Vice-Mayor Ahem asked if there was a motion approvin~ the
minutes of the regular meeting of March 5, 1962. Councilman
Rocca moved, seconded by Councilman Cortesi and regularly
carried, that the minutes of the regular meetiny of March 5,
1962, be approved as submitted.
Vice-Mayor Ahem then asked if there was a motion approvin~
the regular claims as submitted for payment. Councilman Rocca
m~ved, seconded by Councilman Cortesl and regularly carried,
t~at the regular claims totaliny $35,364.69 be approved for
payment.
Lpwrie-Bothin-Swanson Assessment District Claim:
Enterprise-Journal claim dated March 7, 1962, in the
amount of $14.80 for leyal advertising.
Ciouncilman Rocca moved, seconded by Councilman Cortesi and
eyularly carried, that the claim as submitted for Lowrie-
othin-Swanson Assessment District be approved for payment.
~ouncilman Leo J. Ryan appeared present at 8:12 p.m. and re-
~ained for the duration of the meeting.
itt~efield Avenue Assessment District Claims:
~a) Cooper and Clark claim dated February 27, 1962, in the
amount of $3,631.88 for soil en~ineeriny services.
Although not shown as.an item on the A~enda, Council took
action on the claim of Swift & Company dated March 19,
1962, in the amount of $801.29 for payment of Deed of
Easement for Parcels 7A and 7B.
Councilman Rocca moved, seconded by Councilman Ryan and regu-
larly carried, that: the claim of Cooper and Clark dated
February 27, 1962, in the amount of $3,631.88 for soil engin-
eerin~ services be approved for payment - payment to be made
on receipt of funds from the sale of bonds; the claim of
~wift & Company dated March 19, 1962, in the amount of $801.29
ifor Deed of Easement for Parcels 7A and 7B be approved for
ipayment - payment to be made from ~he refund of security de-
iposit in the same amount received from the County Clerk's
!office.

Councilman Ryan moved, seconded by Councilman Rocca and rey-

Vice-Mayor Ahern opened the Publi~ Heariny on the Use Permit
Application No. 1470 of the Shell 0il Company to construct a
service station at Spruce and Grated Avenues.
Robert Miller, Attorney at Law, present representiny the two
property owners and the applicant, requested that this matter
be referred back to the Planniny Commission in that new infor-
mation was available and that the objections raised in the
first hearin~ had now been resolved.

Ctty Attorney Noonan remarked that if Council desired they
could refer the matter back to the Plannln~ Commission for
further study and, in the meantime, continue the Public
Hearing. If solved, the Public Hearing could be canceled.
Councilman Ryan so moved, seconded by Councilman Rocca. A
brief discussion followed after which motion as made and
seconded was regularly carried.
There being no objections, Vice-Mayor Ahern continued the
P~lic Hearing.
Tne next item under Public Hearings was a Resolution of Inten-
tion to Make Changes and Modifications -- Lowrie-Bothin-
Swanson Project.
Vice-Mayor Ahem opened the Public Hearing asking if any
written protests had been received, to which the City Clerk
replied none had been received by his office. He then asked
if anyone present wished to re~ister an oral protest. There
heiing none, Vice-Mayor Ahem closed zhe Public Hearing.
TNe next item was a Resolution of In~ention to Make Changes
a~d Modifications -- Person and Swanson Industrial Tract.
Vice-Mayor Ahem opened the Public Hearin~ asking if any
written protests had been received, to which the City Clerk
replied none had been received by his office. He then asked
tf anyone present wished to offer any protest. There bein~
n~ne, Vice-Mayor Ahem closed the Public Hearing.
T~e City Clerk reported:~ that the following proclamation was
issued from the Mayor's office this week:

4i 196~, as "Public Schools Week" in South San Francisco.
3[ty Attorney Noonan explained the first resolution which had
'seen prepared, after which brief discussion followed concern-
lng notification of property owners. Councilman Ryan then
illtroduced: "RESOLUTION TO REMOVE WEEDS -- A RESOLUTION OF
PXE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DECLARING
WEEDS UPON STREETS, SIDEWALKS AND VACANT AND UNIMPROVED PROP-
ERTY TO BE A PUBLIC NUISANCE AND FDiING THE TIME FOR PUBLIC
HEARING AND ORDER ABATING SAID NUISANCE".
ROll call vote was as follows: Ayes, Councilmen Patrick
Abern, Emilio Cortesi, Andrew Rocca, and Leo J. Ryan.

The City Attorney explained the next resolution after which
Councilman Ryan introduced: "A RESOLUTION ORDERING CHANGES

Proceeding on to Ordinances, City Attorney Noonan explained
~he ordinance which was ready for second readin~ and adoption,
utatin~ that a motion could be adopted by Council if they so
~esired that reading of the ordinance in its entirety be waived
nd that it be passed and adopted by the readin~ of title only.

otion could be adopted by Council that the ordinance entitled

RE-ESTABLISHING A PERSONNEL SYSTEM FOR THE CITY OF SOUTH SAN
~RANCISC0 AND REPEALING ORDINANCE N0. 216 AND ALL INCONSISTENT

On roll call vote, Councilman Cortesi voted "No" on the ~rounds
that he did not feel it was fair and just to amend the ordinance
so that those members of the Personnel Board could be eligible
to apply for positions within the Cit~. Further discussion
followed.

Council then proceeded on to Unfinished Business and the Use
Permit Application of Tidewater 0il Company for a sign at 264
S~uth Airport Boulevard.
~_ty Attorney Noonan remarked that a m~ting had been arranged
between the two neighboring service station companies for this
week to work out the problem and that a report would be sub-
mitted for the next meeting.
T~ere bein~ no objections, Vice-Mayor Ahem continued the mat-
t~r to the next regular Council meetin~ of April 2, 1962.
Amended USE PERMIT Resolution No. 1£69 was received from the
Plannin~ Commission recommendin~ permission be yranted for the
amended request to form a dwelling ~roup by movin~ the house
from 323 California Avenue to Lot-l$, Block 126½, Plat 1RSN
V6, subject to the followin~ conditions: (1) When house is
moved from 323 California Avenue, the remaining old structures,
as recommended b~ the Buildin~ Inspector, be torn down; and,
(~) In remodelin~ the house to be moved, that applicant en-
close ~arages rather than the carports as shown on the original
Plan.
Councilman Rocca moved, seconded by Councilman Ryan and regu-
larly carried, that the recommendation of the Planniny Commis-
siion be approved and accepted.
VARIANCE Resolution No. 1474 was received from the Planning
Commission recommendin~ permission 'se granted for the request
~o encroach 2 feet into the required 5 foot side yard at 562
~oplar Avenue (Lot 1, Block 4, South San Francisco).
0ouncilman Rocca moved, seconded by Councilman R~an and regu-
larly carried, that the recommendation of the Plannin~ Commis-
Sion be approved and accepted.
USE PERMIT Resolution No. 1475 was received from the Planning
Commission recommendin~ permission be ~ranted for the request
to erect a duplex on the rear of Lot 11, Block 231, Book 12,
located at 645 Commercial Avenue.
Councilman Rocca moved, seconded by Councilman Ryan and regu-
larly carried, that the recommendation of the Plannin~ Commis-
Sion be approved and accepted.
nter-0ffice Memorandum dated March 13, 1962, received from
he Planniny Commission Secretary recommendin~ permission be
ranted for the request of the South San Francisco Elks Club
o amend Resolution No' 1~87 to allow Elks Street to be con-
structed as a temporary street for a period of a year. This
Was subject to the right to renew, or until such time as a
~uitable street pattern can be established for the Sign Hill
rea; and with the condition that r.o access be provided to
emlock or Larch Avenues.
Councilman Rocca moved, seconded by Councilman Ryan and re~u-
!arly carried, that the recommendation of the Planning Commis-
Sion be approved and accepted.
R=ceived too late to be included alonm with the other A~enda
items, Council took up the claim of Bertha B. Knight, as filed
by Robert Blumenthal, Attorney at Law, alle_~in~_ dama~_es and
injuries as the result of an accident with a police car.
Councilman Ryan moved, seconded by Councilman Rocca and regu-
%arly carried, that the claim be denied and referred to the
City insurance carrier.

!up the communication ~ated March 15, 1962,-as received from
ithe law office of Richard Lyons in behalf of his client, E. N.
]Fourcans, concernin~ the correction of a damaged retaininy
iwall near his property.
ICouncilman Cortesi moved, seconded by Councilman Rocca and
iregularly carried, that the existing retaining wall be re-
iplaced with a more suitable structure composed of creosoted
iredwood timbers embedded in concrete.
~Inter-Office Memorandum dated Marca 16, 1962, received from
ithe Director of Public Works reporting on bids received for
~the construction of channel linin~ under the Mayfair Avenue
~iBridge.
!Councilman Rocca moved, seconded b~y Councilman Ryan and reyu-
larly carried, that the recommendation of the Director of Pub-
lic Works be accepted and award made to Associated Pipeline,
Inc. as low bidder.

Inter-Office Memorandum dated March 9, 1962, from the Director
o£ Public Works recommending issuance of a permit for the con-
sitruction of an approach light system at the San Francisco
International Airport.
C~ouncilman Rocca moved, seconded by Councilman Ryan and re~-
ullarly carried, that the recommendavion of the Director of-
P!ub!ic Works be accepted and approved subject to the necessary
piermits and documents being obtained.
Iinter-Office Memorandum dated March 14, 1962, received from
tlhe Superintendent of Public Works submitting compilation of
b~.ids received for the purchase of a truck for the Street De-
p!artment, as concurred in by the Civy Manager.

uilarly carried, that the recommendavion of the Superintendent
oif Public Works be approved and accepted as concurred in by
t!he City Manager and award given to Learner's G.M.C.
request of Fire Department employees was received for added
bienefits under the State Employees' Retirement System and for
slurvivors' benefits.
~lwin Drauns, present in the audience, remarked that this was
~ot only for members of the Fire Devartment but for the Police
~epartment as well.
Gouncilman Rocca moved, seconded by Councilman Cortesi and
~egularly carried, that this matter be referred to the City
Manager and the City Attorney to complete ali_ details for
Gounci!'s action at a future meeting.

7here bein~ no objections, Vice-Mayor Ahern ordered the reports

There being nothing further, Vice-~yor Ahem proceeded to Good
.and Welfare, asking if any of the administrative staff of the
~ity had ~=~ _ _
o~n advised concernin~ any iowerin~ of water rates
bY the California Water Service Company. City Manager Aiello
replied that so far as he knew, no such information had been
received. Brief discussion followed, after which Councilman
Ryan moved, s~ond~d by Councilman Rocca and regularly carried,
that the City Manager check the rate structure of the Califor-
nia Water Service Company and the Hetch-Hetchy system and
Rort the information obtained to Council.
Vice-Mayor Ahem then asked if an~ member of the Council had
anything they wished to offer. There being none, he then asked
if anyone present in the audience wished to offer anything un-
der Good and Welfare.
~rs. Mertini brought up the matter of Willow Avenue improvement,
asking as to whether or not the proceeding on this matter could
~e stopped by Council action, and stating that the improvement
· f Willow Avenue would be comin~ within a few feet of her
mother's property.
Ted Wright of the firm of Dan Coleman, Engineers for the dis-
trict, explained the method by which the survey had been made.
Mr. Assaf, Attorney at Law, representing the firm of Wilson,
Harzfeld, Jones & Morton, Attorneys for the Assessment District,
~emarked that the public hearing on Willow Avenue improvement
had been set by prevlous Council action for the meeting of
April 16th. He suggested to Council, if they so desired, that
vhe public hearin~ be opened and ccntinued. He also remarked
vhat the bids could be received by the City for openin~ and
declaration on April 9th. He informed Council as to the length
of time the low bid could be held, providin~ it was a~reeable
to the contractor.

ADJOURNMENT:
~-urther discussion followed, after which Councilman Rocca moved,
se!conded by Councilman Ryan and regularly carried, that the City
Manager and the City Attorney be insnructed to meet with Mrs.
Me~l~ni and other affected property owners in an attempt to ar-
ri~e at a suitable conclusion while the public hearing is con-
ti.nuing with a rsport to be submitted and, if necessary, that
they be authorized to obtain the services of an independent
surveyor. After adoption of the mot-on, mention was made by
ViOe-Mayor Ahem that the authorization of an independent sur-
veyor was not a reflection on the assessment engineers but to
obtain concurrence if such were needed.
Nri. Victor Boido, present in the audfience, asked concernin~ the
widenin~ of E1Camino Real. City Manager Aiello explained the
procedure which was necessary and the steps necessary to be
followed with the Division of Highways in the matter, and the
information thus far obtained from that State agency. It was the
ffeneral feelin~ that some action would be reached by the end of
th~s year.
Mr Boido then asked concerning the right of the residents of
tls apartments to the West of Orange Avenue Park to use the road-
way for purposes of in~ress_ and ~r~ss~ ~ . Mention was made that
this always was a public dedicated street, dedication havin~
be~n made and accepted by the City some time back when the ~ark
property was given to the City. Further discussion followed,
atiwhich time mention was made that this matter came up at the
ti~e that the developers of the apartment houses wished to have
in~ress and egress and that it had been thoroughly investigated
ati that time, and that it was determZned that it was a dedicated
street. Further explained was the improvement of the street at
noi cost to the City, which was borne by the developers and re-
quired by the City prior to construction.
Mri. Ted Everson suggested that the passage of the amendment to
the Personnel Ordinance earlier in the evening should be with-
he~d for a matter of three or four weeks° After brief explana-
tign by members of the Council concernin~ the ordinance, and
there being nothing further, Councilman ~occa moved, seconded
byiCouncilman Ryan, that the meeting be adjourned to April 2nd,
19~2.
