The meeting was called to order by Mayor Patrick E. Ahem at
8:00 p.m.
Present:
Absent:
Councilmen Patrick E. Aheru, Emilio Cortesi, Andrew
Rocca, G. J. Rozzi, and Frank Bertucelli.
None.
City Attorney Noonan commented that a resolution had been re-
quested by the City Manager to amend the contract with the ar-
chitect on the new Library building so that a Civil Defense
Emergency Operating Center would be ~ncluded in the basement
~ortion of the building. This would then obtain State appor-
tionment of funds.
~ouncilman Rocca then introduced a resolution entitled: "CITY
~gUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA -
A RESOLUTION AUTHORIZING EXECUTION OF AN AMENDING AGREEMENT
WITH PAUL D. MARKLING, ARCHITECT -- PUBLIC LIBRARY AND EMER-
GENCY OPERATION CENTER".
Discussion followed, at which time Councilman Cortesi asked for
farther information. After discussion, Roll Call vote was as
follows: Ayes, Councilmen Patrick E. Aborn, Emilio Cortesi,
Andrew Rocca, G. J. Rozzi, and Frank Bertucelli. Noes, none.
Absent, none.
C~ty Attorney Noonan then explained ~o Council the next resolu-
tion which concerned setting out in detail the meeting dates of
the Council, both study and regular, so that anyone interested
could know when the Council met. He further remarked that this
resolution would be published once in the newspaper.
Discussion followed concerning the matter of publishing the call
of a Special Meeting. Councilman Ber~ucelli requested that pub-
lication be made in the San Marco Tim~s, as well as other news-
papers, since this was a daily publication. Further discussion
followed, after which Councilman Rozzi introduced a resolution
er titled: "CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF
CALIFORNIA - A RESOLUTION ESTABLISHING MEETING DATE OF THE CITY
COUNCIL".
Roll call vote was as follows: Ayes, Councilmen Patrick~E.
Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and Frank
Bertucelli. Noes, none. Absent, none.
City Manager Aiello at this time brought to Council's attention
the matter of the Tentative Map of Westborough Unit No. ~ which
was at this moment before the Planning Commission who were meet-
i~g_ in the Council Chambers. He commented that one of the im-
portant matters concerning this tentative map was the matter of
sewage disposal. He remarked that the plans showed a tie-in at
Avalon Park and that a request had been received as to the feel-
isE of the City regarding the tie-in, and if so, under what con-
ditions. This was needed in order for the Planning Commission
to act on the Map.
CoAncilman Rocca asked if a survey had been made concerning the
adequacy of the lines, to which the Director of Public Works re-
plied that the Treatment Plant was adequate but that the lines
would have to be enlarged.
Mr. Ray Vetterlien of the Westborough Homeowners Improvement
Association commented that the mentioned unit was where the pro-
posed Freeway was to be placed and that this might have some ef-
fect on the lines.
Lengthy discussion followed, after which Mayor Ahem declared a
recess of the meeting at 8:27 p.m. in order that the DireCtor
of Public Works and the City Attorney could attend the planning
Conmission meeting who were now discussing the matter of the
Tentative Map.
The meeting was recalled to order by Mayor Aborn at 8:55 p.m.,
at which time City Manager Aiello stated that the Planning Com-
mission ordered the Tengative Map of W~stborough Unit
held over and no action by Council was necessary at this time.

City Attorney Noonan at this time stated that Arthur Haskins,
Inc. had requested a hauling permit ~o haul material from the
See's Candy excavation to the Woolworth Company building site
at the Cabot, Cabot and Forbes development, further staging
that the Bond he already had on file with the City was a con~
tinning cue and was adequate. Councilman Bertucelli then in-
troduced a resolution entitled: "CITY COUNCIL, CITY OF!SOUTH
SAN FRANCISCO, STATE OF CALIFORNIA - A RESOLUTION GRANTING A
PERMIT TO HAUL EXCAVATED EARTH TO ARTHUR HASKINS, INC."
Roll call vote was as follows: Ayes, Councilmen Patrick E.
Ahem, Emilio Cortesi, Andrew Rocca, G. J. Rozzi, and FWank
Bertucelli. Noes, none. Absent, none.
The City Council at this time took up the matter of the proposed
.~rdinance concerning sewer rental rates and discharging~of wastes
into the sewerage system.
Mr. Ross Smith, representing the manufacturers, commented that
a study had been made on the revisiors to the ordinance. He
further stated that the matter had been discussed at length
~ith the City Manager and his staff, and that these discussions
:overed charges by water consumptionj solids and grease. He
~hen commented ou the increased amourt that industry would be
paying and concluded that he felt they had been offered a fair
~ompromise.
City Manager Aiello explained the increase which everyone would
b~ paying and stated that it amounted to a 66 2/3% increase
~aroughout. He then explained the amount to be paid by ithose
Isdustries who were heavy dischargers of grease into the City's
sys~tem and that they might find it more advantageous to install
'~eir own pre-treatment thereby affecting a savings by not hav-
ing to pay a higher sewage rate.
Discussion followed, at which time Mayor Aheru asked if the
residential owners were getting a fair chavge, to which iMf.
Jenks of Jenks and Adamson commented that $15.00 was a typical
charge.
City Manager Aiello then commented o~ the consideration which
would be given to large volume water users who used the Water
in their cooling process with none of it going into the sewage
system. He further commented that the adjustment would be made
by the Superintendent of Sanitation.
Further discussion followed concerning the equity of the charges
proposed for all users, at which time Mayor Aheru commented that
while industry had their representative the City Council was the
representative for the people and that it was Council's duty to
see that they were fairly treated.
After discussion, City Attorney Noonan explained the two ordi-
nances which had been prepared, and were ready for Council's
astention. On the first ordinance ready for its first reading
and introduction, he stated a motion could be adopted by Coun-
cil that reading of the ordinance in its entirety be waiVed and
that it have its first reading and introduction by the reading
of title only. Councilman Rocca so moved, seconded by COuncil-
nan Rozzi and regularly carried. City Attorney Noouau then
soared that a motion could be adopted than an ordinance entitled
'AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO AMENDING 0RDI-
NANCE NO. 396 ENTITLED 'AN ORDINANCE 9F THE CITY OF SOUTH SAN
FRANCISCO PROVIDING FOR SEWER RENTALS AND CHARGES IN SAID CITY~
PROVIDING THAT SUCH SEWER RENTALS AND CHARGES SHALL BE COLLECTED
ON THE MUNICIPAL TAX ROLL AND SHALL BECOME A LIEN UPON THE RE-
SPECTIVE PARCELS OF REAL PROPERTY'" b~ introduced, reading in
~ts entirety having been duly waived. Councilman Rocca so moved,
seconded by Councilman Rozzi and regularly carried.
Roll call vote was as follows: Ayes, Councilmen Patrick E.
Ahem, Emilio Cortesi, Andrew Rocca, ~. J. Rozzi, and Frank
Bertucelli. Noes, none. Absent, non~.
City Attorney Noonan then stated that the second ordinance ready
for its first reading and introduction, following a motion, also
could be adopted by Council that reading of the ordinance in its
entirety be waived and that it have i~s first reading and intro-
duction by the reading of title only. Councilman Bertucelli so
moved, seconded by Councilman Rozzi a'sd regularly carried.
