City Attorney Noonan remarked that after the first reading of the ordinance entitled: "AN ORDINANCE AMENDING SOUTH SAN FRAN- ~CISCO~S "TOWING AND WRECKER ORDINANCE" No. 482, a number of in- :quiries had been received from the 9ow Truck operators and others. :He stated that the Chief of Police ~ad made a thorough study and 's~rvey and that a conference was to be held to be attended by :all concerned. He requested that if there were no objections :the matter be continued. There beirg no objections, the Mayor .so ordered. iCity Attorney Noonan explained the ~rdinance which was'ready 'for second reading and adoption, st&ting that a mo~ion could ibc adopted by Council if they so desired that reading of the iordinance in its entirety be waived and that it be passed and !adopted by the reading of title only. '3uuncilman Cortesi commented that it would be appropriate at ~ls time for the City to contact San Bruno concerning the pay- neet of land acquisition for the Joint Sewage Treatment Plant. He suggested that the City Attorney and City Manager be in- s:ructed to contact the San Bruno city officials concerning u~is matter. Mayor Ahem stated that he had spoker to the City Manager some lime earlier concerning this matter since the planned enlarge- nent would take more land Discussion followed, after which Councilman Rocca suggested the Citty Manager and City Attorney submit a report on the rights o~ each city regarding the Joint Sewage Treatment Plant contract and submit this report to Council. Tlhere being no objections, Mayor Aher~ so ordered. Diirector of Public Works Goss commentsd on a quantity of! sludge alt the Treatment Plant which had to b~ removed in order Fo make ready the land for the Plant enlargemsnt. He requested that~-~he b~ authorized to grant the haulers a purchase order to remove the sludge to a location near the Dog Shelter. CC. uncilman Rozzi moved that the recommendation of the Director oF ~Public Works be approved and accepted. Councilman Rocca seoonded the motion requesting that the motion be amended that e&clh city bear the cost proportionately. Councilman Rozzi ac- cepted the amendment after which the ',otion as made, seconded aid amended was regularly carried. There being nothing further from any member of the Council, Nayor Ahern asked if any person in the audience had anything they wished to offer. Mr. John C. Siacotos, 138 Clay Avenue, of the West Winston Manor Association, asked as to when they could expect development of Park and Recreation facilities in tte~lr area. Mayor Ahem remarked tha~ this was on the City council's priority list. Mr. siacotos then asked concerning the sidewalk installa$ion to Hickey Boulevard, to which the City Manager replied that!this s~oUld be in within the next thirty days. ~ Richard Lyons, Attorney at Law, spoke on his claim which~he had filed with the City for damages resulting from a recent arrest b2 the Police Department, asking why the City did not prosecute tae three officers involved on perJurN charges. Lengthy dis- cmssiou followed, at which time Council expressed its opinion t'~at the courts had disposed of the m&tter of charges against M~. Lyons as a result of his arrest ar.d that if he wished to p~rsue the matter further he knew the course of action to follow. M~. Lyons then renewed his request for a motion by Council, or- dering a lie detector test of the officers and himself. No c0ancil action was taken and Council then proceeded on with the rest of the meeting. ' A~chie Allen, 5~1 Poplar Aveeue, spoke concerning.his applica- tion made with the Planning CO,~nission for permission to conduct a!3illiard Parlor in the 200 block of L~ndgn Avenue and which a~oeared on Council's agenda with a recommendation for denial. H~-requested reconsideration by Council of their earlier action o~ acceptance of Planning Commission's recommendation, stating t%at a number of parents felt this would be a good recreational activity. Brief discussion followed, at which time Mayor Ahern soared that it was the Planning Commission's feeling this was 0 'proper usage in a C-2 Zone. No further action was taken. MARINA BERTHING FAC ILITIES: C OMMENDATION -- POLICE DEPARTMENT: HILTON AVENUE SIDEWALK: ADJOURNMENT: Paul Grimmett of Rockwood Drive remarked that earlier t~e mat- ter of completion of Harbor facilities was discussed, a~king if some form of priority for berthing facilities had beE~n es- tablished or would it be on a first come - first served basis. Ke made the suggestion of drawing names of those inters ~ted in ~ese facilities. Eiscussion followed, at which time Mayor Ahem commente( that it~ was the City's desire to see that the local resident~ be ~iven priority wherever possible. ~r. Nick Manuel of West Winston Manor complimented and the Police Chief and his off~ers not only in their pre 'Sut also in effecting the recent arrest of the "Cat Burs ~resently serving time in San Quenti~ Penitentiary. He $~a~ his home had been burglarized and while none of his Was recovered, he wished to publicly thank them. Nr. Manuel also thanked Council for the sidewalk which ils to be ~ns~alled on Hilton Avenue, statin~ that ~ while they had to wait %or it they knew they had to do so u~til the money had b~en ap- Propriated for this installation.
