TbS meeting was called to order by Mayor Rozzi at 5:42 p.m.
Present: Councilmen G. J. Rozzi, Andrew Rocca, and Leo J.
~ Ryan
AbSent: Councilmen Patrick E. Ahem and Emilio Cortesi.

Mayor Rozzi remarked that if there were no objections, he
would first like to call on Anita Robertson, Planning Assis-
tant for the City, present, to expla~u to Council a meeting
recently held with the County concerning the matter of the
Junipero Serra Boulevard freeway.
Mrs. Robertson remarked that the understanding which had been
arrived at earlier meetings with the County Supervisors and
representatives of the Division of H_eh ays, as concerned the
interchange at Hickey Boulevard, was not the same as was pre-
sented at the meeting held this afternoon. She further stated
that it was the City's understanding that we were to ~et a
full interchange. It was suggested by Mrs. Robertson that the
Council request a 30-day extension of time in order to allow
the City the opportunity of speaking to the Crocker developers
conceruin~ the future development of their area as it affects
the usage of the freeway.
Councilman Cortesi was present at 5:52 p.m. and remained for
the duration of the meetiu~.
Councilman Ryan then moved, seconded by Councilman Rocca, that
the County Board of' Supervisors be requested to hold up their
recommendation to the State for a period of 30 days in order
that the City might be allowed the opportunity of further study
to the interchange at Hickey Boulevard and Junipero Serra
Boulevard.
Councilman Cortesi on the question remarked that he did not
fully understand the matter. After brief explanation by mem-
bers of the City Council and City Manager, motion as made and
seconded was regularly carried.
Council next took action on the regular claims as submitted

Councilman Ryau moved, seconded by Councilman Rocca and regu-
larly carried that the claims as submitted be approved for
payment.
Council next took action on the claim of
Chas. L. Harney, Inc.
dated November 8, 1961 in the amount of $61,199.53 for work
accomplished to November 1, 1961 in the Person & Swanson
Industrial Tract.
~ouucilman Rocca moved, seconded by Councilman Ryan and regu-
larly carried, that the claim as submitted be approved for
payment.
City Attorney Noonan at this time brought to Council's atten-
zion a call he had received concerning the raisin~ of turkeys
by Mr. Neugebauer in the viCinity of Avalon Pines Subdivision°
He remarked that last year the same type of complaint had been
received and as a result the operations ceased and it was the
City's understaudin~ that the operations were to be conducted
outside of the City. He remarked t~at he felt voluntary

After explanation of the resolution by the City Attorney,
CoanciImau Ryan introduced a resolutZou entitled: "A RESOLU-
TION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO
AUTHORIZING CITY ATTORNEY TO FII~EiCOMPLAINTS IN TEE NEUGEBAL~R
MATTER".
Roll call vote was as follows: Ayes, Councilmen G. J. Rozzl,
Emilio Cortesi, Andrew Rocca, and Leo J. Ryan. Noes, none.
Absent, Councilman Ahem.
Councilman Ryan brought up the matter of the Library site to
be developed west of E1Camino Real, suggesting that the City
Manager and City Attorney make a study of the matter, submit-
ting their report for a Joint meeting between Council and the
Library Board. Discussion followed concernin¢ the setting of
a joint meeting date, after which, there being no objections,
Mayor Rozzi set the meeting for Monday, November 20, 1961 after
the adjournment of the regular City Council meeting.
City Manager Aiello brought to Council attention complaints
received from the residents iu the area of Junipero Serra
Boulevard and Hickey Boulevard concerning the use of these
streets by truckers iu their dirt hauling operations. Mayor
Rozzi referred this matter to the Ci:y Manager and Police Chief
with a request that the County be uo:ified conceruin~ the com-
plaints received and that the Board of Supervisors likewise
be informed of the complaints.
Mrs. Anita Robertsou at this time asked if Council were going
to discuss this evening the matter of Green Street and Lewis
Avenue improvement, both streets being located in Peck's Sub-
division. Discussion followed, at which time mention was made
of the written protest which had been received from Mr. Hartvig,
a property owner on Lewis Avenue. A~ter discussion, there being
no objections, Mayor Rozzi requested that the City staff work
out the matter, submitting a report to Council for their fur-
ther action.
Mayor Rozzi at this time brought up the matter of terms of of-
fices on the various commissions and boards which had expired,
and vacancies existed. He offered for Council's confirmation
the appointment of Mark Senaldi as a member of the Housin~
Authority to fill au existing vacancy; the re-appointment of
Mrs. Geraldine Howell for the Library Board; and the re-appoint-
ueut as members of the Planning Commission of John Gardner,
Peter Martiuez and Clifford Wells.
C~uncilman Ryan moved, seconded by Councilman Rocca and regu-
larly carried, that the appointments of the Mayor be confirmed.
City Attorney Noouan then brought to Council's attention the
remaining resolutions which had been prepared for adoption and
which concerned the South San Francisco Marina. City Manager
Aiello stated that the engineers for the project were present
and could explain to Council their evaluation of the bids which
nad been received. A detailed explsuatiou was given b~ Mr.
N~coletti, Engineer for John Blume & Associates, after which
City Attorney Noouan stated that no Council action could be
vaken on the bids received until the State had approved of them.

duced: "A RESOLUTION OF THE CITY C(UNCIL OF THE CITY OF SOUTH
SAN FRANCISCO APPROVING AND AUTHORIZING THE EXECUTION OF CER-
TIFICATE SETTING FORTH APPLICANT'S ZNTEREST IN AND CONTROL
DVER ALL LAND AND WATER AREAS TO BE USED IN THE PROPOSED PROJECT,
SOUTH SAN FRANCISCO MARINA".
Roll call vote was as follows: Ayes, Councilmen Go J. Rozzi,
Emilio Cortesi, Andrew Rocca, and Leo J. Ryan. Noes, none.
Absent, Councilman Aheru.
City Attorney Noonan explained the next resolution, after which
Councilman Ryau introduced: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING EXECUTION OF A
CF,RTIFICATE THAT THE CONSTRUCTION LOAN, IF GRANTED, WILL NOT
CREATE AN INDEBTEDNESS OR LIABILITY CONTRARY TO ARTICLE XI,
SECTION 18, OF THE CONSTITUTION OF CALIFORNIA".
Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi,
Emilio Cortesi, Andrew Rocca, and Leo J. Ryau. Noes, none.

Dity Attorney Noonan then explained the next resolution, after
which Councilman Cortesi introduced: "A RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ORDERING THE
SUM OF $307,400.00 EARMARKED IN A SPECIAL FUND AVAILABLE TO
SUPPLY FUNDS TO SUPPLEMENT PROPOSED LOAN FOR THE SOUTH SAN
FRANCISCO MARINA".
Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi,
Emilio Cortesi, Andrew Rocca, and Leo J. Ryau. Noes, none.
Absent, Councilman Aheru.
The City Attorney explained the next resolution, after which
Councilman Ryan introduced: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO APPROVING REPAYMENT AGREE-
MENT FOR CONSTRUCTION LOAN WITH THE SMALL CRAFT HARBOR COMMIS-
SION AND AUTHORIZING EXECUTION THEREOF, AND DESIGNATING REPRE-
SENTATIVE AUTHORIZED TO EXECUTE THE AGREEMENT".
Roll call vote was as follows: Ayes, Councilmen G. J. Rozzi,
Emilio Cortesi, Andrew Rocca, and Leo J. Ryau. Noes, none.
Absent, Councilman Patrick E. Aheru.
City Attorney Noouan then requested that Council adjourn their
w.eetin~ this evening to Friday, Novgmber 17th, at 5:30 p.m. in
the event than au adjourned meeting was needed for the Marina.
Mr. Victor Boido, present in the audience, asked concerning
the matter of the City's financial participation in the develop-
ment of the Marina as well as the ~nount of loans to be obtained
from the State, and the method of repayment. Detailed explana-
tion was ~iven by the members of the Council and the City
~nager and City Attorney.
Councilman cortesi requested a trash receptable be placed at
Magnolia and Grand Avenues inasmuck as a complaint had been
registered with him that students were throwing their litter
about.
There being nother further, and there being no objections,
Mayor Rozzi adjourned the meeting to Friday, November 17, 1961
at 5:30 p.m.
