The meeting was called to order by Mayor Patrick E. Ahem at
8:00 p.m.

Mayor Ahem asked if there was a motioe approving the minutes
of the regular meeting of November 4, 1963.
Gouncilman Rocca moved, seconded by ~ouncilman Rozzi and regu-
tarly ca,tied, that the minutes of tae regular meeting Of No-
vember 4, 1963, be approved as submitted.
Mayor Ahem then asked if there was a motion approving the
regular claims as submitted for payment. Councilman Rozzi
noved, seconded by Councilman Bertucelli and regularly ~arried,
~hat the regular claims totaling $2~,572.63 be approved for
payment.
Mayor Ahem then asked if there was a motion approving Parking
District No. 1 claims as submitted for payment.
iCouncilman Bertucelli moved, seconded by Councilman Rocca and
regularly carried, that the claims as submitted for Parking
District No. 1, totaling $50.00, be approved fop payment.
City of South San Francisco Municipal Improvement Bonds' of

Dean C. Buehler, Inc. claim dated November 5~ 1965, in
the amount of $7,380.00 for payment due ou mOdifiCations

Councilman RoZzi moved, seconded by Councilman BertuCelli and
regularly carried, that the claim a~ submitted for the City
of South San Francisco Municipal ImproVement Bonds of ~96B --
Construction Fund be approved for payment.
South San Francisco Marina Claim:
Sacramento Landscapers, Inc. claim dated November 12,
196B, in the amount of $5,285.~0 for progress payment
for landscaping ~ork at the Marina.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the claim a~ submitted for the South
San Francisco Marina be approved foX'payment.
The next matter to come before the Council was the continued
Public Hearing on the Baden Crossing Lot Annexatione
There being no objections, and at the request of the
kttorney, Mayor Ahsrn continued the Public Hearing to the
next regular meeting.
Mayor Ahem proclaimed November 20, 1963, as "GOLDEN GATE PRO-
DUCE TERMINAL DAY" in South San Francisco.
Mayor Ahem proclaimed the week of December 2, 1963, in honor
of the United Sta~es Army Air Force, as"GOLDEN GATE WING WEEK"
in South San Francisco.

Council action, after which Councilman Bertucelli introduced:

Mayor Ahem, on behalf of the Council, commended Mrs. El~iott

Iuter-Offlce Memorandum dated Novembe? 13, 1963, from the Direc-
tor of Public Works submittin~ bids received on Traffic Signal
System Installation at Grand and Chesonut Avenues and Grand and
Crange Avenues.
Bids received were declared by Director of Public Works Goss
and he recommended award be made to E~co Phoenix Electric Corp.
City Attorney Noonan then explained tse resolution prepared for
award of contract, after which Councilman Rocca introducSd:

City Attorney Noonan explained the action which had bleen taken
by the Planning Commission with regard to the General! Plan,
after which he stated that Council could set the Publlic Hearing
for the next regular meeting.
Councilman Rocca then introduced the resolution entitled: "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH gAN FRAN-
CISCO SETTING A HEARING ON THE GE~ERAL PLAN ADOPTED BY THE
PLANNING COMMISSION AND CERTIFIED TO THE CITY COUNCIL".

The City Attorney explained the next resolution, after which
Councilman Rozzi introduced: "A P~SOLUTION OF THE C~TY COUN-
CIL OF THE CITY OF SOUTH SAN FRANCISCO AUTHORIZING THE FILING
OF AN APPLICATION FOR PLANNING GRANT PURSUANT TO THE iPUBLIC
LIBRARY DEVELOPMENT ACT".
Roll call vote was as follows: Ayes, Councilmen Patrick E.

City Attorney Noonan explained the ordinance which was ready
for second reading and adoption, stating that a motion could
be adopted by Council if they so desired that reading of the
ordinance iu its entirety be waived and that it be passed and
adopted by the reading of title only. Councilman RoZzi so
moved, seconded by Councilman Rocca and regularly carried.
City Attorney Noonau then remarke~ that a motion could be
adopted by Council that the ordinance entitled "AN ORDINANCE
AMENDING ORDINANCE NO. B53, AS AMENDED, ENTITLED ~ZONING OR-
DINANCE OF THE CITY OF SOUTH SAN ~.-RANCISC0~ PASSED AND ADOPTED
AUGUST lC, 195~" be read for the second time by title only
and be passed and adopted, the reading iu its entirety having
been duly waived. Councilman Rozzi so moved, seconded by
Councilman Bertucelli.

The next item to come before Council was the 2nd Reading and
Adoption of au ordinance entitled: "AN ORDINANCE OF~ THE CITY
OF SOUTH SAN FRANCISCO ESTABLISHING CERTAIN TRAFFIC REGULA-
TIONS IN ACCORDANCE WITH AND FOR DRDINANCE NO. 491".
City Attorney Noonan requested a continuance of the ordinance
to the next regular meeting pending receipt of a map of the
area. There being uo objections, Mayor Ahem continued the
ordinance to the next regular meeting.
Council next took up the matter Gf Use Permit Resolution No.
1654 as applied for by Paul Lunar~ii, requesting permlission
to allow dancing at restaurant and cocktail lounge at 1144
Mission Road, which was continued from the last meetiiug.
City Attorney Noonan remarked that a supplemental petition
containing lB9 signatures favoring the dance permit ~had been
presented by MY. Lunardi in behalf of him.
Mayor Ahem stated that his observance of the premises indi-
cated adequate parking iu the parking lot fronting ~he place
of business and could not see how this would effect iparking
iu the residential area. Councilman Bertucelli remarked that
he had checked the premises and that the Use Permit Could be
revoked for cause at any time. Councilman Rocca commented
that his observation indicated t~e place of business to be a
very orderly one.
Mr. Joseph Robles, an instructor at the E1 Camino Real High
Schoo4 expressed fear that the allowing of dancing would add
a teenage problem and requested unanimous negative Vote by
Council.
Further discussion followed, at which time MY. Paul~Cusheri
objected to the granting of the Use Permit, as wellias Tony
Mouto2a who remarked that a grea~ deal of responsibility
would rest with Mr. Luuardi iu prohibiting 19-year 01ds from
going into the establishment.
Councilman Bertucelli moved, seconded by CouncilmanRocca and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted and that it be lu com-
pliance with the recommendations of the Police Chief.

Inter-Office Memorandum dated Novenber 13, 1963, received from
the Librarian requesting permission to apply to the State of
California for a Planning Grant.
This matter having been acted upon earlier under Resolutions,
uo further action was taken.
Letter dated November 6, 1963, received from the Parents Asso-
ciation for Retarded Children of San Mateo County requesting
permission to conduct a campaign to solicit funds during the
week of November l?th to November ~Sth.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the request as submitted be approved.
VARIANCE Resolution No. 1664 was r~ceived from the Planning
Commission recommending permission be granted for the request
to encroach 4½ feet into required e0 foot rear yard at 839
Baden Avenue in an R-2 District, subJectoto the folloWin~ con-
ditions:

(3) The street address number for the second dwelling herein
permitted shall be a Baden Avenue street address and not a
Second Lane address.
(4) The owner, applicant for the Variance, shall remove or
cause to be removed the existing building on the lot~known as
839 Baden Avenue, which now front~ on Baden Avenue, within a
period of five years after comple~ion of construction of the
second single family residence herein permitted.
(5) No other buildings or structures shall be constructed on
said lot pursuant to this Variance except those provided for
herein and as shown on Exhibit "A" attached to Use Permit Reso-
lution, and should applicant desire to add any other!structures,
a supplemental or amended Use Permit shall be required.
Councilman Rocca moved, seconded by Councilman BertuCelli and
regularly carried, that the recommendation of the Plannin~
Commission be approved and accepted upon receipt by the City
of the executed Permit form forwarded to Mr. KaravolOs for
signature iu connection with his Use Permit applied for earlier.
Use Permit Resolution No. 1665 was received from the Plannin~
Commission recommendinm permission be ~rauted for the request
to establish a new and-used car aEeucy-(Sau Bruno Volkswagen),
Lot lC, Block A, Country Club Park at the corner of Country
Club Drive and E1 Camiuo Real iua C-1 District, subject to the
following conditions: (1) A fence and some planting!on the rear
of lot to be submitted to the Architectural Committee for ap-

Councilman Rocca moved, seconded by Councilman Bert~celli and
regularly carried, that the recommendation of the P~auuiug Com-
mission be approved and accepted and further iu accordance with
the recommendation of the Fire Chief and the Director of Public
Works. Councilman Rozzi abstained from voting.
Inter-Office Memorandum dated November 1~, 1963, received from
the Planuiu~ Commission Secretary concerning a corr*ctiou iu
the minutes of the Planning Commission to show resubdivisiou

Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the correction in the minutes of the
Plannin~ Commission be approved and accepted.
Inter-Office Memorandum dated November 14, 1963, received from
the Planning Commission recommending approval for the request
to amend Use Permit No. 1648 (Club View Apartments) to allow a
10~ x 2~' unlighted sign to be moved 50 feet east of the present
location so that it could be more readily seen from!El Camino
Real.
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the reconmendatiou of the Ptanniug
Commission be approved and accepted.

Inter-Office Memorandum dated November 14, 1963, re~arding the
transmittal of Planning Commission Resolution No. lblB~A, adopt-
ing the General Plan and all related documents.
Councilman Rozzi moved, seconded by Councilman BertuceLli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted, and a Public Hearing was
set by Council for the meetiu~ of December 2, 196B.
Inter-Office Memorandum dated November lB, 196B, received from
the Director of Public Works submitting compilation of|bids
received for sidewalk construction on the West side of!Camaritas
Avenue from Hickey Boulevard to existing sidewalk - approximately
5B6 feet South.
The bids received were declared by Director of Public Works Goss
and he recommended award be made to F. Ferraudo & Co. ~s the low
bidder. ,
Councilman Rocca moved, seconded by Councilman Rozzi and remu-
larly carried, that the recommendation of the Director!of P~blic
Works be approved and accepted and award made to F. Fe~rando
Co. as low bidder.
Compilation of bids received for on~ dump truck to be Wsed by
the Sanitation Department.
The bids received were declared by Dity Manager Aiello, after
which he recommended award be made to Arata Pontiac asithe low
bidder.
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, bhab the recommendation of the City, Manager!
be approved and accepted and award se made to Arata Pontiac as
the low bidder.
Compilation of bids received from the Superintendent o~ Parks
and Recreation for irrigation supplies for Burl Buri Park.
The bids received were declared by the City Manager with the
recommendation that award be made bo the low bidder oni each of
the items.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the a~ard be m~de to Ewiu~ Turf PrOducts
and Marine Supply & Equipment Compsny as the ~ow bidders.

There being no objections, Mayor A~.ern ordered the reDorts

There being nothing further, Mayor Ahem asked if any imember
of the Council had anything they wished to offer uude~ Good and

Councilman Cortesi brought to Council attention a complaint he
had received concerning the lack of street lighting on Grand
Avenue after midnight. He commented that the complaint he had
received was to the effect that the lights were closed after
midnight.
City Manager Aiello stated that thts seemed strange b~t that
he would bring it to the attention of the Pacific Gas~& Electric
Company.
Chief of Police Fabbri stated that the lights along Grand Avenue
remain lighted except that after mlduight one of the two lights
on each pole is extinguished, i
There being nothing further, Mayor Aheru asked if any person in
the audience had anything they wiS~ed to offer under Good and
Welfare.
Mr. Victor Boido commented ou the ~ideuiug of E1 Camino Real,
asking if Council would consider t~e extension of Grand Avenue
to E1 Camino Real.
Discussion followed, at which time Mr. Boido asked iflthis
would not be eligible for Gas Tax monies, to which the City
Manager replied that it was.

Further discussion followed, at which time Councilman Rozzi
commented on the extension of Oak Avenue through to
Drive.
.~ayor Ahem thanked Mr. Boido for h~_s comments, after ~hich he
'remarked that this was one of the reasons why the City 'iwas in
need of a Master Plan for future planning.
There being nothing further, Councilman Rozzi moved, seconded
by Councilman Bertucelli and regularly carried, that the meet-
ing be adjourned to Monday, December 2, 1963, at 8:00 p.m.
