The meetin¢ was called to order by Mayor Patrick E. Ahem at
8:02 p.m.
Pledge o£ Allegiance to the Flag was recited. In the absence
of Reverend William Briukley of HighTauds Baptist Church, the
Invocation was given by Reverend S. Milton Jarratt of Parkwood
Community Methodist Church.

Mayor Aheru asked if there was a motion approving the minutes
of the regular meeting of December L6, 19'6~.
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the minutes of the regular meeting of
De~ember 16, 1963, be approved as submitted. -
Mayor Ahern then asked if there was a motion approving the
regular claims as submitted for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularl~ carried, that the regular claims totaling $36,019.73
be approved for payment.
Mayor Ahem then asked if there was a motion approving Parking
District No. I claims as submitted for payment.
Councilman Rozzi moved, seconded b~ Councilman Rocca and reg-
ularl~ carried, that the claims as submitted for Parking Dis-
trict No. l, totaling $1,809.51, be approved for payment.

Councilman Bertucelli moved, seconded by Councilman Rocca and
regularly carried, that the claims as submitted for the City
of South San Francisco Municipal improvement Bonds of 1963 --
Construction Fund be approved for payment.
The next matter to come to the attention of Council was the
Baden Crossing Lot Annexation which had been continued from
the meeting of December 16, 1963.
There being no objections, Mayor ~hern continued the Public
Hearing to the next regular meetiag.

Mayor Ahem declared the Public Hearung opened on the amended
assessment of South San Francisco Industrial Park 2C, Zone 3,
asking if any written protests had been received, to which the
City Clerk replied uoue had been received by his office. He
then asked if anyone present in the audience had any protest
they wished to offer. There being none, Mayor Ahem declared
the Public Hearing closed.
Mayor Ahem issued a proclamation en;ltled: "A PROCLAMATION
DESIGNATING JANUARY~i~1964 AS MARCH OF DIMES MONTH IN THE CITY
OF SOUTH SAN FRANCISCO".
Councilman Emilio Cortesi appeared present at the meetiu~ at
8:08 p.m. and remained for its duration.
City Attorney Noonan explained the first resolution ready for
Council action, after which Couucilu-~n Rozzi introduced: "A
RESOLUTION OF THE CITY COUNCIL OF TNE CITY OF SOUTH SAN FRAN-
CISC0 CONFIRMING AN AMENDED ASSESSMENT SOUTH SAN FRANCISCO
INDUSTRIAL PARK 2C ZONE 3".
Roll call vote was as follows: Ayes, Councilmen Patrick E.
Aheru, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank

3ompilation of bids for painting exterior of City Hall was re-
ceived from the City Manager. The City Manager then gave a
summary of the bids received and recommended that award be made
to the low bidder, J. Wm. Sorensen, Inc.
The City Attorney then explained the resolution which had been
prepared, after which Councilman Rozzi introduced: "A RESOLU-
TION OF AWARD OF CONTRACTREPAINTING ANDREPAIRING CITY HALL".

City Attorney Noonan then explained the resolution, after which

City Attorney Noonan explained the next resolution, after which

the reason for a population estimate increase and the added

City Attorney Noouan explained the next resolution, stating
that the item appeared on the agenda later as Item No. I under
New Business and that action at this time would dispose of it.
Councilman Rozzi then introduced: 'A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ACCEPTING AN AMEND-
MENT TO THE AGREEMENT WITH IDEAL CEMENT COMPANY DATED DECEMBER
ll, 1963 - INCREASE OF ROYALTIES".

At the request of Mayor Ahem, City Manager Aiello briefly gave
the background on how the cities were permitted to allow these
dredging operations and the added revenue which the City de-
rives; that the amendment requested was to increase the per
cubic yard payment to the City.
The next item for Councilts attention was the second reading
and adoption of the ordinance entitled: AN ORDINANCE APPROVING
THE ANNEXATION OF CERTAIN UNINHABITED TERRITORY DESIGNATED
tDEVINCENZI TERRITORY ANNEXATION~ TO THE CITY OF SOUTH SAN
FRANCISCO".
At the request of the City Attorney, Mayor Ahem deferred the
matter to the next regular meeting.
City Attorney Noonan explained the ordinance which had been pre-
pared for Council's attention and was ready for its first read-
ing and introduction. He stated that a motion could be adopted
by Council that reading of the ordinance iu its entirety be
waived and that it have its first reading and introduction by
the reading of title only. Councilman Rocca so moved, seconded
by Councilman Bertucelli and regularly carried. City Attorney
Noonau then stated that a motion could be adopted that au or-
dinance entitled: "AN (N{DINANCE OF THE CITY OF SOUTH SAN FRAN-
CISCO AMENDING ORDINANCE NO. 150 0F SAID CITY PASSED AND ADOPTED
THE 1ST DAY OF APRIL, 1929, ENTITLED lAN ORDINANCE OF THE CITY
OF SOUTH SAN FRANCISCO ESTABLISHING REGULATIONS FOR THE ACCUMU-
LATION, COLLECTION AND REMOVAL OF GARBAGE~" be introduced,
reading iu its entirety having been duly waived. Councilman
Bertucelli so moved, seconded by Councilman Rocca and regularly
carried.
Roll call vote was as follows: Ayes, Councilmen Patrick E.

Claim against the City in the amount of $54,100.00 as filed by
Joseph E. Garcia of 1 Van Buren Street, San Francisco, was re-
ceived for alleged personal injuries as the result of an auto-
mobile accident in which a City owned vehicle was involved.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the claim be denied and referred to
the insurance carrier for the City.
Letter dated December ll, 1963, received from Ideal Cement Com-
panyiucreasin~ the royalty rate fcr shell extraction from
0.0265 to $0.639 per cubic yard f~om January 5, 1964, to Jan-
uary 5, 1968.
This matter having been acted upon under Resolutions, no fur-
ther Council action was taken.
VARIANCE Resolution No. 1667 was r~ceived from the Planning
Commission recommending permission be granted for the request
to encroach 5 feet into required 15 foot front yard ou Parcel
13-145-21, corner of E1Camiuo Real and Country Club Drive, to
erect a canopy.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted.
VARIANCE Resolution No. 1668 was received from the Planning
Commission recommending permission be granted for the request
to encroach l0 feet into required LO foot side yard to allow
for parking at 100 Arroyo Drive. A letter dated December 20,
1963, was received from adjoining oroperty owner granting ap-
pllcant permission to use the property for parking.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted.

VARIANCE APPLICATION
P.C. RESO. N0. 1669:
VARIANCE Resolution No. 1669 was received from the Planning
Commission recommending permission be granted for the request
to encroach 6~ feet into required 20 foot rear yard and re-
quest for 42% lot coverage instead of permitted 40% for addi-
tion to home at 501Lasseu Street.
1963 SEWER PROJECT -
FINAL ACCEPTANCE:
Councilman Rocca moved, seconded by ~ouncilman Bertucelli and
regularly carried, that the recommendation of the Planning
Commission be approved and accepted.
2nter-Office Memorandum dated December 30, 1963, received from
~he Director of Public Works recommending final acceptance of
work done by the Lowrie Paving Company on the 1963 Sanitary
Sewer Project.
Douncilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the recommendation of the Director of
Public Works be approved and accepted and final payment auth-
orized subject to a 10% retention being withheld for a period
of 35 days after acceptance.
HICKEY BOULEVARD
GUARD RAIL -
FINAL ACCEPTANCE:
Inter-Office Memorandum dated December 30, 1963, received from
the Director of Public Works recommending final acceptance of
the guard rail installed on Hickey Boulevard by Wulfert Com-
pany, Inc., and final payment authorized subject to a 10%
retention being withheld for a period of 35 days after accep-
Sance.
Councilman Bertucelli moved, seconded by Councilman Rozzi and
regularl~ carried, that the recommendation of the Director of
Public Works be approved and accepted.

COMMISSION -

COUNCILMAN BERTUCELLI:
There being nothing further, Mayor Ahem asked if any member
of the Council had anything they wished to offer under Good
and Welfare. There being none, Mayor Ahem remarked 'thattthe
Board of Supervisors of San Mateo County requested that a mem-
ber of the City Council be appointed to the Greater Highways
Commission.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that Councilman Bertucelli be appointed to the
Greater Highways Committee.
COMPLAINTS RE. AREA
OF BRENTW00D BOWL:
There bein~ nothing further from au~ member of the Council,
Mayor Aheru asked if anyone present in the audience had any-
thing they wished to offer under Iced and Welfare.
Mrs. Ralph Marcus of 15~ Northwood Drive commented that the
reason there were so many teenagers iu the audience was because
of the complaint she wished to reEister with Council. Mrs.
Marcus complained of the speeding that took place ou Northwood
Drive, the fights among teenagers, use of profanity, damage
to trees on private property, the dumping of beer ca~s and lit-
ter on lawns. She commented these acts have been from groups
that congregate near the Brentwoed Bow1 and that she' had spoken
to the management of the Bowl, suggesting the closing off of
the Northwood Drive entrance. She asked for a solution to the
problem and relief from these mertioued acts.

Reginald Clapp of 373 Zamora Drive, a college student, remarked
that the problem of speeding was due to 14-year old children
that take their parents' car without permission. He further
commented that since the Brentwood Bowl is near her home is
the reason for her complaint, and that the Bow1 is the only
recreation center for teenagers. Iu answer to Mayor Ahern's
question as to his age, Reginald Clapp answered that he was
L8 years old.
Ralph Marcus of 154 Northwood Drive ~ommeuted on the drinking
ohat goes ou in cars, the use of profanity until the early hours
[u the morning, and further remarked that there were a number
of property owners present in the audience to voice their com-
plaint.
Marc Avelar of 237 Cuesta Drive commented that he was not pres-
ent as a student to complain, but that he happened to be here
on a school project. He suggested that curfew laws be enforced,
remarking that since they were teeu~gers they seemed to fall in-
Uo a somewhat controversial group a~d that he felt certain that
it was not the object of teenagers to create mayhem ou the City
~treets. Mayor Aheru replied that the use of the word teenagers
Nas not meant in any derogatory sense.
John F. Glory of 141 Knoll Circle complained of teenagers' cars
being stolen iu front of the Bowling Alley and no action avail-
able when stolen.
Mrs. Marcus commented that the complaints registered were a mat-
ter of police record and could be verified.
James Clapp of 373 Zamora Drive remarked that he goes to the
Brentwood Bowl but that there is a Lack of parking facilities,
suggesting the graveling or paving of the lot next door to the
Bowling Alley. Mayor Aheru commented that there appeared to
be ample parking iu the Breutwood Shopping Area and Alida Street.
Mike Steponich of 105 Alta Loma remarked that he was present to-
night with a Government class. He oommeuted that each time some-
thing happens the teenagers are blamed. He further remarked that
there has been nothing done to solve the problem of meeting
places for the teenagers. Mayor Ah~rn replied that there were
church organizations that had teena~e groups and that the City's
Recreation Department conducted the Magnolia Teenage Center for
such functions.
Mary Newman of 158 Northwood Drive complained of lawns which
were damaged by vehicles, traffic congestion iu the residential
area and suggested that if the entrance to the Bowling Alley
was on E1 Camiuo Real the problem ~ould be solved.
Cathy Santos of 1224 Crestwood Drive stated that teenagers be-
tween the ages of 18 to 20 need guidance. She further remarked
that when you reached 18 years of age you could no longer par-
ticipate in Magnolia Center. She suggested that areas be made
available for groups.
Mayor Ahem then asked if a representative of the Bowling Alley
was present and would like to speak.
Berry Steiurich, the Bowling Alley proprietor, commented that
the lot next door to the Bowling Alley was too high in rent and
further commented that the litter of beer cans was mostly done
by persons over 21 years of age.
Mayor Aheru asked Mr. Steinrich if the management of the Brent-
wood Bow1 was in favor of spending money to have the parking
problem solved, to which he replied that he supposed they would.
Mr. Marcus suggested no parking be allowed on Northwood Drive
after certain hours, stating that it appeared that the parkiu~
problem seemed the crux of the matter.
Marc Avelar suggested the formation of a committee composed of
the Bowling Alley representatives, residents of Northwood Drive,
and Council to discuss and find a solution to the prOblem.
Mr. Victor Boido of 505 Orange Avenue suggested the employment
of a special police officer for four or five hours per night
to solve the problem.
Jerry Kuhn of 321 Alta Mesa stated that he works part time as a
gas station attendant in a Mission Street Service Station while
attending school and that the same problem existed in a coffee
shop in the area and the way they solved the problem was to
make available an area to the rear for gatherings.

Bill Anderson, 318 Fairway Drive, renarked that the reason that
teenagers were con~re~atin~ ou Northwood Drive at one occasion
~as because of an accident which took place, damagin~ a teen-
agers car, and that the responsible trivet was ~oin~ to leave
without ~iving his name and address.
An unidentified woman, resident of Northwood Drive, commented
that it was her husband who was involved in the accident, that-
there was uo intention of leavin~ the scene, that they Were in-
sured, and that any damages would have been attended to. She
further commented that the cause of ohe accident was because
the other car was illegally parked. She further remarked that
there was speeding of cars iu the area. She also suggested that
other recreation facilities be provided for teenage activities.
Sherm Haws of 853 Newman Drive suggested ralsin~ the curbs and
pavement in the area to discourage speeding and drivin~ up on
the sidewalk.
John Glory stated that since the street was public, how could
parking be prohibited.
Councilman Rocca stated that he had listened to both sides and
~hat he was primarily for law and order. He cited the a~ree-
meut recently executed with the schools which provides added
recreation facilities for all age ~roups. He stated t~at the
peace and comfort of the residents should be protected and that
;he dumping of litter ou private prcperty be stopped. He fur-
ther remarked that the management of the Bowlin~ Alley could
exercise more caution, that he was familiar with the operations
of other Bowliu~ Alleys iu the County and that no ~uch problem
existed.
Mayor Ahem stated that if the young people of the community
were not doing anything wrong they had nothing to worry about,
and if they did somethin~ wrong, then they could expect to pay
for their acts. He further suggested that they were in a good
position to police themselves and s~op any acts as described.
He also stated that the population grew faster than the City
could provide facilities for.
There being nothing further, Councilman Rocca moved, seconded
by Councilman Rozzi and regularly carried, that the meeting be
adjourned to Monday, Jauuagy 20, 1964, at 8:00 p.m.
