Pledge of Allegiance to the Flag was recited. Due tO the ab-
sence of Reverend R. Eugene Linamen of Hillside Church of God,
no invocation was given.
Present: Councilmen Patrick E. Ahem, Emilio Cortesi, Andrew
Rocca, G. J. Rozzi, and Frank Bertucelli.
Absent: None.
Mayor Ahem asked if there was a motion approving the minutes
of the regular meeting of May 20, 1963,
Councilman Rozzi moved, seconded by Councilman Roccaiand rem-
ularly carried, that the minutes of the remular meet~n~ of -
May 20, 1963, be approved as submitted. - -
Mayor Ahem then asked if there was a motion approvi~m the
regular claims as submitted for payment. Councilman~occa
moved, seconded by Councilman Rozzi and regularly ca,tied,
that the regular claims totaling S16,942.9~ be approved for
payment.
City of South San Francisco Municipal Bonds of 1963 * Construc-
tion Fund Claims: :
(a) Title Insurance & Trust Company claim dated May il6, 1963,
iu the amount of $45.00 for right of way report.I
(b) Enterprise-Journal claim dated May 16, 1963, inlthe amount
of $3~.85 for legal advertislug.

Brady Constructors claim dated May 27, 1963, in ithe amount
of $81,147.60 for Progress Billing No. 2 - 24.2996% to be
paid by San Bruno.
Contract Chanme Order No. 2, dated May 16, 1963~ decreas-
ing contract ~rice in the amount of $198.00 by deleting
approximately 130 lineal feet of 16 inch bypass !line.
CounCilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the claim~ as submitted for the City
of South San Francisco Municipal Bonds of 1963 - ConStruction
Fund be approved for payment.
Lowrie-Bothiu-Swauson Assessment District Claim:
Wilson, Harzfeld, Jones & Morton claim dated Ma~ 16, 1963,
in the amount of $50.00 for costs advanced to Le!e S. Marks
for appraisal.
Councilman Rozzi moved, seconded by Councilman Rocca iand reg-
ularly carried, that the claim as submitted for Lowrte-Both{n-

Councilman Rocca moved, seconded by Councilman Rozzi land reg-

Claim:
Jenks & Adamson claim dated May 17, 1963, in the amount
of $4,000.00 for en~ineerin_~ services for PrO_~ress Pay-
ment No. 2 (phase D~ - 30% to be Paid by San Bruno.
Councilman RoZzi moved, Seconded bY Councilman Rocca and reg-
ularly carried, that the claim as submitted for Sewerage
Treatment Improvement, Planning and Engineering Fund be ap-
proved for payment.
South San Francisco Marina Claims:
(a) South City .Lumber and SuPply Co. claims amoUnting to
$456.26 for supplies.
(b) Marshall-Newell Supply Co. claim dated May 13, 1963, in
the amount of $74.88 for safety walk.
(c)' Heal2 Tibbitts Construction co. claim dated january 15,
1963, 'in the amount of $905.63 for derrick barge! work.
(d) ~Healy Ttbbltts Construction Co. claim dated January 15,
1963, in the amount of $26~.5D for -~rading work.

Councilman Rozzi moved, seconded by Councilman Bertuc$11i and
re_~ularly carried, that the claims as submitted for the South
San Francisco Marina be approved for payment.
Mayor Ahem declared the Public Hearing opened on notice to
abate weeds .and Confirming the report of Superintendemt of
Streets, asking if any .written protests had been received, to
which the 'City Clerk replied none nad been received by his
office. He then asked if anyone present had any protest they
wished to offer. There being none. Mayor Ahem then declared
the Public Hearing Closed.
Mayor Ahem requested the City Clerk to open and declare the
bids reCeived in connection with Sewage Project Unit -I --
pumping plants, force stain' and trunk sewers. After the .bids
had been opened and declared, Mr. paul Adamson of .the firm of
Jeuks & ~Adamson, Engineers for the~ project, requesbion permis-
sion to make a compilation of the bids received With ~ report
to be submitted for further Council action.
There bein~ no objections, Mayor Ahem stated that this matter
would be taken up for further action at an adjourned meeting
on Monday, June lC, 1963, at 7:15 p.m.
The :City Clerk announced that the following proclamation had
been iSSued by the Mayor's office:

MayOr Ahem so proclaimed, asking the Chief' of Police for his
Comments, Police Chief Fabbri remarked that articles were to
appear in the newspaper this week' and that pamphlets Were to
be sent out.
city Attorney Noonan explained-the firSt resOlution ready for
Council abtiou, after which Councilman Rocca introduced: "A

Communication received from the South San Francisco Junior
Chamber of Commerce dated May 20, 1963, requesting financial
assistance in the Miss South San Francisco Beauty Pageant.
Councilman Rocca moved, seconded by Councilman Rozzi~and reg-
ularly carried, that financial assistance be granted as in
previous years.
VARIANCE Resolution No. 1614 was received from the Planning
Commission recommending permissior, be ~ranted for the request~
for a 4 foot 9 inch rear yard ard 2 ~oot side yard!encroach-
ment at 236 Mansfield Drive, Winston Manor No. 2.
Councilman Rozzi moved, seconded by Councilman Bertu~elli and
regularly carried, that the recomw.eudation of the Planning
Commission be approved and accepted ,'
VARIANCE Resolution No. 1615 was received from the Pl[anniu~
Commission recommending permissio~ be granted for the request
for a 4 foot - 8 inch separation between buildings at 4 Chico
Court.
Councilman Rozzi moved, seconded by Councilman Bertuc~lll and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted.
VARIANCE Resolution No. 1616 was r~ceived from the Planning
Commission recommending permission be granted for the request
for omission of required 15 foot r~ar setback at 233 East
Grand Avenue, subject to the following condition: Submit work-
able parking plan to Architectural Committee for review when
structure and landscape plans are reviewed.
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted.
Inter-Office Memorandum dated May 28, 1963, received from the
Planning Officer recommending permission be granted to amend
Use Permit NO. 1592 and to change 5he name from Shasta Invest-
ment Co. to Golden Gate Building Co.
Councilman Rozzi moved, seconded by Councilman Bertueelli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted.
Inter-Office Memorandum dated May 16, 1963, received from the
Planning Commission recommending approval for the request of
Giuseppe Gioffre for resubdivision of three small lots to
create two lots -- cue having 3701 square feet and one having
5,232 square feet at 212 and 214 Juniper Avenue. I
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted. ,
The following application was received from the Department of
Alcoholic Beverage Control:
Application for On Sale Beer as applied for by
Shee Chon~ Gon~, Lou Kui Hin~, Lin S. Kong and
Ruth Kong-at 1~6 Hazelwood Dgive.
There being no objections, Mayor Akern ordered the report filed.
There being nothing further, Mayor Ahem asked if any 'nember of
the Council had anything they wished to offer under Go)d and
Welfare. :
Councilman Rocca brought to the attention of those gathered the
Bond issue which was to be voted on the following day, which
would provide East and West laterals throughout the County, and
urged everyone to go to the polls and express their right to
vote. He further commented that it would be well to pass the
Bond issue at this time since a very favorable money market
existed and the work could be done at a much less cost
Mayor Ahem commented that the publnc knew how Council felt on
the matter and also urged everyone vo vote, regardless of how.

City Attorney Noonan explained the next resolution, after which
Councilman Rozzi introduced: "A RESOLUTION OF THE CITY CiOUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING TRANSFER OF FUNDS
FROM THE CONTINGENCY FUND TO INSURANCH DEPARTMENT BUDGET IAND
CENTRAL SERVICES BUDGET".
Roll call vote was as follows: Ayes, Councilmen Patrick E.
Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank
Bertucelli. Noes, none. Absent, none.
City Attorney Noonan explained the next resolution, after which
Coancilman Rozzi introduced: "A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF SOUTH SAN FRANCISCO CONFIRMING REPORT OF SUPER-
INTENDENT OF STREETS AS TO CHARGES FOP. REMOVING WEEDS".
Roll call vote was as follows: Ayes, Councilmen Patrick,E.
A'aern, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank
Bertucelli. Noes, none. Absent, none.
Communication received from Wells Manufacturing Co. dated May
27, 1963, requesting Council's reconslderatiou of their ~ppli-
cation for a building permit on Lot 9, Block 3, South San
Francisco Industrial Park No. 1. '
Councilman Rocca remarked that during the study session, fat
which time the matter was discussed, it was agreed that the
City Attorney was to prepare the necessary documents to con-
clude the matter.
City Attorney Noonan stated that if Council so wished, they
could indicate their approval tonight and that in the interim
tae necessary documents could be prepared. Mayor Ahem asked
it anyone was present to represent the applicant, Mr. Wells.
A representative of the firm of Ritch[e & Ritchie was present
a~d Mayor Ahern requested he inform the applicant of Council's
approval.
Councilman Rocca moved, seconded by Councilman Rozzi and reg-
ularly carried, that the City Attorney along with the CiSy
Manager and any other necessary deparzment head be authorized
to prepare the necessary documents for Council's further~ac-
tion to conclude the matter.
Communication received from Mrs. Vincent Butera submitting a
petition with 55 names requesting two stop si~us at Evergreen
Drive and Miller Avenue.
Mayor Ahem asked if there was anyone present who wishedlto
speak on the matter. Mrs. Vincent Bu~era remarked that She
had circulated and sent in the petition, further remarking
that traffic and speed had increased un their subdivision.
She further commented that much of the increased traffic was
coming off of Hillside and teenagers attending E1 Camino High
School, and which endangered children in the area. Mayor A~ern
stated this was something that was of concern to the Pol%ce
Department and one which they constan;ly enforced.
Iu answer to inquiries from the residents of the Sunshine Gar-
dens subdivision present in the audience, Police Chief Fabbri
e~plained the detailed survey which his department had made,
the code provisions and the requirements which ~overned vhe
installation of stop signs. He further commented on theinumber
cf citations issued iu the subdivision for traffic viola)ions
a~d the number of accidents investigated. Chief Fabbri ~lso
w~de mention that iu addition to the issuance of citations, the
Police Department also had to testify iu court to insure en-
forcement of the fine provisions.
Mr. Ed Polkin~horn of 454 Evergreen Drive suggested enforcement
between 4:00 ~.m. and 5:30 p.m. when traffic seemed to be the
heaviest He also commented on dirt aaulin~ activities bein~
conducted through the subdivision.
Chief of Police Fabbri requested assistance of the residents
lu reporting the license numbers of speeders so that hislde-
partment would then be in a position to further enforce these
vLOlatious. ,~
Councilman Bertucelli commented that on the right side o~ Ever-
green Avenue there was no sidewalk and that children were using
the ditch and ditch banks iu that area to walk on which pre-
sented somewhat of a hazard as well. Chief Fabbri remarked
that announcements had been made over the public addressi system
lu the schools asking that the children not walk on or in the
d~tch going to and from school.
Further discussion followed, after which, there being uol objec-
tions, Mayor Ahem stated that increased traffic control~ would
be employed by the Police Department.

Councilman Bertucelli brought to Council's attention the matter
of a swimming pool which had been meutioued just prior to the
meeting being called to order by Mr. Lema, asking as to how
far iu the future this installation was to take place
Mayor Ahern commented that the swimmin~ pool was part of a
five-year capital improvement pro,ram and the pool sh(~uld be
installed within about three years.
There being nothing further, Mayor Ahem asked if any member
of the audience had anything they wished to offer. ~
Mr. Angelo Canziaui asked if an underpass at the railroad cross-
lng on Grand Avenue was to be part of the Bond issue mentioned
earlier. City Manager Aiello commented that an overpass was to
be included ou Canal Street, but that there was no underpass
included iu the Bond issue for the Grand Avenue railroad cross-
ing. Mr. Cauziaui commented that he could not supporz a Bond
issue which did not include this m~ch needed improvement.
Further discussion followed concernin~ the matter of
after which Mayor Ahern requested Mr.-Canziani to con1
City Manager so that he may be shown in the brochure,
City has on file, the improvements which were to take
a result of the Bond issue.
Councilman Rozzi~ then moved, seconded by Councilman R~
regularly carried, that the meetin~ be adjourned in m~
Dr. J. C. McGovern and that the Cisy Attorney prepare
memorial resolution on the passing of Dr. McGovern, at
the meeting be adjourned to June 10, 1963, at 7:15 P.~
