Rocca as
if anyone in the audience had anything they wished to offer. Mr. Bill Ama
of the 8erra Highlands Improvement Association asked if anything had been
done concerning the-Outdoor Christmas Lighting Contest. Brief discussion
follows, after which Mayor Rocca appointed Councilman Ahern as chairman fo
the Outdoor Christmas Lighting Contest.
There being no~hing further, Councilman Ryan moved, seconded by Councilman
Rozzi 'and regularly carried, that the meeting be adjourned to the next
regular meeting of December 19, 1960.
