Communication dated January 21, 1993, received from Fr~ank Ber-
tucelli, submitt~n~ h~s resignation from the Personnel Board.
There bein~ no objections,' Mayor Ahem accepted the resigna-
tion, requestin~ it be filed and a Certificate of Merit be
issued to Mr. Bertucell! for his service as a member Of the
Personnel Board.
At this time the City Clerk administered the Oath of Office
to the newly appointed Council member, Frank Bertucelli. Mr.
Bertucelli then thanked the members of the Counell for the
confidence which had been placed ~n him bF his appointment,
statin~ that he would continue to work for the betterment of
the communitN and its ~rowth. He then received the congratu-
lations of the Mayor and of the Council.
Mayor Ahem asked if there was a motion approving thie minutes
of the re~ular meetin_~ of JanuarN 7, 1963.
Councilman Rocca moved, seconded by Councilman Rozzi and reg-
ularly carried, that the minutes of the regular mee~in~ of -
Januar~ 7, 1963, be approved as submitted. ~
Mayor Ahern then asked if there was a motion approv~n~ the
regular claims as submitted for payment. Councilman Rozzi
moved, seconded bN Councilman Rccca and re~ularl~ clarried,
that the regular claims totalin~ $49,858.9~ be approved for
payment. ~
Parkinff District No. 1 Claims: Ma~or Ahem then asked if
there was a motion approvin~ th~ claims as submitted. Coun-
cilman Rocca moved, seconded by Councilman Bertucelli and
re~ularly~carried, that the claims for Parkin~ Dis!trict No. 1,
to~alin~ $87.82, be approved for payment. -

There bein~ no objections, Mayor Aaern requested the matter
continued to the next reyular meeting, remarkin~ that~ the
Ordinance had been prepared and had been forwarded to. all in-
terested parties and departments for their review and comments
before introduction by the City Ccuncil.
Mayor Ahem then proceeded to the continued Public Hearin~ on
the amended assessment for Lot 13, Block 10, South San Fran-
cisco Industrial Park Unit 2-E. Councilman Rocca moved, sec-
onded by Councilman Rozzi and regularly carried, that the
hearin~ be closed and further pro3eedin~s under the resolution
be canceled.

the amended assessment for Lots 14 and ]-5, Block 10,~ South San
Francisco Industrial Park Unit 2-E. Councilman Rocca moved,

There beiny no objections, Mayor Ahem requested the matter
continued to the next reyular meetin~ on February 4, 1963, as
there seemed to be some question in the minds of the adjacent
property owners.

City Attorney Noonan explained the first resolution ready for
Council's attention. Councilman Rozzi then introduced: "A

Roll call vote was as follows: Ayes, Councilmen Patrick E.
Ahern, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank

~ainuary 17, 1963, as received from the architect, Paul D. Mark-
i!ng, concerning the following four items:
Structurally reinforce and replace wood and flashing as re-

Rehang the main entry doors to swing out, providin~ new

Relocate the Plannin~ Department as per approved drawing;

revise and relocate clocks as requested by the building
department; $350 00.

larly carried, that the Change Order as submitted be approved.

The City Attorney explained the next resolution, after which

Th~s resolution was accompanied by the Petition for Annexation
si~ned by Ralph K. Stiles, President, and Charles E. French,
Secretary, of the California GoIf Club.
Claim against the City was received from Wilfred F. Masters,
i17 Duval Drive, alleging injuries to his daughter as the result
of an accident which occurred in the Winston Manor Play,round,
wh~le participating in an organized basketball game. Amount of
claim, $186.05. I
Councilman Rocca moved, seconded by Councilman Rozzi and regu-
larly carried, that the claim be den-_ed and referred to the
~ s insurance carrier.
~ommunication dated January 9, 1963, received from the Utah Con-
struction & Mining Company requesting permission, in behalf of
th~ Scala Radio Company, to cross City owned land to the rear
of Lot 18, Block 3, South San Francisco Industrial Park Unit
2-D, in order to conduct antennae research work. Accompanied
by Ietter dated January 3, 1963, fron the Scala Radio Company
~o the Utah Construction & Mining Company concerning the above.

referred to the office of the City Attorney for the preparation
of the necessary documents to compIeze the matter.
Inter-Office Memorandum dated January 17, 1963, received from
Vh~ Director of Public Works concernan~ the abandonment of un-
used sanitary sewer easement through property of the Santo
Cr~sto Society, and dedication of sewer easement through the
property of Jehovah witnesses. Accompanied by communication
da!ted January 15, 1963, from Carl E. Kirker, Consulting Civil
En~zneer, concerning the above matter. I

larly carried, that the request as submitted be approved and

COuncilman Rocca moved, seconded by Councilman Rozzi and re~u-
lar!y carried, that the resignation be accepted and the letter
placed on file. Mayor Ahern requested that a Certificate of
Merit be issued to Mr. Christensen ~or his service as a member
of the Planning Commission.
VARIANCE Resolution No. 1562 was received from the Planning
COmmission recommending permission he granted for the request
for a 7 foot encroachment into required 10 foot separation be-
tween an accessory building and dwe]lin~ for relocation of the
I~ara~e at 577 Palm. Avenue.
C~uncilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the recommendation of the Planning Commis-
sion be approved and accepted. Councilman Bertucelli abstained
from voting since he was the interested party.
VARIANCE Resolution No. 1563 was received from the Planning
ICOmmission recommending permission he granted for the request
I~ encroach 3 feet into required 20 foot rear yard at 326
l~rroyo Drive.

ularly carried, that the recommendation of the Planning Com-
mission be approved and accepted.
'USE PERMIT Resolution No. 1564 was received from the Planning
COmmission recommending permission he granted for the request
~o erect a second single family dwelling on the alley to the
~rear of 743 Grand Avenue, subject tc the following conditions:
That the building plans and landscaping design be submitted
a~d approved by the Architectural Ccmmittee before the issuance
of a building permit.
COuncilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the recommendation of the Planning Com-
mission be approved and accepted.
USE PERMIT Resolution No. 1565 was ~eceived from the Planning
COmmission recommending permission ke ~ranted for the request
tO erect a 7-unit apartment buildin~ at 207-209 Aspen Avenue
[Lot 22, Block 135), subject to the following conditions:
That the balcony size be increased ~here not in conflict with
~he Building Code; and that all caryorts visible from the
street be provided with ~arage doors.

Public Works as submitted be approved and accepted.
City Manager Aiello then reported or the compilation of bids
rec,~_v~d for an automobile to be used by the Parks and Rec-
reation Department, as follows:

ularly carried, that the award be made to Fred Lautze as the

There bein~ no objections, Ma~or Ahsrn ordered the reports

Although not appearing_ as an item on the a_~enda, Mayor Ahem
stated that if there were no objections, he would appoint
the followin~ as members of the Fine Arts Committee for the
Period of one year: Mrs. Edgar R. Pierson, Mr. James Ruther-
ford, Mr. Barry Curran, Miss Vir_winia Herrin_~, and Mr. James
Myers
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the appointments of the Mayor be con-
firmed.
Mayor Ahem at this time stated that he wished to appoint
Councilman Andrew Rocca as Vice-MaNor for the ensuin~ year.
Councilman Rozzi moved, seconded by Councilman Bertucelli
that the Mayor's appointment be corfirmed.
Discussion followed, at which time Councilman Cortesi voiced
Objection to the appointment, statin~ that his length of ser-
Vice as a Councilman warranted consideration to this position.
Roll call vote was as follows: Ayes, Councilmen Patrick E.
Ahem, G. J. Rozzi, and Frank Bertmcelli. Abstained, Council-
man Andrew Rocca. Noes, Councilman Emilio Cortesi. Absent,
none.
Mayor Ahern at this time appointed George Coulter and Joseph
Manjarrez as members of the Recreation Commission to succeed
themselves.
Councilman Rozzi moved, seconded by Councilman Rocca and re~u-
ilarly carried, that the appointmenvs of the Mayor be confirmed.

!of the Council had anythin~ they wished to offer under Good
land Welfare.
:Councilman Cortesi brought to Council's attention the vacan-
cies that existed on the Plannin~ Commission and the Personnel
iBoard, askin~ if any appointments ~ere to be made this evening,
to which the Mayor replied that th~s was for Council consider-
ation with appointments to follow ~t a later date.
~There bein~ nothin~ further, Mayor Ahern asked if any member
of the audience had anythin~ they wished to offer.
Mr. Victor Boido congratulated the members of the Council on
their appointment of Frank Bertucelli as a Council member to
~fill the vacancy of former Mayor Leo J. Ryan.
Willis Swartzell mentioned a dangerous traffic condition to
school children attendin~ the Parkway School, and su~estin~
that Parkway be extended to Chestnut Avenue, which would
alleviate this condition. Mayor Ahem referred the matter
to the Chief of Police.

c~iation asked concernin~ the pro~ress of the library s-re near
the California Golf Club·
Mayor Ahem stated that both the California Golf Club ~nd the
City had hired appraisers on the matter and that a report was
to be made
