The meeting was called to order by Mayor Rozzi at 8:01 p.m.
Pledge of Allegiance to the Fla~ was recited after which in-
vocation was given by Reverend John F. Sara, Jr. of Grace
Covenant Church.

Mayor Rozzi asked if there was a motion approving the min-
uzes of the regular meetin~ of February 5, 1962. Councilman
Ryan moved, seconded by Councilman Ahem and regularly car-
ried, that the minutes of the regular meeting of February 5,
1962, be approved as submitted.
Mayor Rozzi then asked if there was a motion approving the
regular claims as submitted for pay~.ent. Councilman Ahern
moved, seconded by Councilman Rocca and regularly carried,
that the regular claims totalin~ $4~,953.2~ be approved for
payment.
[ttlefield Avenue Assessment District Claim:
Arthur Haskins, Inc. claim dated January 31, 1962 in
the amount of $6,124.95 for co~tract completion durin~
January, 1962. -
Councilman Rocca moved, seconded by Councilman Ryan and reg-
ularly carried, that the claim as s~bmitted for Littlefield
Avenue Assessment District be approved for payment; payment
zo be made upon receipt of funds from the sale of Bonds.
Lowrie-Bothin Assessment District Claim:
Woodward-Clyde-Sherard and Associates claim dated Sep-
tember 30, 1961 in the amount of $544.60 for soils
en~ineerin~ in connection with ~radin~ operations,
Lo~rie-Bot~in Road, from 9/5/61~to 9/~9/61.
Councilman Ahem moved, seconded by Councilman Rocca and reg-
ularly carried, that the claim as submitted for Lowrie-Bothin
Assessment District be approved for payment.
South San Francisco Industrial Park Unit No. 2-B Claim:

Although not appearing as an item on the Agenda, Council took
action on the claim as received frow
Dale Williams, Inc. claim dated December 30, 1961 in
the amount of $400.12 for retention due, Schedule II.
COuncilman Ryan moved, seconded by C~uncilman Ahern and reg-
ularly carried, that the claim as submitted for South San
Francisco Industrial Park Unit No. 2-B (payment to be made
from Harbor Way Assessment District) be approved for payment.
Mayor Rozzi at this time opened the Public Hearing on the
Amendment to Section 2.2 of Zoning Ordinance No. 353, asking
if any written protests had been received, to which the City
CIerk replied that a number of inquiries had been received
but no protests. Mayor Rozzi then asked if anyone in the
audience had any protest they wished to offer. None were
r~istered.
City Attorney Noonan then requested that the record show that
the Resolution of the Planning Commission container,.more than
two-thirds (2/3) vote of the members, a Report of Findings,
Summary of Hearings, and Zoning Map~ had been received and filed.
There bein~ no objections, Mayor Rozzi so ordered, after
which he closed the public hearing.

THE FILING OF AN APPLICATION FOR FEDERAL GRANT FOR SEWAGE
TREATMENT WORKS UNDER 33 U.S.C. 46~ ET. SEQ., DESIGNATING
THE AUTHORIZED REPRESENTATIVE AND PROVIDING FOR OTHER MATTERS
RELATED THERETO".

COuncilman Rocca moved, seconded by Councilman Ahem and reg-
ularly carried, that the recommendation of the Plannin~ Com-
mkssion be approved and accepted.
USE PERMIT RESOLUTION NO. 1470 was received from the Planning
~ommission recommendin~ denial to the request to construct a
service station on the property at the SE corner of Grand and
Spruce Avenues.
L~tter was received from applicant, dated February 15, 1962,
requestin~ an appeal.
Letter was received from applicant, dated February 16, 1962,
r~questin~ an extension of time on the appeal until the remu-
lar Council meetin~ scheduled for March 19, 1962. -
Brief discussion followed concernin~ the matter, after which
Councilman Rocca moved, seconded by Councilman Ahern and reg-
ularly carried, that the Public Hearin~ be set for March 19,
1962, as requested.
VSE PERMIT RESOLUTION NO. 1471 was received from the Plannin~
Commission recommendin~ permission ~e ~ranted for the request
to erect a free standin~ si~n over 100 square feet in area in
aiM-2-H zone at 196 Freeway Street, South San Francisco.
Councilman Rocca moved, seconded by Councilman Ahern and rey-
ular!y carried, that the recommendation of the Plannin~ Commis-
sion be approved and accepted.

No objections being registered, Monthly Reports were accepted

Mayor Rozzi at this time brought to Council attention the ex-
piring terms of office of Frank Bertucelli and Ray Angeli as
members of the Personnel Board, remarkin~ that at this time he
wished to reappoint them to succeed themselves.
2ouncilman Ahern so moved, seconded by Councilman Cortesi and
regularly carried, that the Mayor's appointments be confirmed.
There being nothing further, Mayor Rozzi asked if any member
of the Council had anything they wished to offer under Good and
Welfare. Councilman Ryan commented on the recent rains, asking
the City Manager if any serious damage had been suffered. City
Manager Aiello briefly reported tha~ the rains of long duration
such as were had recently caused some trouble by a slide on Es-
canyo Drive. This was sand ba~ged by City forces to prevent
damage. Some slight mud damage did occur. He also remarked
that Colma Creek ran over on Friday night and that Spruce, South
C~nal and Linden were flooded but were pumped out by City forces.
He also stated that at Chestnut and Commercial a problem existed
that would need the installation of a pipe to correct, since a
~reat amount of silt collected in that area.
Cbuncilman Ryan then asked if the opening date of the new Court
Hbuse was available, to which the City Manager replied that it
w~s hoped that the new Court House would be in operation durin~
the month of March.
COuncilman Ryan then asked concerning the pro~ress of the Archi-
tect on the Magnolia SchooI, to which the City Manager replied
t~at he was very close to completion., possibly within a week.
r'~ere being nothing further from an~ member of the Council, Mayor
Rozzi asked if any member of the audience had anythin_~ they wished
to offer. Mr. Victor Boido of Orange Avenue su~_~ested to Council
that all the information available on the application of Shell
Oil Company for use of property at Spruce and Grand Avenues for
a service station be obtained since this presented a very danger-
ous traffic problem as well as being in an area that is a hospi-
tal zone. Councilman Ryan, for the record, asked Mr. Boido if
he was opposed to the granting of t~.is permit at the location
mentioned, to which he replied that he was.
M~. Boido then asked concernin~ the widening of Grand Avenue for
vehicular traffic. Brief discussion folIowed, at which time men-
vlon was made by the Mayor of previous studies undertaken with
participation by the affected property owners, and further that
vhe Parkin~ Commission had likewise discussed this matter at
vheir meetings and that an answer was expected in the very near
f~ture.
