The meeting was called to order by Mayor Patrick E. Ahem at
8:00 p.m.
Pledge of Allegiance to the Flag was recited, after which the
invocation was given by Reverend Paul P. Coleman of St. Ver-
onicats ChUrch.
Mayor Ahem at this time explained t.~e presence of the Boy
Scouts this evening, stating that each boy represented some
nember of City Government and that t.~is was an annual event in
the City. He then introduced Bill Lawrence, present iu the
audience, who was iu charge of this function. He then asked
each of the boys to stand and introduce themselves. Mayor Ahem
then remarked that the parents of the boys were likewise to be
commended for their interest in this event and the welfare of
their children.

Councilman Bertucelli at this time commented that recently the
South San Francisco Boyst Club had selected two girls as little
sisters of their organization. He asked Mayor Aheru ifhe
could mention this at this time as i~ involved a young lady
who had to leave early. He stated t'~at last Thursday two ver~
sweet young ladies were chosen to become the little sisters of
the South San Francisco Boysl Club. For the three to five year
age group, Miss Valerie MaJolet was ~he winner. In the six to
eight year age group, Miss Denise Wesala was selected. He
stated that Denise was present at the meeting with her proud
parents and he knew Mayor Aheru would want to congratulate her
on behalf of the entire Council. Mayor Ahem then extended con-
gratulations to the two little girls.
Mayor Ahem asked if there was a motion ~pproving the minutes
of the regular meeting of February 3, 196~.
Councilman Rozzi moved, seconded by Douncilman Bertucelli and
regularly carried, that the minutes of the regular meeting of
February 3, 1964, be approved for payment.
Mayor Ahem then asked if there was a motion approving the regu-
Lar claims as submitted for payment.
Councilman Rocca moved, seconded by Councilman Bertucelli and
regularly carried, that the regular ~laims totaling $53,954.57
be approved for payment.
Mayor Ahem then asked if there was a motion approving Parking
District No. 1 claims as submitted for payment.
Councilman Rocca moved, seconded by ~ouncilman Rozzi and regu-

Title Insurance and Trust Company claim dated August 7,
1963, in the amount of $836.97 for refund on overpayment
of assessment.
Councilman Rozzi moved, seconded by Councilman Bertucelli and
regularly carried, that the claim as submitted for the South
San Francisco Industrial Park 2-0, gone B Assessment District
be approved for payment.
The next item to come to the attention of the Council was the
3aden Crossing Lot Annexation publi~ hearing which had been
continued from the meeting of February 3, 1964.
There being no objections, Mayor Ahem continued the Public
Hearing to the next regular meeting.
.V~yor Ahem declared the Public Hearing opened on the Amendment
of Zoning Ordinance rezoning Parcel ~A of uninhabited Westbor-
ough bounded by Westborough Boulevard on the South, South San
?rancisco City boundary on the North, Junipero Serra on. the
East and P.G. & E. transmission line right-of-way on the West
a neighborhood commercial district cr C-1 district. He asked
if any written protests had been-received to which the .City
Clerk replied none had been received by his office. He then
asked if anyone present had any protest they wished to offer.
There being none, Mayor Ahem declared the Public Hearing closed.
Mayor Ahem declared the Public Hearing opened on the Amendment
of Zoning Ordinance rezoning Parcel 2 of uninhabited Weistbor-
ough bounded by Westborough Boulevard on the North, San Bruno
City limit lines on the South, Junipero Serra Boulevard on the
East and Westborough Unit No. 3 on the West so as to zone said
Darcel restricted multiple family residential district or an
R-3 district. He asked if any written protests had been re-
ceived to which the City Clerk replied none had been received
by his office. He then asked if anyone present had any~ protest
They wished to offer. There being ~one, Mayor Ahem declared
~he Public Hearing closed.

inter-Office Memorandum dated February 1~, 196~, received from
~he Director of Public Works recommending approval for the grad-
ing permit.
City Attorney Noonan explained the omnditions under which the
Grading Permit Application was to be granted, remarking that
resolution concerning the issuance o~ such a permit should be
introduced a~d adopted.~ CounCilman ~ozzi then introduced a
resolution entitled. RESOLUTION AUTHORIZING GRANTING OF A
GRADING PERMIT TO CABOT, CABOT AND F~RBES".

A petition was submitted by residents of Winston Manor for
traffic safety measures at the Junipero Serra and Clay Avenue
intersection.
Mayor Ahem stated that he knew ther~ were residents in the aud-
ience who wished to speak on the matter and called on them at
this time. Thomas Finnerty of 221Clifden Drive introduced his
wife. He stated she had worked hard to get something done on
this problem.
Mrs. Finnerty then thanked the Council for their indulgence in
this matter and for their immediate ~ction in calling a~meeting
after recent tragedies occurred in a~ effort to obtain Some
solution. She commented that the residents of the area~ were
not satisfied with the answer of the State Division of Highways
and intended to carry the fight to S~cramento. She commented
that no attention was paid to the speed limits and that~ letters
were now on their way to Sacramento moncerning this. She again
thanked Council and asked for their montinued support.
Mrs. Finnerty at this time asked Coumcil permission to show
some motion pictures made of the Junipero Serra highway show-
~ng the speeding of cars and trucks.

Mr. Finnerty then asked that if Mr. ~'Shea of the Division of
Highways was so opposed to an overpass crossing how much per
capita would a pre-fabricated one cost people of the area.
Mr. Finnerty also asked for more police patrol activity on
Saturdays and Sundays, to which the Police Chief replied his
surveys indicated that Wednesday and Fridays were the heaviest
traveled days and that increased traffic enforcement was already
in effect.
City Manager Aiello stated that within the next ten days to two
weeks extensive study of traffic and pedestrian patterns were
going to be conducted so that complete information would be
~vailable to report to Sacramento.
The film was then shown with one of ~he residents commenting on
various sections where vehicular speeding was taking place and
the difficulty of pedestrians trying to cross. After the film
~d been shown, it was requested by ~he residents of the area
that Council and the residents ~rite to Assemblyman Ryan, Sena-
tor Dolwig and the Governor if necessary for help in solving
the problem.
Councilman Rozzi recommended the Cit2 Manager be instructed to
look into the cost of an overpass while studies were being made.
Mrs. Helen Kruse of 135 Clay Avenue cmmmented on the Police pa-
trol car that was seen parked on Hickey Boulevard but was not
~ctive, to which the Police Chief replied that this wasla radar
equipped vehicle in contact with a motorcycle officer on the
other end of the highway for enforce~nt.
Councilman Cortesi suggested that some of the scheduledlpublic
~ork projects be delayed and the cit2 instead use the monies
for the construction of a highway.
Mayor Ahern commented that the interjection at E1Camino Real
&nd Country Club Park where the High School students have to
cross is likewise one of the most hazardoms and that if the City
constructed an overpass at Junipero Serfs and Clay Avenue they
would then have requests for similar construction at other areas.

tonight because they wanted somethin~ done to protect their
children.
Mayor Ahem stated that the City wished to solve the problem but
that since it was the Statels responsibility they should be the
ones to solve it.
Further discussion followed at which time Councilman Bertucelli
suggested that the City contact the State for a solution, sug-
gesting that if necessary the raisin~ of funds be made by the
Levying of an additional one cent t~.
From the audience, a woman remarked ~hat Mrs. Edmund Dady, wife
of a Civil Engineer, had obtained the cost of construction per
foot plus the cost of anchoring the structure, and the right-of-
~ay, for an overpass such as exists at Hillside Boulevard.
Mayor Ahem commented that Council s~ould have some cost fac-
tors by the next Council meeting.
From the audience a man suggested th~ residents of the area re-
hove the trees in the center strip o? the highway so that clear
vision would be readily available. ~ity Attorney Noonan re-
harked that doing such removal would only result in an arrest
for destroying public property and t.~at a request to the State
should be made for modification to t~e existing shrubbery. Mayor
Ahem remarked that this suggestion had already been made to the
State.
Councilman Cortesi then suggested a motion be made that a com-
mittee be appointed to contact Mr. O~Shea of the Division of
Highways, requesting that he be a member of that committee, in
order that a solution to the matter could be reached. No second
~o the motion was made.
Brief discussion followed, after which, there being nothing fur-
~her on the matter, Mayor Ahern remarked that the City would
continue to press for a solution.

Letter dated January 28, 1964, was received from the Easter Seal
Society requesting permission to solicit funds iu South San Fran-
cisco as part of the 1964 Easter Seal Campaign.

Claim against the City in the amount of $4,011.00 as filed by
George Romero doing business as Bay City Foundry Co. alleging
damages to his property at 311 South Canal Street as the result
of a defective drainage system.

insurance carrier for the City.
USE PERMIT Resolution No. 1681 was received from the Planning
Commission recommending permission be granted for the request
to maintain a temporary storage yard for auto towing operations
at 428 North Canal Street in an M-I-~ district (Assessorls No.
L4-061-05), subject to the following conditions: (1) That the
permit be issued on a one year renewal basis; (2) That wrecking
and Junking operations not be permitted on the property; (3) That
no vehicles or parts of vehicles shall be stored on the property
for periods to exceed 30 days.
City Attorney Noonan stated that earlier there seemed tO be a
conflict iu 0rdiuances on Use Permit Resolutlou No. 1681 and
the memorandum from the Planning Con,mission concerning the appeal
of John Hall to his Use Permit No. 1580, but that after, examina-
tion was found to be iu order.
Councilman Rozzi moved, seconded by ~ouncilman Rocca and regu-

be approved and accepted.
USE PERMIT Resolution No. 1682 was r3ceived from the Planning
Commission recommending permission b3 granted for the request
of Robert Smith and Joseph Welch to 3stablish a clubhouse, res-
~aurant with bar, and pee wee-golf course within 200 feet of a
residential area on Mission Road opposite Oak Avenue, in a C-1
district, subject to the following conditions: (1) That the pro-
posed clubhouse be relocated so as not be lie within the proposed
right of way of the Westborough Freeway; (2) that a revised park-
ing plan be prepared; (3) that a signal be provided at ithe grade
crossing over the Southern Pacific ~racks which leads to the
area indicated for additional parking if that area is developed;
~) that the final landscape and architectural plans meet with
;he approval of the Architectural Committee, (5) that i~ the
Architectural Committee finds that a~y changes in use ape pro-

Fire Chief Marchi recommended that the Use Permit carry the pro-
vision that fire hydrants and fire alarm boxes be installed as
one of the conditions to the granting. Discussion followed at
which time Mrs. Robertson, Planning Officer, commented that Use
Permits carry the recommendations of the Departments.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-
larly carried, that the recommendation of the Planning Commission
be approved and accepted, and that the recommendation of the
Fire Chief concerning installation of fire alarm boxes land fire
~ydrant be made one of the conditiors.
USE PERMIT Resolution No. 1683 was received from the Planning
Commission recommending permission be granted for the request
to move an existing sign, with a 50 sq. ft. addition, to a new
location on Airport Boulevard, in ar M-2-H district, subject
to the condition that the applicant enter into a "holdiharmless"
agreement with the City covering ail City owned property used
by the firm.
Councilman Rozzi moved, seconded by Councilman Rocca and regu-

There being nothing further, Mayor Ahem asked if any of the Boy
Scouts had any comments to make on their thoughts for todayts
activities. There were not any at this time.
Councilman Rozzi remarked that some pears ago the City had to go
to a fill and cover method of garbage disposal so as to comply
with the provisions of the Air and Water Pollution Control Boards.
Ke further remarked that this method was fast becoming exhausted
~nd that the City should investigate other methods. He:explained
~ethods now being used in the East, requesting that the City Mana-
ger investigate the method of garbage disposal by incineration.
Councilman Bertucelli commented that he was pleased to see so
many new people in attendance and suggested they come again and
take part lu their Cityts activities.
Again Mayor Ahem asked the Scouts if they had anything they
wished to comment on. Scout Eddie Swanson suggested that the
City buy the San Bruno Mountains for later use as recreational
facilities rather than let it be used for fill and cover opera-
tions. He further suggested the Cit~ obtain State funde for the
purchase if need be.
Scout Jeff Jones remarked he would rather see the Mountains re-
,min than the land used for a Bay crossing.
Scout Jim Carlsen also stated that t'ae Mountains should be pre-
served for park purposes for future generations.
There being nothing further and nothing from any member of the
~udience, Councilman Rozzi briefly commented on the Court of
Honor in Scouting which would take place on February 20, 1964,
to honor those scouts who achieved the Eagle Scout Award with
presentation of resolutions of commendation and publicly honored
tn the following Courts:
Judge DeMatteis for the Southera County
Judge Branson for the Central County
Judge Blum for the Northern Couaty.
