RENA RINGUE (RESIGNED) FOR SERVICES AS A MEMBER OF THE LIBRARY BOARD: RESOLUTION NO. 3120 COMMENDING RAMONA JOHNSON (RESIGNED) FOR SERVICES AS STENO-CLERK IN THE CITY CLERK' S OFFICE: RESOLUTION NO. 3121 ANNEXATION OF CERTAIN scHOOL PROPERTY KNOWN AS SERRA SCHOOL SITK: REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO - HELD MONDAY, DECEMBER 19, 1960 8:00 p.m. Council Chambers, City Hall The meeting was called to order by Mayor Rocca at 8:02 p.m. Pledge of Allegiance to the Flag was recited after which invocation was given by the Reverend Ralph Caffey of the First Southern Baptist Church. Present: Councilmen Andrew Rocca, G. J.'~ozzi, Emilio Cortesi, Patrick E. Ahern, and Leo J. Ryan. Mayor RocCa asked if there was a motion approving the minutes of the re- gular meeting held December 5, 1960, as submitted. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the minutes of the regular meeting of December 5, 1960 be approved as submitted. Mayor Rocca then asked if there was a motion approving the regular claims as submitted for payment. Councilman Ahern moved, seconded by Councilman Ryan and regularly carried, that the regular claims totaling $59,018.82 be approv ed for payment. Council then took separate action on the following claims: Parking District No. 1: Traffic Appliance Corp. Claim (undated) in the amount of $5,013.24 for 372 rebuilt parking meters. Park-Ur-Self System, Inc. Claim dated December 8, 1960, in the amount of $156.00 for parking tickets. O. C. Jones & Sons Claim dated December 5, 1960, in the amount of $122.50 for paving the west side of Lot No. 2. J. E. Peck Claim for engineering services, in the amount of $2,303.43. Councilman Ahern moved, seconded by Councilman Rozzi and regularly carried, that the claims for the Parking District be approved for payment. Person and Swanson Assessment District Claim: A. Carlisle & Co. Claim dated November 30, 1960, in the amount of $469.04 for printing Improvement Bonds. Paul T. McKay, M.A.I. Claim dated November 30, 1960, in the amount of $400.00 for appraisal services rendered. John A. Blume & Associates, Engineers, Claim dated December 1, 1960, in the amount of $12,431.99 for engineer- ing services. Councilman Ryan moved, seconded by Councilman Rozzi and regularly carried, that the claims for the Person and Swanson Assessment District be approved for payment. There being no public hearings, Council then proceeded to the matter of resolutions and proclamations. City Attorney Noonan at this time explained the proclamation which had been prepared declaring the month of January, 1961 as "NEW MARCH OF DIMES MONTH", stating that this could be proclaimed by the Mayor from the chair. Mayor Rocca then proclaimed the month of January, 1961 as "NEW MARCH OF DIMES City Attorney Noonan then explained the resolution which had been prepared, commending Mrs. Rena Rlngue for her services as a member of the Library Board, her resignation having been tendered effective January 1, 1961. Af- ter explanation, Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COMMENDING MRS. RENA RINGUE FOR HER SERVICES AS A MEMBER OF THE LIBRARY ~BOARD AND AUTHORIZING ISSUANCE TO HER OF A CERTIFICATE OF RECOGNITION". Roll call vote was as follows: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan, and Patrick E. Ahern. Noes, none. Absent, none. City Attorney Noonan then explained the next resolution which had been pre- pared, co~enalng Ramona Johnson for her services to the City as Steno-Clerk after which Councilman Ahern introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO COIflfENDING RAMONA JOHNSON FOR HER SER- VICES TO THE CITY AND AUTHORIZING ISSUANCE TO HER OF A CERTIFICATE OF COGNITION". Roll call vote: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Emilio Cortesi, Leo J. Ryan, and Patrick E. Ahern. Noes, none. Absent, none Although not appearing as items on the agenda, City Attorney Noonan stated that other resolutions had been prepared for Council's attention at this time and were as follows: City Attorney Noonan then explained the resolution which had been prepared, after which Councilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING THE EXECUTION AND FILING OF A PETITION TO ANNEX CERTAIN SCHOOL PROPERTY - SERRA SCHOOL SITE - TO THE CITY OF SOUTH SAN FRANCISCO'. Ryan, and Patrick E. Ahern. Noes, none. Absent, none. City Attorney Noonan then explained the resolution which had been received concerning the vacating of EAST HARRIS AVE. AND THE EAST PORTION OF LAWlENCE AVE. Councilman Cortesi expressed objection to the placement of the ~atter on the agenda, stating he felt it.should have been handled in the same ~anner in which other items are received for Council's consideration. After discussion Councilman Ryan introduced: "A RESOLUTION OF INTENTION TO VACAT~ EAST HARRIS AVENUE AND THE EAST PORTION OF LAWRENCE AVENUE, INDUSTRIAl PARI 9NIT NO. 2-C, ZONE 3". Roll call vote: Ayes, Councilmen Andrew Rocca, G. J. Rozzi, Patrick E. Ahem, and Leo ~. Ryan. No, Councilman Cortesi. Absea~, none. Citl ~%ttorney Noonan then explained the last resolution for Council's atten- tioa concerning the issuance of a grading permit to Arthur Haskins, after whic~ Councilman Ahem introduced: 'A P~SOLUTION OF THE CITY OOUNCIL OF THE CITY_ OF SOUTH SAN FRANCISCO GRANTING A GRADING PERMIT TO ARTHUR HASKINS". Ro12 call vote: Ayes, Councilmen Andre~, Rocca, G. J. Rozzi, Patrick E.Ahern, and Leo J. ltyan. Councilman Cortesi voted "No" on the basis that it was not an a~enda item. Absent, none. The=e being no ordinances, Council next proceeded to the matter of unfinish- ed )'2~lnes8. Taken up at this time were the following Use Permits as appkied for with the Planning Commission, which came to the attention of the ~;ty Council at their regular meeting held Monday, December 5, 1960, at whica time they were laid over for furt[er study by Council. Use 2ermit Resolution No. 1321 was received from the Planning Commission, recou~ending permission be granted for the request of Albert Martin to bulEd a duplex on the rear of existing single family dwelling at 532 Commer- cial Avenue, per sketch submitted. CoUncilman Rozzi moved, seconded by Counc;lman Ryan and regularly carried, that the recommendation of the Plaa~'-ng Commission be approved and accepted. Use Permit Resolution No. 1322 was received from the Planning Commission, recoru~ending permission be granted for the request of Mrs. Rena Uberti to construct a duplex to the read of 233 Pine Avenue and fronting on 7th Lane. Cou~c;lman Ryan moved, seconded by Councilman Rozzi, that the recommendation of =he Planning Commission be approved and accepted. Roll call vote was as folkows: Ayes, Councilmen Andrew Rocca, G. J. Use Permit Resolution No. 1323 was received from the Planning Commission, recommending permission be granted for the request of Wm. B. Fraumeni to construct a duplex to the rear of 516 Railroad Avenue. Councilman Rozzi moved, Councilman Ryan seconded, that the recommendation of the Planning Com assion be approved and accepted. Councilman Rozzi moved, se- con~ec by Couacilman Ryan, that the recommendation of the Planning Commis- sion be approved and accepted. Re11 call vote was as follows: Ayes, Councilmen Andrew Rmcca, G. Communication dated Decem- ber 8, 1960 was received from the South San Francisco Unified School District, together with Resolution No. 25, requesting that the City initi- ate the proposed annexation of the Serra School Site by petitioning the Board of Supervisors of San Mateo County, requesting such annexation. This matter having been taken care of earlier under resolutions, no further Cour_cil action was taken at this time. Coms~nication dated December 9, 1960 was received from the South San Fran- cisco Unified School District requesting the City's financial assistance in the cost of constructing the Alta Loma I~ive retaining wall. Accompanying the co~munication was a copy of a communication dated October 28, 1960 addressed to Keith Sorenson, ~istrict Attorney, from the office of the City Manager, together with an engineer's estimate dated April 26, 1960 from the office of Director of Public Works, LoUi~ H. Goss. Brief discussion follow- ed, at which time City Manager Aiello ex~lained the meed for the repair of the wall, stating that it affected the C.ty Street and school property and recotmending its repair. Councilman Rozzi moved, seconded by Councilman Ahern and regularly carried, that the recommendation of the City Manager be approved and accepted and the expenditure of monies authorized from the Contingency Fund. Come~nication dated December 12, 1960 wa4 received from F. Jose de Larios, attornmy at law and member of the Jet C~mittee, suggesting that the City have a study of the jet noise problem made by a foundation such as the Ford Foundation. SOUTH S.F.INDUSTRIAL PARK UNIT NO. 2-C ZONE 3: .3 / MONTHLY REPORTS: GOOD & WELFARE: SEASON' S GREETINGS: ANNEXATION OF WESTERN SLOPE AREAS: Inter-office memorandum dated December ~4, 1960 was received from the Plarning Commission recommending the approval of the TENTATIVE MAPS OF THE SOUTH SAN FRANCISCO INDUSTRIAL PARK UNITS 2-B AND 2-E. Councilman Ryan moved, Councilman Rozzi seconded and regularly carried, that the recommenda- tion of the Planning Commission be apprmved subject to the condition that the final map would not be approved until tie Assessment District for the im- provement of Llttlefield Avenue was completed. Variance Permit Resolution No. 1327 as applied for by Mr. & Mrs. Don Pres- ton was received from the Planning Comm:ssion with the recommendation that permission be denied to eliminate the required 10 feet between dwelling groups so as to permit the proposed buikding to be built adjacent to ex- istin~ building. Councilman Ryan moved, and Councilman Rozzi seconded and regularly carried, that the recommendation of the Planning Commission be approved and accepted. Variaace Permit Resolution No. 1328 as applied for by G. W. Williams Co. was received from the Planning Commission with the recommendation that per- mission to eliminate 10 of the existing required parking spaces and elimi- nate required offstreet parking for cocktail lounge -- total 20 spaces, be denied. Councilman Ryan moved, Councilkan Rozzi seconded and regularly carried, that the recommendation of the Planning Commission be approved and accepted. Use ~ermit Resolution No. 1329 as applied for by Don & Margie Preston was received from the Planning Commission, recommending permission be granted for ~he request to construct dwelling group consisting of 4-unit apartment to =~e rear of 432 and 434 ~ailroad Avenue, rear of Lots 7-8, Block 119. Cou~cklman Ryan moved, seconded by Councilman Rozzi and regularly carried, tha~ ~he recommendation of the Planning Commission be approved and accepted. Use Permit Resolution No. 1330 as applied for by G. W. Williams Co. was re- ceived from the Planning Commission wit[ the recommendation that permission be denied to construct a cocktail loun~e on Lot 10, Southwood Commercial Trac~. Councilman Ryan moved, Councilman ~ozzi seconded and regularly car~ked, that the recommendation of the Planning Commission be approved and ~ccepted. ResoLktion No. 1332 as applied for by Utah Construction Company was re- ceivec from the Planning Commission recommending the approval of the request for the vacation of East Harris Avenue to the East of Lawrence Avenue, and Lawrence Avenue East of Littlefield Avenue. This matter hav:ng been taken care of earlier by..Council under resolutions, no fur- ther action was taken at this time. Monthly reports for the month of November, 1960 were received from the City Clerk's Office, Police Department, ~uilding Inspection Department, Library , Fire Department, and the Peninsula Humane Society. There being no objections, Mayor Rocca requested the reports be accepted and filed. There being nothing further, Mayor Rocca asked if any member of the Coun- cil ~ad anything they wished to offer under GOOD & WELFARE. There being none, he then asked if anyone in the audience had anything they wished to offfer under GOOD & WELFARE. Bill Amabile of the Serra Highlands Improvement Association extended to the n.embers of the City Council holiday ~reetings and his Association's thanks for the cooperation received from the City during the past year. At this time Bill Amabile requested permission to read a resolution to the City Council which had been prepared by his Association over the signature of Joseph A. Powers, President, requesting the City to initiate a constructive course of action toward the annexation of the areas on the Western slopes of the City's present watershed and also in- str~cting the various City Departments aad Co~issions to release for public knowledge all reports and studies made of the unincorporated areas surrounding the City. He then read the =esolution in its entirety, sub- mitting copies to all members of the Council and City Departments. Disc~ssion followed, after which Councilman Ryan moved, Councilman Rozzi seconded and regularly carried, that "TH~ VARIOUS CITY DEPARTMENTS CON- CERB~D BE INSTIU~CTED TO MAKE AVAILABLE TO THE VARIOUS IMPROVEMENT ASSOCIA- TIOBS, CIVIC GROUPS, AND THE GENERAL PUBLIC IN THE CITY VARIOUS REPORTS AND STUDIES MADE OF THE UNINCORPORATED A2EAS SURROUNDING SOUTH SAN FRAN- ClSOO". Furtter discussion then followed concernkng the matter of annexations of areas on the Western slopes, after which at the request of Council, City Attorney Noonan formed the following motion: "MOVE THAT AN INQUIRY BE MADE OF THE OWNERS OF THE CALLAN & CHRIS?ENSEN PROPERTIES AS TO WHETHER A MEETING CAN BE SCHEDULED FOR THE PURPOSE OF EXPLORING THE FEASIBILITY OF ANNEXATION AND SHOULD THERE BE AGREEMENT REGARDING SUCH A MEETING, THE MEETING BE SCHEDULE~'. Councilman Ryan so moved, seconded by Councilman Rozzi. Motion as made and seconded was regularly carried. Councilman Cort2si voted "No", stating he wished to know more about the matter before voting. - 3 - SEWER PROBLEM - COMER Mr. Varren E. Rasnick, 11 Dana Court, brought to the Council*s attention SUBDIVISION - PONDEROSA the matter of a sewer problem which exists in his home. He stated that in HILLS SUBDIVISION: 1959 he purchased a home from Mr. Comer, the builder, and that receatly he discovered his sewer is connected to tkat of the adjacent property belong- -~J 0 ~ ~ in~ =o Mr. Navarette. He further remarked that he had spoken to Mr. Comer rega~ding the matter, asking if he would take corrective action, and was infformed that nothing would be done covcerning the matter. He then request- ed ~ssistance from the City in getting the matter corrected. Discussion followed, after which there being no objections, Mayor Rocca referred the mat=er to the Director of Public Works Department with a request that a conplete map of the problem be made and that it be forwarded to the City Attorney's office for study and report :o the Council by the next regular meeting.
