The meeting was called to order by Mayor Patrick E. A~.%ern at
8:03 p.m.
Pledge of Allegiance to the Flag was recited, after w~ich in-
vocation was given by Reverend J. Nilton Jarratt of P~rkwood
Community Methodist Church.
Present: Councilmen Patrick E. Ahem, Emilio Cortesil, Andrew
Rocca, G. J. Rozzi, and Frank Bertucelli. ~
Absent: None. I
Mayor Ahem asked if there was a motion approving the minutes
of the regular meetin~ of May 6, 1963, and the adjourned reg-
ular meeting of May l~, 1963.
Councilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the minutes of the regular meetin~ of May
6, 1963, and the adjourned regular meeting of May lB, ~963, be
approved as submitted. ~
Mayor Ahem then asked if there was a motion approving the reg-
ular claims as submitted for payment. Councilman Rocca moved,
seconded by Councilman Rozzi and regularly carried, t~at the
regular claims totaling $19,?~4.28 9e approved for payment.
Parking District No. I Claims: Ma~or Ahem then asked if there
was a motion approving the claims as submitted.
Councilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the claims as submitted for Parking Dis-
trict No. l, totaling $1,370.48, be approved for payment.
LOwrie-Bothin-Swanson Assessment District Claim:
Wilson, Harzfeld, Jones & Morton claim dated MayI lB, 1963,
in the amount of $1,500.00 for legal services.
Councilman Rocca moved, seconded by Councilman Rozzi and reg-
ularly carried, that the claim as submitted for the Lowrie-
Bothin-Swanson Assessment District be approved for payment.~
Person and Swanson Assessment District Claim:
Wilson, Harzfeld, Jones & Morton claim dated Mayi 13, 1963,
in the amount of $2,961.15 for legal services. ~
Councilman Rozzi moved, seconded by Councilman Rocca and reg-

Communication dated May l, 1963, received from Wells Manufac-
turing Corporation requesting permission be coustruct~a truck
loading platform and a railroad spur track ou City easement,
Lot 9A, South San Francisco Industrial Park Unit No. 1.
Accompanying letter from J. Franci~ Ward, Architect, concern-
ing construction request.
City Attorney Noonan stated that the construction of the truck
loading platform and railroad spur track would be directly over
the City's main force line for the sewerage treatmeutlplaut
which serviced the industrial section, and for that r~ason it
was the feelinm of Council that it would be disadvautameous for
the City to allow such construction. He further remarked that
it would be in order for the City to deny the use of !the ease-
ment for the purpose applied for.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the request of the Wells Manufacturing
Corporation be denied.
VARIANCE Resolution No. 1605 was received from the Planning
Commission recommending permission be zranted for thel request
to permit 41½% lot coverage instead of-required 40% at 256
Evergreen Drive.
Councilman Rozzi moved, seconded by Councilman Rocca iaud reg-
ularly carried, that the recommendation of the Planning Com-
mission be approved and accepted.
VARIANCE Resolution No. 1606 was received from the P~annin~
Commission recommending permissior, be granted for the requSst
for a 2 foot encroachment into required 5 foot side Nard to
permit 42-2/3% lot coverage instead of required 40%, at 17
Greenwood Drive.
Councilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the recommendation of the Planning Com-
mission be approved and accepted.
VARIANCE Resolution No. 1607 was received from the Planning
Commission recommending permission be ~ranted for the request
to encroach 2 feet into required ~ foo~ side yard, and 42½%
lot coverage instead of required 40%, at 318 NorthwoOd Drive,
subject to the condition that existing building linelon side
yard be maintained.
Councilman Rozzi moved, seconded '~y Councilman Rocca. and reg-
ularly carried, that the recommendation of the Plauu!nE Com-
mission be approved and accepted.
VARIANCE Resolution No. 1608 was '?eceived from the Planning
Commission recommending permission be granted for the request
to locate an accessory building within the front one,half of
lot and within 4 feet from main building instead of required
l0 feet, at 107 Verauo Drive.
Councilman Rozzi moved, seconded by Councilman Roccai and reg-
ularly carried, that the recommendation of the Plaunling Com-
mission be approved and accepted.
VARIANCE Resolution No. 1609 was received from the Planning
Commission recommending permissicu be granted for the request,
to subdivide one lot into two lots, one lot to be 5,!530 sq. ft.
instead of required 6,000 sq. ft., and one lot to bei 4,270 sq. ft.
instead of required 4,000 sq. ft., at 843 Miller Aveinue.
Inter-Office Memorandum dated Ma~ 21, 1963, from the Planning
Commission recommending approval for the request to subdivide
one lot into two lots at 843 MilLer Avenue.
There being no objections from the Council, Mayor Ahem re'
quested the matter held over pending the receipt of'a complete
report ou the matter from the Planning Commission.
VARIANCE Resolution No. 1610 was received from the Planning
Commission recommending denial for the request to smbdivide
two lots into three lots: one containing 4,340 sq. lft. instead
of required 6,000 sq. ft.; one containing 4,395 sq.!ft, instead
of required 5,000 sq. ft.; and one-containing 4,700isq. ft.
instead of required 5,000 sq, ft. - Lots 17 and 18,~Block 5,
High School Park Addition (675 Pine Terrace).

Ma~or Ahem asked City Attorney Noonan if he felt the'letter
submitted by the applicant was au appeal, to which the City
Attorney replied that this constituted a letter of appeal and
that Council should set a public hearing date ou the matter.
Councilman Rocca moved, seconded by Councilman Rozzi and reg-
ularly carried, that a public heariug ou the matter be set
for July 1, 1963.
VARIANCE Resolution No. 1611 was r.~ceived from the Planning
Commission recommending permission be granted for the!request
to create a substandard corner lot of 3701 square feet at
and 214 Juniper Avenue.
Councilman Rozzi moved, seconded b~ Councilman Rocca and reg-
ularly carried, that the recommendation of the Planning Com-
mission be approved and accepted.
VARIANCE Resolution No. 1612 was received from the Planning
Commission recommending permission be granted for the request
for a permit for two signs, approximately 13'6" x 40' at 701
Dubuque Avenue, in an M-2-H area.
Councilman Rozzi moved, seconded by Councilman Rocca and reg-
ularly carried, that the recommendation of the Plannilng Com-
mission be approved and accepted.
Inter-Office Memorandum dated May 16, 1963, received from the
Planning Commission recommending ~ermissiou be grante~d for the
request to amend the original use-permit and variaucei in the
following manner: original request was for permission to erect
two apartment units over existing apartment and garages ou the
lane, maintaining the present home on the front of the property
at 411 Baden Avenue as well as cottage to the rear°X, present
home. Amended request is for permission to maintain existing
apartment and garages ou lane, house and cottage on Baden Avenue
and add an additional two dwelling units ou Baden Avenue attached
to the single family dwelling.
Councilman Rozzi moved, seconded by Councilman Roccaiand regu-
larly carried, that the recommendation of the Planning Commis-
sion be approved and accepted.
Inter-Office Memorandum received from the City Manager submit-
ting compilation of bids for the purchase of a police vehicle.
City Manager Aiello declared the bids received, stating that
the bid of Volonte Motors was the low bid.
Councilman Rocca moved, seconded by Councilman Rozzi~and regu-
larly carried, that the recommendation of the Police Chief, as
concurred in by the City Manager, be approved and award made
to the low bidder, Voloute Motors.

There being no objections, Mayor Ahem ordered the r!eport filed.
There being nothing further, Maycr Ahem asked if aNY member
of the Council had anything they wished to offer under Good
and Welfare. There being none, he asked if anyone present in
the audience had anything they wished to offer under Good and
Welfare.
ASSEMBLY BILL NO. 1873
RECLAMATION DISTRICTS
ACT:
ADJOURNMENT:
There being none, City Attorney Noonan at this time brought to
Council attention Assembly Bill Number 1873, which was a bill
prepared with the assistance of Ernest Wilson of the firm of
Wilson, Harzfeld, Jones and Morton and had to do with certain
changes to the Reclamation Distric;s Act. He remarked that
Mr. Wilson had requested that Council forward a letter in sup-
port of this bill to Sacramento.
Discussion followed concerning the bill, its provisions, and
League of California Cities support after expression Of support
by cities was received. ~
Councilman Rozzi then moved, seconded by Councilman Rocca and
regularly carried, that a letter b~ sent in support of Assembly
Bill Number 1873 provided the City Attorney's analysis shows
that the ~wers and protection in the Reclamation Actiwill be
preserved in Improvement Acts, and that the City Attorney re-
view the analysis with the League of California CitieS.
There being nothing further, Councilman Rozzi moved, Seconded
by Councilman Rocca and regularly ~arried, that the m~eting be
adjourned until June 3, 1963, at 8.00 p.m.
