The mee'~:ilng was called to order by Mayor Rocca at 7:39 p.m.
Present: Councilmen Andrew Rocca, Emilio Cortesi, and Leo J. Ryan.
Absent: Councilmen Patrick E. Ahem and G. J. Romzi.
City A~crney Noonan explained the first resolutioa which had been prepared for
CounciL's action, stating that the hearing date coald be set for the regular meeting
of May L, 1961. After explanation by the City Attorney, Councilman Ryan introduced:
"A RESO]'%~ION OF INTENTION TO MAKE CHANGES AND MODIFICATIONS -- INDUSTRIAL PARK
UNIT NO..2-C, ZONE 3".
Roll call vote was as follows: Ayes, Councilmen A~drew Rocca, Emilio Cortesi, and
Leo J. Ryan. Noes, none. Absent, Councilmen Patrick E. Ahern and G. J. Rozzi.
City A~orney Noonan then explained the resolution which had been received accepting
and authorizing the execution of Revocable Permit for the use of an easement in the
Lowrie-Bothin-Swanson Project. He requested that the matter be held over since the
permit contains a "hold-harmless" clause and instemd he would like to replace this
with the "insurance" clause.
There being no objections, Mayor Rocca ordered this resolution held over.
Councilman Ahern appeared present at 7:45 p.m. and remained for the duration of the
meeting.
The City ~Attorney then explained the next resolution, after which Councilman Ahern
introduced: "RESOLUTION OF THE CITY COUNCIL OF TEE~ CITY OF SOUTH SAN FRANCISCO
AUTHORIZING EXECUTION OF A CONTRACT WITH HARRY N. JENKS - JOHN R. JENKS, CONSULTING
SANITkRY .ENGINEERS, AND PAUL L. ADAMSON, ASSOCIATE CONSULTING ENGINEER".
Roll call vote was as follows: Ayes, Councilmen k~drew Rocca, Patrick E. Ahern,
Emilio C,rtesi, and Leo J. Ryau. Noes, none. Absent, Councilman G. J. Rozzi.
City A~zorney Noouan then explained the ordinance which was ready for second reading
and adoption, stating that a motion could be adopted by Council if they so desired
that reading of the ordinance in its entirety be waived and that it be passed and
adopted by the reading of title only. Counci!mau Ryan so moved, seconded by
Counci'_man Ahern and regularly carried.
City A~orney Noonan then remarked that a motion could be adopted by Council that the
ordinance entitled: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING ORD.
NO. 412 ENTITLED, 'AN ORDINANCE OF THE CITY COUNCI5 OF TEE CITY OF SOUTH SAN FRANCISCO
REGULAT-_~'G TRAFFIC UPON THE PUBLIC STREETS AND THOROUGHFARES OF SAID CITY AND
ESTABL-SEING THUCK ROUTES'" be read for the second time by title and be passed and
adopted, the reading iu its entirety having been d~ly waived. Councilman Ahern so
moved, seconded by Councilman Ryau.
Roll call vote was as follows: Ayes, Councilmen k~drew Rocca, Patrick E. Ahern,
Emilio Cortesi, and Leo J. Ryan. Noes, none. Absmnt, Councilman G. J. Rozzi.

reading and adoption, stating that a motion could be adopted by Council if they so

AUGUST LC, 1954'" be read for the second time by title and be passed and adopted,
the reading in its entiretyhaving been duly waive~. Councilman Ryan so moved,
seconded by Councilman Ahem.
Roll call vote was as follows: Ayes, Councilman k~drew Rocca, Patrick E. Ahern,
Emilio Cortesi, and Leo J. Ryan. Noes, none. Absent, Councilman G. J. Rozzi.
City Manager Aiello at this time brought to Council's attention his memorandum of
April LO, 1961 concerning a request for B-month lemve of absence as made by
Patrolmaz James C. Adams -- carrying the recommendmtion of Police Chief Fabbri as
well as his own.
Mayor Rocca read the memorandum in full, after which Councilman Ahem moved,
seconded by Councilman Cortesi and regularly carrimd, that the recommendations of
Police Chief Fabbri and the City Manager be accepted and the requested B-month
leave of absence be granted without pay.

DIRT HAULING:
Councilman Ryan at this time brought up the matter of large scale dirt moving
operations which would be occurring on the West side of the City and be trans-
ported ~o the bay lines , and that since it concerned truck routes for both San
Bruno and South San Francisco he requested the adcption of a resolution allowing
him to set up meetings with the Councils of both cities, truckers, building
contractors, and grading contractors to discuss means of providing an engineering
feasibility study for the solution of the problem.
At the request of Councilman Ryan, City Attorney Eoouan read the title of the
resolu~iOn which could be adopted, after which brief discussion followed.
Mayor RoCca remarked that it is his feeling thebest routes should be establishe~
but they imay not work out between the cities involved.
Counci'~m~n Ryan stated that a study first could be made between the cities and
then see iabout hiring an engineering firm. He then introduced: "A RESOLUTION OF
THE CI_~'_ COUNCIL OF THE CITY OF SOUTH SAN FRANCISCD AUTHORIZING COUNC~
LEO RYAN TO CONFER WITH INTERESTED PARTIES REGARDING ALTERNATE ROUTES OR METHODS
FOR DI_-ATHAULING".
CounciL~n Cortesi remarked that he feels each city should make its own laws
withou~nvolving other cities. Mayor Rocca remarked that he more or less con-
curs wt~Councilman Cortesi. Councilman Ahern stated the best method to assist
the peopl~ is to talk about the problem.

Counci'_n~n Ryan moved, seconded by Councilman Ahera and regularly carried, that
