The meeting was called to order by Mayor Patrick E. Ahe~n at
8:00 p.m. .
Pledge of Allegiance to the Flag was recited, after whi~h in-
vocation was given by Reverend Carl E. Curtright of the First
Assembly of God. Church.
'Present: Councilmen Patrick E. Ahera, Emilio Cortesi, Endrew
Rocca, G. J. Rozzi, and Frank Bertucelli.
Absent: None. '
Mayor Ahem at this time commented that approximately one month
iago the City was informed that it was one of two cities in the
~West in the 25,000 to 50,000 population class which was to re-
ceive an award in the National Clean Up - Paint Up - Fix Up
Campaign and that this evening was to receive its trophy.
iHe then introduced Mrs. William Cottenham, Chairman of the Cam-
~paign, who iu turn introduced the members of her committee,
'composed of Mrs. Pearl Eppersou, Mr. Louis Guaraldi, and, al-
ohough recently moved and not able to be present, Mrs. Don
Maguire. She then introduced and tkanked the two City employees
iwho assisted in the Campaign; namely, Mr. Gene Neville. iand Mr.
Dave Sumbardo. I
iMrs. Cottenham then stated that the trophy was a resulti of com-
munity activity, expressin~ her thanks to those or~ani~atious
~who participated. She the~ presented Mayor Aheru ~ith~!the
.trophy, who in turn thanked all of those who participated in
'the success of the Campaign. i
Mayor Ahem asked if there was a motion approving the minutes
of the regular meeting of March 18, 1963. f,
Councilman Rocca moved, seconded by Councilman Rozzi and reg-
ularly carried, that the minutes of the regular meetin~ of
March 18, 1963, be approved as submitted.
Mayor Aheru then asked if there was a motion approving'the reg-
ular claims as submitted for paymenl;. Councilman Rozzi moved,
seconded by Councilman Rocca and rezularly carried, that the
regular claims totaling $22,150.37 ~e approved for payment.
Peck's Subdivision Assessment District No. 1 Claim:
Kunz Paving Company claim dated March 20, 1963, in the
amount of $~6.22 for final billing.
Councilman Rocca moved, seconded by Councilman Rozzi and reg-
ularly carried, that the claim as submitted for Peck's Subdi-
vision Assessment District No. I be approved for payment.
Sewerage Treatment Improvement, Plannin~ and Engineering Fund
Claim:
(a) Lee S. Marks claim dated March 26, 1963, iu the amount
of $400.00 for appraisal of Stewart Warner Tract +- 30%
to be paid by San Bruno.
(b) Baker Graphic Service claim da;ed March 19, 1963, in the
amount of $24~.71 for Adamson Originals -- 30% to be paid
by San Bruno.
(c) Woodward-Clyde-Sherard and Associates claim datediMarch

Councilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the claims as submitted for Sewerage

Councilman Rocca moved, seconded by Councilman Bertucelli and

AMENDMENT OF ZONING ORDINANCE NO. B5B, AS AMENDED, AMENDING
SECTIONS 3, 3.2, 3.3, 3.4, 3.5, 3.6, 3.8, 4.2, 5, 6 AND 7,
ALL FOR THE PURPOSE OF ADDING TO T'.iE ZONING ORDINANCE PROVISIONS
FOR PLANNED UNIT DEVELOPMENT AND PLANNED COMMUNITY DEVELOPMENT.
There being no objections, and at the request of the' City Attor-
ney, the Public Hearing was continued for a period of thirty
days pending a final study to be made.
Mayor Ahem declared the Public Hearing on the Harvis Parcel
Annexation opened, asking if any w?itteu protests had been re-
ceived to which the City Clerk replied none had been received
by his office. He then asked if anyone present in the audience
had any protest they wished to offer. There being none, Mayor
Aheru declared the Public Hearing closed.
City Attorney Noonan explained the first resolution ready for
Council action, after which Councilman Rocca introduced: "A

City Attorney Noonan explained the next resolution, after which

The City Attorney explained the next resolution, after which
Councilman Rozzl introduced: "A RESOLUTION ENDORSING THE FOR-
MATION OF A SAN MATE0 COUNTY CHAPTER OF THE AMERICAN ASSOCIATION
FOR THE UNITED NATIONS". ,

City Attorney Noonan remarked that a meeting had been held con-
cerning the ordinance entitled: "AN ORDINANCE AMENDING SOUTH
SAN FRANCISC0~S ~TOWING AND WRECK~ 0RDINANCE~ NO. ~82", at
which time Mr. Nagle, Attorney rep?esenting the insurance com-
panies and Mr. DeLarios, representing the Tow Truck operators,
were present and that it was agreed to await the results of a
survey which is to be made of some 100 communities as to what~
the rate of charges for tow services were. He stated that af-
ter these.charges were known the City could proceed f~rther.
He requested the ordinance continued for thirty days.I
There beingdno objections, it was so ordered by MayoriAhern.
City Attorney Noonan then explained the ordinance which had
been prepared for Council's attention and was ready for its
first reading and introduction. H~ stated that a motion could
be adopted by Council that reading of the ordinance in its en-
tirety be waived and that it have its first reading and intro-
duction by the reading of title only. Councilman Rocca so
moved, seconded by Councilman Rozzi and regularly carried. City
Attorney Noonan than stated that a motion could be adopted that
au ordinance entitled: "AN ORDINANCE APPROVING THE ANNEXATION
OF CERTAIN UNINHABITED TERRITORY DESIGNATED ~HARVIS PARCEL -
COUNTRY CLUB PARK~ TO THE CITY OF SOUTH SAN FRANCISCO" be intro-
duced, reading iu its entirety having been duly waived. Coun-
cilman Bertucelli so moved, seconded by Councilman Rocca.

Letter dated February 18, 1963, received from the Polish Com-
rlunity Service Center requesting permission to solicit f~r
_~Ands in the City of South San Francisco.
There being no objections, Mayor Aheru referred this matter to
~e City Manager and the Police Chief for further report to the
Council. ~
The next item Council took action on concerned a motion to auth-
Orize the transfer of funds to the Ncrth Airport Boulevard Curb,
G'Atter and Sidewalk Improvements.
Inasmuch as it was not economically practical to issue Bonds for
~ae small amount of unpaid assessments remaining in the North.
Airport Boulevard Curb, Gutter and Sidewalk Improvements, Coun-
Cilman Rocca moved that a transfer be made from the Contingency
F~nd iu the amount of $1,363.01 to the account of North Airport
BoUlevard Assessment District, this amount being the amount of
.AuPaid assessments remaining. Also, that an auditor's record
'~e prepared for the collection annually of the assessments and
t~terest with the money received beirg paid to the Contingency
Fund iu reimbursement of the advance, and that the interest rate
9f 5% be used iu this instance. Courcilman Rozzi seconded the
motion, which was regularly carried. .
2he next item for Council's attention concerned a motion to
establish au effective date for the commencement of work at the
Joint Sewage Treatment Plant by Brady Constructors.
Councilman Rozzi moved that the date of March 18, 1963, ibe des-
ignated as the date that the City executed the Agreement with
Brady Constructors for the enlargement of the Joint South San
Francisco - San Bruno Sewage Treatment Plant. Councilman Rocca
seconded the motion, which was regularly carried.
VARIANCE Resolution No. 1586 was received from the Planning
Commission recommending permission be granted for the request
to resubdivide Lots 27 and 28, Block 77, at Miller, Land,el and
hth Lane (50' x 140') into three lots to front on Laurel Avenue.

Councilman Rozzi moved, seconded by Souncilman Rocca and regu-

be approved and accepted.
VARIANCE Resolution No. 1587 was received from the Planning
~Ommission recommending permission b~ granted for the request
for 43~% lot coverage instead of reqaired ~0% for au addition

~VARIANCE Resolution No. 1588 was received from the Planning
iCommissiou recommending permission be granted for the request
~o encroach 3 feet into required l0 foot separation between
ibuildings at 122 Cherry Avenue.

larly carried, that the recommendation of the Planniug~Commission
be approved and accepted.
VARIANCE Resolution No. 1589 was received from the Planning
;~ommtssion recommending permission be granted for the request
~for 43½% lot coverage instead of required 40% for an addition
'to ~he home at 524 Joaquin Drive.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the recommeudatton of the Planning Cormmissiou
be approved and accepted.
VARIANCE ResolUtiOn No. 1590 was received from the Planning
Commission recommending permission be granted for the request
to encroach 14½ feet into required 20 foot rear yard in order
to construct an open sundeck at 4~9 Avalon Drive.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the recommendation of the Planning Commission
be approved and accepted.

USE PERMIT Resolution No. 1592 was received from the Planning
Commission recommending permission be granted for the request
to construct an office building at Utah Industrial Parkj Lots
18 and 19, Block 8, the Easterly corner of Harris and Mitchell
Avenues, subject to the following conditions: (1) that a six
inch pipe be installed by the developer to protect fire hydrant;
(2) that sidewalk be installed by the developer on Harris Ave-
nue; (B) that parking stalls on Harris Avenue be reduced to 23
feet in length.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the recommendation of the Planning Commission
be approved and accepted. ,
USE PERMIT Resolution No. 1593 was received from the Planning
Commission recommending permission be granted for the request
to store wrecked autos on the rear of property at 505 Mayfair
Avenue, subject to the followinm conditions: (1) that cars
not be dismantled on the site; ~2) that cars may not be stored
over ten days; (B) that area is to be entirely screened from
the street with a board fence six feet high.
There being no objections, Mayor Ahem requested that! the mat-
ter be held for further study. Mrs. Irene Mann, who was repre-
senting the applicant, unable to be present this evening, asked
as to the reason for its being held for study, to which the
Mayor replied that Council wished to further study the matter
of control on such an activity.
USE PERMIT Resolution No. 1594 was received from the !Planning
Commission recommending permissio~ be granted for the request
to erect a second single family dwelling ou 2nd Lane to the
rear of 735 Baden Avenue, subject to the following conditions:
(1) that the existing structure ou Baden Avenue be painted and
any building violations be corrected prior to obtaining an occu-
pancy permit for the proposed structure; (2) that the ramp at
the ~arage iu the existing structure be re,faded; or (3) that
the garage be closed and the front of the house remodeled to the
approval of the Architectural Committee; (4) that detail on
landscaping of the entire property be'presented to the Architec-
tural Committee for its approval, i
Mayor Ahem remarked that he understood that the appl'icant,
Eugene De Luca, requested his Use Permit held over and that if
there were uo objections it would be so ordered. No objections
were made.
Councilman Cortesi asked as to the reasons for the matter being
held over. Councilman Bertucelli read some of the conditions
imposed on the Use Permit, stating that it would prove very
costly to remodel an older home prior to the erection of the
second dwellin~ as required in ~hls Use Permit. Discussion
followed, at which time Mr. Gagliclo, a nearby resident, stated
that cue of the conditions imposed was the removal of the down-
grade entrance to the garage but that this was standard con-
struction iu all of the homes built in that particular neighbor-
hood. Further, that Mr. De Luca's home was iua good condition
and felt confident that these matters could be worked out with
the Planning Commission.
There being no objections, it was referred back to the Planning
Commission by Mayor Aheru for further discussion with the ap-
plicant.
Inter-Office Memorandum dated March 28, 1963, received from the
Planning Commission Secretary recommending approval for the re-
quest of the Santo Cristo Society to resubdivide their parcel,
Assessor-'s Map Il-311-05, consisting of 1.837 acres into two
parcels - cue containing 1.55 acres and one containirg 0.287
acres, l

larly carried, that the recommendation of the Planning Commission
be approved and accepted.

up the Summons and Complaint against the City as filed by Mel-
vin Wilner, doing business as Wiln~r Construction Company.
Councilman Rocca moved, seconded by Councilman Rozzi ~nd regu-
larly carried, that the claim be denied and referred to the-
City's insurance carrier and to the City Attorney. i
Inter-Office Memorandum dated Marc~ 26, 1963, received from the
Director of Public Works requesting an additional 30-day exten-
sion of the provisional appointmen~ for Bradford R. Guthrie.
Councilman Rozzi moved, seconded b~ Councilman Rocca and regu-
larly carried, that the request be approved as concurred in by
the City Manager.
Inter-Office Memorandum dated March 26, 1963, received from the
Director of Public Works concerning the acquisition of property
from Stewart-Warner Corporation for a Sewage Pumping Station Site.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that an offer of $7,000.00 be made to Stewart-
Warner and if not accepted that the City Attorney be authorized
to commence condemnation proceedings.
Inter-Office Memorandum dated March 26, 1963, received from the
Director of Public Works concerning the Butler Road Access Im-
provement to the South San Francisco Marina.
There being no objections, Mayor Ahern referred the matter to
the City Manager for study. ,
Inter-Office Memorandum dated March 28, 1963, received from the
Superintendent of Public Works submitting compilation of bids
received for one GE Dump Truck to be used by the Street Depart-
ment.
City Manager Aiello declared the bids received, after which
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the low bid be accepted and award made
to Lerner's GMC.
Inter-Office Memorandum dated March 28, 1963, received! from the
Superintendent of Recreation and Pa?ks submitting compilation
of bids received for one Dump Truck to be used by the Park De-
partment.
City Manager Aiello declared the bids received, after which
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the low bid be accepted and award nade to
Arata Pontiac.
Monthly Reports for February, 1963, were received from
City Clerk's Office

San Mateo County Department of Public Health and
Welfare - Sanitation Section.
There being no objections, Mayor Ahem ordered the reports
accepted and placed on file.
There being nothing further, Mayor A~ern announced at t~is time
Ithat Mr. Nick Manuel of Winston Manor had consented to assume
!the Chairmanship for the ~hI~ year's Clean Up - Paint U~o - Fix Up
bitywide project. He thanked Mr. Manuel at this time for his
acceptance. Mr. Nick Manuel then remarked that he would make
every effort to maintain the record of the city and its award re-
ceived this evening and would bend every effort to try to exceed
it if at all possible, i
Councilman Cortesi at this time commented on the pouding of water
on the Ferko property on Spruce Avenue, discussed earlier at the
study meeting, remarking that the real estate office of Leo Cor-
tesi was in charge of the matter and had already given out two
bids for corrective measures to be taken and that Mr. Leo Cortesi
would be ~etting in touch with the City Attorney the following
morning to advise him of his results.
~here bein_~ nothing further from any member of the City Council,
Mayor Ahem asked if anyone in the audience had anything they
'~ished to offer. The Reverend Carl Curtright of the First Assem-
'~ly of God Church displayed photos of his church when i~ was
0~iginally established and its progress to the present day and
~en placed on display a colored drawing of the improvew_ents
w~ich were to be made in the very near future. Council expressed
$.~eir appreciation and thanks to the Reverend Curtright for his
efforts and work in the community.

Mr. Peter Mariani, retired City fireman, brought to Coun6il at-
tention a measure to be passed iu Sacramento which would increase
retirement payments for retired employees if the City would make
al contribution of monies proportionately. Discussion followed,
at which time the City Manager commen~ed that this would probably
r~quire an amendment to the City's present contract with the
Skate Employees Retirement System and was not aware of the bill
~hich Mr. Mariani spoke of. Further discussion followed, at
which time Councilman Bertucelli suggested a motion that the
C~.ty Manager contact Assemblyman Ryan to discuss this ma~ter.
CeUncilman Rozzi asked if this was a suggestion rather than a
wDtion, to which Councilman Bertucelli replied yes. Discussion
followed, after which, there being no objections, the Mayor re-
ferred the matter to the City Manager for further report.
Mr. Richard P. Lyons again brought to Council attention ~he matter
of his claim against certain members ~f the Police Department
which he discussed with Council some two weeks previously. He
s!tated that he was here this evening to again speak on tae same
~.atter. He renewed his request to Council for a lie detector
test for both himself and the police officers on his charges of
perjured testimony, asking if Council would not order such a test.
COuucil again advised Mr. Lyons that ~e, being an attorney, knew
t~he course of action he could follow in the courts and that the
courts had already decided on his case sometime previously. Mr.
L~,ous then suggested to Council that the matter be referred to
the Personnel Board and for that body to request the lie detector
test. Lengthy discussion followed concerning the matter with uo
~ctiou being taken by the City Council.
There being nothing further, Councilu%~n Rozzi moved, seconded by
C,ouncilmau Rocca and regularly carried, that the meeting be
~dJourned to Monday, April 8, 1963, at 7:30 p.m.
